The purpose of the study is to consider the theoretical and methodological aspects of state management of the socio-economic development of the Arctic zone on the basis of interaction between the state and business structures using public-private and municipal-private partnerships. The subject of the research is a set of organizational and managerial relations within the framework of public administration in the implementation of public-private and municipal-private partnerships in the Arctic zone. Research methodology: the theoretical and methodological research was based on the scientific works of domestic and foreign scientists concerning the paradigm of public administration, mechanisms of public-private partnership for the development of infrastructure of territories. Results of the study: the institutional models of public administration providing support to business structures were examined, the essence of public-private partnership and its role in increasing the efficiency of public administration of the socio-economic development of territories were disclosed, an algorithm was proposed for the selection and implementation of infrastructure projects for the socio-economic development of the Arctic zone using mechanisms of public-private and municipal-private partnership.

The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers’ escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers’ construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

The complex natural and climatic conditions of the Arctic Zone of the Russian Federation (AZ of the RF) make it necessary to put forward special requirements for all types of ground equipment used to solve transport problems in this region. At present, the increase in economic costs in the operation of machinery is primarily due to the mismatch of the design of the vehicles used in the climatic zone. A set of measures for land transport that allows to ensure the socio-economic development of the AZ RF.

Цель статьи - в интересах обеспечения эффективности формирования и реализации стратегии социально-экономического развития Российской Федерации на период до 2030 года проанализировать результаты реализации «Стратегии-2020», обсуждение которых не нашло должного отражения как в системе государственного управления, так и в научной среде. В качестве инструмента анализа результатов реализации «Стратегии-2020» в работе использован «взгляд назад» как элемент зрительной системы научной школы предпринимательства Й. Шумпетера. Выбор указанного инструмента обусловлен тем, что именно он дает понимание, на каком фундаменте реализации прошлых стратегий придется строить и реализовывать стратегии будущего развития управляемой социально-экономической системы. Научная новизна заключается в сформулированных на основе комплексного анализа результатов реализации «Стратегии-2020» рекомендациях по формированию «Стратегии-2030» социально-экономического развития Российской Федерации. N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.

The impact of organizational culture on administrative efficiency is a little-studied scientific problem in the field of public administration in Ukraine. Although public administration is being reformed in Ukraine, little attention is being paid to this problem. However, scholars pay attention to the culture of the organization as an economic phenomenon. Various aspects of organizational culture as a transcultural phenomenon are considered. The authors note that organizations in the economic sector quickly took an active position in the use of organizational culture. Organizational culture is studied as an important factor in forming and increasing the competitiveness of enterprises due to the possibility of influencing administrative efficiency. The public sector views administrative efficiency differently: as a social platform for employed citizens. As a result, numerous problems of low administrative efficiency of public sector organizations, unreasonable huge costs, and losses are a burden on the public budget. As a result, inefficient use of public finances delays the socio-economic development of society. This paper discusses the possible causes of this situation. First, cultural management practices in public sector organizations in such societies are deeply rooted in a traditional management culture that has a strong bureaucratic basis. Administrative efficiency is seen not as a result but as a process. Secondly, in the field of science of public administration and administration, the scientific and methodological support of the study of administrative efficiency is insufficiently developed. The authors argue that the study, conceptualization, and operationalization of the impact of organizational culture on administrative efficiency in the context of socio-economic development of a developing country or region is an important scientific problem in public administration (for example, Ukraine, Iraqi Kurdistan). Thus, this study is aimed at developing theoretical and methodological support for the study of assessing the direct and indirect effects of organizational culture on organizational activities and administrative efficiency in the public sector. The example of Ukraine and Iraqi Kurdistan are two different traditions of organizational culture with a common problem of low administrative efficiency. The authors propose research that covers the descriptive design of a methodology for studying the impact of organizational culture on administrative efficiency: first, the analysis of the concept of administrative efficiency, and secondly, the analysis of the concept of organizational culture in relation to administrative efficiency. Methodology: analysis and synthesis when considering strategies, programs, ratings of public sector organizations, in particular, ministries, departments, local governments, which allow analyzing the main directions of reform activities and scientific support of research on the impact of organizational culture on administrative efficiency; methods of systematization and comparison, which were used in determining the nature and features of the impact of organizational culture on administrative efficiency. It is emphasized that such research will provide a deeper understanding of organizational culture and its relationship to administrative efficiency in the public sector. This will have a positive impact on the development of strategies and policies for governance reform and socio-economic development in developing countries and regions.

The article is devoted to the examination of the problems of providing support for ecological safety of the Arctic zone of the Russian Federation when genomic technologies are being implemented. Relying on the results of the analysis of core documents of the state strategic planning, normative legal acts, programs and plans defining strategic determinations of socio-economic development of the Arctic zone, as well as normative legal acts regulating genomic technologies, the authors determine the main threats (risks) to ensuring ecological safety of the region, analyze potential economic and environmental possibilities for the application of certain genomic technologies with due regard to the vulnerable ecosystem of the Arctic.

Development institutions are the most important tool for stimulating innovation processes and infrastructure development. These organizations finance long-term investment projects that contribute to the socio-economic development of the industry, region or country. Such specificity of activity leads to significant difficulties in the assessment of their efficiency. At the same time, the development of a system for assessment of the development institutions’ efficiency, improving the efficiency of their work and ensuring positive economic growth rates in regions and states, are impossible without studying the approaches to the assessment of their efficiency. A growing interest in the activities of multilateral development institutions is taking place in today’s literature on public administration. However, there are currently no review articles that would consider the scope of work devoted to the assessment of the development institutions’ efficiency. The review examines modern research publications that assess the results of individual development institutions and their contribution to socio-economic development and some issues of economic efficiency. The article analyzes various approaches and methods for assessment of the development institutions’ efficiency. The study will allow us to assess the potential for use of modern approaches and identify areas for further application of the used methods. The materials of the review can be used as a general theoretical part for teaching the disciplines of "public administration" related to the assessment of the public administration efficiency.
