ABSTRACT: Vocational School is one of the educational unit level institutions, whose role is to create qualified and competent human resources in their fields for the needs of the business and industry. Unfortunately, the needs of the business and industry for a competent workforce still cannot be met, because the quality of the existing Vocational Schools is still lacking. The purpose of this study is to analyze the optimization of the absorption of vocational graduates needed by the business and industry world in an effort to achieve a balance of the labour market in the era of industrial revolution 4.0. This study was using a qualitative approach with secondary and primary data analysis methods. This research was conducted in East Java Province in 2018, by holding discussions with Vocational Schools, Companies, and the East Java Provincial Education Office. The results of this study are required for the integration process of the three educational institutions (vocational, courses, and training), which organize vocational education into three things, namely: sharing resources; integrating the learning process; and equalizing minimum service standards.KEY WORD: Vocational; Labour; Industrial Revolution 4.0. ABSTRAKSI: “Mengoptimalkan Penyerapan Tenaga Kerja Lulusan Sekolah Menengah Kejuruan untuk Mempersiapkan Era Revolusi Industri 4.0”. Sekolah Kejuruan adalah salah satu lembaga tingkat unit pendidikan yang berperan untuk menciptakan sumber daya manusia yang berkualitas dan kompeten di bidangnya untuk kebutuhan bisnis dan industri. Sayangnya, kebutuhan bisnis dan industri untuk tenaga kerja yang kompeten masih belum dapat dipenuhi, karena kualitas Sekolah Kejuruan yang ada masih kurang. Tujuan penelitian ini adalah untuk menganalisis optimalisasi penyerapan lulusan kejuruan yang dibutuhkan oleh dunia usaha dan industri dalam upaya untuk mencapai keseimbangan pasar tenaga kerja di era revolusi industri 4.0. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis data sekunder dan primer. Penelitian ini dilakukan di Provinsi Jawa Timur pada tahun 2018, dengan mengadakan diskusi dengan Sekolah Kejuruan, Perusahaan, dan Dinas Pendidikan Provinsi Jawa Timur. Internet of Things (IoT) needs to be developed in education and serves as one of the roles of education to face the industrial revolution 4.0. Vocational High School (SMK) is an appropriate level of education to prepare early for knowledge and application of IoT technology. Vocational High School Jakarta 1 has good technology but the competency of applying IoT expertise is still lacking. To improve the understanding and application of IoT, Physics Engineering Study Program of Binawan University proposes a solution in the form of training with the theme: Implementing Internet of Things (IoT) to improve student competence in Vocational High School Jakarta 1. This training aims to introduce about IoT especially implementation in the scheme monitoring by using light and temperature sensors to increase student motivation and competence in the industrial era 4.0. Based on the analysis of the data, it was concluded that the competency of student expertise could be significantly increased through IoT training to be accepted with significance level of 0.05. The method of implementing training is team work that is able to make the training more effectively and efficiently.

This study aims to build an Indonesian telematics human resources business intelligence based on the optimization of the balanced scorecard of the customer and internal aspects. The balanced scorecard for customer aspects is done through the concept of the data lake and needs of the telematics workforce, which refers to the largest job vacancy site in Indonesia. The internal aspect of the balanced scorecard is carried out through vocational high school clustering as a telematics workforce producer. Business intelligence applications are able to describe in real-time the needs of the telematics workforce. Moreover, this application is also made in a mobile version, so that the conditions make it easier for vocational high schools to find out trends in telematics workforce needs nationally. This business intelligence is integrated with the balanced scorecard in the internal aspects of vocational telematics high school. The results show that Indonesian vocational telematics high schools still have major constraints on laboratory facilities, but most vocational telematics high schools show optimism through the development of technopreneurial programs. This is in line with the government's program, which continues to launch a telematics-based start-up ecosystem growth program to be highly competitive in facing the Asian Economic Community and industrial revolution 4.0. The government needs to provide more intensive workshop program incentives to vocational high school teachers because this shows a significant effect on the absorption capacity of vocational high school graduates.

Vocational High School has an essential role in preparing the competent workers for the industry. To encounter the 4.0 industrial revolution era, Vocational High Schools must be able to keep up with developments by revitalizing a roadmap so the graduates have in line competencies with the industry’s needs. The revitalization of the Vocational High School roadmaps is inseparable from the principles of 2013 curriculum, the improvement of teacher’s quality competencies through training in the industry, and the application of student-centred learning models, such as; Project Based Learning (PrBL), Problem Based Learning (PBL) that emphasizes on ability for innovation and creativity, the improvement of education personnel’s competence, and the collaboration with business and industrial world. The fulfilment of eight Indonesia National Education Standards (NES) has become absolute. The finding of this study are four main aspects as the basic of vocational road maps revitalization, namely; (1) synchronizing the curriculum with industry, (2) revitalizing the quality of teaching staff and education personnel, (3) revitalizing facilities and infrastructure, (4) optimizing cooperation with industry, and (5) strengthening soft skills competence.

The increasingly fierce competition mechanism inspired this research in vocational high schools in Indonesia.The State Vocational High School (SMK Negeri) 2 Kalianda, South Lampung, lacked facilities and human resources that can support students success. It also lacked the motivation to face the era of the industrial revolution 4.0. This phenomenon is interesting to explore. This research aimed to illustrate the strategic management of the school. The research was an interpretive paradigm by employing the descriptive qualitative method. The research data were obtained from the principal, curriculum representatives, teachers, education personnel, and school committees. The data collecting techniques employed were observations, interviews, and documentation. Based on the research, it was found that (1) the strategic formulation done by SMK Negeri 2 Kaliandaconsisted of vision and mission, SWOT analysis, short, medium and long term planning, as well as determining strategic superiority that can be categorized as good, but the development of educational facilities (infrastructure) still needs to be optimized. 2) Strategic implementation was ineffective, especially in utilizing information systems and linking employee competencies with educational institutions performance. Those problems were causedby the mismatch between work performancesandthe roles, considering the limited allocation and operations. 3) Strategic evaluation can be categorized as reasonably good, which covered monitoring the results of strategic planning and implementation, measuring individual and school performance, and determining improvement steps.

he Prapanca 2 Surabaya Vocational High School (SMK) majoring in accounting is one entity that is willing to compete and is skilled and professional inwelcoming the Industrial Revolution 4.0. So far, the principal has prepared a strategy to improve the quality of graduates to suit the needs of the businessmarket (Business World (DU)/Industrial World (DI)). Some of the strategies used in aligning education with the demands of the 4.0 Industrial Revolution erainclude improving the quality of sarpras (facilities and infrastructure) in the learning process based on industrial needs (Link and Match) during the IndustrialRevolution 4.0 period, the fulfillment of DU/DI standard facilities and infrastructure and increasing teacher competence is focused on the era of theIndustrial Revolution 4.0. The role of the principal has a point of view broad, open, disciplined, firm, and committed.

The purpose of the study (1) determine the correlation between the learning achievement of vocational work in the automotive industry readiness class XI student of Mechanical Light Vehicle vocational education Ma'Arif 2 Gombong Kebumen Central Java; (2) determine the correlation between the work ethic to work in the automotive industry readiness class XI student of Mechanical Light Vehicle vocational education Ma'Arif 2 Gombong Kebumen Central Java; (3) determine the correlation between the achievement of vocational learning and work ethic to work in the automotive industry readiness class XI student of Mechanical Light Vehicle vocational education Ma'Arif 2 Gombong Kebumen Central Java.This research was conducted at Vocational High School Maarif 2 Gombong Kebumen Central Java. The population in this study were all students of class XI TKR totaling 123 students and this study using simple random sampling technique with Harry King nomogram calculations to obtain 103 as a sample. This research is correlational and ex post facto categorized. Questionnaire data collection techniques and documentation of learning achievement. The validity of the items were obtained from the product moment correlation. About the reliability of the formula obtained by alpha and declared reliable. Before the data were analyzed first tested the prerequisite analysis is normality test, linearity, and multicollinearity test. Analysis using multiple regression analysis and partial correlation.Based on the analysis of the results obtained the following results: (1) There is a positive and significant correlation between the achievement of vocational learning (X1) to work in the automotive industry readiness class XI student of Light Vehicle Technical Vocational High School Ma'Arif 2 Gombong Kebumen Central Java (Y ); (2) There is a positive and significant correlation between the work ethic (X2) to work in the automotive industry readiness class XI student of Light Vehicle Technical Vocational High School Ma'Arif 2 Gombong Kebumen Central Java (Y); (3) There is a positive and significant correlation between the achievement of vocational learning (X1) and work ethic (X2) to work in the automotive industry readiness class XI student of Light Vehicle Technical Vocational High School Ma'Arif 2 Gombong Kebumen Central Java (Y).

The demand for industries in the fulfilment of labour is more complex because it must be suitable for the competencies in hard skills and soft skills. Vocational High School (SMK) becomes pivotal in fulfilling the needs of industrial labour. The transferable skills to be developed are communication, cooperation, discipline and responsibility. The purpose of this study is to analyze those transferable skills in the learning process of a productive course at vocational high school and how much have the students absorb those soft skills. This research is descriptive research using a mixed-method approach. The results show the soft skills in productive-course learning in numbers: communication ability 87.18 % (very good criteria), cooperation 86.14 % (very good criteria), discipline 89.64 % (very good criteria), and responsibility 86.78 % (very good criteria). Whereas for the absorption of the soft skills: communication 83.37 % (good criteria), cooperation 86.16 % (very good criteria), discipline 80.43 % (good criteria) and responsibility 82.07 % (good criteria). The implementation of transferable skills in productive-course learning in SMK has succeeded and is following the objectives and demands of the Industrial Revolution 4.0. This can be reinforced by accustomization of character and behaviour of the students so that they always communicate actively, be cooperative, have discipline and show responsibility in the learning process.Tuntutan industri dalam pemenuhan tenaga kerja era Industri 4.0 bernilai lebih kompleks karena harus disesuaikan dengan kompetensi hard skills maupun soft skills. SMK menjadi point penting dalam pemenuhan kebutuhan tenaga kerja industri. Transferable skills yang dikembangkan adalah komunikasi, kerjasama, dan kedisiplinan dan tanggung jawab. Tujuannya adalah untuk menganalisis pengembangan transferable skills dalam pembelajaran produktif di SMK dan keterserapan soft skills siswa SMK. Penelitian ini merupakan penelitian deskriptif pendekatan mix methods. Transferable skills dalam pembelajaran produktif SMK menghasilkan pengembangan soft skill kemampuan berkomunikasi mencapai 87.18% kriteria sangat baik, soft skill kerjasama mencapai 86.14% kriteria sangat baik, soft skill disiplin 89.64% kriteria sangat baik dan soft skill tanggung jawab 86.78% kriteria sangat baik. Keterserapan soft skill kemampuan berkomunikasi mencapai 83.37% kriteria baik, soft skill kerjasama mencapai 86.16% kriteria sangat baik, soft skill disiplin mencapai 80.43% kriteria baik, dan soft skill tanggung jawab 82.07 kriteria baik. Transferable skills dalam pembelajaran produktif SMK di Kota Semarang sudah dilaksanakan dengan baik sesuai tujuan dan tuntutan era Industri 4.0. Hal ini perlu dikuatkan dengan pembiasaan sifat dan sikap siswa untuk selalu aktif berkomunikasi, bekerjasama, disiplin dan bertanggung jawab dalam proses pembelajaran.
