The article deals with the issues of overcoming poverty, inequality, nutrition improvement, ensuring a healthy way of life, raising education quality, enhancing well-being, and building up a peaceful and open society for internally displaced persons (IDP) and the receiving community by means of the social response strategy. The goal of the research: theoretic substantiation of the response strategy in social work with IDP and the community in the context of the perspective of ensuring their sustainable development. The presented response strategy is for the first time theoretically substantiated and adapted to the Ukrainian realities in the conflict zone and takes into account the peculiarities of the DP and social work in the receiving borderline community and includes standard actions to react to extraordinary situations, activity directions – psychology-and-pedagogic, socio-medical, humanitarian, information-and-cultural assistance. The strategy is based on the principles of integration, multi-sidedness, multidisciplinary connection, resource-orientation, green-aware social work, the advantages theory, partnership, assistance for self-assistance, family-centrism, innovation, synergy, etc.; it takes into account the perspective ensuring of sustainable future for both the displaced families and the receiving community in general. The methods of the research: theoretical analysis, synthesis, systemizing, generalizing, comparison, documentation study, estimation of needs, and mathematic statistics methods. The obtained results of applying the mentioned theory under conditions of the military conflict in the Luhansk oblast (area) of Ukraine confirm its efficiency in qualitative and numerical terms and are supported by mathematic statistics methods.

Purpose Within a neoliberal environment, financial vulnerability of households has become an increasing challenge and there is a requirement of financial literacy education, a necessary activity to facilitate sustainable development and well-being. However, this is seldom a mainstream discourse in social work deliberations. The paper aims to discuss these issues. Design/methodology/approach First, introducing the neoliberal impact on financial well-being and capability for vulnerable households, the authors’ postulation is substantiated on a seven-point argument. The contexts of financially vulnerable households are sketched. Second, a conceptualisation of financial literacy is offered, and third, perspectives on and approaches to financial literacy as a fundamental capability are presented. This is followed by a theoretical foundation of community education as a practice model in social work to develop financial capabilities. In the fifth place, prevailing practices of Financial Capabilities Development (FCD) programmes are offered. Subsequently, the implications of a neoliberal environment for social work practice are examined. Findings The revised global definition of social work encourages the profession to understand and address the structural causes of social problems through collective interventions. As a response, it is argued that community education towards FCD of vulnerable households within a neoliberal environment should be an essential discourse in social development. Originality/value The authors reflect on the significance of FCD, highlighting its contribution towards human security and sustainable development. Although this paper draws on Southern African contexts, the discourse finds resonance in other contexts across the world.

The aim of the research is to study the peculiarities of brain electrical activity in infants who suffered from stress due to military conflict and who were on different types of feeding. An electroencephalographic study was conducted in 68 infants who were in the military conflict zone and formed the main group. These infants were divided into 2 subgroups. Subgroup Ia included 36 infants who were breastfeeding. Subgroup Ib included 32 infants who were on artificial feeding. EEG was also made to 88 children who made up a control group and were outside the zone of military conflict. Of these, 47 children were breastfed, who entered the subgroup IIa and 41 children were on artificial feeding, included in subgroup IIb. The study was carried out with the help of a hardware-software complex for recording and processing electroencephalograms and evoked potentials DX-NT 32. The most pronounced physiological changes in brain bioelectrical activity were detected in the group of children undergoing stress of war and being on artificial feeding, which were manifested by lower parameters of the amplitude, frequency and time index of alpha and beta rhythms, increased amplitude, frequency and time index of delta and theta rhythms.

Research background: Sustainable development is the agenda for many countries including Ukraine, which adopted it at the national level and promoted through its regions. As the country is constantly struggling with the results of the military conflict and the impact of the occupation of its part by separatists, which led to economic decrease and emergence of numerous social and environmental issues, the transition of Ukraine to sustainable development path becomes especially important. At the same time, there is no official methodology adopted by the Ukrainian government, how to assess sustainable development of its regions. Availability of objective assessments would contribute to development of the relevant policy recommendations. Purpose of the article: The purpose of the article is to assess sustainable development of the regions in Ukraine and to show the dynamics of performance of the regions before and after the beginning of the military conflict in the East of Ukraine. Methods: We suggest the methodology of calculation of the integral index of sustainable development of the regions in Ukraine. This methodology takes into account the three pillars of sustainable development concept (economic, social and environmental) and uses the data available for all Ukrainian regions from the official statistics source. In order to determine the position of individual regions in the development of the Ukrainian economy and to identify certain groups of regions according to their level of sustainable development, we apply the method of statistical grouping. Findings & Value added: The conducted analyses showed the dynamics of indicators of sustainable development of the Ukrainian regions, the performance of the regions and their affiliation to the corresponding attributive groups. The situation and interrelation of the regions in Ukraine totally changed after the beginning of the military conflict in the East of Ukraine. The Luhansk and Donetsk regions, which are directly affected by the military conflict, became the outsiders among other regions in Ukraine, though before the conflict the values of sustainable development indicators had been above the average values in Ukraine. The leaders among the regions also changed, and the difference between the leaders and the following groups became significant. The results of the analyses allowed to visualize the dynamics of sustainable development of the regions in Ukraine and define the key directions for future development.

Decentralization, which has begun and continues in Ukraine, has raised the living standards of local people to a new level by updating tools and methods of managing the sustainable development of such territories, updating a particularly balanced approach to planning and finding reliable sources. In this context, it is advisable to identify qualitatively the local area, which is not only a guarantee of their subjectivity and sustainability, but also the basis for the strategies forming for their socio-economic development, the realism and effectiveness of which is based on sustainable development management as well as administrative and financial capacity of communities. However, as practice has shown, most local areas, although willing to identify their unique features, but do not know how to do it, because the current legal field in Ukraine does not regulate the procedure and criteria for such identification. This article was an attempt to research the managerial possibilities of creating a positive image of the territory through the sustainable development and choice of appropriate assessment parameters – the criteria for identifying the amalgamated territorial communities of Ukraine as local territories. As a result of the research, a model list of such criteria is proposed, which is sufficiently universal to determine the unique and typical characteristics of any territories, and also contains a specific subsystem that allows reflecting the individual features of territories close to the armed conflict zone in the Eastern Ukraine. Using this list will allow communities to form one or more images of the local area: from formal (real) to imaginary and special. It will help improve the results of communities and territories identification, the foundation for the sustainable development with marketing measures to promote communities as well as the formation of management decisions for their strategic and sustainable development, which will be best adapted to the realities of the current armed conflict. The article examines the role of international organizations in promoting sustainable development and achieving sustainable development goals (SDGs) in conflict-affected regions by providing the case of Luhansk region, which since 2014 has lost a significant part of its territory, substantial industrial potential and has got numerous political, social and economic problems due to the military conflict in the East of Ukraine. The international research has already given successful experience of role of international organizations in promoting sustainable development of various problem territories. Investigation of case of Luhansk region is structured around the analysis of presence of internation­al organization in Ukraine as a whole and in Luhansk region as a conflict-affected area, and their activities. Such analysis allowed to distinguish the main directions of international organizations' activities and identify the key sustainable development aspects and SDGs, the achievement of which is possible due to these activities. Even the cursory comparison of the budgets of the region and international organizations made it obvious that the local authorities are incapable of solving the emerged problems and achieving the SDGs in conflict-affected areas without assistance of international community. Keywords: conflict-affected region, sustainable development, international organizations, promoting, sustainable development goals

Presents the results of empirical study, which was attended by 246 people of different age (112 men and 134 women), which living in Donetsk, Mariupol and Kiev. We used the following methods: 2 author’s research questionnaires; Impact of Event Scale (M. Horowitz, N. Wilner). Empirically it is shown that in a situation of military conflict in Ukraine in comparison with the period before the military conflict: 1) displaced persons from the combat zone and the people currently living in Mariupol emphasize the negative impact of the situation of the military conflict in Ukraine on the well-being of their family members; 2) increased aggressiveness and proneness to conflict has been observed among the participants of the study currently living in Mariupol and among the displaced persons from the combat zone; 3) the situation of the military conflict in Ukraine has been stressful for the study participants and their families, this is especially pronounced persons from the combat zone and the people currently living in Mariupol; 4) a fairly strong and very strong degree of sleep disorders has been observed among the participants of the study currently living in Mariupol, among the displaced persons from the combat zone and among the participants residing now in Donetsk; 5) irritation and anger in connection with the event – the military conflict in Ukraine – in rather strong and very strong degree have been observed among the participants of the study currently living in Mariupol, among the displaced persons from the combat zone and among the participants residing now in Donetsk. Empirical evidence shows that the most powerful influence of the situation of the military conflict in Ukraine on relations with the immediate relatives has been observed among the displaced persons from the combat zone, in comparison with other groups of research participants. 39,84% of all study participants indicate disappointment in the state, because the state does not protect the rights of citizens. Regarding the organization of the relationship between the citizen and the state respondents think that such relationships should be based: 1) on the protection of the rights of citizens; 2) on trust, honesty; 3) on respect for the Constitution. 21,95% of all study respondents indicated a lack of confidence in the government. 10,98 % of all study respondents note that they have increased aggression to politics. 13,01 % of all study respondents indicate that there is more to discuss military and political issues. 11,38 % of all study respondents have avoided the subject of war and militarypolitical events. 17,07 % of all study respondents began to perceive military and political-legal events are more critical with less confidence.

This article presents the tendencies of the social development in Ukraine as a socio-territorial system. The demographic trends and tendencies of internal migration in Ukraine are considered from the perspective of the center-peripheral approach. The concept of the peripherization in Ukraine as well as the centralization of human resources is disclosed. As a result of the analysis of these outstanding trends, it was established that the center acts as an exploiter of regional human resources that at the same time creates additional risks of the regional development. The authors determine basic social mechanisms of regions peripherization. These include mainly the demographic degradation of the regions, what is reflected in the population reduction as a consequence of the negative natural population growth and migration which is concentrated around the center (Kyiv) and the semiperiphery (industrial regions). It is revealed that the internal migration movement manifests itself in two main forms: educational migration and labor migration. The educational migration in Ukraine is aimed at a small number of university centers, where the largest is the city of Kyiv. Therefore, despite the negative balance of the educational migration rates in most oblasts, Kyiv accumulates the largest amount of university entrants. It was also established that educational migration has not only quantitative but also a qualitative dimension. This is how the center primarily concentrates the most successful students. All listed causes a significant imbalance in the distribution of the intellectual potential of the country in favor for the center and increases its competitiveness regarding to the regions. The maintenance and the reproduction of this situation is also supported by the system of the scholarships distribution in Ukrainian Institutions of Higher Education. The similar migration trends are also observed in the labor sphere, what creates additional risks for the economic development of the regions. The tendencies for concentration of the national labor and intellectual potential in the center are denoted by the human resources centralization concept where this type of resources becomes the main interest, exploited by the center. As a consequence, we get the transformation of regions into the internal periphery of Ukraine. This process occurs unequally, depending on the basic competitive position of the region and its integration into the general socio-territorial structure. This is especially relevant for areas that are in or close to the military conflict zone. According to the main results of the research, there were outlined the following vectors for scientific elaboration: designing the criteria to escribe territories to the zones of the semi-periphery and periphery; further in-depth studying of peripherization mechanisms; defining ways to overcome the imbalances in the development of Ukraine as a socio-territorial integrity.

In 2014, as a result of the military conflict in the East of Ukraine and the annexation of the Republic of Crimea, a new phenomenon has emerged in the country’s educational space – the movement of higher educational institutions from the occupied territories to areas controlled by the Ukrainian authorities. This process was accompanied by a number of psychological, social, economic, intellectual, property and legal problems. The greatest negative influence of the listed reasons is experienced by the scientific and pedagogical workers of the displaced higher educational institutions. The purpose of the article is to study the number of losses incurred by displaced institutions of higher education and the contribution that scientific and pedagogical workers with the status of internally displaced persons add to the scientific and educational potential of Ukraine due to the temporary occupation of a part of the territory of Donetsk and Luhansk regions, the annexation of the Republic of Crimea. The main research methods were questionnaires, systematization and generalization of information. The article concretizes the problems of displaced higher educational institutions of Ukraine due to the temporary occupation of a part of the territory of Donetsk and Luhansk regions, the annexation of the Republic of Crimea: loss of teaching staff; lack of basic funds and documentation for previous years of work; difficulties of various kinds in the organization of the educational process; declining living standards and quality of life of scientific and pedagogical workers. An expert assessment of the possible loss of the scientific and educational potential of the displaced higher educational institutions due to the military conflict was carried out by questioning the scientific and pedagogical workers who quit after the moment of evacuation. The contribution of internally displaced scientific and pedagogical workers to the results of the activities of the higher education institutions in which they work is evaluated. This assessment was carried out based on the results of a questionnaire survey of scientific and pedagogical workers with the status of internally displaced persons.

The article is devoted to the implementation of sustainable development goals in the training of social employees and military personnel engaged in military and social work. The purpose of the research is to develop a training program “Social work with military staff and military-social work”. There were used such research methods as comparative analysis, theoretical analysis, generalization, survey, modeling, synthesis. The result of the article is the developed program that consist of three modules. Among them there are such modules as “Digital tools for teaching social work”, “Theoretical foundations of social work with servicemen and their families”, and “Practice of social work with servicemen and their families in the community”. The program features are following: a training form and a set of approaches to its content. There are the program prerequisites for the study result implementation such as the mastering by teachers of the tools of media education, the distance technologies and their methods of use, and interaction of community specialists with military component in training. The prospects for further research are the development of specialization disciplines in the higher education institutions on the research issue. The scientific novelty consists of a set of scientific approaches in the program content developing, clarifying the essence of the “military and social work” concept and others.

Purpose Environmental social work (ESW) is an approach and a perspective in social work focusing on ecological and environmental sustainability and justice within the context of sustainable development (SD). This study aims to analyse students’ reflective tasks on challenges for ESW education and practice from a critical theory perspective. The purpose of this study is to discuss the implications of the findings for accelerating the implementation of SD in social work curricula. Design/methodology/approach The research participants comprised 49 master level students from four different cohorts studying the course “Social Work and Sustainable Development” at the University of Gävle, Sweden. The sample comprised only those students who had completed at least one of the three non-mandatory reflective tasks that were set within the course. The reflective tasks of the research participants were gathered as data for this study. A qualitative methodological approach with the help of ATLAS-ti V8.4 was used to analyse the gathered data. Findings This study discusses three primary results, which are categorised as “Being Boxed”, “Safe and Saviour Sweden” and “Politics and Power”. Based on the results, this study argues for a transformative and emancipatory pedagogy (TEP) in the teaching and learning of ESW to accelerate the implementation of holistic SD within the social work curriculum. Research limitations/implications This study is mainly based on the analysis of “problematic” discourses of some of the students. The majority of the students and their respective discourses are not considered. Moreover, it would have been interesting, and probably enlightening to explore the background of the students (such as gender, ethnicity and religion) and any concomitant beliefs or prejudices (whether consciously held or otherwise) that would need to be addressed for an effective social work outcome. For ethical reasons, the background of the students was not recorded and analysed in this study. Practical implications Based on the results, this study argues for TEP in catalysing environmentalism within the social work curricula. Social implications Social workers have a political mandate from their professional ethics to work for the protection of the planet and for the well-being of all – including non-humans. This study therefore argues for ESW education within social work curricula in promoting SD through social work practice. Originality/value Within the context of SD, there is a global call for social work education to shift from an anthropocentric to an eco-centric paradigm. However, ESW education is still in its infancy stage and very few universities are focusing in this particular area. This study therefore brings an important and well-needed layer of empirical evidence in considering the implications for catalysing environmentalism within the social work curricula.
