Abstract Infrastructure and institutional frameworks supporting sustainable phenotyping systems are lacking in most developing countries, which are characterized by subsistence agricultural systems with small, highly dispersed farms having few animals, which makes performance recording inefficient, unattractive and expensive. Nevertheless, capturing performance data in near real time using digital devices for livestock improvement is fast gaining ground in many emerging economies around the world because of technological advancements made in the use of information and communications technologies (ICT), mobile devices and a myriad of digital innovations. Several initiatives in developing countries have demonstrated that ICT models for livestock performance recording in small-holder farming systems coupled with appropriate feedback to farmers for improved management and decision making is sustainable. More work needs to be done in developing and designing simple, efficient, inexpensive, non-evasive and sturdy phenotyping devices to support the collection of a range of existing or new quantitative data relating to animal welfare, production, reproduction, product quality, feed efficiency, etc. on farms. Most suitable technologies will be those that will support routine data collection to be transmitted in real time/near real time, but can also function without the internet, and can be easily incorporated into genetic/genomic improvement programs with a community-based breeding program approach. Animal scientists will need to collaborate with an interdisciplinary team of scientists (software developers, engineers, programmers, etc.) to design these next generation of innovative technologies needed for phenotypic data collection. Efficient methods for data collection will generate a lot of data and will need trained scientists to transform this data into information needed for improving animal production systems. Application of these technologies will be critical in attracting youth into agriculture and thus ensure sustainable systems for phenomics in developing countries.

Pulses play important roles in providing proteins and essential amino-acids, and contribute to soils’ nutrients cycling in most smallholder farming systems in Sub-Saharan Africa (SSA). These crops can be promoted to meet food and nutrition security goals in low-income countries. Here, we investigated the status of Kersting’s groundnut (Macrotyloma geocarpum, Fabaceae), a neglected pulse in West Africa. We explored its diversity, the production systems, the production constraints and farmers’ preferences in Burkina Faso and Ghana. Focus groups and semi-structured interviews were conducted in 39 villages with 86 respondents grouped in five sociolinguistic groups. Our results indicated that Macrotyloma geocarpum was produced in three cultivation systems: in the first system, farmers grew Kersting’s groundnut in fields, mostly on mounds or on ridges; in the second system, farmers grew it as field border; and in the third system, no clear tillage practice was identified. The main constraints of those farming systems included: difficulty to harvest, the lack of manpower and the damage due to high soil humidity at the reproductive stage. A total of 62 samples were collected and clustered in six landraces based on seed coat colors including cream, white mottled with black eye, white mottled with greyed orange eye, black, brown mottled, and brown. All six groups were found in the southern-Sudanian zone whereas only white mottled with black eye and black colors were found in the northern-Sudanian zone. The white mottled with black eye landrace was commonly known and widely grown by farmers. Farmers’ preferences were, however, influenced by sociolinguistic membership and the most preferred traits included high yielding, drought tolerance, and resistance against beetles. These findings offer an avenue to develop a relevant breeding research agenda for promoting Kersting’s groundnut in Burkina Faso and Ghana.

Rotavirus is the leading cause of severe acute childhood gastroenteritis, responsible for more than 128,500 deaths per year, mainly in low-income countries. Although the mortality rate has dropped significantly since the introduction of the first vaccines around 2006, an estimated 83,158 deaths are still preventable. The two main vaccines currently deployed, Rotarix and RotaTeq, both live oral vaccines, have been shown to be less effective in developing countries. In addition, they have been associated with a slight risk of intussusception, and the need for cold chain maintenance limits the accessibility of these vaccines to certain areas, leaving 65% of children worldwide unvaccinated and therefore unprotected. Against this backdrop, here we review the main vaccines under development and the state of the art on potential alternatives.

The fast development of aquaculture over the past decades has made it the main source of fish protein and led to its integration into the global food system. Mostly originating from inland production systems, aquaculture has emerged as strategy to decrease malnutrition in low-income countries. The Nile tilapia (Oreochromis niloticus) was introduced to Madagascar in the 1950s, and is now produced nationally at various scales. Aquaculture mostly relies on fry harvested from wild populations and grow-out in ponds for decades. It has recently been diversified by the introduction of several fast-growing strains. Little is known how local genetic diversity compares to recently introduced strains, although high and comparable levels of genetic diversity have previously been observed for both wild populations and local stocks. Our study compares DNA barcode genetic diversity among eight farms and several strains belonging to three species sampled. DNA-based lineage delimitation methods were applied and resulted in the detection of six well differentiated and highly divergent lineages. A comparison of DNA barcode records to sequences on the Barcode of Life Data System (BOLD) helped to trace the origin of several of them. Both haplotype and nucleotide diversity indices highlight high levels of mitochondrial genetic diversity, with several local strains displaying higher diversity than recently introduced strains. This allows for multiple options to maintain high levels of genetic diversity in broodstock and provides more options for selective breeding programs.

Low-income countries typically collect taxes of between 10 to 20 percent of GDP while the average for high-income countries is more like 40 percent. In order to understand taxation, economic development, and the relationships between them, we need to think about the forces that drive the development process. Poor countries are poor for certain reasons, and these reasons can also help to explain their weakness in raising tax revenue. We begin by laying out some basic relationships regarding how tax revenue as a share of GDP varies with per capita income and with the breadth of a country's tax base. We sketch a baseline model of what determines a country's tax revenue as a share of GDP. We then turn to our primary focus: why do developing countries tax so little? We begin with factors related to the economic structure of these economies. But we argue that there is also an important role for political factors, such as weak institutions, fragmented polities, and a lack of transparency due to weak news media. Moreover, sociological and cultural factors—such as a weak sense of national identity and a poor norm for compliance—may stifle the collection of tax revenue. In each case, we suggest the need for a dynamic approach that encompasses the two-way interactions between these political, social, and cultural factors and the economy.

UNSTRUCTURED From the bubonic plague on the 14th century to the new Coronavirus disease 2019 (COVID-19), pandemics have profoundly changed societies function. Infectious disease outbreaks are getting shorter and shorter due to our densely populated cities, global travel, and nature mass exploration. In this regard, there is a particular concern about fires occurring in Brazil's Amazon rainforest, one of the most biodiverse places on earth that facilitates cross-species transmission giving rise to the emergency of new virulent pathogens. Situation is further complicated because Amazon spans across eight developing countries with limited preventive health care services. In this perspective, this review highlights the role of new methodologies best suited for epidemiological monitoring in low-income countries, such as high-throughput serological tests. Phage immunoprecipitation sequencing (Phip-Seq), for example, can evaluate antibody-repertoire binding specificities using oligonucleotides libraries encoding epitopes covering the DNA sequences from all human pathogenic viruses or all Arboviruses already described. After incubation with an individual's serum, these libraries can be immunoprecipitated for subsequent analysis by DNA sequencing. Data are analyzed revealing peptides recognized by the antibodies present in the sample. Being a technique at a relatively low cost, its implementation in developing countries is feasible and can generate very interesting scientific information.

Diarrhea is the second leading cause of death and is the major cause of malnutrition in children under age 5 worldwide. More than 50 percent of the cases occur in developing countries, particularly in sub-Saharan Africa and Southeast Asia. Open defecation, substandard fecal disposal systems, and contaminated water supplies are the typical causes of diarrheal diseases. This public health crisis in low income countries mirrors the experiences of today's industrialized nations two centuries ago. The lessons learned from their sanitary evolution can be instructive in charting a sustainable path towards saving the lives of almost 2 million children annually. In this chapter a case study of Cuba's sanitary reformation is also presented to showcase successes, similar to those of developed countries, within a developing country and economically challenging context.

Abstract Livestock interventions can improve nutrition, health, and economic well-being of communities. The objectives of this review were to identify and characterize livestock interventions in developing countries and to assess their effectiveness in achieving development outcomes. A scoping review, guided by a search strategy, was conducted. Papers needed to be written in English, published in peer-reviewed journals, and describe interventions in animal health and production. Out of 2739 publications systematically screened at the title, abstract, and full publication levels, 70 met our inclusion criteria and were considered in the study. Eight relatively high-quality papers were identified and added, resulting in 78 reviewed publications. Only 15 studies used randomized controlled trial designs making it possible to confidently link interventions with the resulting outcomes. Eight studies had human nutrition or health as outcomes, 11 focused on disease control, and four were on livestock production. Eight interventions were considered successful, but only four were scalable. We found good evidence that livestock-transfer programs, leveraging livestock products for nutrition, and helping farmers manage priority diseases, can improve human well-being. Our report highlights challenges in garnering evidence for livestock interventions in developing countries and provides suggestions on how to improve the quantity and quality of future evaluations.

Road safety in low-income countries (LICs) remains a major concern. Given the expected increase in traffic exposure due to the relatively rapid motorisation of transport in LICs, it is imperative to better understand the underlying mechanisms of road safety. This in turn will allow for planning cost-effective road safety improvement programs in a timely manner. With the general aim of improving road safety in LICs, this paper discusses the state of knowledge and proposes a number of future research directions developed from literature reviews and expert elicitation. Our study takes a holistic approach based on the Safe Systems framework and the framework for the UN Decade of Action for Road Safety. We focused mostly on examining the problem from traffic engineering and safety policy standpoints, but also touched upon other sectors, including public health and social sciences. We identified ten focus areas relating to (i) under-reporting; (ii) global best practices; (iii) vulnerable groups; (iv) disabilities; (v) road crash costing; (vi) vehicle safety; (vii) proactive approaches; (viii) data challenges; (ix) social/behavioural aspects; and (x) capacity building. Based on our findings, future research ought to focus on improvement of data systems, understanding the impact of and addressing non-fatal injuries, improving estimates on the economic burden, implementation research to scale up programs and transfer learnings, as well as capacity development. Our recommendations, which relate to both empirical and methodological frontiers, would lead to noteworthy improvements in the way road safety data collection and research is conducted in the context of LICs.
