Today, innovative learning spaces represent much more than just removable furniture and open spaces for workers. The digital revolution in business and education fostered by the rapid development of Internet-based tools and solutions and Information and Communication Technologies (ICT) brought about profound changes to this sector. The aim of this research is to carry out large-scale, cross-site studies to measure the current impact of ICT on working practices. Our research develops and presents the new models of learning in open spaces as well as tests how ICT can be used to support innovation and work practices. In this paper, we also single our and describe the necessary prerequisites and skills that are associated with the specific ICT functionalities that are presently needed for the entire open innovation process. Our results can be of a special use for educators, innovators, entrepreneurs as well as relevant stakeholders operating in business or education (or, perhaps, both). This research outlines the most useful recommendations and described the patterns for innovations in learning in novel open spaces.

Az archívumi elmélet és gyakorlat jelentős kihívásokkal szembesül, amiben kiemelt szerepe van az információs és kommunikációs technológiák gyors fejlődésének és elterjedésének. A mai “digitális forradalom” közegében az információs szuperhatalmak és a techno-optimista vizionáriusok jóslatai szerint minden információ rögzítésre és megőrzésre kerül, és bárhol, bármikor elérhető lesz. Az egymást követő archívumi paradigmák domináns információs műveleteinek elemzése azt mutatja, hogy a mai internetalapú szolgáltatások az archívumi intézmények összes fő funkcióját tömeges méretekben replikálják, legalábbis az alapvető információs műveletek szintjén. Mindezen fejlemények ellenére a szerző úgy érvel, hogy a digitális korban az archívumokat nem fenyegeti a megszüntetés vagy a funkcióvesztés veszélye, és nem csupán az intézményi tradíciók miatt, hanem a kontextus megőrzésében és a fizikai példányok őrzésében betöltött szerepük, továbbá intézményi felelősségük miatt, ami a jövőben is fontos társadalmi, jogi és igazgatási igény marad. --- Do we need archives in the digital age? Archival theory and practice are facing significant challenges due to the rapid development and application of information and communication technologies. Today, in the “digital revolution” the information superpowers and the techno-optimistic visionaries prognosticate that all information will be recorded and preserved forever, and made available anywhere, any time. The analysis of the dominant information operators of the archival institutions in the respective paradigms of archival history shows that today’s internet-based services can replicate all the main functions of the archival institutions, at least at the level of the fundamental information operators, on a mass scale. Despite these developments, the author argues that archives are under no direct threat of being closed down or of losing their function in the digital age, not only because of institutional inertia and traditions, but also because their role in preserving context and preserving physical copies, and their institutional responsibility will continue to be an important social, legal and administrative requirement in the future, too.

The rapid development in information and communication technologies had a multiple effect on the tools, forms and overall nature of diplomacy. The work with information has a major share in the activities of foreign service and in those of a diplomat. Over the past decades, however, the collection and processing of information underwent major changes as a result of the revolution in ICT. The approach to and use of information itself changed and the analytical approach to information processing in diplomacy has become crucial. Despite the initial incompatibility of the internet and social networks with diplomatic activities – unlike diplomacy, social media tend to be a more informal communication tool – a number of examples in diplomatic practice show synergy possible also in this field. The ICT is not an end in itself, but represents a means and/or communication tool for a ministry of foreign affairs to increase efficiency in some of its operations. The innovation process in eDiplomacy and within the context of progressive development in new ICT is likely to continue to affect the future of diplomacy considerably.

This paper aims to make a contribution toward an improvement of European e-policy practice. lt is inspired by the conviction that successfuJ e-policy strategies can lead to ba­lanced chances for all members in certain societies to aquire the absolutely indispensable capabilities for decision-making in the context of Information and Communication Technologies (ICTs). Following the path of the development of e-policy papers it has to be stated that many goals have not yet been achieved. The techno-deterministic concepts 'access' and 'usage' seem not to reach far enough to get people really involved andin­formed. Many more aspects have tobe considered in order to create a clirnate for inno­vation where different choices made by different individuals according to their different social, economic or cuJtural backgrounds do not lead automatically to the well known either or not, connected or not-connected, haves or have-nots, but to a variety of pat­terns of involvement. In this paper, we argue for different e-policy strategies according to cultural aspects in certain societies. And hereby we will focus on the cultural aspects of information itself, on the notion of information in different information cultures. lt also seems important to mention at this stage that we believe that getting all members of society involved in the ICT-innovation process in order to provide the basis for in­formed decisions by each individual member is the most important task of e-policy.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The information and communication technologies (ICT) have penetrated into almost all areas of human life. They have a dual impact on education – increase learning efficiency and train students actively to use innovations. We assess this impact by examining teachers’ experience with innovative tools in Bulgarian schools. In an anonymous online survey, we investigate their opinions on the issues related to technology integration in contemporary classrooms. The research shows that educators appreciate the benefits of technology implementation in the teaching-learning process, but they need a single structured system encompassing all technological resources and tools. This work proposes a conception for a smart classroom – an innovative learning environment that can establish and control suitable conditions for education as well as to impact the instructional process directly.

Trata-se de um artigo de revisão, que busca estudar o contexto neotecnicista mais recente, apresentado agora sob a forma de um processo de ensino e aprendizagem centrado nos resultados, em que se propõe a mesma racionalidade técnica dos anos setenta, para assim garantir a efciência e a produtividade na educação. Fazendo um resgate da história da educação brasileira, já na década de setenta, a confguração do discurso pedagógico estava atrelada aos princípios de racionalidade, efciência e produtividade. A pedagogia tecnicista estruturava o processo educativo em uma perspectiva operacional. Reportando-se ao momento atual, ao se examinar as políticas educacionais se encontra a ideia do neotecnicismo atrelada às avaliações de larga escala, com base nos conceitos de efciência, de produtividade e de qualidade total. Nesse contexto, a estratégia parece ser a incorporação das tecnologias na educação no primado da dimensão técnica. Em outras palavras, o neotecnicismo pedagógico se faz presente nas atuais políticas educacionais, que enfatizam o critério da qualidade com base na utilização das tecnologias como estratégia de adequação da educação escolar à sociedade da informação. A pesquisa é bibliográfca com aportes em artigos científcos e documentos ofciais. O estudo conclui que o paradigma neotecnicista poderá trazer novas formas de racionalização do sistema educativo, especialmente, através de concepções educacionais ancoradas no discurso da qualidade total na educação.Palavras-chave: Políticas Educacionais. Tecnologias de Informação e Comunicação.AbstractThis is a review article that seeks to study the latest neotechnical context, now presented in the form of a teaching and centered learning results, which proposes the same technical rationality of the seventies in order to ensure the efciency and productivity in education. Making a rescue of the history of Brazilian education, already in the seventies, the confguration of the pedagogical discourse was associated with the principles of rationality, efciency and productivity. The technicist pedagogy structured the educational process in an operational perspective. Referring to the present moment, as the educational policies are examined is the idea of linked neotechnicism to the large-scale assessments based on the concepts of efciency, productivity and overall quality. In this context, the strategy seems to be the incorporation of technology in education in the primacy of the technical dimension. In other words, the pedagogical neotechnicism is present in the current educational policies that emphasize the quality criteria based on the use of technology as a strategy of adaptation of education to the information society. The research is literature with contributions in scientifc papers and ofcial documents . The study concludes that the neotechnical paradigm can bring new ways of streamlining the education system, especially through educational conceptions anchored in total quality discourse in education.Keywords: Educational Policies. The rapid development in the world of information and communication technologies makes it possible to say that now they are one of the most common ways of teaching. These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. Informatization and computerization of education acts as a component of the general trend of global processes of world development, as an initial information and communication basis for the harmonious development of the individual and social systemic information. Preparing a student for an active and fruitful life in a modern digital information society is one of the main tasks of the modern stage of modernization of the education system.

The rapid development of information and communication technologies has led to the use of new and digital technologies in education which involves combinations of text, graphics, audio, video, animations and other eLearning resources such as authoring tools, Learning Management System (LMS), Mobile learning and others. Arguably, using LMS leaves much to be desired. The inherent problem here is that the future of extensive adoption of ICT via LMS to enhance and promote classroom interaction in Open and Distance Learning (ODL) is bleak. This is worrisome given that the country is lagging far behind in the innovative use of this web 2.0 technology to impart knowledge. Further, the low-level application of LMS in instruction connotes the loss of inherent advantages in its adoption. Also, the online setting which makes students less nervous and interactive, sharing of ideas and viewpoints; and a host of other benefit will be lost. While evidence has shown that LMS is not a new phenomenon, the use of LMS in ODL is still at its infancy, particularly in Nigeria. Research in this area is rare. A quick search on prominent research databases could testify that. It is on this thrust that this study investigates University of Ibadan undergraduate students’ perceived roles and readiness towards integration of learning management system into teaching and learning.

Educational change, particularly change involving the adoption of educational innovations, is a complex process. In Malaysia, the significant role of information and communication technologies (ICTs) in promoting digital education is reflected in the national ICT in education policy. Nevertheless, studies in the Malaysian educational context have shown that the policy implementation resulted in varying degrees of success. Through a discourse analysis approach, this paper aims to examine the evaluation studies on large scale initiatives introduced to digitize the Malaysian education system, from the Smart Schools programme to the incorporation of the Frog Virtual Learning Environment in classroom. The rationale behind these top-down initiatives and how they affected the stakeholders at the micro level, namely, teachers and students, are reviewed and analysed. The analysis informs our understanding of the factors that contribute to the successful and unsuccessful implementation of these initiatives and guide the planning of future policies.
