ABSTRACT: Adequacy of primary school teachers is very important to support education for all. The objective of the research is to analyse and develop a plan for a public policy of teacher adequacy for state primary schools. This research used a descriptive-quantitative approach. Data collection was conducted by using observation and interview. There are six main findings in the research. One of the important things is that the model of planning policy for teacher adequacy based on class can be adopted by other local governments by incorporating two factors: total schools (S) and total classes (C), and using the formula of nC + 2S.  The planning policy model for teacher adequacy based on students can also be adopted by other local governments by incorporating the total students (S) and student ratio value to teacher (21:1) by using the formula of S/21.  Therefore, planners should conduct policy planning analysis for teacher adequacy of state primary schools in the local government by using two perspective analyses simultaneously to ensure teacher adequacy and manage effective and efficient distribution of teachers.KEY WORD: Teacher Adequacy; Policy Planning; Local Government; Effective and Efficient Distribution; Primary School. ABSTRAKSI: “Perencanaan Kebijakan dalam Penyediaan Kecukupan Guru Sekolah Dasar di Daerah”. Kecukupan guru sekolah dasar sangat penting untuk mendukung pendidikan bagi semua. Tujuan penelitian ini adalah untuk menganalisa dan mengembangkan model perencanaan bagi kebijakan kecukupan guru sekolah dasar negeri. Penelitian ini menggunakan pendekatan deskriptif-kuantitatif. Pengumpulan data dilakukan dengan teknik observasi dan wawancara. Ada enam temuan utama dalam penelitian ini. Salah satu yang terpenting adalah bahwa model kebijakan perencanaan kecukupan guru berbasis kelas dapat diadopsi oleh pemerintah daerah lain dengan mengakomodasi 2 faktor: jumlah sekolah (S) dan jumlah kelas (C), dengan menggunakan rumus nC + 2S. Model kebijakan perencanaan kecukupan guru berbasis murid dapat juga diadopsi oleh pemerintah daerah lain dengan mengakomodasi faktor jumlah murid (M) dan nilai rasio murid terhadap guru (21:1), dengan menggunakan rumus M/21. Oleh karena itu, perencana sebaiknya melaksanakan analisa kebijakan perencanaan untuk kecukupan guru sekolah dasar negeri di daerah dengan menggunakan dua perspektif analisis tersebut secara simultan untuk menjamin kecukupan guru, dan pengelolaan efektivitas dan efisiensi distribusi guru. Intestinal parasitic infections have always been an important public health problem in the tropics particularly in developing countries such as Nigeria for example. A cross-sectional survey involving 440 schools going children of both sexes aged 6 - >12 years was conducted in 4 primary schools at a different location in Doma Local Government Area (LGA) of Nasarawa State, Nigeria, between September 2015 to February 2016 to determine the prevalence of intestinal parasites. Of the 440 samples examined 155 (35.22%) were infected with different intestinal parasites. The parasites observed included Entamoeba histolytica (6.59%), bookworm (5.22%), Ascaris lumbricoides (53.40%), Trichuris trichiuria (0.45%), E. coli (4.77%) and mixed infection of Ascaris lumbricoides and hookworm (7.27%) with Ascaris lumbricoides having the highest prevalence. Doma south primary school 38 (34.54) Islamiyya nursery/primary school and Doma west primary school had the lowest prevalence with 36 (32.72%) and 34 (30.90%) respectively. An overall prevalence of (35.22%) intestinal parasitic infection in school going children is moderately high and of public health concern. There is need to intensified integrated control measure to reduce or completely eradicate the intestinal parasitic infection in school pupils.

ABSTRAK Penelitian atau kajian mengenai pelatihan bagi para aparatur sipil negara sudah banyak dilakukan, namun penelitian yang fokus pada pelatihan bagi aparatur yang bertugas pada pemerintah daerah Mitra Praja Utama masih sangat langka. Kajian ini menyajikan skema atau model alternatif peningkatan kompetensi aparatur sipil negara untuk meningkatkan kerjasama antar daerah melalui pelatihan bersama. Ruang lingkup pemerintah daerah yang menjadi kajian adalah pemerintah daerah yang tergabung dalam forum Mitra Praja Utama (MPU). MPU merupakan forum kerjasama dan koordinasi antar pemerintah daerah di Indonesia yang terdiri dari  10 Provinsi yaitu Provinsi Jawa Barat, Provinsi DKI Jakarta, Provinsi Jawa Tengah, Provinsi Daerah Istimewa Yogyakarta, Provinsi Jawa Timur, Provinsi Bali, Provinsi Lampung, Provinsi Nusa Tenggara Barat, Provinsi Banten dan Provinsi Nusa Tengggara Timur. Model pelatihan bersama yang disajikan pada kajian ini merupakan suatu alternatif metode yang dapat dipertimbangkan oleh lembaga diklat pemerintah, khususnya pada lembaga diklat pemerintah yang tergabung dalam Mitra Praja Utama dalam rangka peningkatan kerjasama antar daerah untuk berbagai urusan pemerintahan daerah terutama dari aspek kompetensi aparatur.   Kata kunci: pelatihan, mitra praja utama, kompetensi, aparatur sipil negara     ABSTRACT Research or studies on training for the state civil apparatus have been carried out a lot, but research that focuses on training for officers serving in the Mitra Praja Utama regional government is still very rare. This study presents an alternative model for enhancing the competence of civil state apparatus to increase cooperation among regions through joint training. The scope of local government to be studied is the local government who are members of the forum Mitra Praja Utama (MPU). MPU is a forum of cooperation and coordination among local governments in Indonesia consisting of 10 Provinces of West Java Province, DKI Jakarta Province, Central Java Province, Special Province of Yogyakarta, East Java Province, Bali Province, Lampung Province, West Nusa Tenggara Province, Banten Province and East Nusa Tenggara Province. The joint training model presented in this study is an alternative method that can be ascertained by special government training institutions in government training institutions incorporated in Mitra Praja Utama in order to increase inter-regional cooperation for various local government affairs.   Keywords: training, mitra praja utama, competence, civil state apparatus

Every organization cannot be separated from change. Change management is also an important aspect of public organizations or bureaucracy in local governments. One of the phenomenal changes implemented by the local government is the concept of employee promotion or widely known as job auctions. Central Java Provincial Government became one of the pioneers in the implementation of open promotion through the concept of talent scouting for the position of administrator and supervisor. Context, content, process, leadership and results are important indicators of change to see the extent to which talent scouting has been successfully implemented by the Central Java Provincial Government. Basically, the changes implemented must be inline with the vision of change and with other related concept changes.

Several factors contributing to the low standard of education in Nigeria where child abuse identified to be an important factor. The study, therefore, investigates the effect of child abuse on the academic performance of primary school pupils in the Kwande Local Government Area of Benue State, Nigeria. The population of the study comprised all primary school pupils and their teachers in the study area. The descriptive research design of survey type employed for the study. A multi-stage sampling technique was used to select ten public primary schools out of fifty seven public primary schools in the study area. Nine hundred and forty–six (946) respondents selected for the study. Researchers developed a questionnaire validated by three experts from the related field was used as an instrument for the study. The findings revealed that child abuse has a significant effect on pupils participation in the class and also had a significant effect on pupils assessment in the Kwande Local Government Area of Benue State, Nigeria. The researchers' recommends among others that the government should carry out an enlightenment campaign through mass media for parents and guardians on the consequences of child abuse on the educational achievement of primary school pupils to improve their participation in classes as well as improve their assessment grades in test and examination.

In the last two decades, the map of the primary school network in Poland has undergone a significant transformation, especially in rural areas that are suffering depopulation. These changes generally involve the closing of small rural schools and this leads to numerous conflicts between residents and local government. However, it is rarely pointed out that closing a school can be a fatal blow to the local community, not only due to the reduction in the social activity of residents but also the loss of jobs which contributes to the economic decline of a village. However, few studies can confirm this thesis. Therefore, this article aims to present the spatial diversity of the reorganisation process of the primary school network in rural areas of Małopolska Voivodeship and attempts to determine the impact of school closures on the economic development of those villages. To achieve this, the author compared the average value of the entrepreneurship indicator for 2018 with changes in the number of businesses for 2009–2018 for individual villages. The calculated values were compiled for those communities where the primary school was closed and for those villages in which the residents decided to take over a school from the local government with their own organisation or association. For comparison of selected indicators, differences in the average values for the two types of localities were presented using a one-way ANOVA variance analysis. The research showed much higher economic activity in places where the school was taken over compared to where the school was closed. In addition, the places where the school was taken over showed a stronger rate of growth for the number of businesses registered in the REGON system.

The study sought to investigate the effect of individual counselling on academic performance of underachievers’ pupil in Maimusari Public Primary School, Jere local Government Area, Borno State, Nigeria. The objectives of the study were to examine the nature and causes of underachievement in Maimusari Public Primary School, also the effect of individual counselling on academic performance of the underachievers’ pupil. Based on these objectives, two research questions and one null hypothesis were answered and tested respectively. Quasi-experimental design was used for the study. Twenty-two underachieving pupils were purposively sampled from the population of the study. Both questionnaire and interview were used as method of data collection; Effect of Individual Counselling on Underachievers in Public Primary Schools (EICUPPS) and interview schedule. The data collected was analysed using descriptive and inferential statistics. The findings of the study discovered that coming late to school, not having complete learning material, depression, anxiety and teachers attitude in the classroom were the major causes of underachievement in Maimusari primary school. The study also revealed that individual counselling has helped the pupils in overcoming their learning barriers. It is therefore, concluded that individual counselling has significant effect on underachievement among pupils of public primary school in Maiduguri, Borno State. It is recommended among others that class teachers need to be oriented on how to identify underachieving pupils in their various classes and inform the appropriate authority for proper management.

This research aims to analyze the effect of the audit opinion, level of independence, and the type of local government to the level of disclosure of information on the official website of the local Government of Central Java province in 2014-2015. Sampling techniques used in this study is a purposive and retrieved samples of as many as 25 local governments. Methods of data analysis used were descriptive and multiple regression. The results showed that the audit opinion, level of independence, and the type of local government effect simultaneously against the level of disclosure of information on the official website of the local government in the province of Central Java. Partially, the audit opinion and the types of local government that have an impact on the level of disclosure of information on the official website of the local government in the province of Central Java. Level of independence has not an impact, partially.

The discussion in this article focuses on the study of structural da'wah in public policy in Indonesia, which is currently widely used by local governments in various regions in Indonesia to improve morale and also campaign for Islamic values in their public policies. The focus of the discussion in this article is first, facts related to structural da'wah in Indonesia. Second, what is the background for the existence of structural da'wah in public policy in Indonesia, third, how is the formulation of structural da'wah in appropriate and good public policies. The fact related to how structural da'wah is mushrooming in Indonesia is that many regions apply structural da'wah in public policy. Various examples of regions in Indonesia that carry out structural da'wah in public policy are one of them in the Bulukumba area of South Sulawesi. As well as in Bandung Regency which has a structural da'wah program with the concept of Bandung Religious, a structural da'wah policy program is also implemented in the Central Java and East Java regions, namely in Jepara and Ponorogo Regencies. The emergence of structural da'wah policies in various regions in Indonesia cannot be separated from the existence of regional autonomy policy authorities. Concerning that local governments can regulate and manage their da'wah policies with their respective social structures. such as the degradation of morals and religious politics of the local government. In formulating the structural da'wah policy, the local government uses various innovations and various alternatives in formulating the da'wah policy. Structural da'wah policies must contain Islamic values and teachings that provide motivation, encouragement and an invitation to the Islamic community to implement and apply Islamic teachings as well as possible. The birth of this policy does not aim to make it an Islamic state and create a pure sharia-based constitution that is beneficial to society. Keywords: Structural Da'wah, Public Policy

In this research, it is aimed to find out whether being in cooperation with local administrations of the primary schools affects the solution of economic problems of the school, and if so, what kind of contribution it has. Survey design model was used in the research. Interview technique from qualitative research methods, was used in the collection of data. Determination of the study group of research, easily accessible sampling method of purpose sampling model is used. The study group subject to the research is determined as the primary school principals who can give information in a willing manner to understand the study problem and limited to 20 primary school principals, serve in different socio-economic regions within the province of Ankara, where the researcher could easily access it. Local governments within the scope of the research have been limited to municipalities, because the schools in the survey are schools located in the central districts and removal of the Ankara Special Provincial Administration through Law No:6360. The collection of data was carried out “Interview Form for the Primary School Administrators on Cooperation with Local Governments” created by the researcher. Descriptive analysis was performed in the analysis of data.As a result of the research, it is concluded that the primary schools are in cooperation with the local administrations; however this cooperation is not completely helpful in solving economic problems of the school. In addition, either local administrations or other institutions that the schools cooperate with can only support the schools in certain expenditure items. This situation can only help to solve the limited problem, or not at all. It has been determined that all of the school principals want to cooperate with the Provincial and District National Education Directorate in solving the economic problems of the school and that the school principals also want to cooperate with the Ministry of National Education, the parents and the local administrations. In this context, it may be suggested to increase cooperation with the Provincial and District Directorates of National Education, to give schools a budget, and to increase the cooperation of schools with local administrations can be suggested to solve their own economic problems.Extended English abstract is in the end of Full Text PDF (TURKISH) file. ÖzetBu araştırmada ilkokulların yerel yönetimlerle işbirliği içerisinde olmalarının okulun ekonomik sorunlarının çözümüne katkılarının olup olmadığı, katkıları oluyor ise ne tür katkılarının olduğunun çözümlenmesi amaçlanmıştır. Araştırmanın modeli tarama modelidir.  Verilerin toplanmasında nitel araştırma yöntemlerinden görüşme tekniği kullanılmıştır. Araştırmanın çalışma grubunun oluşturulmasında, amaçlı örnekleme yöntemlerinden kolay ulaşılabilir örnekleme yöntemi kullanılmıştır. Çalışma grubu çalışma probleminin anlaşılmasına yönelik istekli olarak bilgiler verebilecek olan ve araştırmacının kolay ulaşabileceği Ankara ili içerisindeki farklı sosyo ekonomik bölgelerde görev yapan 20 ilkokul müdürü ile sınırlandırılmıştır. Araştırmada Ankara il merkezinde bulunan ilkokul müdürleri ile görüşülmesi ve 6360 sayılı yasa ile Ankara İl Özel İdaresi’nin kaldırılmış olması nedeniyle araştırma kapsamında yerel yönetimler olarak belediyeler ifade edilmiştir. Verilerin toplanması, araştırmacı tarafından oluşturulan “Yerel Yönetimler ile İşbirliği Konusunda İlkokul Müdürü Görüşme Formu” aracılığı ile gerçekleştirilmiştir. Verilerin çözümlenmesinde betimsel analiz yapılmıştır.Bu araştırmada, ilkokulların belediyeler ile işbirliği içerisinde olduğu ancak bu işbirliğinin okulun ekonomik sorunlarını çözmeye tam olarak yardımcı olmadığı sonucuna ulaşılmıştır. Ayrıca okulların işbirliği yaptığı gerek belediyeler gerekse diğer kurumlar okullara yalnızca belirli gider kalemlerinde destek olabildiğinden yapılan destekler sınırlı çözümler sağlamakta ya da hiç çözüm olamamaktadır. Araştırmada okul müdürlerinin tamamının okulun ekonomik sorunlarının çözümünde İl ve İlçe Milli Eğitim Müdürlüğü ile işbirliği yapmak istedikleri, bunun yanı sıra Milli Eğitim Bakanlığı, veliler ve yerel yönetimlerle de işbirliği yapmayı istedikleri belirlenmiştir. Bu kapsamda okulların ekonomik sorunlarının çözümünde öncelikli olarak İl ve İlçe Milli Eğitim Müdürlükleri ile işbirliğini artıracak, okullara bir bütçe verilmesini sağlayacak, okulların yerel yönetimler ile işbirliğini artıracak yasal düzenlemeler yapılması önerilebilir.
