During the era of the All People's Congress (A.P.C.), 1968–92, the state machinery and resources of Sierra Leone were used to promote the interests of a relatively small number of persons rather than those of the general public. A system of patronage thrived under this ruling party primarily because membership of particular groupings was a more acceptable qualification for position than an individual's actual capabilities. The ensuing intrigues deterred development in the country because members of cliques were only accountable to their leader and his top officials.

Early in 1961, the President of Liberia, the Prime Minister of Nigeria, and the Prime Minister of Sierra Leone decided to act as joint sponsors of a conference of the leaders of all the independent African states for the purpose of promoting inter-African co-operation. Liberia, as the the oldest of the three sponsoring states, graciously offered to play host. The idea was that all the African states that were independent at that time were ipso facto eligible for membership of the conference. This conference would include the small group of independent African states, usually referred to as the Casablanca bloc, consisting of the United Arab Republic, Ghana, Guinea, Mali and Morocco. This group had signed the Casablanca Charter which was a brief document setting out the aims and purposes of the organization, among which were schemes of economic and social co-operation and the establishment of an African High Command for the purpose of self-defense of its members as well as for that of ridding the continent of Africa of all forms of colonialism. When, therefore, the decision was taken by the three sponsoring states to call a Pan-African conference, it was envisaged that all the then independent states in Africa, including the so-called Casablanca bloc states, would attend and take a full part in its deliberations.

On April 5 2000, the Diet elected Yoshiro Mori as Japan's 55th prime minister. His predecessor, Keizo Obuchi, had suffered a stroke and became unable to carry out his official responsibility. Mori, who was the former Secretary General of the ruling Liberal Democratic Party (LDP), inherited the three party coalition between the LDP, the new Komei Party and the Conservative Party, and reappointed all of Obuchi's cabinet members. Yohei Kono was reposted as the Minister of Foreign Affairs; Hideo Usui as Justice; Kiichi Miyazawa as Finance; Hirofumi Nakasone as Education, Science and Technology; Yuya Niwa as Health and Welfare; Tokuichiro Tanazawa as Agriculture, Forestry and Fisheries; Takeshi Fukaya as International Trade and Industry; Toshihiro Nikai as Transport; Eita Yashiro as Posts and Telecommunications; Takamori Makino as Labor; Masaaki Nakayama as Construction; Kosuke Hori as Home Affairs, Mikio Aoki as Chief Cabinet Secretary; Kunihiro Tsuzuki as Management and Coordination; Tsutomu Kawara as Defense; Taichi Sakaiya as Economic Planning; Kayoko Shimizu as environment; and Sadakazu Tanigaki as Financial Reconstruction.


Significance He was elected on June 9 with a record majority of nearly 68%, after stepping down as prime minister in January. The MPP now holds all the highest offices: the presidency, the office of the prime minister and the office of the speaker of parliament. Impacts Development plans and government finances will rely on rising copper prices. Despite high vaccination levels, COVID-19 is spreading and calls for more lockdowns are growing; these would threaten economic recovery. Beijing will see Khurelsukh as friendlier than his predecessors, but significant concessions to China are unlikely.

It is a trite fact that in the recent past decades, Ethiopia has been under a one-party dictatorship. The ruling political party encountered protracted civil protest and at times, an armed struggle. This has led to the overthrow of former party leaders and the dictatorship. The protracted protest against the party has led to change from within the ruling party. Thus, with the coming to power of Prime Minister Abiy Ahmed, there has been a widespread change in the political and legal landscape. Ethiopia has adopted various mechanisms including establishing a reconciliation commission as a means to reckon with legacies of a repressive past. This article takes stock of the major problematic areas of the Ethiopian Reconciliation Commission establishment law, Proclamation 1102/2018, with the aim to propose measures to be taken to rectify its blind spots.

Just as the Russo-Yugoslav dispute was reaching its climax, and before the meeting of the Cominform, which issued a detailed condemnation of the Yugoslav Party, a plenum of the Central Committee of the Polish Workers' Party took place. What happened at this plenum of June 3, 1948 is known to us, not directly but from many accounts given at the August 31—September 3 plenum. At the June meeting Secretary General of the Party and Deputy Prime Minister of Poland Gomulka-Wieslaw, (Wieslaw was the party name of Gomulka during the war and it is used throughout the debate), delivered the main report, ostensibly an “historical analysis” of the character of the Polish working class movement. In his speech Gomulka took as the basis of Polish Socialism the tradition of the fervently nationalistic Polish Socialist Party, and condemned the internationalist and Pro-Russian Social Democratic Party of Poland, and by implication as well the pre-1938 Polish Communist Party of which the Workers' Party was supposed to be a continuation in everything but name.

This conference was sponsored jointly by the Government of Tanganyika and the University College, Dar es Salaam, and was financed by the Ford Foundation. It was attended by delegates from African countries, some of whose legal systems have been influenced by common law, some by European civil law or Islamic law. Official representatives came from Ethiopia, Ghana, the Ivory, Coast, Nigeria, Northern Rhodesia, Nyasaland, Sierra Leone, the Sudan, Uganda, Kenya, Tanganyika, and Zanzibar. Some celebrated authorities on Islamic law and African customary law attended as observers, and contributed a great deal to the discussions. The chairman of the conference was the Tanganyikan Minister of Justice, Sheik Amri Abedi, and the secretary general was Mr P. J. Nkambo Mugerwa of the local Faculty of Law.

The Security Council considered the situation in the Republic of South Africa resulting from the apartheid policies of the South African government during its 1073rd–1078th meetings held from November 27 to December 11, 1963. The Council had before it the request made by 32 African and Asian states in a letter of October 23, 1963, addressed to the President of the Security Council; and the report by the Secretary-General submitted pursuant to the request made in the Security Council's Resolution of August 7, 1963, that he keep the situation in South Africa under observation and report to the Security Council by October 30, 1963. At the President's invitation Mrs. Pandit (India), Mr. Grimes (Liberia), Mr. Rakotomalala (Madagascar), Mr. Slim (Tunisia), and Mr. Karefa-Smart (Sierra Leone) took places at the Security Council table.

In 2019, Singapore celebrated its bicentennial and reflected on its journey from a British colony engaged in entrepôt trade to a successful sovereign state anchored in ASEAN. The ruling party announced that Finance Minister Heng Swee Keat will be Prime Minister Lee Hsien Loong’s successor. Presumably, Heng will play a key leadership role for his party in Singapore’s upcoming general election.

In response to invitations by the Red Cross Societies of Norway and Sweden and the respective governments of these countries, ICRC President Cornelio Sommaruga visited Oslo from 24 to 26 January and Stockholm from 27 to 29 January 1988.In Norway, the President had talks with leaders of the Norwegian Red Cross, notably Mr. Björn Bruland, President, HRH Crown Princess Sonja, Vice-President, Mr. Odd Grann, Secretary General, Mr. A. Torbjornsen, head of the International Department, and Mr. J. Egeland, head of Information. Mr. Sommaruga also had meetings with the following representatives of the Norwegian Government and public administration: Mr. Gunnar Berge, Minister for Finance, Mrs. Gjesteby, Secretary of State at the Ministry for Foreign Affairs, and Mrs. E. Nordbó, Secretary of State to the Prime Minister.
