Forecasting the Financial Results of an Agricultural Organization, Taking into Account State Financial Support

Currently, the relevance of the effective use of state support for agricultural enterprises is considered both from the position of increasing the volume of agricultural production, and the impact of this support on the financial results of the company. The paper analyzes the production indicators of an agricultural organization, the dynamics of financial support for agricultural production, suggests approaches to forecasting financial indicators and developing a financial strategy for the enterprise.

Nowadays, the sustainable development of agriculture is impossible without state support at current economic conditions. It is due to the peculiarities of agricultural production, which has a lower productivity, compared with other industries, but plays a vital role in the provision of food, that allows us to solve the problem of strategic national security fully. One of the main forms of state support is targeted allocation of budget subsidies to agricultural enterprises, thus improving the efficiency of their use is only possible through the use of objective information, which is useful for management decision-making, the formation of which provides by accounting system. The carried research in the current conditions allowed us to solve the problem, mentioned in the introduction, make the appropriate general conclusions and recommendations, aimed to more efficient use of government subsidies in the agricultural organizations. In this paper we have identified the main criteria for the evaluation of grants for the purpose of rational distribution and effective use. Today, the operation of agricultural production in all developed countries is entirely based on a system of effective government incentives. In European Union countries through a variety of techniques and actions of government regulation (system of grants and subsidies, preferential loans, the application of special tax regimes, the reduction of tariffs on consumed agricultural resources, the system of credit and insurance compensation from the budget and others) performed less stable support of monopolized agriculture by redistributing income from more monopolized industry, that allows us to develop the agricultural sector at a higher level of innovation. It is extremely important to develop an effective mechanism for compliance with the criteria subsidies. From the point of view of its simplicity, the attractive approach would be to organize a unified Development Bank, which would treat all agricultural enterprises, wishing to implement a project. But the emergence of competent organizations, capable of protecting national interests, nothing is guaranteed, even under the best of circumstances, this will require significant resources and time. In addition, the same amount of money will be more useful, if you use them as subsidies for interest payments of loans, than in the role of capital. The new rules are provided corresponding transparent methods of distribution of subsidies between companies, complemented by the availability of subsidies, aimed to promoting structural reforms in certain sectors of agriculture. Moreover, the rules provided with indicators of not only the quantitative characteristics of achieving concrete results, but also qualitative changes resulting from the effective use of subsidies.

The agricultural production, due to the specificity of the functioning of the agricultural industry, is influenced by factors that have significant impacts on agricultural enterprises and determine the importance of state support. The unpredictable factors of agrarian production such as weather, natural disaster, and epidemics increase the risks of agricultural business. That is why farmers need to attract investments. But some farmers do not attract investment because of government subsidies. Besides, using government subsidies could have a negative impact on agrarian business. So, it is necessary to establish the effectiveness of governance for agricultural production and food security in general.

This article features a topical research, which is determined by the state of the economic sphere of life of modern Russian society. It focuses on the agricultural economic field of activity represented by agricultural enterprises. In the process of researching issues raised in the article, we have used general and specific scientific research methods, such as observation, analysis and synthesis, deduction and induction. They are what made it possible to identify economic risks that affect the financial stability of economic entities. We have focused on the financial risks of agricultural enterprises. Activities in agriculture are risky, and the growth of agricultural production, financial stability, etc., depends on how subjects overcome economic risks of various types. It is no secret that the growth of agricultural production is largely shaped by export economic operations. Thus, this leads to a drop in domestic consumer demand. Economic risks can lead to financial insolvency of agricultural enterprises. The article focuses on the specifics of the bankruptcy procedure of an agricultural organization. We provide quantitative indicators on declaring a debtor bankrupt by sectors of the economy for 2017 and 2018, including ones for bankruptcies of agricultural enterprises in the Krasnoyarsk region. Using systematic approach, we come to the conclusion about the main problems associated with the financial insolvency of agricultural enterprises.

Introduction. The current stage of development of the economy of the advanced countries of the world is characterized by high-tech agricultural production with a sufficiently high level of its provision with production resources. Timely updating of the main technical means guarantees sustainable economic development of the industry. For agricultural producers, the importance of quantitative and qualitative parameters of basic technical equipment and their timely updating is enhanced due to the impact on the productivity of agricultural production of natural and climatic factors. However, the problem of technical and technological renewal of agricultural production remains unresolved in Ukraine for a number of subjective and objective reasons that require identifying and finding ways to eliminate them. Methods. Theoretical and methodological basis of the article is the fundamental provisions of modern economic science, the work of scientists. In the course of the research, in particular, the following methods are used: analysis and synthesis – to study the object and object of the research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of strategic directions of technological modernization of production modernization). Results. It has been found that the formation of a strategy of reproduction of fixed capital is adversely affected by the disparity of prices for agricultural products and industrial production resources and the significant risks associated with the specific features of agricultural production. The strategy of reproduction of fixed capital is substantiated, which should be aimed at radical technical modernization of agriculture and equipping of agriculture with systems of machines for complex mechanization of all technological processes of production production. Innovative developments of scientific institutions for the subjects of agrarian business are highlighted. A strategic SWOT-analysis of the development of the technical base of agricultural producers has been conducted. Innovations are classified by agricultural enterprises of Ternopil region. It is determined that the key factor for effective technical modernization in agriculture is stimulating scientific research on the development, promotion and development of technological and technological innovations in the agricultural sector. Discussion. The obtained theoretical and applied recommendations can be used to improve the existing approaches to creating strategic directions for modernization of technological modernization of production in agricultural enterprises. Purpose. The aim of the article is the development of scientifically substantiated proposals for state support of pig production in Ukraine, which will meet the needs of the domestic market and increase exports. Methodology of research. During the research, general scientific and special methods of economic research were used, in particular: system approach - in studying the connections between phenomena and processes in the system of ensuring the effective development of pig breeding; grouping - to determine the impact of various factors on the level of efficiency of pig production and its quality; comparative - to compare economic processes in pork production in different time periods in order to identify the cause-and-effect relationship; dialectical, abstract and logical - in the implementation of theoretical generalizations, the formation of conclusions. The calculation and constructive method was used in determining the strategic priorities for the development of pig production in agricultural enterprises, substantiation of instruments of state support for pig production. Findings. It is established that the strategic priority of pig production is the introduction of environmentally friendly resource-saving technologies for keeping and feeding pigs, intensive use of the breeding herd and new biotechnological techniques to improve the viability of piglets, energy saving and energy efficiency programs, farm biosafety. Originality. Methodological approaches to substantiation of assessment of potential opportunities of agricultural enterprises in improving the efficiency of pig production and, accordingly, strengthening their market position by calculating an integrated indicator, which includes: market share in the structure of sales, production and livestock, cost indices, profitability, prices, specialization, productivity of pigs, on the basis of which the following groups are distinguished: leaders, enterprises with a strong competitive position, with a weak competitive position, outsiders. Practical value. The results of grouping enterprises on the basis of the calculation of the integrated indicator can be the basis for making management decisions to improve the efficiency of enterprises as a whole. Thus, agricultural enterprises producing pig products with a weak competitive position can increase production efficiency and strengthen their position, provided appropriate technological modernization of the production process, attracting investment in creating their own processing facilities and branded trade, development of organic pigs, as well as integration with meat processing enterprises, trade establishments. Achieving effective pig farming in outsider agricultural enterprises is possible under the condition of technical re-equipment of the production process on an innovative basis, reduction of the cost level due to internal reserves, exit from business; merger with a more powerful competitor. Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.

In the planning system of state support for agricultural production, a policy is being implemented to provide greater independence to the subjects of the Russian Federation. The article examines the problem of correlation between centralization and decentralization (“regionalization”) when solving problems of support planning. The analysis of the mechanisms used in solving the problems of the development of agricultural industries, territorial support and support of various organizational and legal forms of management is carried out. It is concluded that it is necessary to use different mechanisms of interaction between federal and regional authorities, depending on the target orientation of the tasks. Proposals for improving the planning of state support have been substantiated.
