As for the academics and policymakers, more attention has been given to the issue on how to reduce environmental pollution through the cooperation of environmental regulation and local officials’ promotion incentives. With the use of a city-level panel data of 266 Chinese cities from 2005 to 2016, this study preliminary explores the impacts of environmental regulations, local officials’ promotion incentives, and their interaction terms on urban environmental pollution at national and regional levels by using the spatial Durbin model. The results indicate that the impacts of environmental regulations and local officials’ promotion incentives on urban environmental pollution have achieved the desired goal with the other’s cooperation, and their interaction term’s coefficients on urban environmental pollution are significantly negative. Moreover, spatial heterogeneity is established, and the uneven development of urban environmental pollution among different regions deserves more attention. In order to effectively reduce the level of urban environmental pollution in China, the government should focus on such solutions as enhancing the implementation and supervision efficiency of environmental regulation, optimizing the performance appraisal system of local officials, improving the synergistic effects of environmental regulations and local officials’ promotion incentives, and establishing a multi-scale spatial cooperation mechanism based on both geographical and economic correlations.

The Government should vigorously develop recyclable resources industry and participate in global recyclable resources circulation in the future.

Penelitian ini ingin menjawab keberadaan pihak-pihak yang dapat mengajukan gugatan ke pengadilan apabila terjadinya  kerugian akibat perbuatan melawan hukum dalam lingkungan hidup. Perbuatan melawan hukum yang menimbulkan kerugian akibat pencemaran atau perusakan lingkungan yang dilakukan oleh pengusaha atau penanggungjawab usaha dan/atau perusakan lingkungan hidup. Penyelesaian sengketa lingkungan hidup melalui pengadilan dapat dilakukan melalui gugatan perdata biasa yang diajukan oleh pihak korban atau  anggota masyarakat biasa yang mengalami kerugian. Dengan melakukan studi dokumen, ditemukan bahwa dengan berlakunya Undang-Undang Nomor 32 Tahun 2009 telah memberikan kesempatan untuk mengajukan gugatan melalui legal standing/LSM, prosedur class action  atau melalui citizen suit yang merupakan hak gugat tanpa adanya kepentingan hukum. Pemerintah atau Pemerintah Daerah sebagai penanggung jawab di bidang lingkungan hidup juga dapat mengajukan gugatan terhadap pelaku pencemaran dan/ atau perusakan lingkungan hidup untuk kepentingan dan kesejahteraan masyarakat. Right to Submit a Law in the Environmental Disputes This study wants to answer the existence of parties who can file a lawsuit to the court if there is an unlawful act that results in a loss to the environment. Unlawful acts that cause losses due to pollution or environmental damage carried out by employers or business people responsible for and/or environmental damage. Settlement of environmental disputes through a court can be carried out through civil lawsuit filed by victims or community who suffer losses. By conducting document studies, it was found that with the enactment of Law No. 32 of 2009, it has provided an opportunity to file a lawsuit through legal standing, class action or through citizen suits which constitute a claim right without any legal interest. The Government or Regional Government as the person in charge of the environmental sector can also file a lawsuit against the perpetrators of environmental pollution and/or damage for the benefit and welfare of the community.

Abstract This study examines the relationship between high-speed railways (HSRs) and environmental pollution by focusing on the mediating role of environmental regulations and the moderating role of officials’ political promotion incentives. Based on a sample of 113 prefecture-level cities, with balanced panel data in China from 2009 to 2017, using the difference-in-differences (DID) model, the results show that HSRs can reduce environmental pollution via the mediating effect of environmental regulations. Additionally, high officials’ political promotion incentives can strengthen this mediating effect. A propensity score matching with difference-in-differences (PSM-DID) model is used to solve endogenous problems, and a placebo test and a parallel trend test indicate that these results are robust. This study encourages the government to rationally promote the construction of high-speed railways and expand the social advantages of high-speed railways to improve environmental regulations and reduce environmental pollution.


Subject The Russian pharmaceuticals sector. Significance In 2014-15, rising prices for medications pushed up household healthcare expenditure. Domestic producers of cheaper medications, whose prices are set by the government owing to their inclusion in the essential drug list (EDL), found their margins squeezed by rising costs of production. The economic downturn also made it difficult for the Kremlin to keep its commitment to the programme of modernising the pharmaceuticals industry, while maintaining social healthcare expenditures. Although the Russian market is dominated by the commercial segment, government purchases still represent a substantial 25.5%. Impacts Current economic volatility impedes the progress of Pharma-2020 programme aimed at import substitution in the pharmaceuticals industry. Declining incomes will lower demand and lead to the substitution of generic equivalents for more expensive branded products. Margin pressures in distribution and retail will push distributors to diversify away from core business and increase M&A activity. To contain inflationary pressures, further centralisation of state procurement will be undertaken along with allowing parallel imports.

Abstract While several studies have demonstrated the negative impacts of environmental pollution on population health, in general, few studies have examined the potential differential effects on the health of middle-aged and older populations, i.e. 45 years and older. Given the twin concerns of environmental pollution and population aging in China, this article employed a fixed effects model to infer the impact of environmental pollution on public health with a particular focus on middle-aged and older adults. The analyses were based on data from the 2011–2018 waves of the CHARLS and pollutant data from prefecture-level cities. The results showed that environmental pollution significantly increased the risk of chronic diseases and negatively impacted the health of middle-aged and older adults. Environmental pollution had its greatest negative effect on the health of the elderly, women, urban residents and those with lower incomes than for their counterparts. We further found that the main channels of effect were through reduced physical exercise and an increase in depressive symptoms, and the pollution prevention actions alleviated the health deterioration of environmental pollution for the middle-aged and elderly. It is imperative for the government to urgently reinforce policy's enforcement to decrease air and water pollution, and enhance the ability to circumvent pollution for the lower socioeconomic groups.

S city in China has implemented a waste classification system and constructed a waste classification model with government-led market and public participation. In order to explore the effectiveness of waste classification input in S city, this paper conducts analyses from the points of view of the classification facility’s construction, environmental effectiveness, social acceptability and operation sustainability, based on interviews with and questionnaire surveys completed by related parties. The results show that the current waste classification facility system in S city is basically completed; high rates of both properties and residents comply with the waste classification system. S city has established a government-led waste classification pattern that depends on social participation. This pattern has been recognized and accepted by residents and is economically sustainable. At the same time, it is pointed out that the current marginal effectiveness of the waste classification input is showing a declining trend. Future investment should shift from investment in facilities and equipment to incentives for autonomous management by residents, and the corresponding evaluation of investment and effectiveness should also change accordingly. This requires the government to guide the refined management system.

Metals, Minerals and Rock as minerals, are important aspects in the economic and social development of a country. However, due to the lack of communication between the private sector as a miner and the government as a supervisory party, there has been a lot of illegal mining occurring and no effort to revise the environment so that it has an impact on people's welfare and environmental pollution that is increasingly high. So as to reduce the level of environmental pollution that is currently needed there is the processing of mining waste. The metal will form complex bonds of coordination with ligands and form compounds of a certain color. By knowing the nature of these plants, the selection of plants that have a tendency to bind metal ions can be complexly coordinated to reduce the waste of metal ions generated from mining processing activities or on mining sites.

This study uses a grouping model in determining areas based on the type of environmental pollution. This study is a special reference from the government in improving environmental sustainability. The data from this study was taken from the website of the government statistical data provider, BPS (Statistics Indonesia) www.bps.go.id. This research uses the K-Mens method and releases it with RapidMiner software to create 2 clusters, high and low level clusters and see what the contents of the cluster are. From the research results obtained by high cluster centroid data that is ((1527), (810.4), (5865), (6655.3), (323), (315.1)) low cluster namely ((139.25) , (122.5), (508,833), (919,222), (64,417), (94,444)). With this analysis, it is expected to be able to load and information for the government to pay more attention to regions whose income is still below average.

AbstractIn recent years, China’s environmental pollution is serious, manufacturing industry has become one of the main targets of government environmental regulation. This paper uses the SBM model to calculate efficiency value of 29 manufacturing industries from 2008 to 2017. The results show that the overall performance of environmental regulation in manufacturing industry is high (the average efficiency value is 0.7806), but it shows a declining trend. The efficiency of environmental regulation also varies widely. The government should consider focusing on the 11 industries with low SBM value in the next step to improve the performance of environmental regulation.
