Chinese policy on the Arab–Israeli conflict: constant determinants and variables

Chinese foreign policy towards the Middle East is undergoing geopolitical and geostrategic transformation. In spite of the fact that there are constant determinants in China's policy toward the Middle East and its major issues such as the Arab-Israeli conflict, new rules are being applied with regard to Chinese relations with the major powers that have interests in the region. This is understood to be a fundamental development and major change in determining the future and balance of power in the region, and perhaps in the world order. This study uses a ‘national interest’ approach to clarify the strategy that China has pursued in protecting its national interests in the Middle East, and in particular in the wake of the political developments that the region has been undergoing since 2010. The study gives a background history of Chinese foreign policy on the Arab–Israeli conflict, the recent changes in Chinese foreign policy regarding the Arab–Israeli conflict and the expected future of Chinese foreign policy on the Arab–Israeli conflict. Finally the study gives recommendations pertaining to Arab–Chinese relations.

In the light of China’s rise, it is of great interest to consider the views that are widespread in the PRC on the nature of Chinese state and the proper mode of international relations. Considering that Chinese leadership has proclaimed the goal of "rejuvenation" of the Chinese nation, modern assessments of China's historical past allow us to take a fresh look at the prospects for China's internal development as well as Chinese foreign policy in Asia. In this regard the era of the Qing Dynasty is of particular interest. During that period Chinese territory expanded  approximately to its modern borders, and the relations with the neighbors underwent a transition from the tributary system to the modern Westphalian type of international relations. There exist various interpretations of Chinese foreign policy’s traditions. Those interpretations are largely determined by the attitude to China's current behavior at the international stage. While the Chinese rulers have adopted the concept of traditional Chinese world order that is of Western origin, many Western researchers nowadays question this concept and tend to describe pre-revolutionary China as one of many expansionist empires in Eurasia. That point of view is subject to sharp criticism from Chinese authors. The portrayal of Qing China as one of the empires can entail serious consequences for international relations as well as the territorial integrity of the PRC. In order to achieve their goals in domestic and foreign policy, Chinese leaders strive to build a historical narrative in such a way that it combines the elements of various historical periods which are most profitable in the current circumstances, including the history of Silk Road.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

The article discusses the features and main approaches of Turkish foreign policy in the Middle East. Particular attention is paid to the history of the development of Turkish-American relations. The causes of the contradictions between Turkey and the United States on the security issues of the Middle East region are analyzed. At the same time, the commonality of the approaches of both countries in countering radical terrorism in the territories adjacent to Turkey is noted. The article also discusses the priority areas of Turkish foreign policy, new approaches and technologies in the first decade of the XXI century.

Due to a rapid economic growth over the past several decades China has significantly strengthened its international positions. This growth in its own turn was to a large extent due to a pragmatic and sound foreign strategy that the country has been pursuing since mid-1970s. However, in recent years both within and outside China there has been an on-going debate on the alleged radical transformation of the PRC’s perceptions of its national interests, its place in world politics, and its foreign policy. The variety of opinions becomes increasingly complicated as the number of discussants grows and new arguments are adduced in support of different positions. Whereas outside China this debate structures around the narrative of the Chinese assertiveness, within the country the main dispute is between the advocates of a traditional policy of ‘keeping a low profile’ (taoguang yanghui) and proponents of a new ‘striving for achievements’ (fenfa youwei) strategy. The present paper aims to provide a framework for a systematization of debates on the contemporary foreign policy of China in the English language academic literature based on two criteria: whether a researcher admits that the Chinese foreign policy is changing and how he assesses implications of these changes. Such an approach undoubtedly entails certain schematization of the presented views and arguments. However, it differs favorably from traditional, more narrative approaches to conceptualization of the debate since it establishes a clear, transparent theoretical framework aimed to identify the substantive core of the presented views. This, in turn, can bring about a better understanding of the current state and possible evolution of Chinese foreign policy in general. The author concludes that although these debates are far from being over, most researchers admit the PRC’s foreign policy strategy is undergoing a radical transformation. Since the latter half of 2000s there has been a steady trend in the foreign policy of China towards greater assertiveness. At the same time this transformation ensures continuity of the basic principles of Chinese diplomacy. All this means that further debates on the Chinese foreign policy should focus primarily on potential implications of this transformation for the PRC, the regional dynamics and international relations system as a whole.

Central and Eastern Europe countries and NATO enlargement in foreign policy of Russian Federation in 1992‑1992 The beginning of the 1990s is one of the most interesting and controversial periods in the history of Russian foreign policy. At that time, extensive reforms were introduced in Russia in the framework of transition to market economy and institutions of civil society. Russia’s foreign policy has undergone great changes, as well, many of its fundamental provisions were subject to significant adjustment. In particular, the new leadership of Russia is no longer considered NATO as an enemy, and even let in a possibility of Russia’s prospects for NATO membership in future. However, by 1994, the Kremlin’s position on that issue has changed dramatically. This article examines the nature of these changes in Russia’s foreign policy, as well as the reasons why the Russian government perceived negatively the CEE countries’ aspirations to join NATO, and considered it as a threat to its national interests.

Resumo: A descolonização do Oriente Médio que originou novos Estados na região da Bacia do rio Jordão, coincide temporalmente com um novo arranjo da ordem mundial que se reorganizava no período pós-Segunda Guerra Mundial. A trajetória da política externa da Jordânia na segunda metade do século XX é extremamente didática para entendermos os efeitos das relações de poder entre as nações em âmbito regional e global para a mudança de comportamento dos Estados que praticavam políticas anti-hegemônicas. Nesta trajetória destaca-se a intensa disputa pelos escassos recursos hídricos regionais, à medida que o recurso é fundamental para o desenvolvimento das atividades econômicas e para a própria soberania do Estado. Na já distante década de 1950, poucos anos após o conflito da Guerra de Independência que opôs Israel e os Estados árabes vizinhos, a Jordânia passou a adotar uma postura intransigente em relação à aproximação com Israel, apesar dos esforços dos Estados Unidos para promover a estabilidade regional. Com o acordo de paz entre Egito e Israel, mediado pelos Estados Unidos e costurado na virada das décadas de 1970 e 1980, o tabu da oposição sistemática a Israel foi rompido. Desta forma, este artigo tem como objetivo apresentar as mudanças na política externa da Jordânia na segunda metade do século XX, associando estas mudanças às novas estratégias norte-americanas para região, permitindo a compreensão das novas formas de imperialismo que dominam o cenário do Oriente Médio desde a década de 1970.Palavras-Chave: Jordânia, Estados Unidos, Israel, políticas anti-hegemônicas. Abstract: The decolonization of the Middle East that originated in the new states of the Jordan Basin region coincides temporally with a new arrangement of the world order, which is rearranged in the post - World War II period. The trajectory of the Jordanian foreign policy in the second half of the twentieth century is extremely didactic to understand the effects of power relations between nations on a regional and global level to the changing behavior of States which practiced anti - hegemonic politics. On this path there is the intense competition for scarce regional water resources, as the feature is essential for the development of economic activities and the very sovereignty of the state. In the distant 1950s, a few years after the conflict of the War of Independence which opposed Israel and neighboring Arab states, Jordan adopted an uncompromising stance towards rapprochement with Israel, despite U.S. efforts to promote peace in the region. With the peace agreement between Egypt and Israel, brokered by the United States and sewn at the turn of the 1970s and 1980s, the pattern of systematic opposition to Israel was broken. This paper aims to present the changes in Jordan's foreign policy in the second half of the twentieth century, linking these changes to the new US strategy for the region, allowing the understanding of new forms of imperialism which dominate the Middle East scenario since the decade 1970.Keywords: Jordan, United States, Israel, anti - hegemonic politics.

Over the last two decades, developing countries have become central to China’s increasingly ambitious foreign policy makers. This chapter begins by explaining China’s conceptualization of the developing world and its position in Beijing’s geostrategy. After describing the three characteristics of China’s approach—asymmetry, comprehensiveness, and its interlocking structure—the chapter then explains the various economic, political, and security policy tools that comprise it. China works to bring the separate strands of its foreign policy together in a comprehensive whole and to build synergies between component parts. Ultimately, the chapter concludes that Beijing’s primary objectives—regime survival and advancing China’s position in an increasingly multipolar world—are probably insufficient to engender widespread political support among developing countries for a China-led world order.

In 1951, the CIA secretly funded the creation of an ostensibly private group of US citizens called the American Friends of the Middle East (AFME). Pro-Arab and anti-Zionist in orientation, AFME was repeatedly attacked by pro-Israel groups before seeing its links to the CIA exposed by investigative journalists in 1967. Drawing on recent scholarship about “state–private networks” and the cultural history of US–Middle East relations, this article examines the origins of AFME, its characteristic values and relations with the CIA, and the reasons for the decline of its influence vis-à-vis the emergent “Israel lobby.”
