The origin and development of e-learning methods in Russia and other countries is due to steady progress in the field of information and communication technologies and the general informatization of the educational process, the creation of a global environment for the mutual integration of cultures and disciplines, as well as the establishment of continuing open-ended education that underlies post-industrial (information) society. Under the influence of these processes, there is a need for new, more advanced educational practices, which is the reason for the transformation of both the essence of national education and its formal side. Nowadays, a person should possess not only a certain amount of useful information, but also the ability to learn: search and find the necessary information, use various sources to get out of difficult situations, continuously expand the range of one’s own competencies, and constantly develop, keeping up with what is happening around. In the framework of the modern educational paradigm, the student is considered as a subject of knowledge, and not an object of pedagogical influence. In the early to mid2010s, active contribution to this is made by e-learning (electronic learning, e-learning), which must be used in educational institutions of various types and at different levels of the educational vertical. It makes it possible to integrate into the global scientific community, to become subjects of the interaction of cultures, including the exchange of spiritual values. The introduction of e-learning is one of the key tasks in the context of the modernization of national education. The term «electronic learning» is transmitted into Russian in various ways. The most popular options are: “distance learning / education”, “mobile learning”, “virtual learning”. The European Commission interprets “e-learning” as “the use of new multimedia and Internet technologies to improve the quality of education by improving access to resources and services, as well as remote knowledge sharing and collaboration”. In this study, the term “e-learning” will correspond to the phrase “electronic learning”. This is a learning process based on interactive electronic means of storing and providing information: the Internet, corporate networks, and CD-ROMs.

The purpose of this article is the analysis of Information and Communication Technologies - ICT in legal education according to the reform of the Russian national education system. It is observed how the creation of digital education in Russia contributes to its integration into the global educational environment. The regulatory framework for analysing ICTs in legal education, e-learning and distance education is used as a starting point. A critical analysis methodology is used to model the possible implementation of problem-based learning using ICT and using the "contract builder" simulator as an example. It is concluded that the introduction of ICT in the educational process requires a systematic approach, a state policy for the development of this area, additional funding and training of teachers.

The article shows how the modern socio-cultural situation dictates new requirements for the educational paradigm: there is a need to use information and communication technologies (ICT), various forms of distance and e-learning in the educational process, which in turn contributes to an increase in the mobility of all participants in the learning process. processing of intensive information flows. The most demanded and productive on this path are innovative educational technologies. The article focuses on the use of the VKontakte social network for conducting a training scientific seminar for students, undergraduates, graduate students. The authors proceed from their own work experience, on the basis of which they propose a methodology for conducting an online event aimed at popularizing scientific knowledge and using the capabilities of a social network. The article reveals how network services help create a unified educational space for the creative and scientific realization of students.

The article highlights the causes of insufficient effective use of electronic learning resources and sets out the guidelines on ways to solve the aforementioned problems. The set of didactic, methodical, psychological, pedagogical, design and ergonomic quality requirements is considered for evaluation, selection and application of information and communication technologies in the educational process. The most appropriate mechanisms for the ICT introduction into the learning process are disclosed as it should meet the specific learning needs of the student and the objectives of the educational process. The guidance for psycho-educational assessment of quality of electronic educational resources is provided. It is argued that the effectiveness of the ICT use is to be improved by means of quality evaluation mechanisms involved into the educational process.

Изучены особенности реализации образовательных программ в вузе и представлены средства информационно-коммуникационных технологий. Определены требования образовательных стандартов к обеспечению студентов доступом к электронно-библиотечным системам и электронной информационно-образовательной среде (ЭИОС). Дана характеристика элементов, которые позволяют использовать Moodle: видеоконференции BigBlueButton, семинару, тесту, опросу, видеолекции. Отмечено, что составление интерактивных заданий и разработка обучающих материалов в ЭИОС занимают у преподавателей в два раза больше времени, чем подготовка к аналогичным занятиям в аудитории. Опрос студентов выявил следующее: чем больше академических часов преподаватель уделяет самостоятельной работе, тем менее интересен курс, а соответственно, и ниже уровень знаний. Сделаны выводы о том, что электронное обучение и обучение с применением дистанционных образовательных технологий – данность, которую необходимо принять всем участникам образовательного процесса и максимально адаптировать в своей деятельности, что связано как с условиями реализации образовательного процесса в период пандемии, так и с цифровизацией образования в целом. The article studies the functioning of the electronic information and educational environment in the university and presents the means of information and communication technologies. Based on the analysis of federal educational standards, the requirements of educational standards for providing students with access to electronic library systems and electronic information and educational environment are determined. The characteristics of the elements that allow using Moodle are given: BigBlueButton videoconferences, seminars, tests, polls, video lectures. The results of the study are described, according to which, it was concluded that the preparation of interactive tasks and the development of teaching materials in the EEEP takes teachers twice as long as preparing for similar classes in the classroom, and when interviewing students, the following fact was revealed that the more academic hours the teacher pays to individual work, the less interesting the course is, and, accordingly, the lower the level of knowledge. It is concluded that e-learning and learning with the use of distance learning technologies are a given, that all participants in the educational process need to accept and adapt as much as possible in their activities, which is associated both with the conditions for the implementation of the educational process during the pandemic, and with the digitalization of education in general.

The growth of e-learning, particularly distance learning via e-learning, is widely recognised as a significant factor influencing higher education in the 21st century. The rapid and ongoing uptake of Information and Communication Technologies (ICT) for teaching and learning, along with the recognition that increased student engagement can lead to more effective learning, is changing the way in which teaching and learning occurs in universities. This chapter suggests that the distance learner is frequently overlooked in the current climate when it comes to consideration of student needs and that current applications of ICT for distance learning raises questions about the quality of their learning experience. The chapter discusses the role of the student voice in understanding and addressing students’ needs in relation to the quality of their learning experience and suggests that greater attention needs to be paid to the distinct voice of the distance education student. The chapter provides some methodologies for collecting the student’s voice and gives consideration to how addressing the distance learners’ voice to enhance their learning experience might be most effectively accomplished.

This chapter will highlight how practitioners use trans-disciplinary approaches to conduct Action Research (AR) in the context of e-schools, Community Engagement (CE) and Information and Communication Technologies for Development (ICT4D). The objectives provide details on how: AR is used to align e-education with life-enhancing values and in situations dealing with partnerships towards CE and/or ICT4D matters at local, national and international levels; to promote e-learning and development among those previously excluded from formal education; AR is contributing to transformation and equity in the context of e-schools, CE and ICT4D; AR CE is contributing to improving the quality of life for all; changes and/or growth in the way in which AR is utilized and interpreted can be explored when such questions are raised; AR can stay relevant in light of the ever-increasing speed of change in terms of technological innovations; and examples of ground-breaking AR work can thus be achieved.

The authors of the article draw attention to the relevance of the use of e-learning tools to improve the quality of student preparation, as well as they consider the specifics of pedagogical communication within the framework of the information and educational environment. The language of education changes: there is a transition from written forms to audiovisual ones. In addition to traditional actors of the educational process (a teacher and a student), the third actor appears. It is learning tools that operate on the basis of information and communication technologies. The use of e-learning resources in the learning process allows to provide flexible forms of students’ interaction with a teacher and educational content; to organize interactive learning, follow-up and final assessment; to facilitate the management of the educational process for a teacher. The combination of in-class and online (extramural) forms of attendance is most effective. Also, it is necessary to include a cooperative learning approach in the e-learning model. The article describes the experience of using the virtual learning environment (Moodle) in organization of the educational process in a number of subjects (“Psychology of Lying”, “Ergonomics”, etc.) for the students of humanitarian and electrical engineering majors.

The use of information and communication technologies (ICT) in higher education, in many cases, does not necessarily correspond to an organizational, sustainable and consistent initiative in all courses or undergraduate programs imparted. An associated risk is wasting the potential of ICTs to contribute to the quality of education. This is an exploratory-descriptive, mixed methods investigation at Tecnológico de Costa Rica (TEC) to determine the components and factors affecting a Maturity Model (MM). Participants were students, teachers, and institution officials. Results show the components of a maturity model that provides teachers with a roadmap for implementing e-learning in face-to-face, bimodal and virtual courses, advocating for a substantial contribution to the quality of education at a Costa Rican University.

One of the priority directions of modernization of the system of teaching staff training in Ukraine is the introduction of modern information and communication technologies into the educational process. This encourages research and pedagogical staff to use the learning tools that helps to present educational material in an interesting and accessible form. One of the tools is electronic learning quest-manual. The electronic educational quest-manual is called an electronic publication, which promotes the intensification of the learning process, the development of students’ creative thinking, formation of their skills to work in the information and communication environment, etc. The article describes the interface and structure of the electronic manual «Matrixes and operations on matrices», built with the use of gaming technologies, elements of educational material and hyperlinks visualization. The structural blocks of the quest-manual are subdivided into the blocks with theoretical material and assessment blocks.The quest manual is developed in accordance with the methods of teaching: consciousness and activity, visual impact, systematic method, method of consistency, scientific and method of accessibility. The content of this pedagogical software tool corresponds to the curriculum and work program for linear algebra for students of the specialty 014.04 Secondary education. Mathematics. It deals with the topic «Concepts and types of matrices», «Properties and operations on matrices». It is established that electronic quests-manuals should be used for students’ independent work and in practical classes. The introduction of this software in the learning process provides access to training for all categories of students, the ability to study at any pace, at any time, accelerate the memory of learning material, save time, etc. It is shown that the introduction of electronic manuals in the process of preparing future mathematics teachers contributes to raising the interest and students’ motivation for studying, developing their information culture and forming readiness for future pedagogical activity, individualization and intensification of the educational process. The article presents the students' feedback on the use of electronic learning tools, in particular quest-guides.

The article highlights the results of the research on information and communication technologies potential possibilities for preschool education quality improvement. During conceptual-diagnostical, organization-preparational, formational and test-generalizing stages of pedagogical experiment in educational establishments there were created necessary material-technical conditions for effective use of ICT in different spheres of preschool education. The research of pedagogical software required for qualified preschool education and other digital educational resources was carried out. It was provided teachers training to use ICT in organization of preschool education and in personal professional development, as well as created methodological support for the implementation of ICT in sphere of preschool education. It has been proved that the quality of preschool education characterizes both the educational process and its results, reflects the level of achieving the aim and tasks of education, upbringing and development of preschool age children and also the level of fulfillment of teachers’, children’s and their parents’ expectations from the use of ICT in the educational process at preschool educational establishments. This article ascertains a significant potential of ICT in the development of preschool teachers IC-competency, organization of education, upbringing and development of children of the upper preschool age, testifies to the importance of cooperation with parents of preschoolers. It presents the experience of using ICT as a didactic tool, which contributed to a more effective realization of the tasks of the main lines of education, which are defined as a basic component of preschool education: “Child’s personality”, “Child in the society”, “Child in the environment”, “Child in the world of culture”, “Child’s game”, “Child in sensory-cognitive space” and “Child’s speech”. The article reveals the significant potential of the use of information and communication technologies for raising the parental awareness about the quality of educational services in the preschool educational institution, as well as for establishing a partnership between the teaching staff and the parent community on all issues of preschool education.
