In modern conditions, the development of the agro-industrial complex, including material, financial and labor resources, is extremely important for the food security of the state. The agro-industrial complex of the Republic of Kazakhstan, which includes agriculture and food processing, is the main supplier of food to the population of the country and the state of food security of Kazakhstan directly depends on its successful activity. The purpose of this article is to disclose the role, significance of the agro-industrial complex for ensuring food security in Kazakhstan, identifying the dependence of food production on various factors, based on the use of mathematical modeling methods – correlation and regression analysis. The object of research in this article is the agro-industrial complex of Kazakhstan. The article examines the impact on the volume of agricultural output of the following factors: subsidies, investments in fixed assets, the volume of lending, the level of activity in the field of innovation, the level of employment in agriculture. It was revealed that the state support of the agro-industrial complex in the form of a financial instrument – subsidies and investments in fixed assets of agriculture – has the greatest impact on the volume of agricultural production. It is shown that there has been a negative trend in the development of agriculture and the agro-industrial complex of Kazakhstan, as an outflow of labor resources from the industry due to low salary. The authors came to the conclusion that until a sufficient inflow of investments is ensured in the agro-industrial complex of Kazakhstan in order to implement large-scale modernization and reconstruction of agricultural production, the technical and technological lag will remain in the industry, therefore, the problem of increasing the competitiveness of this industry will be especially real. As a result, the authors propose, in the future, to improve the state policy in the field of agro-industrial complex development, to implement measures of active state support for the agro-industrial complex that do not violate the WTO (World Trade Organization) rules, to develop programs for targeted food assistance to socially unprotected segments of the population.

The article presents materials of theoretical and empirical studies on the state support measures in agricultural production as an element of the imports demotivating policy in the industry. The problem of demotivating imports is connected both with determining the actual ratio of domestic production to the demand and imports of certain types of food, as well as determining the opportunities and conditions for the competitiveness of domestic producers. The study presents an analysis of the production of importsubstituting agricultural products in crop production (vegetables, fruits and berries, potatoes) and animal husbandry (by animal species: meat of cattle, pigs, poultry, and milk) from 2010 to 2019 as a ratio of the actual volume of production by types to the needs of the country’s population. The tendencies of their change are revealed. The volume of dynamics of imports of basic agricultural products from 1990 to 2019 is presented. An overview of the current measures of state economic support of the agricultural sector of the economy from subsidies (compensating and stimulating) and lending at the stage of production and consumption with the amount of financing, as well as the formation of a list of systemically important enterprises of the agricultural sector is given. The article presents the result of an expert sociological survey of the final participants in the process of import substitution in the agro-industrial complex, according to their assessment, the impact of government support measures on the possibility of demotivating imports in the industry This survey revealed the shortcomings of the support system in the opinion of agricultural producers. The practical significance of the results obtained lies in adjusting the existing measures of state support for the production of import-substituting food, taking into account the expert opinion of the subjects interested in the successful development of the agricultural sector.

The agricultural production, due to the specificity of the functioning of the agricultural industry, is influenced by factors that have significant impacts on agricultural enterprises and determine the importance of state support. The unpredictable factors of agrarian production such as weather, natural disaster, and epidemics increase the risks of agricultural business. That is why farmers need to attract investments. But some farmers do not attract investment because of government subsidies. Besides, using government subsidies could have a negative impact on agrarian business. So, it is necessary to establish the effectiveness of governance for agricultural production and food security in general.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.

Drawn upon field research in two peri-urban villages of Hanoi in 2014 and short re-visits recently, the research examines the widespread of gambling and other social issues in Hanoi’s urbanizing peri-urban communities which happened concurrently with the phenomenon of “land fever,” and at the time local villagers received compensation from land appropriation. The article aims to understand the impact of urbanization on these communities and the interface between urbanization and the increase of social problems. It argues that gambling, drug use, and other social problems have been existing in Vietnamese rural communities long before; however, when urbanization came, some people have higher chances to engage in these activities. Those are villagers who want to transform quickly into entrepreneurs or bosses by joining the “black credit” market and gambling. Together with middle-aged and old farmers who greatly relied on agricultural production and face difficulties in transforming their occupation, they formed the group of losers in the urbanization process. Pollution in agriculture plays a major role. One of the sector affected by this phenomenon is the perennial plants, such as fruits sector. This sector is an important part of agricultural production in Romania, mainly because of the areas that have been dedicated; that is why the sector should be reconsidered because it could be one of the engines of the agriculture. This have to led to important efforts and increased attention in managing the opportunities offered by the development of the associations and producer groups involved. The present paper aims to address certain aspects of the national, macro-regional and European aspects of these fruits productions and the impact of the degree of pollution in agriculture. In this respect, data derived from the public databases dedicated to this field, namely Eurostat, the National Statistics Institute, DG Agriculture / FADN database and the Ministry of Agriculture, were used. The methods used to analyze and interpret the results are descriptive statistics, dynamics and comparisons between target areas and indicators. The results highlighted in the first part of the paper the Romanias position upon the European average in what concern the fruit sector but also upon a competing country on the fruit market, Poland, which is considered to have a European top position.
