Abstract At seven small-group dialogues held across the United States, field natural-resource professionals were asked to describe the toughest problems facing them over the next 10–15 years. Thirty-five problems were identified, spanning all three components of sustainability—ecological, economic, and social. Most were socioeconomic problems related to people’s choices and values. Key science gaps contributing to the problems’ toughness and top investment priorities to fill critical gaps were described. The problems and priorities identified were then compared to ones identified since 1996 by panels of experts who compiled previous national research reports. Field professionals’ views were consistent with the previous findings and illustrated they have detailed, nuanced understandings of the challenges facing them. Top priorities from the dialogues suggest that socioeconomic forces driving ecological changes are poorly understood. Potential mitigation measures will depend on broader interdisciplinary research delving into sciences beyond ecology, such as demographics, sociology, political science, governance, and economics.

In-person schooling has proved contentious and difficult to study throughout the SARS-CoV-2 pandemic. Data from a massive online survey in the United States indicates an increased risk of COVID-19-related outcomes among respondents living with a child attending school in-person. School-based mitigation measures are associated with significant reductions in risk, particularly daily symptoms screens, teacher masking, and closure of extra-curricular activities. A positive association between in-person schooling and COVID-19 outcomes persists at low levels of mitigation, but when seven or more mitigation measures are reported, a significant relationship is no longer observed. Among teachers, working outside the home was associated with an increase in COVID-19-related outcomes, but this association is similar to other occupations (e.g., healthcare, office work). While in-person schooling is associated with household COVID-19 risk, this risk can likely be controlled with properly implemented school-based mitigation measures.

On the evening of October 29, 2012, “Hurricane” Sandy made land- fall on the New York coastline, battering the land with strong winds, torrential rain, and record-breaking storm surges. Homes and commercial structures were destroyed; roads and tunnels were flooded; and more than 23,000 people sought refuge in temporary shelters, with many others facing weeks without power and electricity. At the time, Sandy was heralded as one of the costliest hurricanes in the his- tory of the United States; the second costliest hurricane only to Katrina, which hit New Orleans in 2005. Unfortunately, recent experience with Hurricanes Florence, Maria, Harvey, and Irma suggest that this pattern of devastating superstorms may become the new norm as climate change produces more extreme and unpredictable weather events. In Sandy’s aftermath, as individuals returned to their homes, or what remained of them, and communities began to rebuild, the true cost of the storm became apparent. A year after the storm, the Federal Emergency Management Agency (“FEMA”) estimated that over $1.4 billion in assistance was provided to 182,000 survivors of the dis- aster; another $3.2 billion was provided to state and local governments for debris removal, infrastructure repair, and emergency protective measures. More than $2.4 billion was provided to individuals and businesses in the form of low-interest loans through the Small Business Administration (“SBA”), and millions more were spent on grants de- signed to implement mitigation measures in the future and to provide unemployment assistance to survivors. Before the storm, homeowners paid premiums for flood insurance provided through the National Flood Insurance Program (“NFIP”), and for homeowner’s insurance provided by dozens of private insurers. In the months following the storm, they began to file claims for assistance in rebuilding their homes. While many such claims were re- solved successfully, many homeowners were unhappy with the settlement amounts offered by their insurance carriers and felt compelled to file lawsuits in the surrounding state and federal courts. Many of those lawsuits were filed in the United States District Court for the Eastern District of New York (“EDNY”). This case study describes the EDNY’s specifically crafted, unique approach to handling the mass litigation that ensued from Sandy’s devastation, documents some of the problems that the Court faced during that mass litigation, and describes some of the lessons learned from the Court’s experience.

The 1913 Armory Show was the first comprehensive exhibition of modern art to take place in the United States and served as America’s introduction to modernism in the visual arts. Formally titled the International Exhibition of Modern Art—but informally designated the "Armory Show," given its location at the 69th Infantry Regiment Armory in New York City—the exhibition was organized by the Association of American Painters and Sculptors (AAPS), a small group of American artists, with the goal of offering a survey of modern art from Impressionism to Cubism and to spur the establishment of modern art in the United States. The exhibition ran for four weeks (February 17–March 15, 1913) and offered more than 1,300 works by 308 artists who hailed from twenty-five nations (though American artists composed more than half of this total).

In 2012, the internet advertising revenue in the United States of America reached a total of 36.6 billion dollars, a growth of 15.2% when compared to 2011. The efficiency of a marketing strategy relies in the ability to understand and to direct the consumers' desires. In this work, the authors propose an approach that combines the Internet-Based Information Consumer Theory (IBICT) with semiotics to bring consumers' desires to e-Market. Hence, we present IBICT's framework as a collective network set based on a semiotic human-machine approach. For implementation purposes, we propose a text mining architecture towards IBICT's framework, which leads to an IBICT's architecture, and an Interdisciplinary Research Project Management (IRPM) approach to determine IBICT's dimensions.

Do environmental provisions in trade agreements make a difference? In part to coopt environmental criticisms, the United States has included environmental components to trade agreements since NAFTA side agreements in the mid-1990s. Environmental components are increasingly more integrated and more specific, as illustrated by the 2009 United States–Peru Trade Promotion Agreement (PTPA). In exchange for increased market access to the United States, the Peruvian government agreed to reduce illegal logging and improve forest sector governance. Recent qualitative assessments of deforestation highlight difficulties in implementing the specific requirements of the PTPA’s Annex on Forest Sector Governance, but tests with Peruvian data on logging appear unreliable. We circumvent this difficulty by using satellite imagery of deforestation across Peruvian border regions and by engaging multiple methods to estimate the PTPA’s impact. All results suggest that deforestation has actually increased since the PTPA entered force, although no more than in other Amazonian countries. We conclude by emphasizing the limits of external imposition of environmental rules, which appear prone to failure unless domestic interests mobilize in their support.

The need for earthquake-resistant construction in areas of low-to-moderate seismicity has been recognized through the adoption of code requirements in the United States and other countries only in the past quarter century. This is largely a result of improved assessment of seismic hazard and examples of recent moderate earthquakes in regions of both moderate and high seismicity, including the San Fernando (1971), Mexico City (1985), Loma Prieta (1989), and Northridge (1994) earthquakes. In addition, improved understanding and estimates of older earthquakes in the eastern United States such as Cape Ann (1755), La Malbaie, Quebec (1925), and Ossippe, New Hampshire (1940), as well as monitoring of micro-activity in source areas such as La Malbaie, have increased awareness of the earthquake potential in areas of low-to-moderate seismicity. Both the hazard and the risk in moderate seismic zones (MSZs) differ in scale and kind from those of the zones of high seismicity. Earthquake hazards mitigation measures for new and existing construction need to be adapted from those prevailing in regions of high seismicity in recognition of these differences. Site effects are likely to dominate the damage patterns from earthquakes, with some sites suffering no damage not far from others, on soft soil, suffering near collapse. A number of new seismic codes have been developed in the past quarter century in response to these differences, including the New York City (1995) and the Massachusetts State (1975) seismic codes. Over the same period, the national model building codes that apply to most areas of low-to-moderate seismicity in the United States, the Building Officials and Code Administrators (BOCA) Code and the Southern Standard Building Code (SSBC), have incorporated up-to-date seismic provisions. The seismic provisions of these codes have been largely inspired by the National Earthquake Hazard Reduction Program (NEHRP) recommendations. Through adoption of these national codes, many state and local authorities in areas of low-to-moderate seismicity now have reasonably comprehensive seismic design provisions. This paper will review the background and history leading up to the MSZ codes, discuss their content, and propose directions for future development.

Abstract Because of the long-standing Canada-United States lumber trade dispute and the current pressure on the world's forests as a renewable energy source, much attention has been directed toward the modelling of international trade in wood products. Two types of trade models are described in this book: one is rooted in economic theory and mathematical programming, and the other consists of two econometric/statistical models--a gravity model rooted in theory and an approach known as GVAR that relies on time series analyses. The purpose of the book is to provide the background theory behind models and enable readers to easily construct their own models to analyze policy questions, whether in forestry or another sector. Examples in the book illustrate how models can be used to say something about a variety of issues, including identification of the gains and losses to various players in the North American softwood lumber business, and the potential for redirecting sales of lumber to countries outside the United States. The discussion is expanded to include other products besides lumber, and used to examine, for example, the effects of log export restrictions by one naton on all other forestry jurisdictions, the impacts of climate policies as they relate to the global forest sector, and the impact of oil prices on forest product markets throughout the world.

Heat waves are the deadliest type of natural hazard among all weather extremes in the United States. Given the observed and anticipated increase in heat risks associated with ongoing climate change, this study examines community vulnerability to extreme heat and the degree to which heat island mitigation (HIM) actions by state/local governments reduce heat-induced fatalities. The analysis uses all heat events that occurred over the 1996–2011 period for all United States counties to model heat vulnerability. Results show that: (1) Higher income reduces extreme heat vulnerability, while poverty intensifies it; (2) living in mobile homes or rental homes heightens susceptibility to extreme heat; (3) increased heat vulnerability due to the growth of the elderly population is predicted to result in a two-fold increase in heat-related fatalities by 2030; and (4) community heat island mitigation measures reduce heat intensities and thus heat-related fatalities. Findings also show that an additional locally implemented measure reduces the annual death rate by 15%. A falsification test rules out the possibility of spurious inference on the life-saving role of heat island mitigation measures. Overall, these findings inform efforts to protect the most vulnerable population subgroups and guide future policies to counteract the growing risk of deadly heat waves.
