Abstract We explore the effects of decentralization on education and health in Ethiopia using an original database covering all of the country’s regions and woredas (local governments). Ethiopia is a remarkable case in which war, famine and chaos in the 1970s–80s were followed by federalization, decentralization, rapid growth, and dramatic improvements in human development. Did decentralization contribute to these successes? We use time series and panel data analyses to show that decentralization improved net enrollments in primary schools and access to antenatal care for pregnant women. The main channel appears to be institutional, not fiscal. We offer the database as an additional contribution.

Foreign portfolio inflows increase the liquidity and the volume of finance available for financial institutions. At the same time, as foreign portfolio inflows finances in part the capital requirements of local companies, it can also increase the competitiveness of these companies. A huge surge of the inflows can be very inflationary because this forces the Central Bank of Kenya to expand the country’s monetary base by releasing counterpart domestic currency which eventually feeds into the inflationary process. The main aim of this study was to find out the effect of international portfolio equity purchases on security returns of listed financial institutions in Kenya. The study population was 21 financial institutions listed on the Nairobi Securities Exchange. Using purposive sampling technique the study concentrated on 14 financial institutions. The research design of the study was causal as it is concerned more with understanding the connection between cause and effect relationships. The study adopted panel data regression using the Ordinary Least Squares (OLS) method where the data included time series and cross-sectional. A unit root test was carried in this study to examine stationarity of variables because it used panel data which combined both cross-sectional and time series information. Panel estimation results indicated that international portfolio equity purchases have no effect on stock returns of listed financial institutions in Kenya. The study recommended implementation of regulations and policies that would attract foreign portfolio equity inflows in financial institutions.

This study explains the analysis electicity consumption on welfare district/cities in West Sumatra with mediation variable education and health. The method used is to a mediation regression model. This data uses a combination of panel data from 2013 - 2017, which consists of 19 city/districts. Data obtained from BPS annual report. The results of this study show that (1) Electricity consumption has a significant effect on welfare in West Sumatra (2) Electricity Consumption has a significant effect on education in West Sumatera. (3) Electricity Consumption has a significant effect on health in West Sumatera. (4) Education and health are able to mediate electricity consumption towards welfare in West Sumatra.

O objetivo deste trabalho é testar a hipótese de flypaper na administração pública municipal do estado do Ceará.Para tal, foi construído um painel de dados com informações sobre os gastos, a arrecadação, a população e as transferências constitucionais para os 184 municípios cearenses entre 1999 e 2009. Tais informações foram extraídas juntoà Secretaria do Tesouro Nacional e ao Instituto Brasileiro de Geografia e Estatística. A metodologia utilizada remete-se aomodelo de dados em painel com efeito aleatório. ABSTRACT: Adequacy of primary school teachers is very important to support education for all. The objective of the research is to analyse and develop a plan for a public policy of teacher adequacy for state primary schools. This research used a descriptive-quantitative approach. Data collection was conducted by using observation and interview. There are six main findings in the research. One of the important things is that the model of planning policy for teacher adequacy based on class can be adopted by other local governments by incorporating two factors: total schools (S) and total classes (C), and using the formula of nC + 2S.  The planning policy model for teacher adequacy based on students can also be adopted by other local governments by incorporating the total students (S) and student ratio value to teacher (21:1) by using the formula of S/21.  Therefore, planners should conduct policy planning analysis for teacher adequacy of state primary schools in the local government by using two perspective analyses simultaneously to ensure teacher adequacy and manage effective and efficient distribution of teachers.KEY WORD: Teacher Adequacy; Policy Planning; Local Government; Effective and Efficient Distribution; Primary School. ABSTRAKSI: “Perencanaan Kebijakan dalam Penyediaan Kecukupan Guru Sekolah Dasar di Daerah”. Kecukupan guru sekolah dasar sangat penting untuk mendukung pendidikan bagi semua. Tujuan penelitian ini adalah untuk menganalisa dan mengembangkan model perencanaan bagi kebijakan kecukupan guru sekolah dasar negeri. Penelitian ini menggunakan pendekatan deskriptif-kuantitatif. Pengumpulan data dilakukan dengan teknik observasi dan wawancara. Ada enam temuan utama dalam penelitian ini. Salah satu yang terpenting adalah bahwa model kebijakan perencanaan kecukupan guru berbasis kelas dapat diadopsi oleh pemerintah daerah lain dengan mengakomodasi 2 faktor: jumlah sekolah (S) dan jumlah kelas (C), dengan menggunakan rumus nC + 2S. Model kebijakan perencanaan kecukupan guru berbasis murid dapat juga diadopsi oleh pemerintah daerah lain dengan mengakomodasi faktor jumlah murid (M) dan nilai rasio murid terhadap guru (21:1), dengan menggunakan rumus M/21. Oleh karena itu, perencana sebaiknya melaksanakan analisa kebijakan perencanaan untuk kecukupan guru sekolah dasar negeri di daerah dengan menggunakan dua perspektif analisis tersebut secara simultan untuk menjamin kecukupan guru, dan pengelolaan efektivitas dan efisiensi distribusi guru. Time series data are often well modeled by using the device of an autoregressive root that is local to unity. Unfortunately, the localizing parameter (c) is not consistently estimable using existing time series econometric techniques and the lack of a consistent estimator complicates inference. This paper develops procedures for the estimation of a common localizing parameter using panel data. Pooling information across individuals in a panel aids the identification and estimation of the localizing parameter and leads to consistent estimation in simple panel models. However, in the important case of models with concomitant deterministic trends, it is shown that pooled panel estimators of the localizing parameter are asymptotically biased. Some techniques are developed to overcome this difficulty, and consistent estimators of c in the region c < 0 are developed for panel models with deterministic and stochastic trends. A limit distribution theory is also established, and test statistics are constructed for exploring interesting hypotheses, such as the equivalence of local to unity parameters across subgroups of the population. The methods are applied to the empirically important problem of the efficient extraction of deterministic trends. They are also shown to deliver consistent estimates of distancing parameters in nonstationary panel models where the initial conditions are in the distant past. In the development of the asymptotic theory this paper makes use of both sequential and joint limit approaches. An important limitation in the operation of the joint asymptotics that is sometimes needed in our development is the rate condition n/T → 0. So the results in the paper are likely to be most relevant in panels where T is large and n is moderately large.
