Language Choice, Linguistic Capital and Symbolic Domination in the European Union

The current linguistic regime in the institutions of the European Union is highly complex. The EU considers that equal status for its official languages goes to the heart of what the Union is all about. Actually, the member states are not willing to grant another language recognition. Bourdieu’s publication Language and Symbolic Power (1992) helps explain this unwillingness: an official language can be considered as “linguistic capital” which affords its holders “symbolic power”. On the other hand, when new countries join the European Union it is not inconceivable that, for reasons of a utilitarian and financial-economic nature, there will be a shift in favour of the exclusively institutional use of English in the long term. Bourdieu’s analysis of the mechanisms which underlie the process of linguistic unification during the construction of the French nation state in the nineteenth century answers the question whether the mechanisms which led to the use of French as common language for France also apply to the language choice in the EU.

With the Treaty of Lisbon, the profile of human rights issues has greatly risen in relation to European Union (EU) policies, whether internal or external. The EU has made the commitment to ensure that all its actions are compliant with human rights, and to seek to promote them. Yet, the Union’s commitment has come under close scrutiny, not only for its groundbreaking character, but also because recent events have put it to the test. The EU has been faced with a number of crises such as the financial-economic crisis and the imposition of austerity measures, the migration crisis, and terrorist attacks. At the same time, the EU has made significant steps to implement its human rights commitment, such as through the binding character of the EU Charter of Fundamental Rights, the adoption of the Strategic Framework and Action Plan on human rights and democracy, and the adoption of human rights country strategies for a large number of third countries. This volume takes stock of these developments. It comprehensively discusses the conceptualisation and operationalisation of the EU’s commitment to human rights throughout its actions, legislative activities, policies, and relationships, and critically assesses them.

How do people choose a language when they are proficient in more than one language? This research sheds light on language choice, English use in particular, in diplomacy where an individual speaks primarily for negotiation on behalf of an organization or a community. Nick (2001: 39) argued that ‘language is not a simple tool … but very often the very essence of the diplomatic vocation’. Despite its importance, little has been investigated about language choice in diplomatic meetings (Finsen, 2016). Wodak, Krzyzanowski and Forchtner (2012), one of the few studies, illustrated that 45% of the overall percentage of languages in the European Parliament (EP) meetings was English. To accumulate more data of English use in diplomacy, this research investigated addresses made by the heads of state at the United Nations (UN) General Assembly (GA). The EP is the law-making institution of the European Union (EN) (European Union, 2019), and the UN and the EU have contrasting language policies. Under the EU's non-restrictive language policy, national languages of all 23 members are included in the official languages (Finsen, 2016). On the other hand, the UN restricts the number of official languages to six, namely Arabic, Chinese, English, French, Russian, and Spanish. This makes a difference in the payment for interpretation services. If representatives would like to speak in Portuguese, the EU provides interpretation. However, the UN does not. The speakers need to provide interpretation into one of the six official languages on their own. These contrasting language policies between the EU and the UN can influence language choice at the UN meetings. Moreover, the UN has a larger number of member states than the EU, and many of them belong to other language or regional organizations. Therefore, this study focuses on the prevalence of English use by the heads of state at the UN GA meetings according to five language and two regional groups.

The language choice at institutions of the European Union has been investigated in numerous studies examining such aspects as the European language constellation, institutional multilingualism and its possible reforms, linguistic capital and symbolic domination, and European identity related to the EU enlargement. In addition to these, studies researching the (language) practices at a specific EU institution, like the European Parliament, or analyzing EU organizational discursive practices have also been carried out. These studies, however, offer no insight into the way actors in EU institutions deal with multilingualism in their work place while producing texts for these institutions. It is for this reason that I decided to conduct a case study at the European Parliament to examine how advisers belonging to various political groups, despite their different national culture and distinct mother tongues, together succeed in producing what they call “panacea texts”. Finally, a possible new language constellation for the EU is discussed.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

Political security is very often considered through the prism of individual states. In the scholar literature in-depth analyses of this kind of security are rarely encountered in the context of international entities that these countries integrate. The purpose of this article is to draw attention to key aspects of political security in the European Union (EU) Member States. The EU as a supranational organisation, gathering Member States first, ensures the stability of the EU as a whole, and secondly, it ensures that Member States respect common values and principles. Additionally, the EU institutions focus on ensuring the proper functioning of the Eurozone (also called officially “euro area” in EU regulations). Actions that may have a negative impact on the level of the EU’s political security include the boycott of establishing new institutions conducive to the peaceful coexistence and development of states. These threats seem to have a significant impact on the situation in the EU in the face of the proposed (and not accepted by Member States not belonging to the Eurogroup) Eurozone reforms concerning, inter alia, appointment of the Minister of Economy and Finance and the creation of a new institution - the European Monetary Fund.

In the discussion on the future of the EU, the topic of differentiated integration has become a strategic issue, with different variants beginning to appear as modus operandi of the European Union, which has become a subject of controversy among Member States. Significantly, the debate on differentiated integration began to be accompanied by reflections on disintegration. This article attempts to define disintegration on the assumption that it should be defined through the prism of integration, and that such a defining process can not be limited to concluding a one-way contrast between disintegration versus integration and vice versa. This is due to the assumption that the European Union is a dichotomous construct in which integration and disintegration mutually exclude and complement each other. This dichotomy is most evident in the definition of integration and disintegration through the prism of Europeanisation top-down and bottom-up processes that generate, reveal, visualize, stimulate integration mechanisms what allows to diagnose their determinants.

The aim of the paper is to analyse the sources of the crisis of legitimacy of the EU from the perspective of the intergovernmental paradigm. The paper also focuses on the nature of this crisis and the possibilities of increasing the legitimacy of the EU. The author claims that the crisis of legitimacy is a result of the fact that there is “too much Europe”, not “too little”. According to Andrew Moravcsik’s approach to intergovernmentalism, the EU crisis is a result of feeling that the European Union has ceased to be seen as an effective tool for realising the interests of the states, or that the states started to define their preferences in the integration process in an unreasonable way.
