Scientific Uncertainty in Health and Risk Messaging

Expressions of scientific uncertainty are normal features of scientific articles and professional presentations. Journal articles typically include research questions at the beginning, probabilistic accounts of findings in the middle, and new research questions at the end. These uncertainty claims are used to construct clear boundaries between uncertain and certain scientific knowledge. Interesting questions emerge, however, when scientific uncertainty is communicated in occasions for public science (e.g., newspaper accounts of science, scientific expertise in political deliberations, science in stakeholder claims directed to the public, and so forth). Scientific uncertainty is especially important in the communication of environmental and health risks where public action is expected despite uncertain knowledge. Public science contexts are made more complex by the presence of multiple actors such as citizen-scientists, journalists, stakeholders, social movement actors, politicians, and so on who perform important functions in the communication and interpretation of scientific information and bring in diverse norms and values. A past assumption among researchers was that scientists would deemphasize or ignore uncertainties in these situations to better match their claims with a public perception of science as an objective, truth-building institution. However, more recent research indicates variability in the likelihood that scientists communicate uncertainties and in the public reception and use of uncertainty claims. Many scientists still believe that scientific uncertainty will be misunderstood by the public and misused by interest groups involved with an issue, while others recognize a need to clearly translate what is known and not known. Much social science analysis of scientific uncertainty in public science views it as a socially constructed phenomenon, where it depends less upon a particular state of scientific research (what scientists are certain and uncertain of) and more upon contextual factors, the actors involved, and the meanings attached to scientific claims. Scientific uncertainty is often emergent in public science, both in the sense that the boundary between what is certain and uncertain can be managed and manipulated by powerful actors and in the sense that as scientific knowledge confronts diverse public norms, values, local knowledges, and interests new areas of uncertainty emerge. Scientific uncertainty may emerge as a consequence of social conflict rather than being its cause. In public science scientific uncertainty can be interpreted as a normal state of affairs and, in the long run, may not be that detrimental to solving societal problems if it opens up new avenues and pathways for thinking about solutions. Of course, the presence of scientific uncertainty can also be used to legitimate inaction.

This synthesis chapter recapitulates the major themes of Part I. The chapter proposes that science communication is challenging because science is complex, because humans interpret evidence in biased ways, and because the science–media landscape is shifting. Consequently, the mere supply of scientific information alone is not likely to guide audiences to science-consistent beliefs. Instead, science communicators must learn to navigate both the cultural implications of their work and the heuristics audiences use when deciding whom to trust. Consideration must be given to scientific knowledge and the audience’s values alike. A science of science communication provides an understanding of these multiple considerations and promotes effective dialogue between scientists and the public.

In this article a series of variables referred to the general public's valuations of science and technology are analysed. These valuations refer to different dimensions of science and technology—as a utility of scientific knowledge, their legitimacy, their bond with the cultural matrix of everyday life. The analysis is based on information from a survey carried out in a great urban conglomerate of a little scientific developing country, Argentina. We see that valuation variables discriminate the public according to their positive or negative responses about science, but that there is no evident association between them. We consider one variable in particular dividing the public into those who are ‘trustful’ and those who are ‘cautious’ regarding the advances of science, and we see how it is related to other significations of valuation. The pre-eminence of positions of ambivalence or contradiction in the population's perception regarding this topic is discussed. A factor analysis is presented that comprises these variables and that presents a set of ‘valuation orientations’ towards science as a result. Finally, it is interesting to see how education and the level of understanding of scientific knowledge affect the public's valuation, which questions the basic supposition of the tradition of public understanding studies.

This article explores the Public Library of Science as a site that produces and disseminates open access scientific information and knowledge for the public good. Through this case study, issues of property ownership, the nature and political economy of biological information, scientific expertise and accessibility of information and scientific knowledge as a public good are considered. Drawing on a cultural industries perspective, I examine the various intermediaries and institutional arrangements that continue to impact and shape the production and dissemination of this open access knowledge. I suggest that Public Library of Science embodies a new mode for the social production of scholarly knowledge and its dissemination, with important implications for how scientific knowledge and expertise are created, certified and circulated.

The article analyses the role of social scientists as expert witnesses in the ICTY, whose contribution is assessed in the light of the long development of this practice. Wider discussion on the courtroom usage of scientific knowledge is evoked in order to emphasize the problems in regulation of expert witnessing. Differing mechanisms set to ensure the scientific reliability and legal relevance of the contribution of experts is analyzed in different legal contexts and in different scholarly disciplines. Regulation of expert witnessing in The Hague tribunal is perceived as specific solution whose consequences are tracked through the role of experts in the trials and through the public perception of this role. The goal of such approach is to nuance the dominant interpretations on the role of scholars in the Hague tribunal and to create the preconditions for understanding of the specific character of their role.

In software repository mining, it's important to have a broad representation of projects. In particular, it may be of interest to know what proportion of projects are public. Discovering public projects can be easily parallelized but not so easy to automate due to a variety of data sources. We evaluate the research and educational potential of crowd-sourcing such research activity in an educational setting. Students were instructed on three ways of discovering the projects and assigned a task to discover the list of public projects from top 45 forges with each student assigned to one forge. Students had to discover as many of the projects as they could using the method of their choice and provide a market-research report for a fictional customer based on the attribute they selected. A subset of the results was sampled and verified for accuracy. We found that many of the public forges do not host public projects, that a substantial fraction of forges do not provide APIs and the APIs vary dramatically among the remaining forges. Some forges have been discontinued and others renamed, making the discovery task into an archaeological exercise. The students' findings raise a number of new research questions and demonstrate the teaching potential of the approach. The accuracy of the results obtained, however, was low, suggesting that crowd-sourcing would require at least two or more likely a larger number of investigators per forge or a better way to gauge investigator skill. We expect that these lessons will be helpful in creating education-sourcing efforts in software data discovery.

The successes and failures of water reuse schemes are shaped by complex interrelationships between technological, economic, and socio-political factors. However, it has long been recognized that the main challenges to more effective water management are largely social rather than technical. This article reviews the recent literature (2007–2017) to analyze driving factors associated with farmers’ concerns and public perception of reclaimed wastewater for irrigation. The aim of the paper is to synthetize how both environmental and health risks and the yuck factor could be addressed in order to promote mutual understanding between farmers and the public. Results show: (1) how farmers and the public perceive environmental and health risks in a similar way, (2) how the yuck factor is more noticeable for the public than farmers, and (3) how constructed wetlands, reclaimed water exchange consortiums, product certification, and direct site visits to water reuse infrastructure could be promoted in order to foster understanding between farmers and the public. The article concludes by providing key research questions for managers and public authorities relating to how to focus on the study of technical and social issues related to water reuse.

INTRODUCTION: Computational Thinking is a problem solving skill that became well known after Wing's article in 2006. Since then, several researchers have argued this way of thinking can be useful to all people, and much research has been done to promote the development of this skill with different audiences. OBJECTIVE: To discover the state of art of the initiatives carried out in the last decade to promote the development of Computational Thinking, inside and outside Brazil, regardless of the public addressed and the method applied. METHOD: A systematic mapping of the literature was carried out comprising three steps of selection of articles to proceed with data extraction and analysis of results. Three international databases and one national were included to search articles published between 2007 and 2017, in Portuguese and English. From a total of 468 articles, 46 were selected for data extraction and analysis. RESULTS: Mapping allowed us to answer seven research questions, showing, for example, that the USA and Brazil stand out in quantity of research. Additionally, they presented important differences between the duration of the research, target audience(s) and the tools used. We were able to identify that research has grown in number and diversity. Conversely, initiatives in multi and transdisciplinary contexts are still lacking, and little attention is paid to the public in less favored contexts. CONCLUSION: Computational Thinking is a growing topic of research and knowing the initiatives published in these 10 years of research helps in the elaboration of new research, mainly indicating opportunities to be explored. Especially for Brazil, it is necessary to approach students beyond basic education, to explore the transdisciplinary potential of Computational Thinking, and to carry out research of longer duration.

The timely and accurate dissemination of scientific discoveries is of utmost importance so that scientific knowledge can be advanced and applied to benefit the public. Scientists communicate amongst themselves at conferences, via journal articles, and, increasingly in the life sciences, in preprint manuscripts which have not been subject to peer review. Journalists translate new research into a language the public can understand, relying on both work presented in scientific forums and interviews with experts. Critically, scientists and journalists both share the ethical principle that publications should be rigorously sourced and fact-checked, with errors subject to publicized corrections. Here we respond to concerns raised about the impact of reporting on results that have not passed through peer review, calling for improved dialogue between scientists and journalists to maintain public trust in research and arguing that imposing limits is against the public interest.

Over the course of the last six years, New Directions: Science, Humanities, Policy has taken a case-study approach to questions concerning the nature of knowledge production. Launched in 2001, New Directions promotes interdisciplinary collaborations where physical scientists, social scientists, and humanists work together with public science agencies, the private sector, and communities to deepen our understanding of and develop effective responses to societal problems. Two key elements characterize all New Directions projects. First, by involving the sciences, engineering, and the humanities, in dialogue with the public and private sectors, New Directions unites the two axes of interdisciplinary—the wide and the deep. Second, these experiments in interdisciplinary problem solving function as a means for thematizing the problem of the breakdown between knowledge production and use.

Marine litter is a global problem which has been negatively affecting the environment. Plastic materials are the most commonly found marine debris, with potential biological (not only for aquatic organisms but also for humans) as well as socio-economic impacts. Considering that it is an anthropogenic problem, society could play an important role to minimize it. Although a considerable amount of research has addressed the biological effects of plastics (micro(nano)plastics) on biota, few studies have addressed how scientific information is being transmitted to the public and the potential role of citizen environmental education. The current paper discusses known effects, researched topics and how scientific knowledge is currently being transmitted to the public.
