The article analyzes the third generation universities and their main features according to the methodology developed by Johan Wissema. The world experience in building third generation universities can be based, according to the authors, on the three main models described in the present study, namely, the models used by Harvard, Cambridge, and the University of Ruse. The main purpose of the present study is to analyze the main advantages of third generation universities on the example of international and Russian practices. The universities, selected as research objects, not only show high results in international rankings and the scientific community but also have strategic importance for the development of their regions. However, the most important criterion remains the commercialization of know-how and the active involvement of the educational organization in the regional economy, which is demonstrated by all three universities selected for the analysis of global practices. Each of the presented models has its peculiar characteristics and can be adapted for forming the Financial University under the Government of the Russian Federation (Financial University) into a new third generation university that can be created taking into account the capabilities and available facilities and resources, as well as the scientific and educational-methodological base.

This study identifies the organizational and academic characteristics of the three generations of world universities and their two transition periods. In particular, from the second-generation university (2GU) to the third-generation university (3GU), the higher education institutions have developed from a closed level to an open and flexible level of training and from single disciplines to interdisciplinary research and innovation. In terms of these academic aspects, 3GU is an iterative development of the characteristics of 1GU university, but at a higher level, more comprehensive and more thorough. About the organization, with the proposed 90-degree rotation matrix structure, the 2GU university can move from a centralized and bureaucratic management model to a high autonomy one. The subsidized financial mechanism has shifted to a competency-based competition mechanism. With that transformation, the 3GU generation university can both meet its mission as well as the requirements of industrial revolution 4.0. In particular, with the way the budget is organized into four flows of finance, the 3GU university can completely break with the direct attentions of the government. Universities become fully independent organizations with autonomy in defining their rules of operation. Instead of trying to ensure quality with its own control, the government can let the university system operate on a market competitive mechanism.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

This paper examines Rosenzweig?s philosophic project in the context of his time as a critical intervention in the discussion of the place of Jewish thought in the university and in society. If Hermann Cohen represented the first generation of Jewish philosophers claiming that participation in the university is constitutive for the institution?s claim to universalism, the second generation-represented by Martin Buber - was more diffident about the university and its openness. For Buber, literary modernism offered what the university would refuse. Disappointed about the failure of the recognition of the efforts of the previous two generations, Rosenzweig represents the third generation. He turns the situation into a creative response anchoring philosophy as a project that calls for a resolute move outside the university.

Taxation is one of the main sources of income of a country. When the government wants to increase economic and social development of its country, it is necessary to raise taxes or tax rates on the tax base. However, it becomes complicated when the informality of the economically active population has remained at around 45%, as is the case of Ecuador, and the people who are forced to pay these taxes mostly have questions or they do not know how to do it. For this reason, the Politécnica Salesiana University decided to sign an agreement with the Internal Revenue Service (SRI), so that students studying accounting could provide tax advice in solidarity to taxpayers who have questions or problems in their tax return forms. This article describes and analyzes the development of the office of voluntary taxpayer assistance that was implemented in the university, and how service learning influenced students, and 250 taxpayers in the sector. It also includes detailed instructions for other universities to implement a similar program and a discussion of taxes that need higher advice.

The present publication provides the review of the joint seminar of young scientists from the Institute of Legislation and Comparative Law under the Government of the Russian Federation and Petrozavodsk State University faculty of law which took place on April 29, 2015 in Petrozavodsk. During the event the main activities of the Institute were presented. Particular attention was paid to such areas as scientific legal support of activities of the Government of the Russian Federation, carrying out basic and applied scientific researches in legal sphere, examination of legal experience of foreign states and international associations, realization of functions of the interdisciplinary center for coordinating scientific and educational methodological support in combating corruption, realization of policy in education and professional development, performance of functions of the Secretariat of the Russian Federation delegation in the European Commission for democracy through law, activities of the Council of young scientists and the Council of graduate students, etc. At the same time, special attention was also paid to the questions of participation of youth in the Institute’s scientific life and involvement of young scientists-lawyers in joint research projects. During the seminar the foundation was laid for the main areas of interaction between the young scientists of the Institute and the University, including publishing of the results of joint scientific researches in publications of the Institute and the University, participation in the events held by the Institute and the University, involvement of the University graduates in the Institute’s Master programs, exchange in educational and scientific literature, etc. The seminar proceeded in a friendly businesslike atmosphere; its participants recognized the efficiency of the held meeting.

The Belarusian-Russia University was established on the basis of Mogilev State Technical University, in accordance with the Agreement signed between the government of the Republic of Belarus and the Russian Federation (Mogilev, January 19, 2001). New objectives of the library are set up due to new programs to be taught at the University. Today, the library supports 16 education programs as provided by the Belarus education standards, and 7 programs as provided by the Russian standard. The author discusses in particular: collection development funding; delivery of books published by Belarus and Russia publishers’; establishing the repository “Belarusian-Russian University E-library and digital catalog databases, and among them The Proceedings of the Belarusian-Russian University Researchers, «Authors’ abstracts. Theses», «Digital Documents»; library’s publishing activities, personal bibliographies of the prominent university scholars and researchers). The Library also acts as the coordination regional methodological center. The author concludes that the Library of Belarusian-Russian University plays a significant role in education and science promotion, opens access to the cultural heritage and intellectual resources for the students, professors and scientists, and offers relevant information products and services.
