Factors Affecting the Buy vs Build Decision in Large Australian Organisations

When developing an information system, organisations are faced with a fundamental choice: to buy a pre-developed package (potentially customise it or redesign/reengineer the business processes of the company concerned to fit the package), or to build the system in-house. Past literature has indicated the importance of the buy vs build decision to the organisation even suggesting that correctly managing the choice could be the key to managing IT. This research aims to identify the factors that an organisation should consider when making an information systems buy vs build decision. Interviews were conducted with 10 organisations across a spread of industries, involving key strategic IT decision-making personnel at the senior IT executive level. By examining the operational approaches adopted in each of these organisations and the key drivers behind these approaches, we identify the core factors that affect real-world buy vs build decisions in large Australian organisations with a turnover in excess of $750 million. We found that a number of core factors - strategy, commodity and competitive advantage, maturity, cost and requirements fit - critically affect buy vs build, while peripheral factors - risk, time and timing, political factors, and ongoing support - are secondary considerations.

Introduction. Appropriate decision-making is essential in emergency situations; however, little information is available on how emergency decision-makers decide on the emergency status of the patients shifted to the emergency department of the hospital. This study aimed at explaining the factors that influence the emergency specialists’ decision-making in case of emergency conditions in patients. Methods. This study was carried out with a qualitative content analysis approach. The participants were selected based on purposive sampling by the emergency specialists. The data were collected through semistructured interviews and were analyzed using the method proposed by Graneheim and Lundman. Results. The core theme of the study was “efforts to perceive the acute health threats of the patient.” This theme was derived from the main classes, including “the identification of the acute threats based on the patient’s condition” and “the identification of the acute threats based on peripheral conditions.” Conclusions. The conditions governing the decision-making process about patients in the emergency department differ from the conditions in other health-care departments at hospitals. Emergency specialists may have several approaches to decide about the patients’ emergency conditions. Therefore, notably, the emergency specialists’ working conditions and the others’ expectations from these specialists should be considered.

Analysis and Design of Logistic Delivery System in PT Repex Wahana aims to analyze company’s need in existing business process of logistic delivery service. This will then be used in the development of an integrated system that can address the problems in the running process of sending and tracking the whereaboutsor status of the delivered goods which are the core business processes in the enterprise. The result then will be used as basis in the development of integrated information system in pursuit of corporate solution for process business automation, delivery process, inventory, and logistic delivery tracking, which is the core of the company business process, and it will be documented using Unified Modeling Language. The information system is meant to simplify the delivery and tracking process in the company, besides will minimize lost and error of data which is often happened because of the manual and unorganized transaction data processing.

An accounting information system (AIS) plays a key role in providing the financial information for decision making within an organization. The degree of usability and value of the information provided by an AIS largely depends on its timeliness and quality. Both can be improved by the participation of the non-financial stakeholders in its preparation, and by its reuse across multiple business processes. The goal of the research was to investigate AIS integration models in Lithuanian small and medium enterprises, and to determine the prerequisites and obstacles for their integration with the business processes and external information systems. A number of Lithuanian business companies were visited to investigate their information systems. Interviews with the accounting personnel were conducted and the related documentation was inspected. The object of the research was a set of problems concerned with the use of the information provided by the entity’s accounting information system in other functional areas for decision making purposes. Issues involving the preparation and communication of the accounting information for the use of external stakeholders were considered as well.The results of the research showed that the degree of integration of the accounting information systems of small and medium Lithuanian enterprises with their business partners and state institutions remains low, although prerequisites for the integration in some cases are in place.. Obstacles that preclude closer integration with external the systems are the relative inflexibility of the accounting software, the lack of use of the contemporary information and communication technologies, and high investments. To encourage closer integration within the systems, the Service Oriented Architecture should be provided, and be open for Data Integration, easy customization, and extensibility.p>

Data mode “good governance” developed in the last century for process of sustainable base system, providing basic information and on-line services, supports the development, challenges and opportunities in the context of globalization and integration. In this paper I discuss a framework for the design of e-Local Governance (eLG) that integrates Information System (IS), Geographical Information System (GIS) and Atlas with focus on ethnic minorities in Vietnam. The design framework is based on various classifications such categories as sex, age, ethnic group, education background and income. The database system is built to enhance the Committee for Ethnic Minority Affairs (CEMA) capabilities in the planning and decision making process by providing the authorities with data, internet GIS, internet communication and some ecological economic models to disseminate results to the ethnic minorities. The unique feature of the CEMADATA using GIS is that it helps users not only to improve the public services and to provide information and encourage ethnic minorities to participate in decision making processes, but also to support the competency-based training for IT staff

The distinctive quality of the new social structure is that information becomes the only factor of production. In today's organizations, public administrators are directly responsible for applying information to administrative processes. In addition to his managerial responsibilities, a knowledge based organization requires every employee to take responsibility for achieving efficiency. This has increased the importance of information systems in the decision-making process. Information systems consist of computer and communication technology, data base management and model management and include activity processing system, management information system, decision support systems, senior management information system, expert systems and office automation systems. Information systems in the health sector aim at the management and provision of preventive and curative health services. The use of information systems in healthcare has the benefits of increasing service quality, shortening treatment processes, maximizing efficiency of the time, labour and medical devices. The use of information systems for clinical decision making and reducing medical errors in the healthcare industry dates back to the 1960s. Clinical information systems involve processing, storing and re-accessing information that supports patient care in a hospital. Clinical information systems are systems that are directly or indirectly related to patient care. These systems include electronic health/patient records, clinical decision support systems, nurse information systems, patient tracking systems, tele-medicine, case mix and smart card applications. Diagnosis-treatment systems are information-based systems used in the diagnosis and treatment of diseases. It consists of laboratory information systems, picture archiving and communication system, pharmacy information system, radiology information system, nuclear medicine information system. This study aims to evaluate the effectiveness of health information system applications in Turkey. The first part of the study focuses on the concept of information systems and the types of information systems in organization structures. In the second part, clinical information systems and applications for diagnosis-treatment systems in Turkey are examined. Finally, the study evaluates applications in the health sector qualitatively from the new organizational structure, which is formed by information systems.

The essential idea of this assessment is investigate the social factors affecting particular theorists' decisions making limit at Indian Stock Markets.
