iTaiwan’s automotive development strongly supports the proposition that capable institutions are crucial to helping firms in developing countries undertake industrial upgrading. Research institutes, testing and certification centers, training programs, industry associations, and government-supported corporate alliances have flourished for decades. Though modest in size and little known abroad, Taiwan’s leading auto companies export high-quality cars, design and engineer their own models, invest abroad, and export a wide variety of auto parts and car electronics. The success of Taiwanese firms is all the more striking in light of Taiwan’s small and stagnant domestic market. The government embarked on a course of gradual liberalization in the 1980s. Yet it never relinquished the goal of fostering domestically -owned companies capable of making their own vehicles, and simultaneously supported the activities of small and medium-sized firms that have achieved striking success in exporting automotive parts, especially bumpers, body panels, and other accessories for the after-sales market.

Abstract The goal of university training programs is to educate speech-language pathology and audiology students to become competent and independent practitioners, with the ability to provide high quality and professional services to the public. This article describes the behaviors of “at-risk” student clinicians, so they may be identified early in their practica and remediation may be implemented. The importance of establishing a student at-risk protocol is discussed as well as a remediation plan for these students. This article summarized the Auburn University Speech and Hearing Clinic’s Student At-Risk Protocol, which may serve as a model for university training programs. The challenges of implementing such a protocol are also discussed.

Abstract Background Trainees may not always be comfortable providing frank feedback or constructive criticism to their Program Director (PD) due to fears of negative repercussions. PDs likewise may lack the means to obtain high quality feedback from trainees, particularly among smaller training programs, e.g. fellowships. An ombudsperson is defined as an independent appointee whose task is to investigate and attempt to resolve complaints and problems. Methods The PDs from Infectious Disease (ID) and Endocrinology fellowships partnered to meet with fellows from the opposite program. Meetings were held with fellows in December and June of the academic year. Each PD started their meeting with 2 questions on a 1-10 scale: How do you rate the fellowship program? How do you rate the job the PD and program leadership are doing? Additional questions covered the fellow evaluation process, faculty feedback, education vs. service balance, and gaps in training. Additional time was allotted for fellow-raised concerns. Meeting notes were summarized anonymously and returned to the PD of the other program. Fellows were asked to complete a brief questionnaire about their experience. Results A total of 15 fellows completed the survey (6 Endocrinology, 9 ID; Table). All 15 fellows agreed that the goal of the ombudsperson review meeting (i.e. to address fellow concerns in a more confidential setting) was achieved and were comfortable sharing concerns and feedback to the ombudsperson. The majority of fellows (53%) was more comfortable sharing concerns regarding the fellowship to the ombudsperson than directly to the PD. Thirteen (87%) agreed that concerns raised during the first ombudsperson meeting were addressed by the Program in subsequent months. All fellows (100%) found it helpful that the ombudsperson was another PD and recommended that the ombudsperson review meetings should continue in the fellowship. Table. Characteristics of participants and outcomes of questions about fellowship ombudsperson program Conclusion The fellowship PD ombudsperson meeting is a novel means for soliciting constructive feedback from trainees at small training programs. Fellows were comfortable with the ombudsperson arrangement, felt the meetings achieved their goal, and recommended that the meetings continue in the future. This article analyzes the overall and type of developmental impacts of remittances for migrant-sending households (HHs) in districts of Punjab, Pakistan. For this purpose, an HH-based human development index is constructed based on the dimensions of education, health and housing, with a view to enrich insights into interactions between remittances and HH development. Using high-quality data from a HH micro-survey for Punjab, the study finds that most migrant-sending HHs are better off than the HHs without this stream of income. More importantly, migrant HHs have significantly higher development in terms of housing in most districts of Punjab relative to non-migrant HHs. Thus, the government would need policy interventions focusing on housing to address inequalities in human development at the district-HH level, and subsequently balance its current focus on the provision of education and health.

The current research investigates the HEC based training for the University teachers in Pakistan and its impact on the performance on University teachers. The Higher Education Commission (HEC) in Pakistan seeks to improve the quality of teaching by University teachers. The Commission has initiated different forms of training according to the areas of expertise in order to improve skills and impact on the performance of University teachers. HEC based training plays a crucial role in the personal development among the University Teachers in Pakistan. Survey was conducted from 200 University teachers who have recently got training from HEC skill development or professional development training from HEC from all provinces. Structural questionnaire was design for reliability and accuracy the data. Analysis and evaluation was done by using GENSTAT statistical software. Major findings of the study showed that training should be provided according to discipline and more interactive training should be design for the University teachers. It was revealed that HEC based training not only equipped with knowledge but also improving the confidence level of the University teacher. Moreover due to the government policies, rules and regulations, such as introduction of the Tenure Track System, the and hiring the foreign faculty in various all Public sector universities it also has impact on the performance of students in job market. It revealed that teacher training was beneficial for professional development as well as for teaching performance. It also suggested that improved knowledge, skills and attitudes was necessary for the teacher aides to support the teaching program and facilitate learning and communication. It was further revealed that effective teacher aides required competencies in broad areas of human relations, instructional activities, non-instructional activities, and basic skills. The study concluded that basic and advanced level training is necessary for future training programs in Pakistan and 190 respondents responded to the questionnaires, by producing 95.0% response rate. Among which 70 % were male respondents and 30% were female respondents

PurposeThough most construction workers in China possess minimal skillset, they are reluctant to attend vocational skill training sponsored by the government or enterprises. This paper aims to examine their willingness to attend the training from workers’ individual perspectives.Design/methodology/approachThe authors interviewed 492 construction workers on topics concerning their age, education, work tenure, technological level, daily wages, apprenticeship duration, apprentice channels and training experience; this information was then logistically analyzed to reveal if it influences construction workers’ willingness to attend training courses.FindingsThe results show that in a variety of possible influencing factors, technological level, apprenticeship duration and education are the most significant ones that affect construction workers’ willingness to attend vocational training. Technological level makes the greatest contribution to workers’ willingness to attend training, yet the effect of training experience and daily wages is minimal.Practical implicationsTo achieve sustainability in construction labor management, it is important to shed light on what influences worker’s willingness to attend training programs and take some efficient steps to address these issues.Originality/valueThis paper provides a new insight into the workers’ willingness to attend vocational skill training programs in the Chinse construction industry and suggests some practical implications for professionals and policymakers. Furthermore, the findings could prove valuable to other countries or industries, especially those sharing similarities to the Chinese construction industry.

he fruit tree nursery accreditation scheme implemented by the Philippine Department of Agriculture has been promoted to enhance the supply of high quality fruit tree planting materials and reduce the number of dubious seedling market players. This paper examines the advantages to participating nurseries in the fruit tree nursery accreditation scheme and draws implications for possible formulation of a scheme to accredit forest tree nurseries in the Philippines. Data were collected from interviews with accredited fruit tree nursery operators and the nursery accreditation officer-in-charge in Northern Mindanao province. A major advantage of nursery accreditation is that only accredited fruit tree nursery operators can participate in the bidding process of the government seedling procurement program, which always involves a substantial volume of seedlings. As a form of advertisement, accredited nurseries are posted on the government website thus creating a wide range of market opportunities which results in increased sales. Other advantages enjoyed by accredited fruit tree nurseries include receiving free training in improving seedling production and occasionally receiving high quality propagation materials (scions and seedlings), subsidies for pesticides and fertilizers and free soil tests. Observations of advantages gained by nursery operators adopting certification have encouraged other nursery operators to apply for accreditation. Accreditation by the Department of Agriculture places emphasis on maintaining high genetic quality as well as high physical quality of planting materials. Accrediting forestry nurseries is seen as a potential policy option that can expand the supply of high quality tree seedlings in the Philippines, as has been the experience with fruit tree nursery certification.

Recently, university commercialization has drawn growing attention to the role of the university as one of the drivers to local economic growth. Majority universities and other research institutes in Malaysia has established Technology Transfer Offices (TTO) to give support and guidance to the researchers in the bid to commercialize Research and Development (R&D) activities. The issues that are faced by current researchers are progressing and adapting to the role of developing and commercialising products while having lack of business acumen that hinders success in commercialization among the researchers. The objective of this study is to create a research model for commercialization study in universities and developing questionnaire to assess the issue in a holistic view. This study reviews the role of TTO, lists of incentives from the government to the researchers and factors that impedes the researchers’ output to the commercial bench. Contextual factor, Process factors and Organizational factors lead to the successful commercialization in the research institutes. A research model for impediment in commercialization is created and questionnaire for TTO and survey for researchers, are developed to investigate on the impediment factors that hinder success in the research commercialization among universities. The in-house developed instruments are modified based on massive literatures on commercialization to stimulate strategies and improvement of units from Planning to Execution role in the TTO. On another hand, researchers in the university will be able to plan and execute their research that will deliver scientific, technological, cultural and economic developments in addressing industrial, culture and social issues.

To provide a complete network of high quality services to the visually handicapped person it is necessary to have interagency cooperation and coordination of efforts, including interagency supervision of personnel. This cooperation should include participation in training programs, supervision of the paraprofessional in individual case situations, and regularly held interagency administrative staff meetings to evaluate services. It is important that all concerned share the same goals for the welfare of the client.

This study traces the transnational interactions that contributed to introducing the low-carbon economy agenda into Chinese policymaking. A microprocessual two-level analysis (outside-in as well as inside-access) is employed to analyse transnational and domestic exchanges. The study provides evidence that low-carbon agenda-setting – introduced by transnational actors, backed by foreign funding, promoted by policy entrepreneurs from domestic research institutes, propelled by top-level attention, but only gradually and cautiously adopted by the government bureaucracy – can be considered a case of effective transnational diffusion based on converging perceptions of novel policy challenges and options. Opinion leaders and policy-brokers from the government-linked scientific community functioned as effective access points to the Chinese government's policy agenda.

John Stuart Mill argued, in his Principles of Political Economy (1848, 7th edn., 1871), that existing laws and customs of private property ought to be reformed to promote a far more egalitarian form of capitalism than hitherto observed anywhere. He went on to suggest that such an ideal capitalism might evolve spontaneously into a decentralized socialism involving a market system of competing worker co-operatives. That possibility of market socialism emerged only as the working classes gradually developed the intellectual and moral qualities required for worker co-operatives to succeed against private firms. Workers would tend to reject the hierarchical wage relation as they developed the requisite personal qualities, he believed, and capitalists, facing escalating wages for skilled labour as a result of the diminishing supply of high-quality workers for hire, would tend to lend their capital to the worker co-operatives ‘at a diminishing rate of interest, and at last, perhaps, even to exchange their capital for terminable annuities. In this or some such mode’, he speculated, ‘the existing accumulations of capital might honestly, and by a kind of spontaneous process, become in the end the joint property of all who participate in their productive employment: a transformation which, thus effected, (and assuming of course that both sexes participate equally in the rights and in the government of the association) would be the nearest approach to social justice, and the most beneficial ordering of industrial affairs for the universal good, which it is possible at present to foresee.’
