The article presents the experience of developing and using the digital simulators in teaching and learning at a pedagogical university. Testing the innovative technologies in the course of teachers’ training enables to conclude that this tool is effective when acquiring the professional competencies. The simulators, including the virtual ones, ensure modeling the pedagogical activity in terms of the principles of the activity approach. The analytical part of the article includes the content of the assessment criteria when planning and giving the classes on a digital simulator. The criteria for assessing the operations of a university student on the simulator are consistent with the requirements for the learning outcomes of schoolchildren. The results obtained confirm the relation between the labor operations performed by future teachers and the requirements established by the Federal State Educational Standards for universal learning skills (cognitive, communicative, and regulatory). The content of these requirements involves skills at searching for the study material and assuming the position of an active subject. The requirements content is consistent with the criteria for assessing the operations of the future teacher. The results of testing the simulator enable to analyze the advantages and disadvantages of using a digital simulator in teachers’ training. Its use may involve making some changes in Teaching Methodology at a pedagogical university.

The article discusses the dynamics of the development of federal state educational standards (FSES) for the preparation of bachelors, masters and specialists in the field of photonics, instrumentation, optical and biotechnological systems and technologies over the past twenty-five years. The authors analyze the features, advantages and disadvantages of tiered and continuous higher education. Particular attention is paid to the development and improvement of state educational standards of higher education in the specialty “Electronic and Optical-electronic Devices and Special-purpose Systems.” The article substantiates the expansion of the scope of professional use of a specialist in the field of electronic and optoelectronic devices and systems and the need to introduce a new – information-analytical type of activity. based on the developed competency models of the results of mastering the educational programs of graduate, undergraduate and specialty studies, a comparative analysis of their orientation in various fields of activity is carried out. One of the main trends in the development of state regulation of training students in an enlarged group of specialties and areas of training “Photonics, Instrumentation, Optical and Biotechnical Systems and Technologies” is providing universities with greater freedom in the development of educational programs and the selection of applied educational technologies. It is shown that the main strategic task of the developer of the main professional educational program is to form a set of competencies that will allow the graduate to work in one of the areas of professional activity. At the same time, this set of competencies should be correlated with some labor functions formally described by professional standards and qualification requirements. It is concluded that the main result of the evolutionary development of educational programs of tiered and continuous higher education was the transition from their academic orientation to a practice-oriented character providing focus on certain professional qualifications and requirements of the employer.

Russian Federal State Educational Standards of 3+ generation impose serious requirements to resource support of educational and training process, including electronic information-educational environment of the University. In the Southwest State University (SWSU), a unified multimedia information and educational environment based on Internet-broadband access technologies was created; it successfully operates and keeps developing. The main concept of this environment construction is the idea of integrating data, applications, and business processes. SWSU Electronic information-educational environment (EIEE) is designed to provide information transparency of the University activities in accordance with the requirements of the current legislation of the Russian Federation in the sphere of education, to organize educational activities of the University and to ensure access of students and research and academic-staff of the University to information and educational resources. The main components of SWSU EIEE are: the actors of the education and training process (teachers, students, etc.), external digital library systems, internal automated information library system, “SWSU academic courses” subsystem, “Southwest State University Web portal” subsystem, and the official web site of the Southwest State University. “Southwest State University Web portal" subsystem makes it possible to automate traditional basic functions of Dean's office of the University, such as managing student conduct systems for students of Bachelor and Master Degree Programs of full-time and correspondence forms of training; recording and statistical processing of the data on students’ progress; recording students’ achievements; managing Dean's office workflow. As prescribed in Federal State Educational Standards of 3+ generation, Portal Modules are used to record the results of formative and summative assessment of students in accordance with SWSU current score rating system for learning outcomes.
