This chapter seeks to clarify some of the core ethical arguments surrounding welfare states. The analysis focuses on three key values. First, we will consider the concept of need. What are basic needs? How do we conceptualize and measure them? Do citizens have rights to what they need? Second, we focus on principles of equality and, third, we look at arguments surrounding the implications of the welfare state for liberty. A final section concludes by noting some normative issues moving increasingly to the forefront of debate. A changing global political context raises new issues about the international salience of these issues, questions which national welfare states have found it difficult to address.

The recent flood of books on the failures of the European social democratic parties in the 1980s suggests that since the turn of the century the democratic left failed to see political opportunities provided by the growth of the welfare state. Two factors make the apparent political oversight of particular interest. First, the historical sequence of enlarging benefits and programs was remarkably similar across countries. Second, early in their development the social democratic left developed fairly detailed policy initiatives for the economy but had much less detailed proposals for social policies and programs. Broadly speaking, the left usually perceived social programs and policies as marginally important instruments for macrosocial change in income redistribution and transfer of wealth but of little political importance. These tendencies are most apparent in the postwar construction of national welfare states but are visible at various critical junctures in political decisionmaking since 1900.

AbstractThis study investigates how support for Social Europe is related to citizens’ welfare attitudes. On the one hand, welfare attitudes can spill over from the national to the European level, given that Social Europe aims to achieve similar goals to those of national welfare states. On the other hand, support for the welfare state can be an obstacle, if citizens perceive the nation state and the European Union as competing or substituting governance levels. Using data from the 2014 Belgian National Election Study, we take a multidimensional approach to Social Europe, capturing attitudes toward social regulations, member state solidarity, European social citizenship, and a European social security system. Results demonstrate that citizens who are more positive about the welfare state are also more supportive of Social Europe. However, positive welfare attitudes do not affect all dimensions of Social Europe to the same extent. The spillover effect of support for basic welfare state principles is strongest for policy instruments of Social Europe that are less intrusive to national welfare states (EU social regulations). By contrast, welfare state critique has a stronger impact on support for more intrusive instruments (European social citizenship).

Going along with the end of the “golden age” of the welfare state, the fordist paradigm of social housing has been considerably transformed. From the 1980s onwards, a new paradigm of social housing has been shaped in Germany in terms of provision, institutional organization and design. This transformation can be interpreted as a result of the interplay between the transformation of national welfare state and housing policies, the implementation of entrepreneurial urban policies and a shift in architectural and urban development models. Using an integrated approach to understand form and function of social housing, the paper characterizes the new paradigm established and nevertheless interprets it within the continuity of the specific German welfare resp. housing regime, the “German social housing market economy”.

ABSTRACTNo major reform of the welfare state has a chance of going through unless one can make a plausible case as to both its ‘ethical value’ and its ‘economic.value’, that is, that it would have a positive effect in terms of both justice and efficiency. In this essay, this rough conjecture is first presented, and its plausibility probed, on the background of some stylised facts about the rise of modern welfare states in the postwar period. Next, the focus is shifted to the current debate on the introduction of a basic income, a completely unconditional grant paid ex ante to all citizens. It is argued that if basic income is to have a chance of meeting the strong twofold condition stipulated in the conjecture, some major changes are required in the way one usually thinks about justice and efficiency in connection with social policy. But once these changes are made, as they arguably must be, the chance that basic income may be able to meet the challenge is greatly enhanced.

Previous scholarship is sharply divided over how or if globalization influences welfare states. The effects of globalization may be positive causing expansion, negative triggering crisis and reduction, curvilinear contributing to convergence, or insignificant. We bring new evidence to bear on this debate with an analysis of three welfare state measures and a comprehensive array of economic globalization indicators for 17 affluent democracies from 1975 to 2001. The analysis suggests several conclusions. First, state-of-the-art welfare state models warrant revision in the globalization era. Second, most indicators of economic globalization do not have significant effects, but a few affect the welfare state and improve models of welfare state variation. Third, the few significant globalization effects are in differing directions and often inconsistent with extant theories. Fourth, the globalization effects are far smaller than the effects of domestic political and economic factors. Fifth, the effects of globalization are not systematically different between European and non-European countries, or liberal and non-liberal welfare regimes. Increased globalization and a modest convergence of the welfare state have occurred, but globalization does not clearly cause welfare state expansion, crisis, and reduction or convergence. Ultimately, this study suggests skepticism toward bold claims about globalization's effect on the welfare state.

This concluding chapter highlights key arguments from across the book in order to set out an integrated agenda for future research. Theoretically rooted analyses must be at the core of such an agenda. The inter-pollination/cross-fertilisation of ideas from many disciplines is important in developing an understanding of the complex and multi-faceted ways in which competition is influencing welfare states. However, while theory is central to this agenda, it must also be rooted in detailed empirical analysis. In looking to transcend the competition state/welfare state dichotomy, this interplay between theory and evidence is key, and where theoretically rooted social policy analysts can add particular value to current debates.

The focus of this paper is the interaction between social innovation and restructuring welfare state. Modern welfare states have been reconfiguring their welfare mixes through social innovation. This includes a productive integration of formal and informal actors with support and leading role of the state. This collaboration becomes significantly important since it means the integration of not only the actors, but also their capabilities and resources in today’s world where new social risks and new social challenges have emerged and no actor can overcome these by its own. Therefore, social innovation is a useful tool in the new role sharing within the welfare mix in order to reach higher levels of satisfaction and success in welfare provision. The main point here is that this is not a zero-sum competition; gaining more power of the actors other than the state – the market, civil society organisations and the family – does not necessarily mean that the state lost its leading role and power. This is rather a new type of cooperation among actors and their capabilities as well as their resources in welfare provision. In this sense, social innovation may contribute well to the debates over the financial crisis of the welfare state since it may lead to the more wisely use of existing resources of welfare actors. Thanks to social innovative programs, not only the NGOs, but also market forces as well as citizens are more active to access welfare provisions and social protection in the broadest sense. Thus, social innovative strategies are definitely a solid step taken towards “enabling” or “active” welfare state.

This article traces the emergence of the term welfare state in British political discourse and describes competing efforts to define its meaning. It presents a genealogy of the concept's emergence and its subsequent integration into various political scripts, tracing the struggles that sought to name, define, and narrate what welfare state would be taken to mean. It shows that the concept emerged only after the core programmes to which it referred had already been enacted into law and that the referents and meaning of the concept were never generally agreed upon – not even at the moment of its formation in the late 1940s. During the 1950s, the welfare state concept was being framed in three distinct senses: (a) the welfare state as a set of social security programmes; (b) the welfare state as a socio-economic system; and (c) the welfare state as a new kind of state. Each of these usages was deployed by opposing political actors – though with different scope, meaning, value, and implication. The article argues that the welfare state concept did not operate as a representation reflecting a separate, already-constituted reality. Rather, the use of the concept in the political and economic arguments of the period – and in later disputes about the nature of the Labour government's post-war achievements – was always thoroughly rhetorical and constitutive, its users aiming to shape the transformations and outcomes that they claimed merely to describe.
