Abstract One of the areas of land management in territorial formations is the establishment of a special legal regime for their use. The main purpose of this research is precisely the comprehensive analysis of legal and social environment in order to create special-condition zones for the use of territories. Deductive, inductive, analytical, comparative legal and other scientific methods have been applied. This article identified a diversified nature that regulates the process of establishing zones under consideration and, besides, specifics of their parameters and restrictions to be imposed. The documentation setting out such parameters for each zone to be established was examined, and the interrelation between the features of the objects and the configuration of their protection zones was established. The greatest emphasis was placed on differentiating the conditions for the formation zones in two ways: in the process of integrated development of territories and in the creation of conditions for the protection of those sites that are already in use. As a result, it was revealed how the establishment of special-condition zones for the use of territories influences the content of urban planning documentation. In the first case, such a procedure is carried out during the planning phase of allocation of engineering and transport infrastructure. In the second case, zoning is carried out in order to bring the legal regime of previously commissioned infrastructure elements or natural and historical-cultural sites into compliance with current legal norms. However, in both cases there is an inextricable link to the territorial planning system.

One of the directions in the management of land resources of territorial formations is the establishment of a special legal regime for their use. The purpose of the study is to provide a comprehensive analysis of the legal and social conditions for the formation of such zones. Deductive, inductive, analytical, comparative-legal and other scientific methods were used for the most complete coverage of the problem. The multisectoral nature of the regulation of the process of establishing the zones under consideration, as well as the specifics of their parameters and imposed restrictions, were revealed. The documentation fixing such parameters for each established zone was studied, the relationship between the features of objects requiring the establishment of a special regime and the configuration of their security zones was determined. Special attention was paid to the differentiation of conditions for the formation of zones with a special regime of use in two directions: in the process of integrated development of territories and in the creation of protection conditions for already functioning objects. As a result, it was revealed how the establishment of zones with special conditions for the use of the territory (ZOUIT) affects the content of urban planning documentation, including territorial planning and urban zoning. In the first case, such a procedure is carried out at the stage of planning the placement of engineering and transport infrastructure facilities, that is, in advance, in the second case, the establishment of zones is carried out in order to bring into compliance with the current legislative norms of the legal regime of previously commissioned infrastructure elements or natural and historical and cultural objects. In both cases, there is an indissoluble link with the territorial planning system.

Within the framework of effective territorial management, as one of the priority areas of state policy, optimal decisions should be made that focus on the sustainable development of the subjects territories of the Russian Federation, municipalities, including urban settlements and municipal districts, for this purpose, appropriate urban planning documentation is being developed, including territorial planning documents, as the only legal and technical basis for the system of land redistribution and the establishment of a legal regime for their use. Modern trends in the economic development of regions determine the choice of tools for state land man-agement in strict accordance with land and civil legislation, combined with the specifics of territorial entities. Thus, the main management tools are the accounting and registration, control and supervision sys-tems in the field of land use and protection, as well as the territorial planning system. Their structural components contain a significant amount of information that should be accumulated and reflected in a single geospatial space in order to improve the efficiency of land management. However, the contradictions between the current norms of industry legislation and the insufficient level of technology development prevent the creation of a well-functioning mechanism for integrating diverse ca-dastral and urban planning information.

Abstract In order to implement the key priorities of state policy in the area of effective territorial management, it is necessary to develop and implement a set of organizational and legal measures that ensure the sustainable development of the territories of the constituent entities of the Russian Federation, municipalities, including urban settlements and municipal districts, for which the corresponding urban planning documentation is being developed. The methodological and theoretical frameworks of the study were the generalized results of scientific developments in different resources management and in the field of land, as well as information support of this process. For the most complete coverage of the problem, deductive, inductive, analytical, comparative legal and other scientific methods were used. Thus, the main instruments of the management system are the accounting and registration system, the control and supervisory system in the land field of use and protection, as well as the territorial planning system. Their structural components contain a significant amount of information, which, in order to raise the efficiency of the land administration system, must be accumulated and reflected in a single geospace. As a result, it was revealed that contradictions between the current norms of sectoral legislation and the insufficient level of technology development hinder the creation of a well-functioning mechanism for the integration of diverse cadastral and urban planning information.

The article examines the problems of the legal regime of land transport. Transport is the most important component of the production and social sphere, in connection with which the problems of legal regulation of transport lands are urgent. The authors refer to the problems of the legal regime of transport lands: the problem of imbalance in the development of a unified transport system of the Russian Federation; the problem of legal uncertainty in the practice of applying legislation in the field of legal regulation of lands of various types of transport; the legal problem of land use of transport lands in the process of formation of Russian urban settlements. According to the authors, in order to resolve legal conflicts, it is necessary to correlate the norms of transport legislation with the norms and documents of territorial planning, which are established by state authorities and local self-government bodies, which are local by-laws. This condition is necessary, among other things, to ensure the safety of transport infrastructure facilities.

The formation of local settlement systems is considered on the example of mountainous areas of Ivano-Frankivsk region (Ukraine), so-called Prykarpattya region, and is based on a complex set of factors. Recreational skiing plays an important role in the functioning and development of such systems and is simultaneously an integral part of them. The settlement systems in the mountainous areas of Ivano-Frankivsk region, which are based on recreational skiing are highlighted and investigated, in particular they are: the Kosiv system, the Yaremche-Vorokhta system (consisting of two subsystems of the Yaremche and Vorokhta -Yablunytsya), the Verkhovyna system and autonomous centers of recreational skiing in the villages Vyshkiv and Guta . Their detailed profile in demographic terms, including migration processes; natural resource possibilities; socio- economic potential and interaction with recreational skiing is outlined. The methodological principles of the spatial structure formation of local settlement systems are based on the following states of the system approach: - the main territorial-planning elements of the systems are defined: skiing complexes (one large enterprise or a group of enterprises) with a ski area and a development zone; center of the system, which is a tourist center with services, production and transport; settlements with rural territories and enterprises of the agro-industrial complex; valuable landscape (national parks, nature reserves); focal points of tourist destinations;- functional and spatial associations of ski recreation facilities with settlements, recreational, natural and nature-protected areas, and engineering-transport infrastructure are established;- the approximate boundaries of systems are determined on the basis of spatial, functional and labour relations, types of their territorial-spatial structure, distances between settlements accepted within the radius of one hour transport accessibility.Planning types, directions and trends of development and spatial transformation of local settlement systems with recreational skiing are identified. The role and significance of local settlement systems with recreational skiing as an urban planning object is demonstrated within the general system of recreational zoning.

The paper examines the types of X-ray inspection installations and their effect on the body of the inspected persons. It also investigates the issues of minimizing the passage of inspection activities using X-ray installations for certain categories of citizens in the framework of the implementation of an innovative legal regime, the possibility of optimizing inspection activities by introducing artificial intelligence systems. The article focuses on the topical problems that arise during inspection activities using X-ray equipment: privacy, harmlessness, “human factor”. The ways of solving the indicated problems are proposed. A number of general scientific and specific scientific methods of cognition were used: dialectical, systemic, analysis, modeling, etc. In the course of using these methods, the authors characterize the types of X-ray inspection installations and predictably set out problematic issues requiring legal regulation. Conclusions are also made about the possibility of using artificial intelligence systems when conducting inspection activities, both in Russia and in other countries.

The use and coordination of multiple modes of travel efficiently, although beneficial, remains an overarching challenge for urban cities. This paper implements a distributed architecture of an eco-friendly transport guidance system by employing the agent-based paradigm. The paradigm uses software agents to model and represent the complex transport infrastructure of urban environments, including roads, buses, trolleybuses, metros, trams, bicycles, and walking. The system exploits live traffic data (e.g., traffic flow, density, and CO2 emissions) collected from multiple data sources (e.g., road sensors and SCOOT) to provide multimodal route recommendations for travelers through a dedicated application. Moreover, the proposed system empowers the transport management authorities to monitor the traffic flow and conditions of a city in real-time through a dedicated web visualization. We exhibit the advantages of using different types of agents to represent the versatile nature of transport networks and realize the concept of smart transportation. Commuters are supplied with multimodal routes that endeavor to reduce travel times and transport carbon footprint. A technical simulation was executed using various parameters to demonstrate the scalability of our multimodal traffic management architecture. Subsequently, two real user trials were carried out in Nottingham (United Kingdom) and Sofia (Bulgaria) to show the practicality and ease of use of our multimodal travel information system in providing eco-friendly route guidance. Our validation results demonstrate the effectiveness of personalized multimodal route guidance in inducing a positive travel behavior change and the ability of the agent-based route planning system to scale to satisfy the requirements of traffic infrastructure in diverse urban environments.

The development of “Smart Cities” is associated with a comprehensive study of the General system of settlement. The aim of the study is to use the system of indicators for the objective assessment of territories, as well as determining the effect of each part in the overall assessment of the functioning of the «Smart City». The leading method of research is a comparative analysis of international rankings, surveys of experts and a comprehensive study of indicators. The article analyzes the papers of specialists working in the field of research «Smart Cities» and technologies: Mueller, Battarra, Srivastava, Dolgikh etc. The basis for this work were the studies by authoritative rating organizations such as IESE Business School University of Navarra, Vienna University of Technology and Research Institute of technology and communications (NIITC, Russia) which allowed to generalize the available research from the perspective of sustainable development and use them on a concrete example.The authors have adapted the existing groups of indicators in relation to the SKOLKOVO innovation city, Russia. The applied system is represented by 7 groups and 23 indicators, which allow to present the planning aspect of the current urban planning structure with its impact on human capital, transport infrastructure, social cohesion, the state of the environment, etc. The work lets confirm the influence of the selected indicators on the development of SKOLKOVO (Russia) and use the obtained data for the rating of “Smart Cities” adapted for Russia. The materials of the article can be extremely useful in the designing of concepts for the development of territories focused on the use of smart solutions in order to minimize costs in the implementation of new solutions.

Subject. This article discusses the issues of creating a planning system to improve the efficiency of cooperation between planning entities. Objectives. The article aims to study the features of application and specific characteristics of spatial and territorial planning. Methods. For the study, I used a comparative analysis. Results. The article finds that interpretations of the concepts of spatial and territorial planning used in Russian and foreign practice and research differ. Some authors confuse the two types of planning and use the relevant terms as synonyms, others distinguish the use of these types of planning in practice. Conclusions. The article concludes that spatial planning in comparison with territorial one, includes a larger number of elements. Spatial planning can form the basis to create a system of cooperation between neighboring regions.

The article is devoted to the study of the grounds for initiation of service-related objects of patent law in the system of the Ministry of the Internal Affairs of Russia. The authors define the conditions necessary for the recognition of the service-related character of an invention, utility model, or industrial design. This is especially important for the correct definition of the legal regime of the created results and the application of legal consequences to the relations arising between the subjects. The purpose of the work is to analyse the grounds for initiation of service-related objects in the system of the Ministry of the Internal Affairs of Russia. As a result of the study, the legal relationships between the subjects of patent law in the system of the Ministry of the Internal Affairs of Russia, the grounds for their occurrence and the specifics are analysed, the question of the relationships between the moment of creation of the service-related product and the period of validity of the working contract between the author and the employer are determined, the procedure of distributing intellectual rights to service-related products, including those created as a result of the joint creative activity of several persons are clarified, other conditions and criteria for vesting an invention, utility model, industrial design with a service-related character are determined. As a separate basis, a civil law contract is highlighted, which has essential importance in the implementation of service-related objects of patent law in the system of the Ministry of the Internal Affairs of Russia. The analysis of legal norms revealed the lack of the legally fixed list of the grounds for the initiation of service-related objects of patent law, and therefore a number of controversial issues arising in practice require additional clarification.
