The objective of this study is to find out the government role towards the management of public cemetery land in Makassar. The type of the research is descriptive qualitative with phenomenological research type. The data were collected through interview, observation and documentation. The data were analyzed through data reduction, data display and conclusion. The findings of the research indicate that the role of the government as the regulator (Environmental Service) of Makassar city in managing the public funeral is not optimal due to a number of obstacles in its implementation process. The role of the government as the facilitator land provider concept is that not only do they serve as public service institution but also in a democratic society they have a main role as facilities and infrastructures providers.Key word: Role, government, funeral land management.  ABSTRAKPenelitian ini bertujuan untuk mengetahui peran pemerintah dalam pengelolaan lahan pemakaman umum di kota Makassar. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dan tipe yang digunakan dalam penelitian adalah fenomenologis. Teknik pengumpulan data yang digunakan peneliti adalah wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah Reduksi data, Penyajian data, dan kesimpulan. Hasil penelitian ini menunjukkan bahwa peran pemerintah sebagai regulator (Dinas Lingkungan Hidup) kota Makassar dalam mengelola pemakaman umum masih belum maksimal sebab dalam proses pelaksanaanya masih memiliki banyak hambatan dan kendala. Peran pemerintah sebagai fasilitator konsep penyedia lahan tidak sekedar sebagai institusi pelayanan masyarakat tetapi dalam masyarakat yang demokrasi memiliki peran pokok yaitu penyedia fasilitas dan sarana prasarana.                                                                                                  Kata kunci:  Peran, Pemerintah, Pengelolaan lahan pemakaman.

Material efficiency is one of the major challenges facing our society in the twenty-first century. Research can help to understand how we can make the transition towards a material-efficient society. This study focuses on the role of the government in such transition processes. Use is made of literature in the field of public administration and innovation literature, particularly transition management. On the basis of three Dutch examples (plastics, e-waste and bio-energy), the complex system change towards a material-efficient society will be reflected upon. These case studies underline the need for a tailor-made governance approach instead of a top-down government approach to enhance material efficiency in practice. The role of the government is not restricted to formulating policies and then leaving it up to other actors to implement these policies. Instead, it is a continuous interplay between the different actors during the whole implementation process. As such, the government's role is to steer the development in the desired direction and orchestrate the process from beginning to end. In order to govern with a better compass, scientifically underpinned guiding principles and indicators are needed. This is a challenge for researchers both in public administration and in transition management.

The author considers institute planning and its existence under the market relations. Protection of the capital requires support of its freedom, special nature of assignment and distribution of the benefits, determination of the rights of his owner opposed to the rights of employees. The role of the government, thus, comes down to capital servicing and its functions. In planned economy, on the contrary, the government sets rules, not the owner of the capital, but the person and the state becomes the central figure. The plan as the law defines conditions of managing, a customer of the public benefits. The possibility of existence of two-circuit system under which the government administration extends only to the enterprises with the government involvement is considered, private enterprises remain rather free. The plan is considered as the quantitative regulator and also as institutional and legal frameworks of the economy.

The Australian press played a vital part in bringing the events at Chelmsford Private Hospital to the attention of the general public, and in pressuring the New South Wales government to institute a Royal Commission into Deep Sleep Therapy. This paper describes the ways in which the press brought Chelmsford events onto the public agenda. It pays particular attention to aspects of the press coverage of the findings of the Royal Commission. The paper identifies the discourses concerning psychiatric care, the doctor-patient relationship and the role of the government in regulating the medical profession which were dominant in press accounts of Chelmsford. It is argued that while pre-existing stereotypes about mad psychiatrists and asylums were used to describe Chelmsford, more confronting ideas concerning the need for medical regulation and patient consumerism received press attention and therefore a public airing. The implications for psychiatric care in Australia are examined.

In order to support the government in overcoming the Covid-19 outbreak, Komisi Penyiaran Indonesia (KPI) has issued several policies related to broadcasting, especially on television. This policy was taken considering that television is still the media with the most audience reach and has a high duplication power in society. Therefore, in every program broadcast to the public, adherence to health protocols is a must. Based on this, it is necessary to examine in depth the role of KPI in overseeing broadcasting and the synergy between Central and Regional KPIs in overseeing broadcasting during the Covid-19 pandemic. The results showed that the KPI in supervising broadcasting during the Covid-19 pandemic played an optimal role in regulating and supervising broadcast content by issuing policies to broadcast the socialization of prevention of the spread of Covid-19 either through Public Service Ads (ILM) or other programs by television and radio. In addition, KPI also issued KPI Decree (KKPI) Number 12 of 2020 concerning Support of Broadcasting Institutions in Efforts to Prevent and Overcome the Spread of Covid-19. Then to follow up on the Circular on news related to the Covid-19 Virus, the Central KPI along with Regional KPI throughout Indonesia conveyed and reminded all Broadcasting Institutions to remain guided by broadcasting rules in broadcasting institutions to convey useful and accountable information.

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. At the beginning, the author points out that rent-seeking economy is a distinctive phenomenon for majority of the contemporary market economies. It is reflected in the aspirations of the well organised interest groups to capture public choice and politicians as a tool to gain non-market benefits for themselves, or to take activities to gain income by non-market redistributions instead to do it on the market. According to the author examples of rent-seeking economy are antitrust, arbitrary export-import restrictions, subsidies for various sectors of economy, unions' practices of closed shop or collective bargaining. The author notes that there are legitimate public goods and services (such as military and police services or infrastructure) and therefore legitimate taxing and spending for providing of such public necessities. In his opinion, however, rent-seeking economy results from the growing government intervention in economy based upon widening of its role and responsibility to handle a wide spectrum of illegitimate ??social?? issues, rather than rest upon better providing of classical government services. Rent-seeking economy is a result of abandoning the strict market economy with no or little income gained by the extra market redistribution. The social environment where it is permissible and desirable to remove as great as possible economic activities from the free, non-regulated markets to the public sector or to the sector of the highly regulated economy which is cartelised by coercion, leads entrepreneurs to change their orientation. They do not perceive the regular competition as the best way to make success, but by lobbying with the political bodies. The basic rule of rent-seeking is that when there is a chance to gain rent, there will be someone who will try to get it. Therefore, in the author's opinion the government and the public inclining towards state interventionism are the main to blame for the rise of rent-seeking. This is because they make chances to gain rents since the general social and political environment enables it, as well as because there is an insufficiency of detailed legislative and constitutional restrictions on the role of the government in economy. Therefore, the basic condition for elimination or at least reduction of the scope of rent-seeking economy, in the opinion of the author, is to drastically diminish the role of the government in economic affairs. In that way the economy would be strictly separated form the politics, and entrepreneurs would be sent a signal that the reallocation of resources from productive to lobbying activities for gaining privileges is not an appropriate way to gain income. Within this context, the author points to consideration of the achievements of the James Buchanan's public choice theory that deals with the defects of political decision-making. He also points to the fact that the essence of the liberal constitutional reform that could diminish the scope of rent-seeking could be best perceived in the words stated by Friedrich Hayek the Nobel prize winner, saying that the government should be prohibited to employ ??coercive discriminatory acts??. This means that the government should not employ its monopoly of physical force to award economic privileges to anyone, but it should adopt laws of general use to be applied to the unknown number of cases in the future, concludes the author.

Water companies have attracted minimal attention in the corporate social responsibility literature. This chapter examines conceptual issues regarding the applicability and relevance of CSR principles in a public service industry. It aims to bridge the gap that exists between the CSR and water service discourses by offering some initial ideas on the CSR issues of particular relevance to this industry, with emphasis on developing countries. We suggest re-examination of relationships with poor communities, a different understanding of the role of the government, and the adoption of industry-wide, as opposed to company-specific, social responsibility schemes.

Humans were influenced by perceptions, attitudes, cooperation, and the government roles to portray indicators of religious tolerance. Therefore, this study was carried out between January and March 2020 to deeply analyze the dimensions of perception, attitude, cooperation, and the roles of the government, using a case study technique with a descriptive approach. The population of this study were 53 people representing religious figures, community leaders, government, and levels of society. A questionnaire was used containing statements based on Likert scale measurements. Data analysis was carried out in a narrative manner. The results showed that the portrait of the dimensions of perception, attitude, cooperation, and the role of the government supports religious tolerance in the City of Kupang. However, it found that a neutral attitude was shown when it was related to the attendance to the worship of other religions. Based on the dimension of cooperation, there were also people who showed a neutral attitude on the donations or social action for the followers of other religions, and a willingness to maintain a normative business that does not conflict with adherents of other religions. Unsur manusia yang dipengaruhi oleh persepsi, sikap, kerjasama dan peran pemerintah merupakan indikator potret terhadap toleransi umat beragama. Untuk hal tersebut maka telah dilakukan penelitian sejak Januari-Maret 2020 tentang potret dimensi persepsi, sikap, kerjasama, dan peran pemerintah, menggunakan teknik studi kasus dengan pendekatan secara deskriptif. Populasi ataupun sampel dalam penelitian ini sebanyak 53 orang sebagai representatif tokoh-tokoh agama, tokoh-tokoh masyarakat, pemerintahan, dan lapisan masyarakat. Metode survei menggunakan kuesioner yang berisi pernyataan berbasis pengukuran skala Likert. Analisis data dilakukan secara naratif. Hasil penelitian menunjukkan bahwa potret dimensi persepsi, sikap, kerjasama, dan peran pemerintah mendukung toleransi umat beragama di Kota Kupang. Meskipun demikian masih ada sikap umat beragama yang netral jika terkait dengan kesediaan berada di rumah ibadah pemeluk agama lain yang ada di sekitar tempat tinggal. Berdasarkan dimensi kerjasama, juga terdapat umat yang menunjukkan sikap netral terhadap kesediaan memberikan sumbangan atau aksi sosial kepada pemeluk agama lain, dan kesediaan untuk menjaga normatif usaha yang tidak bertentangan dengan pemeluk agama lain.

Abstract People with disabilities have physical and mental disabilities that have differences when compared to normal people, therefore there needs to be special attention from the government to empower or positive activities that are useful to hone the skills of the people with stability. Therefore, the role of the government is necessary for the development of people with disabilities. Through social services empowerment of people with disabilities is more targeted and focused. The purpose of this research is to decrypt what efforts are made as well as what obstacles are faced in the empowerment of people with disabilities. The type of method used in this study is a descriptive method with a qualitative approach. Data collection techniques used are, observation, interview, documentation. The result of this research is that the efforts made by Social Services are social assistance for severe disabilities in the form of money, as well as training but stalled per the year 2018 because it is focused in Dipnaker. Besides, there is assistance from the ministry in the form of non-cash social assistance for all classifications of people with disabilities. There are also other supporting activities as well as UPSK from the Social Service of East Java Province.  Keywords: empowerment; disability; government role Abstrak Para penyandang disabilitas memiliki kelemahan secara fisik dan mental yang memiliki perbedaan bila dibandingkan dengan orang-orang normal, oleh sebab itu perlu adanya perhatian khusus dari pemerintah untuk memberdayakan ataupun kegiatan yang bersifat positif yang berguna untuk mengasah kemampuan para penyandang stabilitas. Maka dari itu peran pemerintah sangatlah perlu dalam pembinaan penyandang disabilitas. Lewat Dinas Sosial pemberdayaan penyandang disabilitas lebih terarah dan fokus. Tujuan penelitian ini untuk mendekripsikan upaya apa yang dilakukan serta kendala apa yang dihadapi dalam pemberdayaan penyandang disabilitas. Jenis metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu, observasi, wawancara, dokumentasi. Hasil dari penelitian ini adalah upaya yang dilakukan Dinas Sosial adalah bantuan sosial untuk disabilitas berat berupa uang, dan juga pelatihan namun terhenti pertahun 2018 karena difokuskan di Dipnaker. Selain itu terdapat bantuan dari kemensos berupa bantuan sosial non tunai untuk semua klasifikasi penyandang disabilitas. Terdapat juga kegiatan penunjang lain dan juga UPSK dari Dinas Sosial Provinsi Jawa Timur.Kata Kunci: pemberdayaan; penyandang disabilitas; peran pemerintah

The concept of strategy is the composition of the mission in an organization or company in planning activities in order to achieve a goal and be on target by considering many aspects, namely the aspect of competition and the influence of the strength of the factors from the environment. The role of the government is very important in formulating strategies to support the development of tourism destinations, especially new destinations.There are several factors that are fulfilled in developing an area to become a tourist destination, including objects, facilities, infrastructure, transportation. In addition, in this era of all-around social media, there are so many tourist objects that are viral to the public via social media such as Instagram, TikTok, Facebook and others. Tourist attractions managers must be able to take advantage of this social media phenomenon because it will greatly impact a very significant increase in visits.In the midst of the current corona virus pandemic, it has resulted in a significant decline in the tourism sector. Therefore, the right strategy to prepare for the new normal era really needs to be prepared.
