At the present stage of development in the conditions of constant changes, the socio-economic development of mining areas is an extremely important issue for managers who make decisions, as the effectiveness of management tools depends on the further trajectory. In this aspect, mining regions need the introduction of modern management tools, taking into account the specifics of their functioning. However, the process of implementing such tools in practice can be a daunting task for the public management system. The article aims to explain the concept of using foresight technology in the management of socio-economic development of mining regions as a modern tool and to identify the main directions of its practical use. Based on the in-depth review of the scientific literature, a conceptual framework for improving the management of socio-economic development of mining regions in Ukraine is presented. It includes the gradual development of foresight-center of mining regions and foresightnetwork, which will improve public management of socio-economic development of mining regions.

Se ha considerado información anual del 2007 al 2014, referida a gobiernos subnacionales; para el primer objetivo se ha realizado la caracterización de gobiernos locales y gobierno regional; para el segundo objetivo, se analiza las implicancias que tiene la inversión pública sobre el desarrollo socioeconómico, mediante un modelo econométrico. Se ha caracterizado a la gestión de los gobiernos locales y el gobierno regional, encontrando problemas en la ejecución de inversiones, como la falta de calidad en proyectos de inversión, hechos de corrupción, limitadas capacidades de autoridades y funcionarios, y problemas de transparencia y procesos participativos; se ha evidenciado que las inversiones públicas tienen efectos muy limitados o marginales sobre el desarrollo socioeconómico en nuestro departamento, esto se infiere de los resultados del modelo econométrico aplicado. Conforme a la evidencia empírica, los gobiernos subnacionales no han generado mejoras significativas en las condiciones de vida de la población y condiciones favorables para el sector privado.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p align="center"><strong>ABSTRACT.</strong></p><p><strong> </strong></p><p>We  try to explain and analyze the implications that had the public investment of local governments and the regional government in the Department of Puno about the socio-economic development; in recent years, was questioned mainly because they have not shown significant improvements in the socio-economic development despite the increase of resources. It has been considered annual information from 2007 to 2014, referring about sub-national governments; for the first objective it has been taken characterization of local government and regional government; for the second objective, it has been analized the implications that has the public investment on the socio-economic development, using an econometric model. It has been characterized the management local governments and regional government, finding problems in the execution of investments, such as the lack of quality in investment projects, acts of corruption, limited capacities of authorities and civil servants, and problems of transparency and participatory processes;  this shows that public investments have very limited or marginal effects on the socio-economic development in our department, this is the conclussion  from the results of the applied econometric model. According to the empiric evidence, sub-national governments have not generated significant improvements in population’s  living conditions and favourable conditions for the private sector.</p><p> </p><p> </p><p>Key words: public management, private investment, standard of living.<strong></strong></p><p> </p><p> </p><p> </p><p> </p>

The complexity of the socio-economic situation at all levels requires a detailed study of the regional development strategy issues and monitoring the implementation of presidential and government decrees. Various approaches to management were considered, for example, the national projects development implementation issues. National projecting, as a new tool for implementing state concepts, is an effective management method. The set of the project office functions provides control over the implementation of national projects at the level of development of municipalities of the Russian Federation. Historically, the level of socio-economic development of the territory has been measured and is measured using the identification of long-term trends in the development of key socio-economic indicators. The article presents a methodology that allows you to evaluate the effectiveness of project management tools since based on the results of its assessment, you can make informed management decisions and judge the effectiveness of the work of local authorities. Therefore, the aim of the scientific article was to develop an effective methodology that allows us to evaluate the effectiveness of the project office functions implemented in the management of the socio-economic development of the municipality. As a result of the study, systemic relationships were revealed of the impact of the project office on the indicators of the socio-economic development of the municipality, which was presented in the work as an important aspect of the study, the significance of which is due to the priorities of sustainable, balanced, competitive, integrated development of the Russian regions. In connection with the socio-economic policy pursued by the state, which requires speedy acceleration of the socio-economic development of municipalities, the effectiveness of the result of the application of the project approach in the municipal authorities was studied in detail.

The main objective of this paper is to determine the importance of local development strategies for formulating and implementing local economic development policies by local authorities. In particular, an attempt is made to answer the question of whether local authorities properly and effectively use public management tools (i.e. a development strategy) to promote economic development in their area. Furthermore, the aim of this article is to analyse instruments for supporting economic development, which can be potentially used by local governments in Poland.

The texts of the strategies of socio-economic development of the constituent entities of the Russian Federation are analyzed. The studied database includes 240 strategic documents approved in the period from 1997 to 2020. Based on the analysis of the selected strategic documents, the prerequisites for their actualization are identified. Based on the results of studying the dynamics of the approval of strategic documents, the author’s periodization of the “waves of interest” in the development of socio-economic development strategies is proposed: from the year of the introduction of a new type of planning document to the current stage of development strategies. General ideas about the individualization of strategies for the socio-economic development of territories of different levels are founded.

Introduction. The policy of the European Union and many other countries in the field of education and training of personnel with applied qualifications is traditionally focused on the needs of the economy of territories and the competitiveness of enterprises. Currently, a new organisational and managerial model is being approved in the Russian Federation, related to the world practice of innovative management. Some specific management tools of the targeted focus of VET systems on the needs of the economy have repeatedly been the subject of study. However, it has not been decided yet what specific sets of management tools should be used and how to effectively achieve the dynamic balance of personnel supply and demand in regional labour markets.Aim. The present research aimed to establish the features of the targeted managerial focusing of the activities of the regional VET systems on the needs of the socio-economic development of the constituent entity of the Russian Federation.Methodology and research methods. The research methodology is based on the following principles and approaches: system- and activity-based analysis of social objects, comparative analysis and modelling of social systems. The authors applied the metrological principle to compare the obtained values of indicators/indicators of the activity of VET systems with the “standard”, which is used as threshold values set by the method of expert assessments or by average values of indicators in current Russian monitoring studies. Aggregated indices were calculated as sums of normalised values of corresponding indicators groups.The following research methods were applied: questioning, expert assessment method, scaling, web analysis, content analysis of documents, methods of mathematical statistics in the processing of sociological data, methods of analysis, synthesis, generalisation, comparison, and abstraction in the interpretation of research results.The data sources were open-source databases (websites of the government of constituent entities of the Russian Federation, educational authorities, and professional educational organisations); statistical information; expert assessments of regional specialists and specialists of executive authorities in the field of education.Results and scientific novelty. As a result of the study, it was found that the management focus tools of the pilot regional VET system do not fully correspond to the needs of regionally oriented development. Regional differentiation is significant in accordance with most of the parameters, which characterise management tools for orienting the activities of the VET systems to the demands of the external environment. The spread in the values of indicators for the pilot regions reaches 80 %. According to several indicators, the identified differences are due to the different economic conditions of the regions. However, most of the parameters, which characterise the adaptability of regional VET systems, are not related to the economic component of the development of the constituent entities of the Russian Federation, and, are determined mainly by the factors of educational resources management and management models used by educational systems and individual professional educational organisations.Practical significance. The results obtained in the study make it possible to highlight the problem areas in the management of the VET system in the region and to identify reserves for enhancing the compliance of the conditions and results of the VET system and educational organisations with the needs of the socio-economic development of regions.

The regions of the Russian Federation function and develop in conditions of instability and uncertainty of the external strategic environment. Therefore, each region tries to develop optimal strategies for its innovation oriented development on the principles of efficiency and minimizing uncertainty (risk). At the same time, it is important not just to form a strategic set of alternatives for the development of the region, but it is important at every moment to know at what stage of development the region is, how close it is to the strategic goal of its development. Analysis of studies on strategic planning and management, shows the lack of a single accepted methodology for assessing the effectiveness of the implementation of regional strategies and general approaches to formation of system of indicators of its assessment. Nevertheless, the majority of researchers agree that it is important to assess not whether the implementation of the developed strategy is carried out correctly or not, but it is important to assess how close the implementation of the innovation oriented strategy is to the goals set for the region. Indicative planning is an important tool for regulating the processes of socio-economic development at the regional level. In modern conditions, the world economy is experiencing an increase in the level of negative impact of various external factors and major challenges to economic actors, including regions. The article substantiates the conceptual scheme of the imitation model of the regional socio-economic system, which takes into account not only the subjects and objects of management, but also the impact of the external environment. A method of increasing the realism of imitation models of the regional innovation oriented socio-economic system is proposed – the use of a random choice of one of the options for adaptation to a given external factor. Within the framework of this model, it is proposed to allocate the following macro-regional blocks (objects of regional management): income, labor, business, ecology, society, prospects, Finance. In this case, the control regulation within the framework of the proposed model is carried out on the basis of an indicative plan, which sets goals, objectives and indicators of regional innovation oriented socio-economic development.

The unstable development of the economy of the vast majority of Russian regions and unstable indicators in modern conditions require the establishment and determination of the causes of the observed negative events. This situation is relevant at the regional level, where, in addition to the devastating consequences, the inconsistency of state policy in the field of institutional Economics has created a General lag in the pace of socio-economic development. Based on this, the timeliness and relevance of the consideration of improving the instrumental forms of ensuring the spatially-uniform development of the regions is that the current stage of development of the regional economic level is identified by us with the increasing center-periphery differentiation. The processes of its growth, which are formed under the influence of evolutionary-acquired and inertial-hereditary factors, negatively affect the pace of socio-economic development of peripheral and semi-peripheral territories, do not allow to develop the real sector of the territorial economy, to improve the level and quality of life of the population of localities. In this regard, it seems that the solution of scientific problems of finding new and improving existing instrumental forms of spatially-uniform regional development is relevant in theoretical, methodological and applied aspects of the element of scientific support for the development of the regional economy, its subsystems and components, and the study is desirable to focus on the growth of methodological principles of spatial development of most regions operating in the conditions of center-periphery stratification, as well as the argument of practical recommendations for their depolarization on the principles of improving the organizational and economic tools, as well as methods of analysis and evaluation of the spatial development of the region.

The presented study determines the prerequisites for accelerating economic growth and improving the quality of socio-economic development by modernizing approaches to the regulation of the labor market and reproduction of labor potential.Aim. The study aims to identify problems in ensuring economic growth in Russia by the workforce and to propose approaches to solving these problems.Tasks. The authors characterize the current rate and prospects of changes in economic growth in Russia; describe the problems of ensuring economic growth from the perspective of a factorial approach (through the example of the labor factor); analyze the causes of labor market imbalance and inefficient provision of workforce for the economy; propose recommendations on improving the process of ensuring economic growth by the workforce at the current stage of development of the Russian economy.Methods. This study applies methods of institutional, structural, and statistical analysis to the processes of economic growth and socio-economic development. A factorial approach to the description of economic growth is used during the analysis of this phenomenon. Its rate is determined by the quantity and quality of (resource) production factors. The labor factor is thoroughly analyzed. The problems of ensuring economic growth in Russia by the workforce are examined from the perspective of the systems approach using methodological techniques of variant and situation analysis.Results. The study substantiates the opinion that the modern Russian economy has stalled in a state of near-zero growth, mostly due to the low efficiency of the implemented socio-economic policy. It is therefore necessary to increase the rate of economic growth. The authors use the factorial approach (through the example of the labor factor) to examine the sufficiency of resourcing of economic growth with production factors. It is shown that, in light of the recent pension reform, workforce in modern Russia is sufficient and even superfluous. The key qualitative problems in the operation of the labor market are comprehensively analyzed, including the structural and quantitative discrepancy between specialist training in the educational system and labor requirements; overeducation of the population (people perform work that requires lower qualification than their actual level of education and/or professional training). This study shows the specificity of these problems and provides recommendations on solving them, which requires revising approaches to the development and implementation of the state economic policy.Conclusions. Russia has the resource capabilities (in terms of workforce) to intensify economic growth and make a breakthrough in socio-economic development. Analysis of the existing problems in this field shows that these issues can be solved. However, this requires a focused, systematic effort spearheaded by the government, which is impossible without improving the implemented state economic policy.

The analysis of the scientific sources devoted to problems of regional development is carried out. The article reveals that the organizational and legal basis for the regional policy has been formed the basic principles of regulation of socio-economic development at the regional level have been determined in Ukraine during the period of independence. The research shows that in the context of continuing administrative reform, the state regional policy, which is part of the national strategy of the socio-economic development of Ukraine, is closely linked to adjusting the administrative-territorial structure of the state. It is implemented by executive authorities and local governments through the system of methods, tools, means, measures for the realization of the defined purposes and maintenance of efficient, complex management of social and economic development at the regional level. The dynamics of the main indicators of socio-economic development at the regional level is presented. The paper shows that the GRP resumed growing in Donetsk and Luhansk regions. The analysis indicates the population reduction in all regions of Ukraine, except for Kyiv region, which is the leader in the number of arrivals; concentration of human resources in industrial regions (25% of the population of Ukraine is concentrated in Donetsk, Dnipropetrovsk, Kharkiv regions); GRP growth per capita in most oblasts and Poltava, Dnipropetrovsk, Kyiv (excluding Kyiv) oblasts reaching the leading positions; increasing level of concentration of production in cities with a population of over a million: Kyiv, Kharkiv and in the largest regional centers of Ukraine: Dnipro, Odesa, Lviv, and others. The paper proves that public authorities during the development of strategic, program decisions on regional development management should take into account the challenges caused by the geopolitical situation, the global crisis caused by the pandemic, climate change, man-made disasters, etc.
