‘Strategic’ Enabling? Cardiff City Council and Local Economic Strategy

In this paper I examine the development of Cardiff City Council's local economic strategy. It is argued that the definition of local policy, of what the policy process means in particular instances, derives from the complex of economic, social, and political conditions found within and beyond a given locality. In Cardiff, the interaction of broad processes of restructuring with specific local forms has historically diluted Cardiff City Council's function in local economic policy. In turn the recent experience of strategy making has been predicated upon a more wide-ranging and deeper involvement in associated service provision, and the construction of legitimacy around enhanced City Council activity. In particular ways this questions the interrelationship of strategy making and service provision promulgated in notions of strategic enabling.

Outline This paper considers the increasing prevalence of coalition-building in urban politics, associated characterisations of local public-private relations, and the developing function of local economic strategy in such processes. It concludes with a discussion of local economic strategy-making by Norwich City Council, which emphasises the distinctiveness of local policy and the limits of coalition politics.

While lending for small businesses and business start-up is a long-standing feature of economic policy in the UK and Scotland, little is known about the support available for those taking the first steps into self-employment, particularly people from poorer communities. This paper presents the results of a project that aimed to address this gap. It mapped provision of support for enterprise, including microcredit (small loans for enterprise of £5,000 or less) and grants available to people in deprived communities. It found more programmes offering grants than loans. Grants programmes, although more likely to be time limited and often linked to European funding, were generally better targeted to poor communities than loan programmes that were more financially sustainable. The introduction of the Grameen Bank to Scotland will increase access to microcredit, but this paper argues that there is a place – and a need – for both loans and grants to support enterprise development across Scotland. A Scottish economic strategy should take account of all levels of enterprise development and, in striving towards a fairer Scotland, should ensure that the poorest people and communities are not excluded from self-employment because of the lack of small amounts of support necessary to take the first steps.

The paper provides a definition of the economic mechanism for managing the communication business processes of industrial enterprises in the context of globalization as a set of a system of relations, authorities, forms and methods of organization and operation, which are regulated by legal and other norms of activity and provide effective interaction in internal and external environments. This allows to deepen the understanding of the essence in the context of globalization under the orientation towards communication (we mean interaction first of all). The composition of the comprehensive economic mechanism for managing the communication business processes of industrial enterprises is studied. This mechanism includes organizational, economic, legal, political, technical and technological, market, production, social, motivational, adaptive and communication submechanisms. This allows further formalization of the process of elemental improvement of the communication business processes of industrial enterprises. The components of mechanism are detailed. In particular, the economic submechanisms include the mechanisms of profits distribution, economic stimulus, financial, equity, investment and reinvestment in development and other mechanisms. The legal submechanisms include the mechanisms, which govern communication and professional legal relations. Organizational submechanisms include structural mechanisms, administrative and information mechanisms that ensure the development and modernization of communication activities at the enterprise, its information security. Political submechanisms include mechanisms of information policy, social and economic policy and foreign economic policy. Market submechanisms include the ones of market competition, demand and supply, etc. Social submechanisms include the ones of transparency of doing business, social responsibility, social and psychological impact, etc. Production submechanisms include the following ones: resource, implementation of new types of software and hardware and other. Technical and technological submechanisms include the ones of scientific and technological progress, technological updates. Motivational submechanisms include the mechanisms of material and non-material incentives of personnel. Adaptive submechanisms are the submechanisms of innovative development (including implementation of innovations in information field), managing the personnel potential, etc. Communication submechanisms include the ones of information-and-analytical activities (including research conducting); external communications (including the system of integrated communications tools, modern telecommunications and communications facilities); internal communications (including creating corporate culture). The authors originally posited that a new construct must be developed to measure the success of affective training for sexologists, particularly the Sexuality Attitudes Reassessment (SAR) modality. Couching their critique in studies that have been conducted to measure the SAR’s effectiveness as a method used to evoke perspective transformation and more sensitive and humanistic service provision, the authors argued that the development of a professional’s sexological worldview would be a more accurate construct than attitude change to measure when considering the outcomes of SAR training. This study in the United States used a two-phase qualitative approach to validate the proposed sexological worldview construct. In the first phase, they surveyed a panel of 16 sexologists regarding their original proposed definition of sexological worldview and refined it. In the second phase, they completed 30 one-on-one interviews with a convenience sample of sexologists and sexology students. Using an inductive content analysis of the interview transcripts, seven themes emerged in support of the proposed definition of sexological worldview, including its components and its developmental characteristics. The article concludes with a discussion of the implications for the use of the construct for the training of sexologists.

The public schools must follow laws that deal with services for children who meet the legal requirements for having a disability. Children who have swallowing disorders that require the services of a speech-language pathologist typically meet the definition of a child with a disability. This article addresses the importance of the speech-language pathologist being aware of legal requirements for the provision of services as well as liability, ethical, and risk management issues related to the provision of such services. Financial considerations relating to service provision are also described.

AbstractUrban agriculture, a current trend in many US cities, is purported to bring enhanced food security, reduction of food waste, community building, open green space in cities and higher property values. However, the literature lacks an understanding of whether urban farming has extended beyond a compelling concept into the practice of farming in the city and peri-urban areas. The exact definition of an urban farm is challenging, since many urban farms have a primary mission of supporting social goals rather than providing food. Use of the USDA definition of farm omits many self-identified urban farms, but the most consistent measure of agriculture is the Census of Agriculture. Using census data, this paper finds that urban farms are smaller than the typical farm, and while the amount of urban and peri-urban farmland declined between 2002 and 2007, the total number of farms increased. Growth in farmland is positively related to land values, suggesting that increases in urban farmland are more likely to take place in population dense, land scarce areas. Spatial analysis of urban and peri-urban farms in the Northeast finds fewer clusters of farms in areas with high land costs. In the most populous Northeastern cities, the farms are more likely to be located in the peri-urban area than in the urban core. Urban farms in the Northeast were more likely to produce vegetables, eggs and goats. Significant levels of vegetable farm clusters were detected surrounding Providence, Boston and Hartford Metropolitan Statistical Areas, which are regions that had no significant level of clustering of total farms. Future analysis, incorporating data from the 2012 census, should provide insight into whether local policy changes have resulted in growth in urban farms and farmland.

Independent living centers offer a new method of serving people with disabilities which utilizes a consumer approach in program management and service delivery. The two-fold purpose of centers is to assist people with disabilities in establishing lives of independence and to advocate for changes in society. Initially established in urban settings in the early 1970's, the independent living center model spread to many rural communities during the 1980's. The authors provide an overview to independent living centers, including a definition of independent living, identification of the four distinguishing characteristics of centers, and a description of core services. They examine the special demands which rural life places on independent living service provision, including a review of barriers to rural independent living and ways independent living centers are addressing these barriers. The article closes with a list of recommendations of subject areas in which additional training and research programs are needed.

Even in the face of Western financial sanctions and low oil prices, Putin has never been more relevant on the world stage.
