Abstract Recent developments in the aging-in-place literature have recognized the significance of aging-in-the-right-place. That is, aging in a place that supports an individual’s unique values, vulnerabilities, and lifestyles. This symposium will build upon existing research by critically examining the potential for older persons with experiences of homelessness (OPEH) and/or housing insecurity to age-in-the-right-place. Presenters will include interdisciplinary researchers with a diversity of perspectives stemming from gerontology, social work, and environmental design. The symposium will begin with Weldrick and Canham presenting a conceptual framework for aging-in-the-right-place that has been developed to outline indicators relevant to OPEH and housing-insecure older people. Elkes and Mahmood will then discuss findings from a study of service providers working with OPEH to consider the relative benefits and challenges of temporary housing programs. Following, Brais and colleagues will present findings from an environmental audit, developed as a novel assessment tool to evaluate the accessibility and physical design of housing programs for OPEH. A final presentation by Kaushik and Walsh will highlight findings from a photovoice study on perspectives of aging-in-the-right place among OPEH during the Covid-19 pandemic. Joyce Weil, an expert in measurement of person-place fit and life course inequalities, will discuss the implications of these papers and reflect on the potential for the aging-in-the-right-place framework to address the diverse needs of the growing population of OPEH through policy and practice. Together, the participants of the symposium will advance this emerging scholarship using a wide range of methods and perspectives.

Abstract Montréal, Calgary, and Vancouver have seen a dramatic increase in homelessness among adults aged 50+. In order to identify ‘promising practices’ that promote aging-in-the-right-place for older people experiencing homelessness (OPEH) in Montréal, Calgary, and Vancouver, we conducted an environmental scan and three World Café workshops with 99 service providers and OPEH. We identified 53 promising practices managed or operated by 42 providers which we categorized across a shelter/housing continuum: 1) Emergency/transitional/temporary shelter/housing; 2) Independent housing with offsite supports; 3) Supported independent housing with onsite, non-medical supports; 4) Permanent supportive housing with onsite medical support and/or specialized services; 5) Long-term care; and 6) Palliative care/hospice. Study findings provide a template for existing solutions to the diverse shelter/housing needs of OPEH and insight into the gaps in shelter/housing and services that would support OPEH to age-in-the-right place. Policy and practice implications for scaling promising practices will be discussed. Part of a symposium sponsored by the Environmental Gerontology Interest Group.

This paper reviews recent developments in cost–benefit analysis for water policy researchers who wish to understand the applications of economic principles to inform emerging water policy debates. The cost–benefit framework can provide a comparison of total economic gains and losses resulting from a proposed water policy. Cost–benefit analysis can provide decision-makers with a comparison of the impacts of two or more water policy options using methods that are grounded in time-tested economic principles. Economic efficiency, measured as the difference between added benefits and added costs, can inform water managers and the public of the economic impacts of water programs to address peace, development, health, the environment, climate and poverty. Faced by limited resources, cost–benefit analysis can inform policy choices by summarizing trade-offs involved in designing, applying, or reviewing a wide range of water programs. The data required to conduct a cost–benefit analysis are often poor but the steps needed to carry out that analysis require posing the right questions.

ABSTRACTThis paper addresses the transformation that has occurred in livelihoods in the Nordic Arctic, showing how it affects gender equality among the region's older people. The region's population includes the Sámi, an indigenous people, who have traditionally relied for their livelihood on activities such as reindeer herding, making handicrafts, farming, fishing, hunting, trapping and gathering. In recent years these have faced enormous challenges because of the rapid transformation of the region in the wake of climate change and globalisation. Overall, these and other processes have precipitated socio-economic, cultural, environmental and infrastructural changes that are transforming the local economies and severely impacting older people in particular. The main research question examined in this article is whether gender inequality has arisen among older people because of the ongoing transformation of livelihoods. To this end, the paper provides an empirical analysis based on experiences gathered from field studies conducted by the author in Finnish and Swedish Lapland. The research also presents the experiences of older persons in light of the standard set by General Recommendation 27 of the Committee on the Elimination of Discrimination against Women, which oversees the United Nations Convention on the Elimination of All Forms of Discrimination Against Women. The Recommendation sets out the right of older women to equality and non-discrimination. The findings of the present research contribute to filling a gap in the literature on the topic.

Managing the assets of older people is a common and potentially complex task of informal care with legal, financial, cultural, political and family dimensions. Older people are increasingly recognised as having significant assets, but the family, the state, service providers and the market have competing interests in their use. Increased policy interest in self-provision and user-charges for services underline the importance of asset management in protecting the current and future health, care and accommodation choices of older people. Although ‘minding the money’ has generally been included as an informal care-giving task, there is limited recognition of either its growing importance and complexity or of care-givers' involvement. The focus of both policy and practice have been primarily on substitute decision-making and abuse. This paper reports an Australian national survey and semi-structured interviews that have explored the prevalence of non-professional involvement in asset management. The findings reveal the nature and extent of involvement, the tasks that informal carers take on, the management processes that they use, and that ‘minding the money’ is a common informal care task and mostly undertaken in the private sphere using some risky practices. Assisting informal care-givers with asset management and protecting older people from financial risks and abuse require various strategic policy and practice responses that extend beyond substitute decision-making legislation. Policies and programmes are required: to increase the awareness of the tasks, tensions and practices surrounding asset management; to improve the financial literacy of older people, their informal care-givers and service providers; to ensure access to information, advice and support services; and to develop better accountability practices.

The restrictions imposed in response to the COVID-19 pandemic pose significant risks to the human rights of older people from limitations in how people are able to engage with their social lives and from increased risk of discrimination linked to conceptualization of COVID-19 as a disease of the old. Further, COVID-19 increases risks of social isolation through public health and societal responses such as lockdowns. These responses have resulted in significant shifts in how citizens and service providers think about technology as a tool to allow people to stay socially connected. However, there are risks to the rights of older people inherent in the use of technology related to their ability to access technology and ageist assumptions that may limit engagement. The ‘Technology and Social Connectedness’ project was a pre-pandemic mixed-methods study involving evidence review, secondary analyses, and qualitative methods. Cross-dataset analyses led to evidence-based guidance to inform a rights-based approach to using technology. This paper provides analysis from the project that foregrounds a rights-based approach demonstrating how we developed the guidance within this framework and, contextualized within the pandemic response in Scotland, how that guidance can help others to protect and uphold the human rights of older people.

Introduction Over the last fifteen years, Living Labs have been on the rise in Europe to bridge the gap between service providers, and the needs of end-users, and to speed up innovation, particularly in the field of healthcare and ageing. Ageing tends to be considered by institutions as a set of risks to be managed for older persons, illustrated in particular via the concepts of “ageing well” or “successful ageing”. In this context, this project aims to define the meaning and the conditions for a good life from the point of view of older persons themselves, thereby improving institutions’ recognition and support of older persons’ ways of living well, rather than imposing a general definition of “successful ageing” based on functional capacity. Methods and analysis This qualitative study is designed as an action research underpinned by a Living-Lab approach to co-creation. The aims are to: define the conditions for a good life as accurately as possible with older persons (Step 1); share these findings with different healthcare and service providers to adjust existing services or create new ones (Step 2); and disseminate them more broadly within the regions under study and across the scientific community (Step 3). During Step 1, the features of a “good life” will be analysed in a socio-anthropological study based on semi-directed interviews and observations made in the homes of 70 elderly people living in a wide range of accommodation types and regions. In accordance with French legislation, and as confirmed by our formal Ethics Committee, this study does not require approval. The dissemination stage is integrated into the design of this action research, and notably will provide for the appropriation of research findings by the partners of this study, by setting up creativity sessions (Step 2) and by sharing the general findings through panel discussions bringing together regional and national stakeholders (Step 3).

Abstract Maintaining physical, psychological and social wellbeing is integral to older adults being able to age well in their community. Therefore, an environment that facilitates and supports ageing well is imperative. The aim of this study was to explore the views of older people about their preparation for ageing well in a rural community. Forty-nine community-dwelling older people aged between 65 and 93 years participated in a semi-structured and digitally recorded interview. The resulting qualitative data were analysed using a thematic approach. Three main themes were identified: (a) ‘sensible planning: the right place and the right people’; (b) ‘remaining independent: “it's up to me”’; and (c) ‘facing challenges: “accepting my lot”’. Findings from this study identify that across all age groups, these older people were actively and realistically preparing for ageing well. All valued their independence, believing individually they were responsible for being independent and planning for their future. Consequently, environmental planners, policy makers and practitioners need to understand that older people are a heterogeneous group and ageing policies should be geared towards older people's individual abilities and circumstances. Consideration of diversity enables inclusion of older people with a wide range of abilities and needs to achieve the perceived goals of ageing well.

Urban planning has played an increasing role in response to threats to health and safety, but this can create problematical conflicts with other planning priorities. The author examines how the UK planning system deals in practice with the safety implications of hazardous installations involving the storage and use of toxic, explosive, and flammable substances. The responses that have been made by local planning authorities to hazard – development conflicts in the vicinity of hazardous installations are evaluated. A distinction is made between those responses focused on development restraint through refusing permission for housing, community facilities, and other sensitive land uses, and those focused on the hazard source. It is argued that these last are becoming increasingly significant despite limitations in the statutory powers available. Through focusing on recent developments and drawing on a wide range of experience, the author adds to the existing research literature on planning and hazardous installations in which the evolution of policy and practice in this area has hitherto been rather sporadically examined. The implications of a recent policy focus on brownfield redevelopment, of new European regulations for hazardous sites, and of wider trends in relationships between industry, regulators, and communities at risk are considered.

To address workforce shortages, the Australian Government funded additional nursing and midwifery places in 2009 pre-registration courses. An existing deficit in midwifery clinical placements, combined with the need to secure additional clinical placements, contributed to a serious shortfall. In response, a unique collaboration between Midwifery Academics of Victoria (MIDAC), rural and metropolitan maternity managers (RMM and MMM) groups and Department of Health (DOH) Victoria was generated, in order to overcome difficulties experienced by maternity services in meeting the increased need. This group identified the large number of different clinical assessment tools required to be being completed by midwives supervising students as problematic. It was agreed that the development of a Common Assessment Tool (CAT) for use in clinical assessment across all pre-registration midwifery courses in Victoria had the potential to reduce workload associated with student assessments and, in doing so, release additional placements within each service. The CAT was developed in 2009 and implemented in 2010. The unique collaboration involved in the development of the CAT is a blueprint for future projects. The collaboration on this project provided a range of benefits and challenges, as well as unique opportunities for further collaborations involving industry, government, regulators and the tertiary sector. What is known about this topic? In response to current and predicted workforce shortages, the Australian Government funded additional midwifery places in pre-registration midwifery courses in 2009, creating the need for additional midwifery student clinical placements. Victorian midwifery service providers experienced difficulty in the supply of the additional placements requested, due to complex influences constraining clinical placement opportunities; one of these was the array of assessment tools being used by students on clinical placements. What does this paper add? A collaborative partnership between MIDAC, RMM and MMM groups, and the DOH identified a range of problems affecting the ability of midwifery services to increase clinical placements. The workload burden attached to the wide range of clinical assessment tools required to be completed by the supervising midwife for each placement was identified as the most urgent problem requiring resolution. The collaborative partnership approach facilitated the development of a CAT capable of meeting the needs of all key stakeholders. What are the implications for managers and policy makers? Using a collaborative partnership workshop approach, the development of a clear project focus where all participants understood the outcome required was achieved. This collaboration occurred at multiple levels with support from the DOH and was key to the success of the project. The approach strengthens problem solving in situations complicated by competing influences, a common occurrence in health service delivery, and where unilateral approaches have not or are unlikely to succeed.

The authors examine consumer activism as a form of power used by individuals when they experience a perceived failure with organizational service performance. Consumer citizens demonstrate the power of their voices through digital vigilantism consisting of injurious and constructive digital content sharing. The authors use agency theory and power concepts to study an instance in which a public service provider breached consumer performance expectations. They study digital responses to the 2017 Charlottesville Unite the Right rally because an independent review found the public service providers culpable. Tweets (n = 73,649) were analyzed utilizing qualitative thematic coding, cluster analysis, and sentiment analysis. Consumer conversations (tweets) during and after the rally yielded five types of digital vigilantism characterized by the following consumer voice clusters: “Shame on them!”, “Hear ye, hear ye…”, “Can you believe this?”, “Let’s get ‘em!”, and “Do the right thing.” The authors also present a new facet of digital vigilantism represented by the pessimistic and optimistic power of consumer voice. Several proactive and reactive responses are presented for policy and practice when responding to digital vigilantism.
