The agricultural production, due to the specificity of the functioning of the agricultural industry, is influenced by factors that have significant impacts on agricultural enterprises and determine the importance of state support. The unpredictable factors of agrarian production such as weather, natural disaster, and epidemics increase the risks of agricultural business. That is why farmers need to attract investments. But some farmers do not attract investment because of government subsidies. Besides, using government subsidies could have a negative impact on agrarian business. So, it is necessary to establish the effectiveness of governance for agricultural production and food security in general.

Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.

Nowadays, the sustainable development of agriculture is impossible without state support at current economic conditions. It is due to the peculiarities of agricultural production, which has a lower productivity, compared with other industries, but plays a vital role in the provision of food, that allows us to solve the problem of strategic national security fully. One of the main forms of state support is targeted allocation of budget subsidies to agricultural enterprises, thus improving the efficiency of their use is only possible through the use of objective information, which is useful for management decision-making, the formation of which provides by accounting system. The carried research in the current conditions allowed us to solve the problem, mentioned in the introduction, make the appropriate general conclusions and recommendations, aimed to more efficient use of government subsidies in the agricultural organizations. In this paper we have identified the main criteria for the evaluation of grants for the purpose of rational distribution and effective use. Today, the operation of agricultural production in all developed countries is entirely based on a system of effective government incentives. In European Union countries through a variety of techniques and actions of government regulation (system of grants and subsidies, preferential loans, the application of special tax regimes, the reduction of tariffs on consumed agricultural resources, the system of credit and insurance compensation from the budget and others) performed less stable support of monopolized agriculture by redistributing income from more monopolized industry, that allows us to develop the agricultural sector at a higher level of innovation. It is extremely important to develop an effective mechanism for compliance with the criteria subsidies. From the point of view of its simplicity, the attractive approach would be to organize a unified Development Bank, which would treat all agricultural enterprises, wishing to implement a project. But the emergence of competent organizations, capable of protecting national interests, nothing is guaranteed, even under the best of circumstances, this will require significant resources and time. In addition, the same amount of money will be more useful, if you use them as subsidies for interest payments of loans, than in the role of capital. The new rules are provided corresponding transparent methods of distribution of subsidies between companies, complemented by the availability of subsidies, aimed to promoting structural reforms in certain sectors of agriculture. Moreover, the rules provided with indicators of not only the quantitative characteristics of achieving concrete results, but also qualitative changes resulting from the effective use of subsidies.

The problem of payback of subsidies in agricultural industry due to obligatory payments in the budgetary system of the country rises. It is shown that the minority of this problem for the state is caused by the social and economic importance of the industry for society and inaccuracy of opinion on low budgetary efficiency of allocations in agricultural production. The technique of assessment of efficiency of use of funds of state support from a position of the state financial system is proved. On the basis of the analysis it is revealed that at creating favorable conditions of development of producers not only prerequisites of ensuring food security and preservation of rural territories, but recoverability of means due to obligatory payments in the budget and off-budget funds are formed. By means of the constructed models the optimum ratio of payback of subsidies and profitability of costs of production taking into account conditions of simple and expanded reproduction of resources without loss of cost of the budgetary investments is revealed. The importance of results of a research consists in the revealing opportunities of planning of efficiency of use of the raised funds in production of agricultural products both for agrarian business, and for the state.

В современных условиях развитие агропромышленного комплекса, включающего материальные, финансовые и трудовые ресурсы, является крайне важным для продовольственной безопасности государства. Агропромышленный комплекс Республики Казахстан, в который входит сельское хозяйство и переработка продуктов питания, является основным поставщиком продовольствия населению страны и от его успешной деятельности напрямую зависит состояние продовольственной безопасности Казахстана. Целью исследования данной статьи является раскрытие роли, значения АПК для обеспечения продовольственной безопасности Казахстана, выявление зависимости производства продуктов питания от различных факторов, на основе использования методов математического моделирования – корреляционно-регрессионного анализа. Объектом исследования в данной статье выступает АПК Казахстана. В статье рассмотрено влияние на объем выпуска продукции сельского хозяйства следующих факторов: субсидии, инвестиции в основной капитал, объем кредитования, уровень активности в области инновации, уровня занятости в сельском хозяйстве. Выявлено, что наибольшее влияние на объем выпуска продукции сельского хозяйства оказывает государственная поддержка АПК в форме финансового инструмента - субсидирования и инвестиций в основной капитал сельского хозяйства. Показано, что наметилась отрицательная тенденция в развитии сельского хозяйства и АПК Казахстана, как отток трудовых ресурсов из отрасли из-за низкой заработной платы. Авторы пришли к выводу, что пока в АПК Казахстана не будет обеспечен достаточный приток инвестиций с целью реализации масштабной модернизации и реконструкции сельскохозяйственного производства, техническое и технологическое отставание будет сохранено в промышленности, следовательно, проблема повышения конкурентоспособности данной отрасли будет особенно реальной. В результате авторы предлагают в дальнейшем в качестве совершенствования государственной политики в сфере развития АПК осуществлять меры активной государственной поддержки АПК, не нарушающих правила ВТО, разработать программы адресной продовольственной помощи социально-незащищенных слоев населения. In modern conditions, the development of the agro-industrial complex, including material, financial and labor resources, is extremely important for the food security of the state. The agro-industrial complex of the Republic of Kazakhstan, which includes agriculture and food processing, is the main supplier of food to the population of the country and the state of food security of Kazakhstan directly depends on its successful activity. The purpose of this article is to disclose the role, significance of the agro-industrial complex for ensuring food security in Kazakhstan, identifying the dependence of food production on various factors, based on the use of mathematical modeling methods – correlation and regression analysis. The object of research in this article is the agro-industrial complex of Kazakhstan. The article examines the impact on the volume of agricultural output of the following factors: subsidies, investments in fixed assets, the volume of lending, the level of activity in the field of innovation, the level of employment in agriculture. It was revealed that the state support of the agro-industrial complex in the form of a financial instrument – subsidies and investments in fixed assets of agriculture – has the greatest impact on the volume of agricultural production. It is shown that there has been a negative trend in the development of agriculture and the agro-industrial complex of Kazakhstan, as an outflow of labor resources from the industry due to low salary. The authors came to the conclusion that until a sufficient inflow of investments is ensured in the agro-industrial complex of Kazakhstan in order to implement large-scale modernization and reconstruction of agricultural production, the technical and technological lag will remain in the industry, therefore, the problem of increasing the competitiveness of this industry will be especially real. As a result, the authors propose, in the future, to improve the state policy in the field of agro-industrial complex development, to implement measures of active state support for the agro-industrial complex that do not violate the WTO (World Trade Organization) rules, to develop programs for targeted food assistance to socially unprotected segments of the population.

The paper analyzes the production indicators of an agricultural organization, the dynamics of financial support for agricultural production, suggests approaches to forecasting financial indicators and developing a financial strategy for the enterprise.

Ensuring food security and developing agricultural production is impossible without investment. At the same time, some scientists note that a significant amount of foreign investment increases the dependence of the domestic economy and enterprises on foreign investors. In addition, subsidies lead to a lack of motivation among entrepreneurs to attract additional investment resources and increase the dependence of production on areas of state support. Some investment models contribute to the deterioration of the environment, and technological advances are not available to small farmers who do not have the financial resources to apply the technology. Therefore, investment is important to ensure the effective development of the agricultural sector and food security mechanism. However, the presence of a significant amount of foreign investment can lead to the dependence of the national economy on investors, which can have a negative impact on the cost of agricultural products, production volumes, exchange rates and purchasing power of the population. The aim of the article is to analyze the impact of investment on the agricultural production as the main component of food security mechanism. To analyze the effectiveness of investment we chose the indicators “Government spending on agriculture”, “Foreign direct investment in agriculture” and the indicator “Agricultural production”. As a result of the analysis, it was found that the impact of government investments on agricultural production is not significant. This trend can be explained by the existing theory that there is no significant positive impact of government investments on the efficiency of agricultural enterprises due to the lack of incentives for farmers to innovate and compete in the market environment. A strong direct link between the indicators “Foreign direct investment in agriculture” and “Agricultural production”, which indicates a significant impact of foreign direct investment on agricultural production, is emphasized.

AbstractThe aim of this study was to evaluate the impact of the COVID-19 lockdown on agricultural production, livelihoods, food security, and dietary diversity in India. Phone interview surveys were conducted by trained enumerators across 12 states and 200 districts in India from 3 to 15 May 2020. A total of 1437 farmers completed the survey (94% male; 28% 30–39 years old; 38% with secondary schooling). About one in ten farmers (11%) did not harvest in the past month with primary reasons cited being unfavorable weather (37%) and lockdown-related reasons (24%). A total of 63% of farmers harvested in the past month (primarily wheat and vegetables), but only 44% had sold their crop; 12% were still trying to sell their crop, and 39% had stored their crop, with more than half (55%) reporting lockdown-related issues as the reason for storing. Seventy-nine percent of households with wage-workers witnessed a decline in wages in the past month and 49% of households with incomes from livestock witnessed a decline. Landless farmers were about 10 times more likely to skip a meal as compared to large farmers (18% versus 2%), but a majority reported receiving extra food rations from the government. Nearly all farmers reported consuming staple grains daily in the past week (97%), 63% consumed dairy daily, 40% vegetables daily, 26% pulses daily, and 7% fruit daily. These values are much lower than reported previously for farmers in India around this time of year before COVID-19: 94–95% dairy daily, 57–58% pulses daily, 64–65% vegetables daily, and 42–43% fruit daily. In conclusion, we found that the COVID-19 lockdown in India has primarily impacted farmers’ ability to sell their crops and livestock products and decreased daily wages and dietary diversity.

Climate conditions remain one of the main risk factors for domestic agriculture, and the consequences of global climate change are ambiguous in terms of prospects for agricultural production in Russia. This paper analyzes the impact of climate change on the country’s food security from the point of view of its self-sufficiency in grain primarily. Specific conditions prevailing on the Crimean peninsula are also considered.

The aim of the study is to identify the influence of institutionalism on the accounting profession in Ukraine, in particular, to establish and assess the factors of such influence, its tools, characteristics and forecasting, on this basis, the prospects for the development of the institution of the accounting profession with an emphasis on the agricultural industry. Institutional impact on the accounting profession and its consequences are revealed through the use of a historical approach in research. To assess the initial conditions that have developed in Ukraine in matters of accounting, its development, the impact on it of existing institutions, including international ones, empirical analysis and assessment of the process of institutionalization of the accounting profession and its description in scientific professional literature were applied. To collect sociological information on the nature and characteristics of the accounting profession, a survey was conducted of 180 accountants of private agricultural enterprises and 70 accountants of state enterprises of the system of the National Academy of Agrarian Sciences of Ukraine in the context of 4 elements of the profession: functions and professional ethics of an accountant, legal regulation of accounting activities (organization and methodology accounting and reporting), educational training of accountants, professional accounting associations. To summarize the results of the survey, their illustration and analytical assessment, a graphical method was used. The use of modeling allowed confirmation of the assumption of the conservative nature of the accounting profession in Ukraine and the problematic nature of its self-regulated development. The authors concluded that it is necessary to improve the institution of the accounting profession in Ukraine, provide arguments and directions for solving problematic issues, in particular, the development of the professional movement and self-organization, improving the quality of training of accounting specialists in educational institutions, developing accounting methodology for the agricultural sector, improving the composition and accounting display of accounting objects.
