One of the main tasks of the modern education system is not just to transfer to students as much knowledge as possible, but rather the ability to extract it, the ability to navigate the flow of up-to-date information. The quality and reliability of the future specialist’s knowledge, his ability to solve complex issues independently, and the success of his future professional activities depend on the organization of pedagogical management in the educational activities of students. The virtual educational environment is understood as an arbitrarily constructed structure of the information environment, consisting of a set of autonomous subjects which connections are nonlinear and probabilistic. The virtual educational environment implements students’ life strategies and values in digital social interaction. The purpose of the research is to determine the features of using the pedagogical technology of creating a portfolio in the electronic form as a tool of pedagogical management in the virtual information and educational environment of the University. The objectives of the research are to analyze the components of the electronic portfolio of students and compare them with the stages of implementation of the pedagogical technology for creating a students’ portfolio. The solution of the research tasks is based on the criterion of improving the professional literacy of the university students and evaluating their achievements using e-portfolio technology.

A survey was conducted among foreign students studying at Natural Sciences Education Faculty of the I. Yakovlev Chuvash State Pedagogical University located in Cheboksary, the Republic of Chuvashia, Russia. The methodology was used to diagnose the learning motivation of students and a survey was conducted in order to identify socio-pedagogical conditions of students adaptation to the university. Leading motives have been established that determine the desire of foreign students to obtain higher education in Russian cities. The dynamics of student motivation changes has been revealed. It is also found that the assessment of the university and faculty management work by foreign students testifies to the favorable social and pedagogical environment that is developed at the faculty and university. Foreign students poor knowledge of special terminology used for the study of natural sciences is noted. The author identified that it is necessary for foreign students to acquire professional activities of pedagogical education bachelors. Studying at a pedagogical university is demanded by foreign citizens from Central Asia states. Working with foreign students enriches the teaching experience of faculty members. Strengthening multicultural relations, creating conditions conducive to the full self-realization of foreign students personality facilitates the process of their adaptation and integration into the educational environment. Training a prospective bachelor of pedagogical education as a specialist takes place in the context of motivations change throughout the learning process. At the same time, an important point is the confidence in the future profession. In such conditions, educational and cognitive motives become more important and stimulate students to acquire knowledge in the field of their chosen profession.

Along with the sociocultural, natural and technogenic life environments in the post-industrial society, the information environment, embodied by the media and the global Internet, is becoming the leading one. In the information environment, individual activity is transferred to the Internet. It includes professional activities mediated by distance technologies, social networking, Internet communities, personal sites, blogs, twitters, collections of scientific, educational, literary and artistic publications, news, movies, concerts, meetings, etc. In this context, the dual social role of the teacher as a provider and, at the same time, consumer of educational services is highlighted. The development of general and professional competencies (especially socio-communicative) affects the success of a teacher in the field of socialization, education and upbringing of young people in the society based on innovations and high technologies. The education system demands a teacher who is able to implement innovative changes in the educational process, requires fundamentally new technological support for innovations and involves the development of the relevant norms of innovative behavior and description of the models, types and methods of disseminating innovative pedagogical experience. Such a teacher meets the requirements of the Russian national project “Our New School” and should be one of the most important resources for modernizing the education system as a whole and, in particular, in terms of continuing professional development. High-quality performance of professional labor functions (training, educating, upbringing) implies the possession of competencies in the analysis, exchange and dissemination of innovative pedagogical technologies. Professional development of a teacher is impossible without the need to transmit the positive experience to wide pedagogical communities.

Russian universities are actively positioning themselves on the international export market of educational services, and therefore educational migration has become the realities of our day. Significant is the formation of the value orientations of foreign students in the aspect of social interaction in the educational environment of the university. We conducted a study on the diagnosis of value orientations of foreign students of a medical university according to the method of S. Schwartz. The statistics of answers showed that the most significant for students in this period of life are the achievements associated with educational success (80.8 % of respondents). According to the data obtained, being in a foreign country, foreign respondents in 82.2 % of cases put priority on the well-being of people close to them. In turn, 78.1 % of foreign respondents noted for them the importance of independence and freedom that they received when they came to study in Russia. As the study showed, power and tradition are not a priority for entering the educational environment of the university for respondents (among 80.8 %). At the same time, 76.7 % of Indian students do not prioritize manifestations of social power, such as controlling other people and managing their actions. With regard to material security, 60.9 % of respondents prefer to think more about the soul than about the material, which may be explained by differences in incomes of families of students. Response statistics showed that 72.0 % of young people rate safety as not very important, which indicates a comfortable stay in Russia. Thus, the educational environment in the context of the higher education system is decisive in the formation of personal values and the disclosure of the internal potential of foreign students, thereby significantly determining the image, prestige and relevance of the university.

The results of higher education are determined by normative documents and are based on the theory of competence approach. They refl ect the readiness of the future teacher to professional activities in the terms of inclusive education. Analytical verifi cation of various scientifi c sources makes it possible to assert that the essence of the various components of the methodological support of the learning process is the subject of scientifi c disputes. But it is worth noting that currently the researchers have not brought a single interpretation of such a concept as “methodological support”, which forces for their own understanding of this designation to refer to it. Methodological support is mainly singled out not just as a pedagogical component, but also as an integral part of the whole educational process. It is characterized by the volume and content of the working programs of disciplines, provides organizational and pedagogical conditions necessary for the formation of the educational environment of the University readiness of future teachers for inclusion. Properly selected and implemented in full methodological support of any process makes it guaranteed to be effective.
