The modern practice of defining administrative-industrial territories has formed the concept of «single-industry towns». Currently, there are many definitions of this phenomenon; however, the common criterion for classifying a town as a single-industry town is that its socio-economic development depends on the activities of one city-forming enterprise or several enterprises in the technological structure that operate within a single production and technological process. Such dependence for settlements with narrow specialization has a negative impact during the crisis situation at the enterprise or its liquidation. The negative consequences include a sharp increase in unemployment (including hidden one), aggravation of social problems, acceleration of population outflow to more developed cities/regions of the region/country, sharply reduced revenues to the local budget, which leads to the impossibility of independent development of the settlement. The problems of single-industry towns in the periods of economic crises are pronounced. Results. This paper has defined the criteria of single-industry towns, approaches to the identification of single-industry towns. In addition, the models and factors contributing to the sustainable socio-economic development of single-industry towns and domestic experience in the modernization of single-industry town settlements are identified.

Introduction. In recent years, many European countries faced with a significant influx of migrants have experienced economic and social problems. Although redistribution of population is an objective process, both personal and social difficulties can be associated with territorial mobility of people. Therefore, it is important to foresee the possible negative consequences of mass migration. The purpose of this piece of research is to analyze migration flows in modern Russia and identify possible threats to economic security and social stability associated with migration. Materials and Methods. The study employed the data from the Russian Federal State Statistics Service (Rosstat), as well as papers by scientists involved in the study of the problem considered. The systematic approach and the methods of the demographic analysis, comparative analysis, content analysis, generalization and interpretation of the results were adopted. Results. Based on official statistics and expert estimates, an analysis of the situation in the field of migration in Russia has been carried out, the main directions of population redistribution have been identified, and the need for adjusting the socio-economic policy in the regions experiencing significant migration turnover has been substantiated. A set of measures aimed at reducing the emigration of young people from Russian regions has been proposed. Discussion and Conclusion. Conclusions have been drawn about the possible increase in the negative impact of migration processes on the socio-economic development of the Russian Federation as a whole as well as that of individual regions in particular. This requires detailed study of migration processes in order to take measures to optimize migration flows and adjust socio-economic policies. The results of the study can be used by the authorities when planning and adjusting socio-economic development programs.

This article examines the socio-economic development of monotowns in Kazakhstan on the example of Zhezkazgan city. The authors analyzed the satisfaction of citizens with the living conditions in monotowns, as well as identified the problems of sustainable development and prospects for socio-economic transformation of this region. The results of the study showed that the main problem of a monotown is its dependence on the city-forming enterprise. At the same time, respondents expressed a high desire to migrate to other regions (78% of respondents).

The development of small and medium enterprises (SME) plays an important role in the comprehensive modernization of the economy of single-industry towns, acting as a factor of its growth and diversification. The analysis of the dynamics of the development of SME of non-diversified municipal formations and directions of its state support was made, suggestions on the monitoring organization of statistical factors of SME in single-industry towns and on the development of comprehensive investment plans on modernization of single-industry towns were made in a part of the development and support of small and medium businesses in single-industry towns.

One of the common threads which run through the reading and rhetoric on education in the English-speaking Caribbean over the last twelve years is the need to structurally relate the education of the region to its socioeconomic goals. The assumption that education does in fact promote socio-economic development has become highly questionable. This paper is proposing that the translation of perceived national priorities into educational programmes and the implementation of the latter are much more problematic than is usually recognized.

В статье дана характеристика особым преференциальным территориям в РФ, проведен анализ их развития, показавший ежегодный и активный рост числа ТОСЭР, их резидентов, объемов вложенных инвестиционных ресурсов, числа рабочих мест. Выявлены проблемы в функционировании ТОСЭР. Представлены сведения о текущем состоянии ТОСЭР в Республике Дагестане. Авторами предложена методика оценки эффективности функционирования ТОСЭР, расположенных на территории монопрофильных муниципальных образований (ММО), которая имеет комплексный характер и учитывает многоаспектные особенности функционирования данных территорий, что позволяет получать информацию для принятия управленческих решений, осуществлять мониторинг деятельности ТОСЭР. The article provides a characteristic of special preferential territories in the Russian Federation, an analysis of their development, which showed an annual and active growth in the number of TASED, their residents, the amount of investment resources invested, and the number of jobs. Problems in the functioning of the PSEDA have been identified. The information on the current state of TASED in the Republic of Dagestan is presented. The authors propose a methodology for assessing the effectiveness of the functioning of PSEDA located on the territory of single-industry municipalities (IMO), which is complex in nature and takes into account the multifaceted features of the functioning of these territories, which allows obtaining information for making management decisions, monitoring the activities of PSEDA.

Introduction. The development of industry in the economic history of Russia often became one of the main factors in the activation of modernization processes. Moreover, during the periods of modernization breakthroughs, the most developed and vital sectors for the state developed most actively. These include the development of metallurgy, mechanical engineering, the coal and oil industries, etc. It is important to understand how the development of a particular industrial sector influenced the development of modernization processes in Russian regions. The study of regional specifics makes it possible to more thoroughly reveal the features of the implementation of Russian modernization processes, since only macro trends can be traced at the national level. The timber industry complex (TIC) is always an important element of the Soviet and then the Russian economy. Karelia during the second half of the twentieth century developed as a single-industry region with a predominant development of the timber industry sectors. As a result, the timber industry complex became an instrument for implementing modernization processes in the republic, which could not but affect the state and development of the region’s resource potential. Materials and Methods. The study is based on the analysis of mainly statistical materials reflecting the influence of the timber industry sectors on the development of regional modernization processes. Studying the regional features of the socio-economic development of Karelia as a single-industry region allows us to identify the features of modernization in certain regions of Russia, in which the development of the timber industry sectors has become the basis of economic development. In the research process, historical-systemic, historical-dynamic, historical-comparative, historical-genetic were used. Results. In the course of the analysis of statistical data on Karelia, the main trends in the production, socio-infrastructural and demographic development of the republic were identified under the influence of the development of the timber industry sectors. The main reasons that led to a gradual decrease in indicators of socio-economic development were identified. It was shown that the common cause of the decrease in the resource potential of Karelia was the preservation for decades of a one-sided orientation towards the development of mainly the timber industry sectors. Discussion and Conclusion. During the period under review, Karelia was formed as a single-industry region with a predominant development of the timber industry sectors, which directly affected the success of the modernization processes in the republic. Outlined since the mid-1960s a decline in the development of the timber industry sectors of the republic led to a decrease in timber production, a general decline in industrial production, poorly developed sectors for the production of consumer goods, and a lack of developed social infrastructure.

The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.
