Abstract This article explores the role of public engagement by select committees of the House of Commons. It shows that committees’ public engagement activity has been transformed since 1979, when departmental select committees were introduced. We start by outlining the different elements of public engagement, showing that it entails a wide range of types of activity from information about committees’ activity to opportunities through which citizens can shape parliamentary decisions. We then proceed to outline how public engagement has become a core activity of select committees in the House of Commons. We show developments taking place within all elements of public engagement. Through the use of case studies, we illustrate specific innovations that have led towards more agile and inclusive ways to consult and involve the public into committees’ activities. We finish by identifying some of the challenges still present, namely the need to reach new and more varied audiences.

Abstract: Based on Law Number 2 of 2012 concerning Land Acquisition for Development in the Public Interest, the Openness Principle is one of the ten principles as the basis of the implementation of development. This principle is significant because its complex role can lead to conflicts and disputes. In this paper, discussions are divided into two parts: 1) how the implementation is expected to be applied according to the acquisition procedure in theory; and 2) the reality that occurs in the field. The first discussion was conducted by reviewing the applicable regulations and the methods or concepts of development of the openness principle. Meanwhile, the second discussion about the reality on the field was conducted by elaborating case studies regarding problems in land acquisition. The results of this study indicate that there are gaps in the implementation of the openness principle between theory and reality in regards of land scarcity, economic inequality, and information asymmetry among the involved parties. In conclusion, the implementation of the openness principle is significant with the role of information in land acquisition.Intisari: Berdasarkan Undang Undang Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum, Asas Keterbukaan adalah salah satu dari sepuluh asas yang menjadi dasar pelaksanaannya. Asas ini menjadi signifikan karena perannya yang kompleks dapat menimbulkan konflik dan sengketa. Artikel ini akan membagi pembahasan menjadi dua bagian: pertama, bagaimana implementasi yang seharusnya diterapkan pada prosedur pengadaan secara harapan, dan kedua, membahas mengenai realita yang terjadi di lapangan. Secara harapan pembahasan dilakukan dengan melakukan library research atau studi terhadap peraturan yang berlaku dan metode-metode atau prinsip perkembangan dari asas keterbukaan. Realitas di lapangan akan dielaborasi dari studi kasus mengenai permasalahan dalam pengadaan tanah. Hasil dari penelitian ini menunjukkan ada gap dalam implementasi asas keterbukaan antara harapan dan realitas di lapangan yang bersumber dari kelangkaan sumber daya/tanah, ketimpangan ekonomi dan asimetri informasi di antara para pihak yang terlibat. Tulisan ini menyimpulkan bahwa implementasi asas keterbukaan signifikan dengan peran informasi dalam pengadaan tanah.

The COVID-19 pandemic has resulted in an avalanche of information, much of it false or misleading. Social media posts with misleading or dangerous opinions and analyses are often amplified by celebrities and social media influencers; these posts have contributed substantially to this avalanche of information. An emerging force in this information infodemic is public physicians, doctors who view a public presence as a large segment of their mission. These physicians bring authority and real-world experience to the COVID-19 discussion. To investigate the role of public physicians, we interviewed a convenience cohort of physicians who have played a role in the infodemic. We asked the physicians about how their roles have changed, how their audience has changed, what role politics plays, and how they address misinformation. The physicians noted increased audience size with an increased focus on the pandemic. Most avoided confronting politics, but others found it unavoidable or that even if they tried to avoide it, it would be brought up by their audience. The physicians felt that confronting and correcting misinformation was a core part of their mission. Public physicians on social media are a new occurrence and are an important part of fighting online misinformation.

The role of town centre management (TCM) schemes in the UK has expanded to incorporate a more overt and explicit focus on marketing and promotion. This paper considers the marketing/promotional activities of TCM schemes in the UK. TCM schemes operate at the interface of the public and private sectors. The implications of this are discussed, including the need for a consensual approach by a wide range of urban stakeholders, and the actual activities undertaken, influenced by the funding imperative under which such schemes operate (which impacts on the feasibility of certain activities and the efforts made to evaluate them). Comparisons are drawn between specific place marketing practice by TCM schemes and wider place marketing strategies.

Crowdfunding as a tool for alternative financing has emerged relatively recently and is of limited use in Ukraine today. At the same time, it has significant potential, which can contribute to the implementation of a wide range of projects that for various reasons are not of interest to traditional lenders or investors. The aim of the article is to determine the benefits of crowdfunding for its participants, the peculiarities of the implementation of certain types of crowdfunding and identify risks that may be generated by them, as well as develop practical recommendations for crowdfunding campaigns by entrepreneurs and authors of community development projects. The article identifies the benefits of crowdfunding for project authors (low cost of capital, access to information and potential investors) and investors (clarity, low risks, access to new products, the ability to support creative ideas), substantiates the role of crowdfunding platforms in realizing the benefits of crowdfunding. The advantages and disadvantages of using certain types of crowdfunding are described. Recommendations for planning and implementation of the main stages of crowdfunding campaigns - idea development, target audience determination, research, communication, project budgeting, reward system development, campaign schedule development – are developed. The factors of choosing a crowdfunding platform for hosting the project are determined. The possibility of using crowdfunding for collective financing of socio-cultural projects within the public budgets of the united territorial communities is shown. The risks of using crowdfunding for project authors and potential investors are identified. Those risks are primarily related to realistic expectations and proper preparation for the fundraising campaign by project authors, as well as the lack of guarantees for investors in the event of problems or bankruptcy of the crowdfunding platform. The author highlights that the growth of public awareness about the possibilities of implementing social or business initiatives through crowdfunding platforms will contribute to the development of platforms, improvement of technological equipment, and expansion of their range of services.

This chapter examines the wide range of discussions in British society sparked by the unprovoked shooting of unarmed civilians by the Greek police and British troops at Syntagma Square on 3 December 1944, the Battle of Athens between the EAM/ELAS forces and the British troops assisted by Greek royalist forces until January 1945, and the reconciliation between the warring parties on 12 February 1945, after the signing of the Varkiza Agreement. The British Left participated in, and actively shaped, the public conversation on the events in Greece and on the role of the British government. On the surface, the three examined parties of the British Left called for the same thing: the withdrawal of British troops from Greece, the end of the British Government’s interventionist policy in Greek political affairs, and the prosperity and sovereignty of the Greek people. However, the response to the events was not unanimous since differences between the parties examined existed on the ideological, rhetorical and practical levels.

What role is there for publicity in the global anti-corruption debate? This chapter introduces the concepts of “transparency” and “publicity” as analytical tools that account for differentiated channels through which the availability of information can induce social change. Two case studies provide insights into the role of traditional media in comparison to new social media. The first case analyzes the role of Western news coverage during the negotiations of the OECD Anti-Bribery Convention in the mid-1990s and the threat of publicity as a negotiation strategy. The second case investigates the role of social media platforms such as Twitter, Facebook, and YouTube in the success of the anti-corruption strike carried out by Indian social activist Anna Hazare in 2011. By introducing and further applying the conceptual toolkit of “transparency” and “publicity” to both cases, this chapter argues that transparency requires publicity or in the case of the OECD negotiations—the threat of publicity—in order for the anti-corruption campaign to be successful. The chapter concludes with a discussion of the ramifications for transparency and publicity as tools for social change.

Front-line police operations are deeply entwined with less visible activities – or practices not commonly identified as policing – that are carried out by a wide range of participants as strategies of settler-colonial pacification operating through the organizing logics of security and liberal legalism. Using open source texts and records obtained through access to information requests, this article unmaps some of the contemporary strategies employed by Canadian institutions to pacify Indigenous resistance. As a contribution to the body of work seeking to develop the politics of anti-security, the analysis disrupts the binary categories that animate security logic by examining the public order policing approach of the Ontario Provincial Police, the framing of Indigenous resistance as a security threat, and the integral role of Indian Affairs in securing the settler-state.

The management role of the public sector in public–private partnership PPP infrastructure projects has been extensively expanded to the whole lifecycle rather than in the traditional infrastructure projects. The performance of the public sector in a PPP is the key for the PPP to achieve sustainability; however, there is a lack of research on the whole lifecycle management efficiency of the public sector in a PPP. This research aims to examine the governance role of the public sector in PPP projects, and therefore evaluate their whole lifecycle management efficiency. An evaluation framework is developed through the lens of governmentality to evaluate the performance of the public sector. Multiple case studies on PPP infrastructure projects in China have identified loopholes during the whole lifecycle of a PPP at the local governmental level. On the basis of the findings of case studies, a conceptual model is proposed to demonstrate ways for the public sector to improve efficiency through integrated governance of PPP projects. The research findings benefit both the central government in terms of evaluation and decision making and the local government by improving their efficiency in PPP infrastructure projects for the purpose of achieving sustainability. According to the findings, policy strategies are provided for the central government on how to further regulate the PPP market and address the loopholes, including further standardizing regulations and instruction, providing unified quantitative calculation or measurement tools, training, and education for the public sector to integrate whole lifecycle project management, and quality control of consultancy for the PPP infrastructure projects.

AbstractThe International Polar Year 2007–2008 stimulated a wide range of education, outreach and communication (EOC) related to polar research, and catalysed enthusiasm and networks that persist ten years on. Using a multi-method approach that incorporates case studies, auto-ethnographic interviews, and survey data, we interrogate the opportunities and limitations of polar EOC activities and propose a new framework for practical, reflexive, engagement design. Our research suggests that EOC activities are under-valued and often designed based on personal instinct rather than strategic planning, but that there is also a lack of accessible tools that support a more strategic design process. We propose three foci for increasing the professionalisation of practitioner approaches to EOC: (1) improved articulation of goals and objectives; (2) acknowledgement of different drivers, voices and power structures; and (3) increased practical training, resources and reporting structures. We respond to this by proposing a framework for planning and design of public engagement that provides an opportunity to become more transparent and explicit about the real goals of an activity and what “success” looks like. This is critical to effectively evaluate, learn from our experiences, share them with peers, and ultimately deliver more thoughtfully designed, effective engagement.

Abstract This article presents an overall reflection on the libraries that were assembled in scientific institutions in France and Italy in the eighteenth century using case studies and comparative approaches. It focuses in particular on five scientific academies (located in Turin, Florence, Paris and Brest) and two Florentine institutions, the Museo di Fisica e di Storia Naturale and the Santa Maria Nuova Hospital. Decisions made regarding library premises, book procurement policies, catalogue publications and whether or not to open to the public were all investments that demonstrated the role of the written culture in the identity of scholarly communities, including those (such as the naval and surgeons’ communities) whose members had long been seen as professionals firmly rooted in a manual practice that was detached from theory. This article thus shows how libraries participated in the institutionalisation of scientific activities, the definition of professional knowledge and the formation of scholarly collectives.
