Material efficiency is one of the major challenges facing our society in the twenty-first century. Research can help to understand how we can make the transition towards a material-efficient society. This study focuses on the role of the government in such transition processes. Use is made of literature in the field of public administration and innovation literature, particularly transition management. On the basis of three Dutch examples (plastics, e-waste and bio-energy), the complex system change towards a material-efficient society will be reflected upon. These case studies underline the need for a tailor-made governance approach instead of a top-down government approach to enhance material efficiency in practice. The role of the government is not restricted to formulating policies and then leaving it up to other actors to implement these policies. Instead, it is a continuous interplay between the different actors during the whole implementation process. As such, the government's role is to steer the development in the desired direction and orchestrate the process from beginning to end. In order to govern with a better compass, scientifically underpinned guiding principles and indicators are needed. This is a challenge for researchers both in public administration and in transition management.

The main contents of the ethical norms of public administration are the supremacy of public welfare, harmful inaction, and careful use of power, social responsibility, equal competition and enhancement of trust. Contradiction is a philosophical category reflecting the unity of opposites within and between things, and is the core content of materialist dialectics. The main social contradiction is the one that occupies the core position and dominates the society. Administration itself is not the ultimate goal, it is a series of communication channels to convey people's needs and wishes, and to ensure that these needs and wishes can be reflected and considered through state control. Similarly, these channels also play the role of the government in conveying policies and implementing tasks to the people. Therefore, if these channels are to make positive and significant contributions to people-centered development, the role of administration must adapt to the social-cultural environment and tradition.

With the growing populations and range of large wild mammals in Europe, wildlife governance has grown in importance and provoked social conflicts, pressuring policy-makers to provide adequate policy responses. Some countries chose decentralised approaches, while others retain traditional top-down mechanisms. However, evolutionary mechanisms behind those changes and their impact on steering have attracted relatively little attention. We investigated the evolution of the governance of three wildlife species (European bison, moose, and wolf) in Poland (1945–2020) to map their existing paths and explore external and internal factors influencing steering patterns. The results suggest that despite the persistent dominance of state-centred governance and top-down hierarchical instruments characteristic for a post-socialist country, steering involved intense and often informal communication with influential actors. A growing diversity of actors and discourses in wildlife governance increased the state’s steering options and improved conservation outcomes. Concurrently, the government’s steering shifted from concrete policy results to managing tensions and interests within the field. These transformations helped to retain the effectiveness of steering in the changing context, while retaining state-dominated governance.

Academe has argued that democracy cannot be effective on its own, but is reliant on the government and citizens to sustain it. For the South African democracy to be sustained, the roles of the government and the citizens need to be integrated to ensure accountability, transparency, effectiveness and good quality provision of public services to the citizens. The aim of this study is to establish what students view as the role of the government, and of citizens, in strengthening South African democracy. To this effect, information was collected by means of a survey targeting students enrolled for modules in Public Administration and Management at a South African university. It emerged that the respondents deemed it important to educate themselves about democracy as well as the monitoring of politicians' behaviour. The findings further indicated that the respondents considered issues such as education, health, public order and safety, and job creation to a lesser extent, to be key roles of government. The article concludes by contemplating the importance of educating citizens in strengthening the South African democracy with special reference to the South African Medium Term Strategic Framework, and its 12 outcomes. Points for practitioners This article evaluates current South African democracy with reference to the different roles of both government and citizens, respectively. The study revealed the perceptions of students enrolled for modules in Public Administration and Management at a South African university regarding the role of government and citizens in the creation of a sustainable democracy. Furthermore, background information is given on the South African growth path towards democracy and equality.

The objective of this study is to find out the government role towards the management of public cemetery land in Makassar. The type of the research is descriptive qualitative with phenomenological research type. The data were collected through interview, observation and documentation. The data were analyzed through data reduction, data display and conclusion. The findings of the research indicate that the role of the government as the regulator (Environmental Service) of Makassar city in managing the public funeral is not optimal due to a number of obstacles in its implementation process. The role of the government as the facilitator land provider concept is that not only do they serve as public service institution but also in a democratic society they have a main role as facilities and infrastructures providers.Key word: Role, government, funeral land management.  ABSTRAKPenelitian ini bertujuan untuk mengetahui peran pemerintah dalam pengelolaan lahan pemakaman umum di kota Makassar. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dan tipe yang digunakan dalam penelitian adalah fenomenologis. Teknik pengumpulan data yang digunakan peneliti adalah wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah Reduksi data, Penyajian data, dan kesimpulan. Hasil penelitian ini menunjukkan bahwa peran pemerintah sebagai regulator (Dinas Lingkungan Hidup) kota Makassar dalam mengelola pemakaman umum masih belum maksimal sebab dalam proses pelaksanaanya masih memiliki banyak hambatan dan kendala. Peran pemerintah sebagai fasilitator konsep penyedia lahan tidak sekedar sebagai institusi pelayanan masyarakat tetapi dalam masyarakat yang demokrasi memiliki peran pokok yaitu penyedia fasilitas dan sarana prasarana.                                                                                                  Kata kunci:  Peran, Pemerintah, Pengelolaan lahan pemakaman.

AbstractThe chapter explores transformations in journalism caused by the spread of digital technologies. These include collecting and displaying information, collaboration, carrying out journalistic investigation, entrepreneurship and regimes of exploitation. The chapter pays attention to the role of the government, private media companies, technology companies, cultural institutions and other organizations that advance and regulate journalistic work in Russia in new ways. It ultimately discusses new opportunities and new challenges available to journalists. The chapter conceptualizes digital journalism vis-à-vis alternative journalism and vis-à-vis grassroots journalism. In the final section of the chapter, I define digital journalism as a world-building process, thus contributing to theories of transmedia storytelling and cross-platform collaboration.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
