Mono-profile municipalities (single-industry towns) are an important economic and social component of the Russian society. There are 319 single-industry towns, or 28% of the cities of the Russian Federation, on the territory of which, as a rule, just one main city-forming enterprise is located. The situation of single-industry towns is more vulnerable than other municipalities because of their decisive dependence on the sustainable position of the city-forming organizations. The directions formulated by regional and federal government bodies to improve economic stability and social welfare of single-industry towns are demonstrated on the example of a number of such settlements in the Nizhny Novgorod region. The environmental aspect belongs to the most important components of the territories well-being. It is shown in the article that solid-state gas-analyzing sensors can be the basis for constructing environmental monitoring systems. Their main types and properties are presented in this paper.

The study is due to the severity and magnitude of the problems of single-industry municipalities. Single-industry towns are the “weak spot” of Russia. In such municipalities, the dependence of the settlement on the city-forming enterprise is clearly expressed, which causes well-founded concerns in the conditions of the economic crisis in which the Russian Federation has been staying for a long time. The population of single-industry towns may be left without jobs and wages, the city budget will lose the monetary component of the taxes of the city-forming enterprise. In such situation population outflows may begin, the city will lose its social attractiveness and may eventually cease to exist as a municipality. The comprehensive investment plan is the main instrument of state financial support for the integrated development of single-industry towns, which is aimed at eliminating the dependence of a single-industry entity on the city-forming enterprise, improving the socio-economic condition of the city, improving and finding the investment attractiveness of the municipality. The article deals with the problems of the spatial development of the territory of the single-industry city of Tolyatti, taking into account the socio-economic orientation. A search is being made for a solution to the town-planning use of the city’s territory on the basis of a comprehensive investment modernization plan. The assessment of the previous state of the territorial unit, the process of implementing a comprehensive investment modernization plan and the forecast of the post-sales condition of the city are given.

The article analyzes social and economic features, employment, well-being and housing conditions of the Azerbaijani migrants who came to Russia in 2014-2017. The empirical basis of the study is the data of a Russian nationwide survey of migrants. The survey was conducted by the National Research University Higher School of Economics and the Centre for Inter-Ethnic Studies in 19 subjects of the Russian Federation. A total of 8,577 respondents were interviewed; 4.5% of them were Azerbaijanis (388 respondents).  To assess the integration resources of the Azerbaijani migrants the author examines their status as compared to other migrants and the local population. The study reveals that, unlike Central Asian ethnic groups, Azerbaijanis have more favorable positions in all spheres of social life, and it proves their high integration potential especially in a demanding Russian society. This in turn decreases the importance of their cultural distinctiveness and facilitates further integration and immersion in the local communities. Acknowledgment. Subject. The article discusses the specifics of migration processes in the border region of Russia and Kazakhstan. Objectives. I analyze practical aspects of migration in the border region of Russia and Kazakhstan and review what can be done to maintain the socio-economic stability and retain human capital in border regions of the Russian Federation. Methods. The study is based on methods of analysis, systematization, comparison and matching. Results. I point out the specifics of the Russian constituent entities that lie on the border with Kazakhstan. I indicate distinctions of outbound and inbound migration processes in the analyzable areas. The article presents the analysis of the migration growth in the Russian regions bordering on the Kazakh areas, monitoring of incoming and outgoing migrants along directions of their movement. The article illustrates the composition of migrants who arrive in and leave the Russian regions bordering on Kazakhstan. The article enlists what can be done to maintain the socio-economic stability and retain human capital in the border regions of respective constituent entities of the Russian Federation. Conclusions and Relevance. Most regions bordering on Kazakhstan see a negative migration growth and considerable numbers of cross-border migrants. There are also significant cross-regional movements in the regions. To maintain the socio-economic stability in the border regions as part of the national policy, the national structure of migration should be taken into consideration. The government should urgently take efforts to set up a versatile model that would help immigrants undergo the social adaptation and integrate into the Russian society.

A new socially oriented article appeared in the Russian Federation Constitution — Art. 75.1. This article is designed to strengthen mutual trust between the state and society, ensure a balance of rights and obligations of a citizen, the implementation of the social partnership principles, and create the necessary conditions for economic, political and social solidarity. This work is devoted to the formulation of these questions. It shows how conditions are created in Russia for the implementation of the Fourth Industrial Revolution principles to create new models of labor and employment, digitalize all aspects of Russian society life, which have a significant impact on economic growth and improving the well-being of citizens. Russia has enormous potential for achieving the goals set in the country’s socio-economic development and solving problems in achieving sustainable economic growth, which must be successfully implemented. This should inevitably lead to an increase in the standard of living of the majority of citizens, to raise the prestige of a working person by creating conditions for decent work, and the implementation of constitutional guarantees in the sphere of social and labor relations. The latest constitutional innovations are just beginning to undergo scientific comprehension. Their doctrinal interpretation and identification of axiological potential can make a significant contribution to the definition of modern legal principles of constitutional, administrative, labor and many other branches of Russian law. This is the main goal of the proposed research based on an interdisciplinary approach and traditional methods of legal phenomena cognition. The author in the proposed work consistently substantiates the conclusions about the consistency of the new norms introduced into the Constitution with a number of principles previously enshrined in it, as well as their timeliness from the point of view of modern changes in the content of social relations in the world of work.

The article explores the question of the sociolegal and moral value of copyright objects. The author concluded that the socio-legal value of these objects is: 1) giving their owners rights and responsibilities, which allows to extract useful properties and to respect the rights of other subjects; 2) providing access to everyone, with some exceptions; 3) promoting human development, including intellectual, and receive knowledge, skills; 4) a steady increase in the effectiveness of copyright mechanisms aimed at implementing the socio-economic goals and objectives of the Russian Federation, and ensuring the well-being of Russians and Russian society as a whole. The moral value of copyright objects is determined by the correspondence of their content and purpose to the moral foundations established in society, taking into account their reasonable modernization. Proposals were made to improve the legislation of the Russian Federation.

The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.

The subject of this research is the problems emerging in the process of establishment and development of the Institution of personal data protection in the Russian Federation. Special attention is turned to the comparison of Soviet and Western models of protection of private life and personal data. The authors used interdisciplinary approach, as comprehensive and coherent understanding of socio-legal institution of personal data protection in the Russian Federation is only possible in inseparable connection with examination of peculiarities of the key historical stages in legal regulation of private life of the citizen. After dissolution of the Soviet political and legal system, the primary task of Russian law consisted in development and legal formalization of the institution of protection of human and civil rights and freedoms, first and foremost by means of restricting invasion of privacy by the state and enjoyment of personal freedom. It is concluded that the peculiarities of development of the new Russian political and legal model significantly impacted the formation of the institution of personal data protection in the Russian Federation. The authors believe that the Russian legislator and competent government branches are not always capable to manage the entire information flow of personal data; therefore, one of the priority tasks in modern Russian society is the permanent analysis and constant monitoring of the development of information technologies.

Introduction. One of the priority socio-economic and medical-demographic problems in Russia is the high mortality. The study aim is to identify the most significant factors that determine the mortality on the example of two single-industry towns. Materials and methods. Mortality in two single-industry towns specializing in copper-nickel production, differenced in climate, environmental, and socio-economic indicators, was studied using age-standardized indicators averaged over 8 years (2010-2017). Results. In Monchegorsk, compared to Russia, with similar non-production characteristics, working-age mortality from cardiovascular diseases (CVD) was higher by 49.0%, from malignant neoplasms (MN) by 34.7%, from diseases of the digestive system by 35.5%, which confirms the negative impact of occupational factors on the mortality of the population of a single-industry city. In Norilsk city, with the worst characteristics of the environment and climate, compared to Monchegorsk, mortality from CVD was lower in working age by 40.6%, in post-working age by 41.4%; from MN - in working age lower by 37.2% that shows the compensating influence of socio-economic factors on mortality. Conclusion. Risk factors for increased mortality rates in single-industry towns with copper-nickel enterprises are the influence of harmful occupational factors, as well as environmental pollution. Along with primary prevention, an effective mechanism for reducing mortality is to improve socio-economic well-being, and the quality of medical care.

The Constitution, as the main universal and comprehensive legal document, establishes fundamental principles and defines the legal basis for development of public and state life in all politically significant spheres, serves as a guarantor of legitimacy and order, gives a boost to the development of society. The special political and legal nature of the constitution, the issues of its operation and the mechanism of its implementation are of great importance. In accordance to the authors’ approach, the mechanism of implementation of the Constitution of the Russian Federation includes the following components: 1) entry of the constitution into legal force; 2) its functions; 3) constitutional algorithm of unity and differentiation of public authority; 4) forms of implementation; 5) ways of implementation; 6) subjects of implementation; 7) objects of implementation; 8) institutions for modernization; 9) guarantees of implementation. The authors conclude that the modern scientific ideas of a rational mechanism of implementation of the Constitution of the Russian Federation contribute to solving the issues of economic and cultural development of the Russian society, help creating favorable conditions for proper law enforcement, strengthening legitimacy and order.
