International trade and food security: conceptual discussion, WTO and the case of China

Purpose The purpose of this paper is to discuss the concept and measurements of food security under the framework of The Food and Agriculture Organization of the United Nations, explores the link between international trade and food security with an empirical investigation into the case of China, and draw policy implications in the context of WTO. Design/methodology/approach This paper elaborates the theoretical interconnection between food security and international trade and then utilize an autoregressive distributed lag model to investigate how/whether trade affects food security in China from two dimensions. Findings The authors find that international trade indeed leads China to increase its dependence on food imports, namely, it negatively affects the food security in China. Owing to the importance of food security under multilateral trade system, this paper then briefly analyzes two relevant topics of Doha Round negotiation, i.e. public stockholding for food security and special safeguard measures. It is proposed that WTO members should support the food self-sufficiency endeavors of developing countries and appropriately exempt them from rigid discipline of domestic support and market access. Originality/value This paper discusses the interaction of international trade and food security in various aspects. Empirical study shows that increasing dependence on food imports will negatively impact the food security of China. It is concluded that WTO members should support the food self-sufficiency endeavors of developing countries and appropriately exempt them from rigid discipline of domestic support and market access.

Significance Massive pig losses from African swine fever have reduced pork supplies and raised meat prices. The COVID-19 lockdown took a temporary toll on China’s internal distribution of food supplies and farm inputs. Disruption of food imports due to pandemic-related supply chain disruption remains a risk. President Xi Jinping recently warned that China must “must maintain a sense of crisis about food security”. Impacts China has achieved a very high degree of food self-sufficiency for decades; there is no reason to doubt that this will continue. The pandemic and strained China-US relations fundamentally alter the context of Beijing’s future food security strategy. China’s shift towards a protein-rich, toxin-free diet will affect imports of meat for human consumption, and corn and soya for animal feed. Labour and land pressures will mean more capital-intensive production, application of biotechnology, and scaling-up of production.

PurposeThis paper aims to examine the determinants of rural dwellers financial literacy in Ghana.Design/methodology/approachA cross-sectional primary data set was used to estimate the factors influencing rural farm households' financial literacy using the IV-Tobit model.FindingsThe findings reveal that most rural residents are financially illiterate. The econometrics model results depicted that respondents' socioeconomic and demographic characteristics such as gender, income, age and education significantly affect financial literacy. Again, respondents who are risk seekers and listen or watch education programs are more likely to be financially literate.Research limitations/implicationsThe paper examined the determinants of rural dwellers financial literacy in four regions in Ghana. Future research should consider all or many regions for an informed generalization of findings.Practical implicationsThis paper provides evidence that rural dwellers are financially illiterate and it would require the policymakers or non-governmental organizations (NGOs) to establish a village or community group that comprises a wide range of bankers and government officials to help rural dwellers acquire some financial skills. Also, the positive relationship between media (whether respondent watches or listens to educational programs) and financial literacy implies that policymakers should focus on improving individuals' financial knowledge through training programs and utilize the media as a channel to propagate financial education to the public.Originality/valueAlthough previous studies have examined the determinants of financial literacy, little is known in developing countries and, in particular, rural communities. The authors fill this gap by contributing to the scanty existing literature in developing countries in several ways. First, this is the first study to examine the financial literacy level of rural dwellers in Ghana. Second, to not undermine the credibility of the estimation results, this study addresses the potential endogeneity issue, which other researchers have not adequately recognized. Finally, the study expands the scant literature on the subject and provides critical policy implications that will help policymakers formulate financial market policies that will contribute to rural dwellers financial literacy enhancement.

In the WTO's Doha Round, agriculture is again at center stage, even though it accounts for no more than a small and declining share of world trade. The Agreement on Agriculture concluded in the Uruguay Round was a huge step forward in the GATT's dealings with agriculture. But more needs to be done. In recent years, agricultural support in several developing countries has increased while developed countries have reformed their farm policies and improved market orientation. One specific problem in the Doha Round negotiations on agriculture is the treatment of public stockholding for food security purposes. A possible solution could come through an amendment of the rules for measuring domestic support, by agreeing that procurement prices below prices prevailing on international markets are not considered "administered prices".

Abstract. The Middle East and North Africa (MENA) region has the largest water deficit in the world. It also has the least food self-sufficiency. Increasing food imports and decreasing domestic food production can contribute to water savings and hence to increased water security. However, increased domestic food production is a better way to achieve food security, even if irrigation demands an increase in accordance with projected climate changes. Accordingly, the trade-off between food security and the savings of water and land through food trade is considered to be a significant factor for resource management, especially in the MENA region. Therefore, the aim of this study is to analyze the impact of food trade on food security and water–land savings in the MENA region. We concluded that the MENA region saved significant amounts of national water and land based on the import of four major crops, namely, barley, maize, rice, and wheat, within the period from 2000 to 2012, even if the food self-sufficiency is still at a low level. For example, Egypt imported 8.3 million t yr−1 of wheat that led to 7.5 billion m3 of irrigation water and 1.3 million ha of land savings. In addition, we estimated the virtual water trade (VWT) that refers to the trade of water embedded in food products and analyzed the structure of VWT in the MENA region using degree and eigenvector centralities. The study revealed that the MENA region focused more on increasing the volume of virtual water imported during the period 2006–2012, yet little attention was paid to the expansion of connections with country exporters based on the VWT network analysis.

Purpose The purpose of this paper is to examine the treats hindering war against illicit financial flows of organised crime in developing economies and Nigeria in particular. The examination shows that the impediments facing the fight against money laundering and organised crime financial flows vary from one country to another. It may be lesser in developed economies where most instruments, treaties and best practice recommendations to curb serious crime originated from. However, the impediments against the proceeds of organised crime in developing economies are overwhelming. Design/methodology/approach The research methodology adopted was qualitative analysis. This was applied through the use and analysis of documents and expert interviews. Findings The impediments jeopardising the success against organised crime and other related serious crime financial flows in developing economies are devastating. Consequently, the study offered some policy implications to help mitigate these impediments in developing countries. The dynamics and the phenomena of organised crime business model are operated with ingenious strategies within the global states. Therefore, staying in control of the menace and the threats originated from the organised criminal activities would require periodic review of the global initiatives, standards and strategies deployed by the standard setters to combat organised crime and its financial flows in developing and evolving economies. Additionally, the implementing countries should be carried along and allow to make inputs when such initiatives and standards are being developed. Social implications In Nigeria, there is a clear evidence of “collateral damage” in terms of social justice as result of financial exclusion of many bankable adults of the country that do not possess unique identities for account opening documentation and customer due diligence of the Financial Action Task Force recommendation 10. Originality/value There have been quite a number of studies on organised crime and still fewer have recognised the need to explore the success or failure of combating the proceeds of crime in developing economies. This study provides answer to these gaps by screening associated risks of fighting the proceeds of organised crime in developing countries and Nigeria in particular.

Purpose The paper is a synthesis of the 2017 Global Food Policy Report, and the purpose of this paper is to put into perspective the major food policy issues, developments, and decisions of 2016 and highlights challenges and opportunities for 2017. Design/methodology/approach The paper presents an overview of recent changes in the global context for food security and nutrition, and synthesizes research findings on major issues that arise in an urbanizing world. Based on its findings, the authors present policy recommendations and areas for future research for food security and nutrition. Findings Urbanization is linked with dietary changes to more energy-dense diets, and, the triple burden of malnutrition is increasing, particularly in rapidly urbanizing developing countries. Rural-urban linkages are key to improving food security and nutrition in both rural and urban areas, and traditional agricultural value chains linking farms to cities are undergoing a “quiet revolution.” Governance to enhance food security in the context of rapid urbanization faces various challenges in the institutional, administrative, and political realms, especially for the informal economy in developing countries. To address the unique challenges of urbanization, policies will need to create enabling environments, promote efficient and inclusive value chains, improve governance, and promote tailored programs. Research gaps that need to be filled include better, updated, and disaggregated data on food security and nutrition, as well as an enhanced understanding of enabling environments. Originality/value The paper highlights the increasingly relevant issue of rapid urbanization, especially in developing countries, for food security and nutrition, and synthesizes recent research in this area.

Purpose The purpose of this paper is to analyze maritime logistics connectivity of ports and shipping networks in the East Sea Economic Rim (ESER) to promote international trade in the context of China’s Belt and Road Initiative (BRI), considering centrality, primary flow and clustering interaction. Design/methodology/approach The paper applies a complex network model, using a big data system consisting of an automated identification system, electronic data interchange and distributive and complex data. Three perspectives, including connectivity in trading ports and regions, centralities in the realm of complex network and potential marketing and regional impacts, and sixteen criteria are considered for this analysis. A visual approach has been also applied to highlight port connectivity and ship flows for the reader’s convenience. Findings The paper shows that port connectivity and maritime logistics are enablers to promote Korean international trade in Northeast China through the ESER, and 25 major ports are well connected to promote international trade in the region with visual data of ship flows by ship type and by flag. Research limitations/implications Owing to the lack of port management information systems among the countries in the ESER except Korea and Japan, this paper could not capture cargo types and amounts on board. Port connectivity analysis shows links of the ports in the ESER to major ports in southeast Asia along the Twenty-first Century Maritime Silk Road (MSR). These results contribute to drawing policy implications to promote the ESER and provide suggestions for promoting Korean international trade by enhancing maritime logistics connectivity. Originality/value Unlike the existing literature showing descriptive and policy-oriented research related to ESER, this paper applied a vigorous method with a big amount of data to analyze port connectivity and ship flows in the ESER, considering China’s BRI affecting the global supply chain system, maritime transportation, and logistics. In addition, the paper shows how the seaports in the ESER are connected along the MSR.

AbstractThe Doha Round must be concluded not because it will produce dramatic liberalization but because it will create greater security of market access. Its conclusion would strengthen, symbolically and substantively, the WTO's valuable role in restraining protectionism. What is on the table would constrain the scope for tariff protection in all goods, ban agricultural export subsidies in the industrial countries and sharply reduce the scope for distorting domestic support – by 70% in the EU and 60% in the US. Average farm tariffs that exporters face would fall to 12% (from 14.5%) and the tariffs on exports of manufactures to less than 2.5% (from about 3%). There are also environmental benefits to be captured, in particular disciplining the use of subsidies that encourage over-fishing and lowering tariffs on technologies that can help mitigate global warming. An agreement to facilitate trade by cutting red tape will further expand trade opportunities. Greater market access for the least-developed countries will result from the ‘duty free and quota free’ proposal and their ability to take advantage of new opportunities will be enhanced by the Doha-related ‘aid for trade’ initiative. Finally, concluding Doha would create space for multilateral cooperation on critical policy matters that lie outside the Doha Agenda, most urgently the trade policy implications of climate change mitigation.

The basic need that is needed by humans to fulfill their survival is food. Thus the basic needs in a country can be fulfilled by domestic products or foreign products which are commonly known as imports. Fulfilling this need for food is very important and strategic in order to maintain the sovereignty of the country, by not depending on food imports from developed countries. Law Number 18 of 2012 on Food, mandates the objectives of food administration, namely realizing food sovereignty, food self-sufficiency and food security. Therefore, it is necessary to increase the production and productivity of food commodities, especially strategic food in order to meet the needs of the community which are always increasing and directly proportional to the population. The method used is normative legal research.

Livestock is an integral part of agriculture and a prominent source of food. It contributes 40% of the global value of agricultural output and supports the livelihoods and food security of almost a billion people, especially in developing countries. There is nothing new in amalgamation of farm animals in agriculture system, but the debate questioning its existence and relevance is a rather new drift. The politics, the climate debate, the nutrition debate around livestock sector, especially levitating from industrial countries, needs to be sympathetic toward the millions of people, especially in developing countries, that continue to remain dependent on livestock as an important, or often the only, source of livelihood. This chapter looks at the diverse livestock agriculture systems in industrial and less developed countries and it’s policy implications. It re-examines the prevailing debates such as, the heat and meat debate, the zoonotic disease discussions, the debate on ethics around animal-source food and the debate of over- and undernutrition. The authors take a balanced view on the pros and cons of livestock sector, considering the global debates, but at the same time, looking at livestock sector’s socioeconomic and nutrition value for the poor. Take a global view, debate, campaign but don’t forget to also look at the sector from livelihood and food-security angle. The underline message of the chapter is to call for a bounteous outlook, evidence-based debate and equable policies.
