The Geography of War and Peace

Our world of increasing and varied conflicts is confusing and threatening to citizens of all countries, as they try to understand its causes and consequences. However, how and why war occurs, and peace is sustained, cannot be understood without realizing that those who make war and peace must negotiate a complex world political map of sovereign spaces, borders, networks of communication, access to nested geographic scales, and patterns of resource distribution. This book takes advantage of a diversity of geographic perspectives as it analyzes the political processes of war and their spatial expression. Contributors to the volume examine particular manifestations of war in light of nationalism, religion, gender identities, state ideology, border formation, genocide, spatial rhetoric, terrorism, and a variety of resource conflicts. The final section on the geography of peace covers peace movements, diplomacy, the expansion of NATO, and the geography of post-war reconstruction. Case studies of numerous conflicts include Israel and Palestine, Afghanistan, Northern Ireland, Bosnia-Herzogovina, West Africa, and the attacks of September 11, 2001.

Abstract This article intends to challenge the dominant assumptions that undermine the potential application of peacebuilding frameworks beyond formal post-war contexts. It analyses the gangs’ truce that recently took place in El Salvador as a privileged laboratory to rethink hegemonic understandings and practices of peacebuilding by specifically addressing the importance of overcoming dichotomised categories such ‘war and peace’, ‘criminal and political’, and ‘success and failure’. It is claimed that while the truce fostered a discourse pointing towards an ongoing peace process and enlarged the public debate on the failings of post-war policies and on the structural roots of violence, it was also decisively undermined by the inability to surmount the dichotomy that juxtaposes the criminal and the political domains. It is argued that a peacebuilding framework, inspired by a set of critical perspectives on war and peace and on the nature of ‘the political’, may thus be of crucial importance for the future of policies aimed at curbing violence in El Salvador and elsewhere.

This article focuses on how ideas about gender function in academic analyses of the conflict in Northern Ireland. Part of the reason for doing this is to explore the paradox afflicting contemporary feminism, namely that in the midst of apparent success feminism still seems largely irrelevant to matters of political significance. A second reason involves a demonstration of the political value of poststructural feminism. To achieve these aims, I first consider the use and political aims of poststructuralist analyses, partly through an analysis of the use of poetry in social scientific analyses. The main site used to demonstrate the functions of gender and the political possibilities of poststructural feminism is John McGarry and Brendan O'Leary's book Explaining Northern Ireland: Broken Images. The sub-title of this book refers to a Robert Graves' poem, ‘In Broken Images’, a poem the authors use to explain their desire to ‘break images’ when explaining the conflict in Northern Ireland. I next reflect on and illustrate how ideas about gender function by focusing primarily on Explaining Northern Ireland: Broken Images. The final section re-considers the paradox of contemporary feminism, suggesting that feminism's own methodologies contribute towards its persistent marginalisation.

AbstractThis article considers a neglected question in International Relations, namely how violence of war contributes to the constitution of the political community at the intersection between war and peace. It exposes limitations of means-ends, instrumental understanding of war violence due to the overlooking of violence’s performative attributes stemming from the centrality of bodily injuries in war. The instrumental violence on which the constitution of the political community is grounded finds expression in an order of representation that can be termed ontopology, and a pervasive – circular – relationship between ontopology and violence insofar as ontopology has inspired extreme forms of human behaviour and also been used to justify violence as a means to enact an ontopological goal. Yet, recognising the role of bodily injuries in the course of fighting allows for a more complete understanding of war. Crucially it enables an interpretation of the structure of war as a relation between war’s interior content – casualties in war – and the exterior, verbal issues standing outside it (pertaining to security, identity, sovereignty, authority, ideology), that lead to a surrogate contest of reimagining political community in the process of which performative power of violence contributes directly to the emerging post-war peace and laws that justify it.

The article is devoted to the analysis of the interaction of the UK government with the leading regional parties of Northern Ireland to address issues of border regulation and prevention of the negative consequences of Brexit. The aim of the article is to comprehend the official line of T. May’s conservative cabinets to maintain a transparent border between Northern Ireland and the Republic of Ireland established by the Belfast Agreement of 1998, as well as to overcome the political crisis within the Northern Ireland Assembly, which has continued since January 2017. During the negotiation process between London and Brussels interests of Euroskeptics and Eurooptimists clashed in the UK Parliament and Government, which directly influenced the political processes in the regions of the United Kingdom. Disagreements between the DUP and Sinn Fein created additional socio-economic tensions in Northern Ireland, which made the Brexit negotiation process difficult.

During the violent years of the Troubles, those political parties that disavowed the lethal violence of paramilitaries—both nationalist and unionist—were generally referred to as ‘the constitutional parties’. In reality, all political actors in Northern Ireland found themselves in a situation where they tried to turn violence to their political advantage. ‘The political parties’ first outlines the different strategies of the ‘moderate’ Ulster Unionist Party and the ‘ultra’ Democratic Unionist Party before considering how nationalism came together to dominate the Catholic electorate in the shape of the Social Democratic and Labour Party. It then discusses the political processes that led to the Anglo-Irish Agreement in 1985 and the Good Friday Agreement in 1998.

The aim of the article is to familiarize the reader with a colorful memoir of Jan Stanislaw Los, a professor of ancient history who takes the reader behind the scenes of both world wars and fragile peace. The peace that requires many diplomatic efforts, constant strengthening and stabilization. In the interwar period, the author was known as an active politician of the conservative party and a publicist who commented a lot on the political scene of that time. Political commitment, noble descent and appropriate education gave him an excellent ability to witness important decisions that were made as well as events which affected the fate of Poland and Europe over the period indicated above. He knew personally many local and foreign politicians whose characters are recalled on the pages of memories. As an expert in ancient history, he was able to appraise the mechanisms of power, its successes and failures in the context of historical process. Memories arose in the 1970s, i.e. at the end of the author’s life. By writing down the memories he decided to leave the posterity of a long-gone era, the era about which there were many negative myths and stereotypes in the post-war period. Trying to correctly reflect the atmosphere prevailing behind the scenes of war and peace, the author also disproves positive stereotypes and myths, can critically evaluate the discussed reality. The reading in question fulfills the form of a personal document, also called the ego-document, and forms the part of the centuries-old tradition of Polish memoiristics.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

This chapter evaluates the question of the ‘complex’ in a range of scientific, political and psychoanalytic contexts, asking not only where lines of connection and demarcation occur among specific distributions of meaning, value, theory and practice; but also probing the psychoanalytic corpus, notably Freud’s writings on the notion of a ‘complex’, in order to reframe various implications of the idea that this term tends to resist its own utilisation as both an object and form of analysis. This section establishes connections between three sets of theoretical questions: the common practice of describing modernity and its wake in terms of a drive towards increasing complexity; the meaning and cultural legacy of phrases such as ‘military-industrial complex’ and sundry derivations in the political sphere; and the intricacies and ambiguities subtending the term ‘complex’ within psychoanalytic theory. As a concept that Freud both utilised and repudiated, the provocative power of the term ‘complex’ is linked to the way it thwarts various attempts at systemization (providing nonetheless an apparatus of sorts through which contemporary science, Slavoj Žižek, Noam Chomsky, Freud, Eisenhower, and post-war politics can be articulated to one another).

This article considers the politics and aesthetics of the colonial Bildungsroman by reading George Moore's often-overlooked novel A Drama in Muslin (1886). It argues that the colonial Bildungsroman does not simply register difference from the metropolitan novel of development or express tension between the core and periphery, as Jed Esty suggests, but rather can imagine a heterogeneous historical time that does not find its end in the nation-state. A Drama in Muslin combines naturalist and realist modes, and moves between Ireland and England to construct a form of untimely development that emphasises political processes (dissent, negotiation) rather than political forms (the state, the nation). Ultimately, the messy, discordant history represented in the novel shows the political potential of anachronism as it celebrates the untimeliness of everyday life.

The Yalta-Potsdam system of international relations, established by culmination of World War II, was created to maintain the security and cooperation of states in the post-war world. Leaders of the Big Three, who ensured the Victory over the fascist-militarist bloc in 1945, made decisive contribution to its creation. This system cemented the world order during the Cold War years until the collapse of the USSR in 1991 and the destruction of the bipolar structure of the organization of international relations. Post-Cold War changes stimulated the search for new structures of the international order. Article purpose is to characterize circumstances of foundations formation of postwar world and to show how the historical decisions made by the leaders of the anti-Hitler coalition powers in 1945 are projected onto modern political processes. Study focuses on interrelated questions: what was the post-war world order and how integral it was? How did the political decisions of 1945 affect the origins of the Cold War? Does the American-centrist international order, that prevailed at the end of the 20th century, genetically linked to the Atlantic Charter and the goals of the anti- Hitler coalition in the war, have a future?Many elements of the Yalta-Potsdam system of international relations in the 1990s survived and proved their viability. The end of the Cold War and globalization created conditions for widespread democracy in the world. The liberal system of international relations, which expanded in the late XX - early XXI century, is currently experiencing a crisis. It will be necessary to strengthen existing international institutions that ensure stability and security, primarily to create barriers to the spread of national egoism, radicalism and international terrorism, for have a chance to continue the liberal principles based world order (not necessarily within a unipolar system). Prerequisite for promoting idea of a liberal system of international relations is the adjustment of liberalism as such, refusal to unilaterally impose its principles on peoples with a different set of values. This will also require that all main participants in modern in-ternational life be able to develop a unilateral agenda for common problems and interstate relations, interact in a dialogue mode, delving into the arguments of opponents and taking into account their vital interests.
