Abstract PT. Hutama Karya (Persero), according to Presidential Regulation No. 100 of 2014 and No. 117 of 2015, obtained an assignment to construct and operate 24 sections of Trans Sumatera Toll Road along 2,789 km, including Padang - Pekanbaru Toll Road, where almost all of the segments are located in fault areas and in areas with diverse rock formation. In terms of the number of fault locations, the toll road has a greater risk of earthquakes. Whereas in terms of varying rock formations, construction planning and improper structure determination will cause a highly cost-enhancing effect. In the planning stage, the selection of route is one of the mitigations to minimize the risks and impacts of the earthquake disaster. Toll road trajectories are designed optimally by considering the movement of the earth’s plates based on fault data on these locations and data on rock formations for the construction and structure plan of the Toll Road. Input data needed is Geological Secondary Data and Topographic Data containing information on fault areas and rock formations. Therefore, planning with Quantm Trimble software is the right solution. Determining the route with Quantm Trimble software is one of the effective and efficient methods. The main key in determining routes by Quantm Trimble is the software algorithm which can determine the route quickly by considering the main constraints such as avoiding fault areas, avoiding an area with certain rock formations also determining the construction methods on certain rock formation areas. Quantm Trimble software is able to generate several alternative routes based on user-defined constraints, including accommodating the automatic selected smoothing process according to the specified road geometry standard. The software greatly accommodates the determination of the plan by considering risk and disaster management, as well as being able to manage costs well by determining the construction method plan quickly and accurately.

Ministry of Public Works and Housing of Indonesia is targeting to complete the construction of 1.000 km of new toll road projects by the end of 2019. In 2015 until August 2018, 443 km new toll roads have been operated and 1.400 km are under construction. Various types of structure for elevated toll road constructions are applied to meet the geometry and safety requirements such as cast in-situ balanced cantilever, steel I-girder, and steel box are becoming type of elevated toll construction to be applied. To meet the requirements of construction methods, construction time completion, and material volume efficiency, Indonesia Toll Road Authority on behalf Ministry of Public Works and Housing gives opportunities to toll road investors to apply the new technology as the proper selection. Composite Girder technology named Sbarch is proposed for Krian Legundi Bunder Manyar toll road project to cross at SUMO Junction. Compares Sbarch among cast in situ balanced cantilever, steel I-girder and steel box, Sbarch can comply for all requirement that cannot be fulfilled by others method such as with finish grade requirement, to road geometry alignment, accessibility, workability, and steel tonnage reducing.

Disasters are a global problem in many countries. Particularly in Indonesia, where has many prone areas to disasters. The perspective of disastermanagement has entered a new paradigm, from previously only focusing onemergency response activities to mitigation and preparedness approaches. Mitigation andpreparedness are carried out when disasters do not occur. Indisaster risk mitigation, it is necessary to involve active communityparticipation, especially in planning for disaster-related development. So far, the communities are mostly only passive object in the development program that only accepts any initiatives of disaster-based development made by thegovernment. The communities need to be placed as active subjectsparticipating in the disaster-related development in their community. Many disaster-based infrastructure developments so far still use the top-downmechanism, namely disaster planning, and management entirely based on the initiation of the government or organization. In Disaster Management Law No.24/2007, it is stated that the community has the right to be actively involved indisaster management efforts in their communities. This paper aims to identifywhat forms of community participation in disaster-based development, especially at the planning stage of infrastructure development activities.

The most important thing in the construction of toll roads, especially elevated toll roads, is the erection girder. The implementation of this erection girder certainly requires a long time and a large cost, so it requires the right work method in its implementation. The construction of the X Section A Toll Road Project is the construction of an elevated toll road where its implementation is limited by time and cost so that it requires the right work method to achieve timely and cost-efficient project completion. The girder used in this project is a box girder with the implementation method using the crane and launcher method. This study aims to analyze the time and cost of comparing the implementation method of erection box girder using cranes and launchers to obtain a more efficient and effective implementation method. This research was conducted through field observations to observe the erection box girder time and collect secondary data regarding the method of implementing erection box girder. The analysis carried out in this study includes time calculation analysis by calculating the average time value of the erection box girder implementation using statistical formulas and cost analysis carried out by referring to the PUPR Ministerial Regulation Number 28/PRT/M/2016 concerning Analysis of Unit Prices for Public Work. Based on the outcomes of the calculation of time and cost analysis, the duration of the erection box girder with the crane method is 70.65 minutes and requires a cost of Rp 23,769,579 and the launcher method takes 48.12 minutes and costs Rp 11,834,500. Thus, it can be seen that the more efficient and effective erection box girder method is the launcher method with a cost difference of Rp 11935,079 and 32% efficiency. when compared to the crane method.

The PPP scheme is carried out in Indonesia to procure public infrastructure but is constrained by the government's limited funds. Risk assessment is very important for investors to do to find out the uncertainty that can occur in investing their funds in infrastructure. This study aims to assess the Risk of Feasibility on the X - Y Toll Road, where the location is part of the East Java Province economic development acceleration program by President Regulation number 80 of 2019. The assessment carried out includes risk analysis in the pre-construction, construction, and post-construction stage. The data used are primary data and secondary data. From the assessment results, it was found that most of the assessment points were categorized as medium risk, and there was a little high risk. Still, this project is very profitable because it will be able to synergize with the previously planned infrastructure. The X-Y toll road is still possible by paying attention to risk factors and complying with risk mitigation efforts. The toll road procurement scheme with Public-Private Partnership (PPP) already has a robust legal rule and has been guaranteed in terms of security, and this scheme is very potential to be implemented.

This study uses "Library Research". The research data used is secondary data. Data collection techniques used are documentation. Data processing is done by conducting the activity of review, verification and reduction, grouping and systematization, and interpretation or interpretation so that a phenomenon has social, academic, and scientific value. From the results of the discussion concluded: 1) Based on the perspective of Islam, the lessons of Islamic Religious Education need not be added with the character, because in fact holistic education includes in the Islamic Religious Education. 2) The content of Islamic Religious Education should include aspects of Islam, ie Aqidah, Shari'ah and Akhlak which are taught in a balanced way, but the lesson of character can be combined as long as the adat is the custom of the Muslims.
