Critical deterioration of infrastructure increasingly becomes an obstacle for the development of modern Russia. Large projects in virtually all sectors of the national economy cannot be implemented without accelerating the resource turnover and reducing the delivery time of finished products to the consumer. Meanwhile, infrastructure projects are not only capital-intensive, but also pay back slowly due to objective economic and natural-climatic reasons. In addition, the current stage of the country development is characterized by the inability to achieve growth in budget expenditures for these purposes, which requires the creation of special mechanisms for investing in infrastructure projects. The practice has developed a number of approaches to solving infrastructure issues, such as the public-private partnership in the terms of concession, syndicated lending, etc. Meanwhile, the investment activity of these mechanisms is insufficient for the scale of implementation of demanded projects. The infrastructure mortgage mechanism proposed by the Ministry of Economic Development of the Russian Federation may be a solution of this problem. Debatable character of the model of implementation of infrastructure projects using mortgage instruments, the analysis of approaches and points of view of the problem and the ways of its solution allowed the authors suggesting the key measures that make it possible to give the infrastructure mortgage mechanisms a justified character in the operational mode of time.

The objective of this research is to consider some controversial issues of the development of public-and-private partnership (and concession agreements as its most common form) in Russia. Some complaints made by Federal Antimonopoly Service of the Russian Federation to some infrastructure projects are reviewed. The author studied dynamics of private investments into infrastructure projects in the conditions of imperfect legal regulation. The assessment of the validity of the position of Federal Antimonopoly Service is given. It is predicted whether the legislative collisions will prevent the growth of private investments into infrastructure. Recommendations on the development of the mechanism of public-and-private partnership with the observance of antimonopoly regulation, as well as recommendation on the improvement of the legislation in this area are developed. The results of the research can be used by both private participants of public-and-private partnership and the federal, regional and municipal authorities, and also by legislators working on the improvement of the legislative regulation in this area.

Aim. The presented study aims to examine project initiatives and proposals for improving funding mechanisms for infrastructure projects based on public-private partnership in the Russian Federation.Tasks. The authors consider approaches and project initiatives of the G20 countries pertaining to the implementation of public-private partnership projects in the context of the adaptation of infrastructure projects to the Russian market (for the purpose of improving the quality and efficiency of the implementation of infrastructure projects in the Russian market).Methods. The methodological basis of this study includes works of Russian and foreign researchers in the field of public-private partnership and project financing. The authors use methods of scientific research (expert and comparative analysis, grouping and generalization) selected in accordance with the goals and objectives of the study as well as information publicly available on the official websites of the ROSINFRA platform and the Ministry of Economic Development of the Russian Federation.Results. Comparative analysis of foreign and national practices in the public-private partnership market makes it possible to identify a number of potential initiatives, including a new approach to the examination of infrastructure projects and proposals for attracting additional investment resources to the public-private partnership market. Adaptation of foreign competencies to the Russian public private partnership market will drive the transformation of the current PPP project model in Russia.Conclusions. Analysis of methods used by the G20 to assess and implement infrastructure projects based on public-private partnership makes it possible to formulate potential initiatives and proposals for improving approaches to the implementation of infrastructure projects based on public-private partnership in the Russian market and to determine the development vector for the national infrastructure project model.

The public-private partnership (PPP) model has been increasingly popular in recent decades as a mechanism to support infrastructure related investment activity. PPPs creates many advantages for countries such as releasing from financial burden of high cost infrastructure investments, bringing high quality of public service and increasing efficiency of operations through transfer of private sector expertise. However, these benefits are not guaranteed for every PPP project since successful implementations are subject to several factors. This chapter aims to review the different aspects of PPPs in detail and examine the factors which play crucial roles for successful PPP implementation.

The ability of regions to the competition in the international market to use of modern approaches to social and economic development, defines a vector of intensive advance of the Russian economy. Existence of worthy infrastructure and its full functioning become a guarantee of successful development of economy and social sphere of the country and particular regions. Therefore, for its updating and full functioning implementation of infrastructure projects is necessary. The specificity of implementation of infrastructure projects has been designated: excessive capital intensity, long payback periods, increased complexity and large scales (including territorial scales). Conditions of limited budgetary financing of infrastructure predetermine the need of attracting private investments. So, the mechanism of public-private partnership in the concept of long-term social and economic development of the Russian Federation up to 2020 is designated as one of priority tools, which emphasizes the importance of a problem. The potential of expansion of opportunities for implementation of infrastructure projects at the expense of mechanisms of public-private partnership has been studied. Special attention is paid to the practice of implementing infrastructure projects in the territory of the Astrakhan region. There have been presented practices of such projects, mainly in the form of concessions, strategic priorities of development of public-private partnership on the territory of the Astrakhan region for implementation of infrastructure projects. The Astrakhan shipbuilding production association is taken as an example of successful realization of public-private partnership mechanism. The leading shipbuilding and ship repairing plants of the region make its basis. There has been given the rating of the Russian regions in terms of the development of public-private partnership during 2017. Since 2015 there has been stated positive dynamics of development parameters of public-private partnership in the region. As of 2017, in the region there are realized eighteen projects, among which one project is of a regional level, and seventeen projects are the municipal events.

The article analyzes the main development of the current stage of the reform of the public procurement system in the Russian Federation, which began in 2013. It is shown that since the beginning of the reform, the Russian procurement regulation system has made significant progress in terms of standardization and simplification of contractual relations, organization of processes and facilities. The experience of practical implementation of the contracting system is considered, the problems that have developed in the field of public procurement to date are identified. It is shown that the problems of organizing public procurement are not limited to corruption and the desire to give large contracts to “their” suppliers. An unresolved problem remains the need to maintain a balance of interests between ensuring procurement efficiency for the customer and providing contractors with competitive access to the competition for contracts. Unresolved this dilemma often turns budget savings into an end in itself, which reduces the effectiveness of the Russian contract system as a whole. The price and quality of products are different scales, which in modern reality are increasingly leaning towards economy. Hard-to-reach and sparsely populated municipalities become especially vulnerable in this struggle. It is shown in the work that the named problems cannot be solved by mere «easing» or «toughening» of the provisions of the law. It is important, while maintaining the foundations of the current system, to focus on finding options that stimulate efficient spending of funds or, at least, prevent the growth of inefficiency in procurement. The conclusion is made about the need for a systematic evolution of the contract system, taking into account regional aspects. To do this, it is advisable to transfer the emphasis in the organization of public procurement from the regulation of the procurement procedures themselves to the formation of incentive (restraint) mechanisms for specific officials involved in the organization of procurement.

Subject of research – relations in the process of improving the mechanism of regulation of road development in Ukraine and putting into practice proposals to ensure innovative approaches and modernization of the road system on the basis of public-private partnership are formed. The purpose of the article. The scien- tific and methodological and practical proposals with the purpose of applying the mechanism of regulation of the road economy development as a promising of the national economy have been developed. The methodology of the work. The theoretical and methodological basis of the research is the system of both general scientific and special methods of scientific cognition, fundamental provisions of modern economic theory and practice. In scientific research such methods as mono- graphic in formulating approaches that the development of the road economy de- pends not only on the level of economic development, but also on the influence of regulatory mechanisms that are applied, economic and statistical – in determining and calculating the concession payment for the right to management are used. The results of the work – the scientific results of the improved basis of development of the national economy through the creation of an effective mechanism for the implementation of new rules and tasks in the system of regulation in the field of road economy are proposed for application. Conclusions. We propose modern mea- sures and tools for shaping the innovative environment, and we propose to intro- duce such rules that would meet the interests of the authorities, increase the level of protection of interests of private investors and the state in the implemen- tation of public-private partnership projects. The advantages in developing mech- anisms for guaranteeing public-private partnership project financing by the state partner during the whole project implementation period are substantiated; mecha- nism of fair compensation in case of early termination of the public-private part- nership contract at the initiative of the state partner in order to compensate for the reasonable losses of the private partner. The scientific-methodological and practical proposals for the purpose of application of the mechanism of regulation of the road development are revealed. It is proved that due to the impact of mod- ernization transformations, the public-private partnership can play a dual role as an institutional innovation and has every reason to combine both the modernization of investment activity and the modernization of the regulatory mechanism for the purpose of evolutionary transformations in the leading spheres of the national economy.

Public-Private Partnership (PPP) is a form of cooperation between the public sector and the private in order to carry out projects or services traditionally supplied by the public sector. This mode of investment is most commonly applied to the creation of technological infrastructure projects. According to the author PPP will allow coastal tourist communes (gminas) to speed up the implementation of the communication infrastructure, and the sport and recreational infrastructure which are presently major barriers to the development of the tourist economy. This is further confirmed by examples presented in this work.
