Reflections on Lawrence Freedman’s ‘Deterrence’

This chapter focuses on the social aspects of strategy, arguing for the importance of relationships in strategy and, in particular, in understanding of deterrence. Deterrence, in its essence, is predicated upon a social relationship – the one deterring and the one to be deterred. Alliance and cooperation are important in generating the means for actively managing international security. Following Freedman’s work on deterrence in the post-Cold War context, ever greater interaction and interdependence might instill a stronger sense of international community, in which more traditional and ‘relatively primitive’ notions of deterrence can be developed. However, this strategic aspiration relies on international, especially transatlantic, social cohesion, a property that weakened in the twenty-first century, triggering new threats from new kinds of opponent. The need for a sophisticated and social strategy for managing international security is made all the more necessary.

Recent interest in the social aspects of the first-century Mediterranean world reflected in the texts of the New Testament has taken primarily two directions. The one approach concentrates on social description, and the oth er on social-scientific interp re tatio n . This article surveys the major works of several of the leading exponents of this type of study in terms of the extent to which they make use of the social sciences. It differs from existing surveys by having an in-depth look at the elements of social-scientific theory and method actually employed, and by making a comparative assessment of the importance allocated by different authors to the role of the text as a deliberate construction.

Nowadays the problem of neutrality (especially in the context of the security sphere) in the theory and practice of international relations is one of the important issues on the agenda, since the dynamism of the international security system and the emergence of new players in the international arena call into question the «expediency» of its implementation in the real foreign policy course. This issue is especially acute in the context of the functioning of the European security complex, since it is, first of all, based on the principles of the involvement of all European states in resolving security issues. In the article, the author notes that the position of neutrality can be revised in accordance with the conditions in which the state currently operates, which, in turn, provides more opportunities for the institutional and meaningful design of the collective security system in Europe. This possibility is associated, on the one hand, with the internal nature and perception of neutrality by states. On the other hand, this «flexibility» is the result of the post-Cold War change in the international security system. Since the end of the bipolar era, Italy has regularly undertaken military interventions around the world, with an average of 8,000 units employed abroad in the twenty-first century. Moreover, Italy is one of the principal contributors to the UN operations. The end of the cold war represented a turning point for Italian defence, allowing for greater military dynamism. Several reforms have been approved, while public opinion changed its view regarding the armed forces. This chapter aims to provide a comprehensive perspective of the process of transformation that occurred in post-cold-war Italian defence, looking at the evolution of national strategies, military doctrines, and the structure of forces. After a brief literature review, the study highlights the process of transformation of Italian defeshnce policy since 1989. Through primary and secondary sources, the chapter illustrates the main changes that occurred, the never-ending cold-war legacies, and key challenges.

This paper is built on the following research questions: (i) What are the direct/indirect relationships between Sustainable Development Goal 11 (SDG11) and sustainability protocols? (ii) Could the sustainability protocols constitute a solution towards the achievement of SDG11? We underline that, on the one hand, the SDGs are guidelines to support the development of sustainable policies and thus address all elements that may affect them, and on the other hand, sustainability protocols are assessment tools to promote sustainability-conscious design while remaining focused on the built environment. In the Italian regulatory context, the paper highlights how this difference in terms of focus and scale means that they only overlap and mutually reinforce each other with regard to certain aspects, more related to energy and air pollution issues and less to the social aspects of sustainability. Even if there is not always a direct relationship between the evaluation criteria of the protocols and the indicators of SDG11, it is possible to conclude that the sustainability protocols can facilitate the achievement of the SDG11 targets, acting as a key for the implementation of sustainable cities and helping in structuring the process leading to sustainability in a broader framework.

One of the post-modernist approaches to literary criticism is the queer criticism which has not been evaluated properly. Queer criticism can refer to any piece of literary criticism that interprets a text from a non-straight perspective. Therefore, it includes both lesbian and gay criticism. The aim of this paper, therefore, is to trace the social and political reasons behind the emergence of Queer criticism in the late twentieth century till it acquired momentum in the twenty-first century. After trying to define the terms related to the Queer criticism, the paper tries to examine the poetics of queer (gay and lesbian) literary works and to point out the main characteristic features of this critical approach by identifying the criteria and the textual evidence by which a literary work is labeled queer. It, also tries to shed light on the common features between queer criticism and feminism, on the one hand, and queer criticism and the deconstructuralist approach on the other hand. The final section of the study is a critique which points out the negative aspects of this approach.

This concluding chapter reflects on marriage in the contemporary West, noting that it has become an affective arrangement. In Britain and the northern European countries that still retain a constitutional form of monarchy, twenty-first-century royalty now prefer their own subjects as marriage partners, even if it means marrying a commoner like Kate Middleton. To the extent that these marriages to indigenous commoners have any bearing on foreign policy, they reaffirm the nationalist sentiments of the post-Westphalian state. The chapter argues that, despite all the legal rationality, global peace remains as elusive now as it was when Europeans tried to settle their quarrels through interdynastic marriage. It suggests that the opposition between the West and its post-Cold War enemies has brought the matter of gender and the place of women once more to the center of international relations.

This chapter examines the implications of humanitarian intervention for international security. It considers the debate between those who argue that the protection of civilians from genocide and mass atrocities is far more important than the principle of non-intervention in certain circumstances and those who oppose this proposition. This has become a particular problem in the post-Cold War world where the commission of atrocities in places like Rwanda, Bosnia, and Darfur prompted calls for international society to step in to protect the victims with military force if necessary. Humanitarian intervention causes problems for international security by potentially weakening the rules governing the use of force in world politics. The chapter first considers the case against humanitarian intervention before discussing the principle known as ‘Responsibility to Protect’ (R2P).

Nazareth, the only Palestinian city to survive the 1948 war intact, became the social, economic, and political hub of Palestinian life in the postwar period. As such, it provides the ideal setting to study early Palestinian responses to the creation of Israel. This paper reexamines the ambivalent relationship between Nazareth's political leadership and the newly established State of Israel to argue that the Palestinian citizens of Israel were neither traitors and collaborators, on the one hand, nor passively quiescent, on the other. Rather, as a new national minority, Palestinians overcame myriad forms of control as they negotiated the structural obstacles placed before them by their new overlords. Local Communist politicians, in particular, took a leading role to advocate on behalf of Nazarenes beset by the day-to-day hardships of poverty, hunger, displacement, and unemployment. The Israeli authorities harped on the Communist threat in response, echoing the Cold War rhetoric of the time.

This assessment first briefly examines recent features of China's approach to foreign affairs, and then examines in greater detail features in China's approach to relations with its neighbours, especially in Southeast Asia. It does so in order to discern prevailing patterns in Chinese foreign relations and to determine in the review of salient recent China–Myanmar developments in the concluding section how China's approach to Myanmar compares with Chinese relations with other regional countries and more broadly. The assessment shows that the strengths and weaknesses of China's recent relations with Myanmar are more or less consistent with the strengths and weaknesses of China's broader approach to Southeast Asia and international affairs more generally. On the one hand, China's approach to Myanmar, like its approach to most of the states around its periphery, has witnessed significant advances and growing interdependence in the post-Cold War period. On the other hand, mutual suspicions stemming from negative historical experiences and salient differences require attentive management by Chinese officials and appear unlikely to fade soon.

AbstractThe end of the Cold War opened a window of opportunity for the United Nations to play a greater role in international security than it was allowed to play in the midst of the ideological conflict between the United States and the former Soviet Union. However, the expected "peace dividend" never materialized in the post-Cold War period. Instead, a number of civil conflicts erupted and new threats to security, particularly to human security, emerged. This chapter critically examines the evolution of the UN's role in addressing international security problems since 1945, including global terrorism. It also outlines recent attempts by the world body, through extension of its reach beyond the territorial constraints of sovereignty, to build sustained peace through preventive measures and protect human security globally.
