Vocational Education Teachers are one of the main important assets for workforce development. This study of the workforce of VET teachers in selected partner countries has two main goals. The aim of this research is to evaluate the level of teacher’s development and training programs and test as well, to inform national policymakers about the situation and the needs of the VET teachers and, secondly, to help monitoring the implementation and the change of the teacher professional development. The methodology to be used is based on qualitative research methods, including interviews und surveys. A major focus of the survey is to enable policy makers to understand what is required to bring along improvements in the Continuing Professional Development (CPD) quality, effectiveness and responsiveness, as well as factors affecting teacher effectiveness in general, such as their motivation and career structure. Professional development for teachers and trainers is widely recognized as a vital tool for the educational reform (Bicaj, 2013). Research shows that the professional development can enduring improve the quality of teaching and learning, enhancing the effectiveness of education and training and providing added value to students, teachers and employers. There is no doubt about the importance of the Continuing Professional Development of VET teachers. Kosovo has for many years developed extensive policies to address this issue, and currently these policies are being implemented.

Abstract The paper is based on analysis of international literature on school teacher appraisal and professional development.  Teacher appraisal is a very important area of study, and traditionally it has been quite a contested field as well.  Teachers used to feel tension and anxiety due to unfair teacher appraisal, and they often reacted to teacher appraisal with resentment and nervousness.  Historically, teacher teacher appraisal was aimed to inform the issues and training considerations in education during the decades of the seventies and was establish to exercise greater accountability to maintain a high standard in education. However, eventually the developmental purpose had been emphasized. This paper presents rich literature on teacher appraisal and teacher development concepts. Abstrak Artikel ini berdasarkan analisis literatur internasional pada penilaian guru sekolah dan pengembangan profesional. Penilaian guru merupakan bidang kajian yang sangat penting, dan sudah menjadi bidang kajian yang cukup sering diperdebatkan. Guru kerap merasa tegang dan cemas dikarenakan penilaian guru yang tidak adil, dan mereka sering bereaksi terhadap penilaian guru dengan kekesalan dan gugup. Dalam sejarahnya, penilaian guru bertujuan untuk memberitahukan isu-isu dan pertimbangan pelatihan dalam pendidikan selama dekade tujuh puluhan dan telah dibentuk untuk melatih akuntabilitas yang lebih baik untuk mengatasi standar pendidikan yang tinggi. The purpose and target of this study was to describe the efforts of the principal to improve the professional competence of teachers in Public Elementary School No. 162/I Bukit Sari Village, Maro Sebo District. The aspects studied included the efforts of the principal to improve teacher professional competence, as well as inhibiting factors. The author uses a qualitative approach and chooses the type of case study. The principal is a subject. The principal and teacher are the data sources used as sources of information. Data collection uses interview techniques and documentation studies. Analyzing data is done by reviewing, data reduction, presenting data, and verifying data to then draw conclusions. The technique of checking the validity of the data using source triangulation. The results of this study explain that the efforts of principals to improve teacher professional competencies are by implementing a coaching process and involving teachers in various educational activities and training, seminars, workshops, and Teacher Working Groups. The obstacles are: 1) Teachers and schools have difficulty accessing information because the internet connection or network is very slow. 2) There are still some teachers who do not understand the concept of interrelationship between subjects. Based on the results of the study it is recommended that: 1) The principal must be more active in developing all teaching staff. 2) Immediately resolve the problem of internet network connection and fulfill other supporting facilities. 3) Teachers must be able to use various learning methods.

Educators are professionals who discuss and implement the learning process, assess learning outcomes, conduct coaching and training, and conduct research and community service, aimed at educators in tertiary institutions. As stated in PP No. 19 of 2005 concerning National Education Standards, educators must possess academic qualifications and competencies as agents of learning, physically and mentally healthy, and have the ability to achieve national education goals. Academic qualifications for minimum education that must be approved by an educator as evidenced by a relevant diploma and / or certificate of expertise Educators in vocational schools have a minimum academic qualification of four (D-IV) or undergraduate (S1) degrees with a background of higher education with an educational program that is in accordance with the subjects shown, and has a teacher professional certificate for vocational schools.

This training aims to provide an overview of the concepts of improving the performance of teachersand school principals as an effort to improve human resources (HR) which is carried out througheducation and training, so that it is expected to produce high enough performance of teachers andprincipals in learning. One of the weaknesses that exist today in the world of education is the lowperformance of teachers in terms of competence and self-quality in managing classes actively andcreatively. Based on the data above, there needs to be a comprehensive effort to improve the qualityof our education. This improvement can be started from the lowest education unit, namely the schoolinstitution. The capacity of Indonesian schools needs to be increased so that they are able to face thechallenges of a much more competitive future. One way to improve school performance is to improveteacher quality. The quality of teachers can be improved by providing training and mentoring. For thisreason, as a form of Higher Education Tridharma, a Community Service Program was held with thetheme of Improving Primary School Performance through the Teacher and Principal Training Programat the As'ad Islamic Elementary School Foundation in Jambi City. The purpose of this training is toassist teachers in the development of teacher professional competencies such as updating learningmethods in class, use of learning media, etc. Through increasing the capacity of teachers through thisworkshop, it is hoped that it can improve the school's performance.

This chapter presents the curriculum and training process applied in the IESP department, standing for “Ingénieur d’Exploitation des Systèmes de Production” of the Ecole Polytechnique Universitaire de Lille (Polytech’Lille, F59 Villeneuve d’Ascq, France), with an emphasis upon the WIL training process for Exploitation Engineers of Production Systems. The IESP department is dedicated to lifelong learning and apprenticeship leading to a Master’s degree in Engineering (French Engineer level) in the production field. It is an accredited program. This practice relies upon a background experience of 18 years with close partnerships with industry from many sectors, such as; energy, metallurgy, food industry, automotive, chemical engineering, and aeronautics. The graduates from Continuing Vocational Education and Training (CVT) that are already employed in the company improve their position. Younger graduates from Initial Vocational education and Training (IVT) that also validated their abilities are much more employable. They can work in any industrial sector dealing with engineering production having a strong technical and managerial skill base. In this chapter, the historical setting up and evolution is elaborated in the legal French education framework. The training model based on the IESP professional profile is presented. This model presents an academic curriculum with WBL that integrates a real formative work situation in the industry. The tools and methods developed all along the training process are also focused within a sustainable development policy. Finally, success and difficulties or challenges with mobility due to the globalization of the economy and innovation with respect to the economical crisis are also discussed.

This paper explores a case of teacher professional development in Botswana where a blended learning solution was attempted. The analysis of the implementation environment reveals deficiencies in policy, schools (workplaces), and training providers. The paper concludes with three recommendations: 1) Schools should support ongoing teacher learning in the workplace and should manage ICT resources for use by both teachers and students; 2) Government should support participatory and localised learning and institutionalise ICT access and use; and 3) Training providers should use blended methods and should model good ICT practices. The author also notes that change is needed in the culture of teaching and learning so that ongoing, situated, participatory, and collaborative approaches are accepted. Finally, collaboration between the training providers and the schools is necessary as is a change in beliefs about the use of ICTs in education.

Educational research skill which is considered as a component of professional development competence of Vietnamese teachers, is an indicator of the Vietnamese teacher professional competences standards approved by the Ministry of Education and Training. Many activities have been organizing to enhance the teacher research skills in Vietnamese schools. The article deals with the possibilities of the incorporation of action research – a form of educational research – into teacher professional development; shows a relative status of Vietnamese teachers’ competence on action research; and thus, proposes some orientations on promoting teacher professional development through developing action research skills in Vietnamese schools.

The 112 Semarang State University Rayon 2017 held 6 stages ofTPET (Teacher Professional Education and Training which eachstage consistsof 6 classes) for elementary school teachers. One ofthe goals is toincrease the creativity of theparticipants. Theproblem in this study ishow effective is TPET in increasing teachercreativity? Given that thereare many factors that influence teachercreativity as a manifestation of thesuccess of the TPET, in themanagement of education and training, one ofthe determiningfactors needs to be chosen; which in this study is limitedto theinternal factors of the teacher in question, namely: (1)independence, (2) teacher's understanding and (3) teacherdiscipline after theTPET. The next problem, among others:independence, Teacher's understanding and (3) discipline, whichfactors determine the effectiveness ofTPETin increasing teachercreativity? Data was collected with a rating scale that has beentested valid and reliable.TPETis effective in shaping teachercreativity. There is only 1 predictor variable, namely teachingdiscipline which is a determinant of teacher creativity. Teacherdiscipline influences (positive and significant) on teacher creativityby 35.80%. Both variables: understanding and independence areexcluded from this model.
