Rational or reckless? Georgia's zugzwang in the Caucasus

Although the 2008 Russian-Georgian war was a military defeat for Georgia, it has only reinforced Georgia's westward trajectory. One noteworthy difference from Georgia's pre-war policy is a new regional strategy — the North Caucasus Initiative — that seeks to create a soft power alternative to Russia's military dominance in the region. We suggest that this approach is rational rather than reckless, as some critics have claimed. It represents a carefully calculated strategy that is already benefiting Georgia and from which all concerned parties, including Russia, stand to gain. If the South and North Caucasus were more open and less divided — a direction in which this new initiative appears to point — the Caucasus could become more prosperous and more stable. That would serve Russia's long-term interest by significantly reducing the cost of subsidies to sustain and stabilize the volatile region.

Кавказ является одной из сложных в этническом отношении областей в мире. Большинство национальных групп проживает на территории Северного Кавказа. Южный же Кавказ (Закавказье) не отличается разнообразием национального состава. Азербайджанцы, грузины, армяне, осетины, абхазы и талыши являются коренными народами Южного Кавказа и тысячелетиями живут на его территории. Язык азербайджанцев относится к тюркской группе алтайской семьи. Армянский язык составляет отдельную группу в индоевропейской семье. Грузинский язык входит в картвельскую семью. Осетины и талыши являются ирано-язычными народами. Язык абхазов относится к адыго-абхазской языковой семье. В результате длительного культурно-исторического и политического общения с иранскими народами в языки Южного Кавказа вошло большое число иранских элементов. В грузинском языке лексика иранского происхождения соотносится со всеми иранскими языковыми эпохами – древней, средней и новой. Она составляет органическую часть грузинского языка, входя в основное ядро его лексики. По причине значительной близости древнеиранских языков затруднительно установить, какой именно из них стал источником того или иного заимствования. В последние столетия грузинский вобрал в себя значительное количество слов из новоперсидского и осетинского языков. Армянский этнос тысячелетиями находился в тесном контакте с иранскими народами. Эти связи нашли свое отражение в армянском языке. Армянский, как и грузинский, заимствовал большое количество иранской лексики. Азербайджанский язык сформировался сравнительно недавно и испытал огромное влияние новоперсидского языка. Через посредство персидского языка в языки Южного Кавказа проникла также арабская лексика. Характер лексической смешанности языков Южного Кавказа значительно сложнее чисто количественных или только цифровых сопоставлений. Этот вопрос может быть решен путем конкретных исследований в различных областях словарного состава, прежде всего в историческом плане. The Caucasus is one of the most ethnically complex regions in the world. The majority of national groups live in the North Caucasus. The Southern Caucasus (Transcaucasia) does not differ in the diversity of its national composition. Azerbaijanis, Georgians, Armenians, Ossetians, Abkhazians and Talyshians are indigenous peoples of the South Caucasus and have lived on this territory for thousands of years. The Azerbaijanian language belongs to the Turkic group of the Altai family. Armenian language is a separate group in the Indo-European family. The Georgian language belongs to the Kartvelian family. Ossetians and Talyshians are Iranian-speaking peoples. The Abkhazian language belongs to the Adygo-Abkhazian language family. As a result of long-term cultural, historical and political communication with the Iranian peoples, a large number of Iranian elements have entered the languages of the South Caucasus. In the Georgian language, the vocabulary of Iranian origin corresponds to all the Iranian language epochs – ancient, middle and new. It forms an organic part of the Georgian language, forming the main core of its vocabulary. Due to the significant proximity of the ancient Iranian languages, it is difficult to determine which of them could have been the source of a particular loan. In recent centuries, Georgian has absorbed a significant number of words from the new Persian and Ossetian languages. The Armenian ethnic group has been in close contact with the Iranian peoples for thousands of years. These connections are reflected in the Armenian language. Armenian, like Georgian, borrowed a large amount of Iranian vocabulary. The Azerbaijanian language was formed relatively recently and was greatly influenced by the new Persian language. Through the medium of the Persian language, Arabic vocabulary also penetrated into the languages of the South Caucasus. The character of lexical mixing of the languages of the South Caucasus is much more complex than purely quantitative or only digital comparisons. This issue can be resolved through specific research in various areas of vocabulary, primarily in historical terms.

The early relationships between the polities of Armenia and K‘art‘li in the South Caucasus and their neighbours in the North Caucasus is a central, but underappreciated, factor in the development of the South Caucasus’ social and political world in the Hellenistic period. Typically, only military aspects of these interactions are considered (e.g., Alan raids and control thereof). Hazy evidence of cross-Caucasus marriage alliances preserved in both the Armenian and Georgian historiographic traditions, however, hints at a far wider sphere of interaction, despite the inherent challenges in gleaning historical reality from these medieval accounts. This paper contextualizes two stories of cross-Caucasus marriage related to foundational dynastic figures in the Armenian and Georgian traditions, Artašēs and P‘arnavaz respectively, within a wider body of evidence for and thought about North-South Caucasus interaction. Taken as a whole, this consideration argues that North-South relationships should be seen as integral to the political development of the South Caucasus.

AbstractLong-term cyclic variations in the distribution of prominences and intensities of green (530.3 nm) and red (637.4 nm) coronal emission lines over solar cycles 18–23 are presented. Polar prominence branches will reach the poles at different epochs in cycle 23: the north branch at the beginning in 2002 and the south branch a year later (2003), respectively. The local maxima of intensities in the green line show both poleward- and equatorward-migrating branches. The poleward branches will reach the poles around cycle maxima like prominences, while the equatorward branches show a duration of 18 years and will end in cycle minima (2007). The red corona shows mostly equatorward branches. The possibility that these branches begin to develop at high latitudes in the preceding cycles cannot be excluded.

In the 2000s, Al-Qaeda, represented by the Caucasus Emirate, took over the first Chechen resistance, as well as local Islamist armed groups in Dagestan and other republics of the North Caucasus. However, a decade later, the Islamic State won the competition with Al-Qaeda, by including the involvement of women in its project. Hundreds of Russian-speaking Muslim women followed men to live by the rules of Islam. Some joined their husbands or children. Others travelled to the Islamic State in pursuit of love and romance with future husbands they had met on the internet. Based on exclusive interviews done with women detained in the Roj detention camp in the Kurdish territories in northeastern Syria near the Iraqi border, this article analyzes some of the trajectories that has pushed young North Caucasian women to the Syrian war theater in the name of love.

Objective: Chirkeyskaya HPP is by far the most powerful hydroelectric power plant in the North Caucasus with the highest arched dam in Russia and the second highest dam in the country after the Sayano-Shushenskaya HPP. This explains why it is called the pearl of the Caucasus. Methods: For the operation and maintenance of this unique structure, a large-scale complex of underground structures for various purposes was built, the technical condition of which must be constantly monitored. To carry out work on the survey of underground structures, the management of the design and survey institute of JSC “Lengidroproekt” decided to attract specialists from the Department of Tunnels and Subways and the Test Center “Strength” of Emperor Alexander I Petersburg State Transport University. The work was successfully carried out at the end of 2015. Results: The safety of underground structures was objectively assessed. Recommendations for the repair and further comprehensive reconstruction of the Chirkeyskaya HPP have been developed. Practical importance: Carry out work on the survey of underground structures of Chirkeyskaya HPP is allowes elaborate of complex measures on safety from Chirkeyskaya HPP.

Abstrak   Kemuning adalah desa di kecamatan Ngargoyoso, Kabupaten Karanganyar, Provinsi Jawa Tengah. Secara geografis batas Desa Kemuning  sebelah barat berbatasan dengan Desa Ngargoyoso, sebelah timur berbatasan dengan Desa Segoro Gunung, sebelah Utara  berbatasan Kecamatan Jenawi dan sebelah selatan berbatasan Desa Girimulyo. Desa ini memiliki Misi yang ingin diwujudkan  yaitu Desa Wisata. Pemerintah setempat  memberikan pelatihan untuk membuat produk inovatif guna melengkapi kebutuhan sebagai desa wisata kepada pelaku UMKM dan Penrajin. Produk Inovatif tersebut akan dijual kepada pengunjung wisata sebagai oleh-oleh. Akan tetapi pelaku UMKM dan Penrajin memiliki kelemahan pembukuan usaha terlebih lagi dalam penetuan biaya produksi produk inovatif. Mereka hanya memperhitungkan biaya bahan baku sebagai komponen biaya produksi.   Tim pengabdian FEB Universitas melaksanakan pengabdian  untuk memberikan materi mengenai konsep perhitungan biaya produksi yang dilakukan dengan interaktif.     Kata Kunci: Desa Kemuning, Harga Pokok Poduksi, Smart Village   Abstract:  Kemuning Villages is one of the villages located in Ngargoyoso district, Karanganyar Regency, Central Java Province. Geographically, Kemuning Village is bordered to the west by Ngargoyoso Village, to the east by Segoro Gunung Village, to the north by Jenawi District and to the south by Girimulyo Village. Kemuning village has a mission to be realized, namely the Tourism Village. The local government provides training to make innovative products to complement the needs of a tourism village for MSMEs and craftsmen. These innovative products will be sold to tourist visitors as souvenirs. However, SMEs and craftsmen have weaknesses in business bookkeeping, especially in determining the cost of producing innovative products. They only take into account the cost of raw materials as a component of production costs. Abstract. An updated climatology, based on a comprehensive dataset (1911–2009) of temperature, salinity and dissolved oxygen, has been produced for the whole Adriatic Sea with the Variational Inverse Method using the DIVA software. Climatological maps were produced at 26 levels and validated with Ordinary Cross Validation and with real vs. synthetic Temperature–Salinity diagram intercomparison. The concept of Climatology–Observation Misfit (COM) has been introduced as an estimate of the physical variability associated with the climatological structures. In order to verify the temporal stability of the climatology, long-term variability has been investigated in the Mid Adriatic and the South Adriatic Pits, regarded as the most suitable records of possible long-term changes. Compared with previous climatologies, this study reveals a surface temperature rise (up to 2 °C), a clear deep dissolved oxygen minimum in the South Adriatic Gyre and a bottom summer oxygen minimum in the North Adriatic. Below 100 m all properties profoundly differ between the Middle and the South Adriatic. The South Adriatic Pit clearly shows the remote effects of the Eastern Mediterranean Transient, while no effect is observed in Middle Adriatic Pits. The deepest part of the South Adriatic seems now to be significantly saltier (+0.18 since the period 1911–1914, with an increase of +0.018 decade−1 since the late 1940s) and warmer (+0.54 °C since 1911–1914), even though a long-term temperature trend could not be statistically demonstrated. Conversely, the Middle Adriatic Pits present a long-term increase in apparent oxygen utilisation (+0.77 mL L−1 since 1911–1914, with a constant increase of +0.2 mL L−1 decade−1 after the 1970s).

New data on 22 species of bees of the family Megachilidae from the North Caucasus and the south of European Russia are reported. Six species are new to Russia: Hoplitis curvipes (Morawitz, 1871), Osmia cinerea Warncke, 1988, O. ligurica Morawitz, 1868, O. cyanoxantha Pérez, 1879, Protosmia glutinosa (Giraud, 1871), and Coelioxys mielbergi Morawitz, 1880. Hoplitis turcestanica (Dalla Torre, 1896), sp. resurr. is treated as a distinct species, not a junior synonym of H. caularis (Morawitz, 1875). Megachile albocristata Smith, 1853 and M. alborufa Friese, 1911 are listed instead of previously recorded M. lefebvrei (Lepeletier de Saint-Fargeau, 1841) and M. pyrenaica (Lepeletier de Saint-Fargeau, 1841), respectively. Fourteen new regional records are reported: seven species are new to the North Caucasus, five ones are new to the south of European Russia, and two species are new to the European part of Russia as a whole. The numbers of megachilid bee species currently known in Russia, the North Caucasus, and the south of European Russia are 217, 130, and 71, respectively. The lectotype of Osmia proxima Morawitz, 1875 is designated.

В статье анализируются причины строительства Владикавказской железной дороги и механизм сооружения этой важной железнодорожной артерии. Актуальность темы анализа истории развития железнодорожной сети Северо-Кавказского региона определяется необходимостью подробного изучения проблем ее социально-экономического развития. Строительство Ростово-Владикавказской железной дороги также является примером государственно-частного сотрудничества, которое хорошо себя оправдало. Дорога была построена полностью за счет средств акционеров, среди которых были как крупные промышленники, так и простые обыватели. Находясь в частной собственности, Владикавказская железная дорога хорошо функционировала и развивалась. При этом государство получило важную транспортную артерию, имевшую большое экономическое и военно-стратегическое значение. Немаловажным было и то, что за счет Владикавказской железной дороги был построен ряд социальных объектов – больницы, учебные заведения. В статье также показана заинтересованность общественности Владикавказа и региона в целом в строительстве железной дороги. Различные варианты прокладки пути, строительства станций широко обсуждались как специалистами, так и простыми горожанами. В итоге был выбран наиболее оптимальный путь и месторасположения станции Владикавказ. В свое время, благодаря открытию Владикавказской железной дороги, был дан заметный импульс дальнейшему развитию торговли и промышленности на Северном Кавказе. Последующее расширение транспортных артерий уже в наши дни может существенно оживить экономику Кавказа и России в целом, а также внести свой вклад в деле развития туризма в регионе. В связи с этим и необходимо анализировать историю строительства Владикавказской железной дороги и перенимать лучший опыт прошлого. The article analyzes the reasons for constructing Vladikavkaz railway and the mechanism of constructing this important railway artery. The topic relevance of studying the history of the railway network in the North Caucasus is determined by the necessity for further problem research of its socio-economic development. In its time Vladikavkaz railway had a huge impact on the development of trade and industry in the North Caucasus. The construction of the Rostov-Vladikavkaz railway is also an example of public-private cooperation, which has paid off well. The road was built entirely at the expense of shareholders, among whom were both large industrialists and ordinary people. Being privately owned, the Vladikavkaz railway functioned and developedwell. At the same time, the state acquired an important transport artery of great economic and military-strategic importance. It was also important that a number of social facilities were built at the expense of the Vladikavkaz railway - hospitals, educational institutions. The article also shows the interest of the public in Vladikavkaz and the region as a whole in the construction of the railway. Various options for laying the track, building stations were widely discussed by both specialists and ordinary citizens. As a result, the most optimal route and location of the Vladikavkaz station were chosen. Further expansion of transport arteries today can significantly revive the economy of the Caucasus and Russia as a whole, as well as contribute to the development of tourism in the region. In this regard, it is necessary to analyze the history of constructing Vladikavkaz railway and adopt the best experience of the past.
