The analysis of the data obtained both according to the official, approved by the regulatory documents of the current legislation of the Russian Federation, methods of fuel separation in the combined generation of electric and thermal energy at CHPP and known alternative methods is carried out. It is shown that all methods have significant disadvantages in their application and need to be replaced by the only one method that will be a compromise for the entire professional community. The target area of the distribution of specific indicators for the desired only one method is identified and justified.

The current regulatory documents of the Russian Federation in the matt er of design of decentralized heat supply sources - independent boiling rooms and individual boilers - are analyzed. The comparative analysis of proposed fi ndings is made.

Introduction. The main and the most significant issues of the management of disinfection measures taking into account modern trends and factors affecting the quality of these measures in relation to parasitic infections in the territory of the Russian Federation are considered. The professional community of physicians, epidemiologists, hygienists, disinfectants was almost powerless in the fight against slow or latent infections of a parasitic nature, which are still ca lled “neglected diseases” (“unnoticed diseases”), partly because they occur without pronounced symptoms, and there are a number of unresolved problems in the prevention and diagnosis. Despite the fact that modern medicine in the field of prevention and diagnosis of some infectious diseases has achieved good results, the problems with the disinfection of parasitic pathogens remain relevant. Environmental degradation, various natural disasters, urbanization, increased anthropogenic pressure, as well as climate change do not contribute to improving the difficult situation with regard to the spread, reproduction and formation of new stable foci of parasites. The measures for the improving the system of non-specific prevention of parasitic diseases are determined. Material and methods. In the course of the work, there were analyzed statistical reports of the Federal Reserve and the literature data. Results. The analysis of statistical data showed that during 2014-2018, the incidence of parasites in the Russian population remained at a high level and did not have a pronounced tendency to decrease, and the proposed anti-parasitic disinfectants cannot meet modern anti-epidemiological and hygienic requirements. Conclusion. A number of recommendations and initiatives on disinfection measures for the prevention and spread of parasitic infections in the territory of the Russian Federation were proposed to solve the tasks. There are determined main ways of improving the system of nonspecific prevention of parasitic diseases.

Objective. To analyze legislation regulating medical care for children with rheumatic diseases in the Russian Federation. Materials and methods. We analyzed regulatory documents of the Ministry of Health of Russia, including the rules of medical care for children with rheumatic diseases, the resolution regulating the distribution of medicines at a discount or for free, and regional legal acts regulating routing of children with rheumatic diseases. Results. The legislation regulating medical care for children with rheumatic diseases is imperfect and needs to be updated. We identified shortcomings in the system regulating preferential provision of certain groups of patients with medicines. The results of our analysis can be used as a rationale for changes and amendments to existing regulatory legal acts and for the development of new regulatory documents. Conclusion. This analysis of legal documents allows us to suggest amendments to the existing legal framework in order to reduce tensions (including legal tensions) associated with distribution of preferential medicines, reconsider establishment of disability in patients with juvenile idiopathic arthritis, expand opportunities to prescribe biologicals for non-disabled patients with systemic scleroderma, juvenile dermatomyositis, and systemic vasculitis in regions. We justified detailed description of regional legal documents regulating distribution of preferential medicines among patients with rheumatic diseases. The features of the effect of wind on a prismatic-type building with different methods of determining the coefficient of wind pressure along the height are considered. The study was carried out on the basis of studying the main provisions of regulatory documents governing design and development activities in the Russian Federation, as well as current publications of domestic and foreign scientists, corresponding to research in this area. The research method is structural and analytical analysis using the correlation dependences of the factors under study. Analytical dependencies for determining the wind forces for various methods of assigning the wind load coefficient along the height of the building and their graphic interpretation are given. The work is based on the provisions of domestic building codes and relevant information contained in other domestic and foreign sources. For prismatic buildings with a height of up to 80 meters, there are areas where the forces from the main wind load significantly depend on the method of its determination. The conducted research indicates the ambiguity used in the practice of designing the parameters of the wind load, allowing the possibility of excess or underloading of structures or individual elements.


In the framework of this work, the main regulatory documents on this topic are analyzed. It is noted that the qualification requirements are not identical to the presence of a document confirming the right to drive a vehicle. Qualification requirements are the requirements for the knowledge, skills, and professional skills of the driver. A legal conflict was established for drivers who received a driver’s license earlier than 12/12/2014: the presence of a Russian national driver’s license of the corresponding category makes it possible to speak of non-compliance with professional requirements, and in turn, the lack of knowledge, skills and professional skills in working with various types of tachographs clearly indicates a mismatch with qualifications requirements. It is noted that to confirm the availability of skills, professional skills in working with various types of tachographs to persons who have received a driver’s license before 08/12/2014, only a document confirming training in the training program that meets the requirements of Order of the Ministry of Transport of the Russian Federation of January 17, 2012 No. 7 can be confirmed. The article is devoted to the development of new professional standards aimed at improving the quality of vocational education. A new generation of standards professional education will develop and innovative educational programs. Uniform requirements to professional activity help to maintain the uniform quality of labour in all enterprises of the industry, conduct training needs and improving qualification of personnel and certification of personnel, to develop modular training programmes to introduce new technologies of training based on competencies, to conduct an independent assessment of learning outcomes, to create the new classifier of professions, and to form a coherent system of continuous professional education. Currently, due to the importance of activity of the enterprises of sphere of services to solve the problem of improving the quality of life of the population, Russia has adopted and is implementing various Federal programs, such as Federal target program «Development of domestic and outbound tourism in the Russian Federation for 2011–2018», «bases of state policy in the field of healthy nutrition of the population for the period till 2020», «Strategy of development of physical culture and sports in the Russian Federation for the period till 2020» and other documents. The experience of socio- economic development of leading countries shows that the transition to a qualitatively new level of economy associated with the intensive mobilization of sources of growth, especially with the growing importance of using highly qualified personnel and the introduction of the evaluation system of vocational qualifications. Currently there are many forms of support for professional level performers of services. A key instrument for the formation of professional requirements to the specialists, workers, artists, etc. are of professional standards. Developing market processes in the field of services for the modeling and design of apparel, fur, leather, knitwear for in- dividual orders and the impact of professional community allow us to state that due to competition the quality of services increases significantly, and a key criterion in assessing the quality is the qualification of executors. Foreign and domestic experience shows that in the current conditions of socioeconomic development, develop- ment of professional standards «Specialist in modeling and designing sewing, fur, leather, knitwear for individual orders» becomes extremely important. The development of professional standards will take into account the spe- cifics of the actual services for the modeling and design of apparel, fur, leather, knitwear for individual orders to reflect the contemporary activities of a specialist in the field of fashion and beauty. The professional standard will be fully and clearly describe the requirements for specialists, to give an indication of the set of normative documents, regulating this activity.

Extremely high heat tariffs and their permanent growth in the remote regions of the Russian Federation become a considerable barrier to further development of these regions. Therefore, the limitation of the heat tariff increase in the regions is an important goal of energy policy. On the example of two districts of the Kamchatka Territory, the effectiveness of gasification of remote boiler plants with liquefied natural gas is shown as a means of restraining an excessive increase in tariffs for thermal energy. A competitive price for liquefied natural gas has been determined for remote boilers in Kamchatka, and the commercial efficiency of construction of boilers using liquefied natural gas has been evaluated.

В статье исследуется институт музейных табу. Актуальность исследования обусловлена несколькими факторами, в первую очередь, развитием в последние три десятилетия взаимоотношений «музей-посетитель» и ростом в них роли последнего. Помимо этого, тема важна потому, что именно запреты во многом формируют профессиональную этику, а, следовательно, и сам статус профессии. Целью данной работы было стремление показать неоднозначность современных музейных табу с точки зрения их рациональности и степень влияния последних на функционирование самого музейного института. Основным источником исследования стал опрос музейных сотрудников и анализ систем запретов в музеях Российской Федерации. Главный вывод авторов следующий: современная система музейных табу была сформирована не только отношением к музею как к сакральному пространству, но и культурой советских запретительных практик. Часть профессионального сообщества осознает проблемы с количеством и качеством запретов, однако в целом обсуждение данной темы само по себе табуировано. Это влечет за собой целый ряд проблем, ключевая из которых  – отсутствие единой системы стандартов при работе с посетителем, что становится источником потенциальных конфликтов. Также исследование показало, что в профессиональной музейной среде пока отсутствует консенсус не только по внешним запретам, но и по базовым вопросам внутренней корпоративной культуры. This article analyzes the institute of museum taboos. The relevance of this study is due to several factors, primarily the development of relationships between the museum and the visitor in the last three decades. The prohibitions also influence the shaping of professional ethics, and, consequently, the status of the profession. The main aim of this work was to show the ambiguity of the contemporary taboos in Russian museums and their impact on the functioning of the museum itself. The research was mainly based on a survey of museum employees and analysis of the systems of prohibitions in museums of the Russian Federation. The main conclusion of the research is as follows: the contemporary system of museum taboos was formed not only by attitude to the museum as a sacred space, but also by the culture of Soviet prohibitive practices. Part of the professional community is aware of the problems with the quantity and quality of prohibitions, however, in general, the discussion of prohibitions is taboo itself. This entails a number of problems, the key one being the absence of a unified system of standards in working with a visitor, which is a cause of potential conflicts. The study showed that in the professional museum community there is still no consensus not only on external prohibitions, but also on basic issues of internal corporate culture.

Today the ethical aspect became the cornerstone of all public discussion defining the success of vaccination all over the world. This situation had a basic influence on formatting the modern normative regulation connected with vaccination by the inclusion of the universal ethical principals in the legislative concept. It is also extremely important to reach an understanding and recognition of these fundamental bases among responsible professional community and public society in general. Another significant impact is also to get harmonization and solidarity between existing national legislation and international ones. These provisions defined the main objective of this article to analyze the role and value of the ethical component in the current legislation in the Russian Federation connected with vaccination. First, the significance of universal ethical principles in the process of vaccine’s R&D and practical vaccination is presented (Chapter I). Secondary, the legal system of the Russian Federation is analyzed considering the compliance and the possibility of executing various ethical standards (Chapter II). Third, the author’s research based on a questionnaire survey held among the various categories responsible for vaccination, an imbalance of knowledge, and the implementation of basic ethical-normative principles are shown (Chapter III). The main conclusion of the article is the confirmation of the compliance between Russian legislation and the universal principles of bioethics. At the same time, there is an urgent need for education and awareness in order to improve the scientific and practical achievements of vaccination and to get the real adaptation of an ethical concept among professional society, as well as to reach the public trust.
