Purpose The study aims to focus on the present automation status of the college libraries with an objective to offer enhanced Web-based library service on an affordable virtualization on cloud computing model. Design/methodology/approach With Infrastructure as a Service (Infrastructure as a Service) delivery model, this study demonstrates how libraries of colleges/smaller institutes could be connected to cloud Library Management System infrastructure through internet or dedicated point-to-point WAN connectivity. The Software as a Service (SaaS) delivery model depicts how college libraries could form library consortium at its own private cloud environment with installation of the required LMS application, database, middleware and other prerequisites. Findings A cloud-based consortium approach for the college libraries will reduce the cost of purchasing hardware equipment and setting up of infrastructural facilities; relieve libraries of involving additional IT skilled manpower; foster collaborative approach with shared environment and minimise duplication in resource subscription. Originality/value To the best of the authors’ knowledge, the present study is the first of its kind in the light of shifting of infrastructure, software and hardware requirements of smaller libraries for cooperative sharing in both IaaS and SaaS cloud platform. The study delineates step by step how college libraries could effectively leverage the cooperative cloud architecture for enhanced library services to reach wider user community.

The aim of this research is to design a framework for a Web system that is intended for linking small and medium transport companies with their customers. The unique aspects of the framework are twofold. The framework utilizes Web services, which means that it can be applied to existing software and hardware environments. This reduces the need for specialized integration and development, the cost of which becomes a further barrier to SMEs in adding value to customers through existing systems. The framework is additionally designed to link both communities of SMEs and customers in a fledgling digital ecosystem arrangement. Such arrangements offer inherent added value to both types of participants.

PurposeIntegrated project delivery (IPD) is highly recommended to be utilised with building information management (BIM), specifically with BIM level-3 implementation process. Extant literature highlights the financial management challenges facing the proposed integration. These challenges are mainly related to the IPD compensation and the conventional cost control approaches that are not consistent with IPD principles. As such, this paper presents an integration of several methods to support automating risk/reward sharing amongst project parties thus enhancing IPD core team members’ relationship.Design/methodology/approachThe literature review was used to highlight the challenges that face the IPD-based cost management practices such as the risk sharing/reward sharing amongst IPD core team members and potential methods to bridge the revealed IPD gap. A framework was developed by integrating the activity-based costing (ABC) – as a method to analyse the cost structure – and earned value management (EVM) to develop mathematical models that can determine the three main IPD financial transactions (i.e. …) fairly. To demonstrate the applicability of the developed system, a real-life case study was used, in which, promising results were collected in regard to visualising the cost control data and understanding of the accumulative status of the project cost and schedule for team members.FindingsA centralised cost management system (CCMS) for IPD is developed to enable the IPD cost structure as well as automating the risk-sharing/reward-sharing calculations. This system is linked with a web-based management system to display the output of proposed risk-sharing/reward-sharing models. Moreover, a novel grid is developed to show the project status graphically and to respect the diversity in core team members backgrounds. In addition, the case study showed that the proposed integration of different methods (ABC, EVM, BIM and web-based management system) is interoperable and applicable.Originality/valueThis research presents a comprehensive solution to the most revealed challenges in cost management practices in IPD implementation. The outcome of this research contributes to the body of knowledge through presenting new extensions of the EVM to be used with the IPD approach to calculate risk/reward. Moreover, the implementation of the proposed tools such as centralised cost management system (CCMS) and CCMS for IPD web system will enhance/foster the implementation of the IPD in conjunction with BIM process.

Purpose The aim of this study is to investigate the effect of web - based disclosure on the cost of debt for the MENA region setting. Design/methodology/approach The sample of this paper consists of 237 MENA listed non-financial companies for the year 2017. Multiple regression models were used to examine the impact of online disclosure on the cost of debt. Content analysis is used to measure the extent of web-based disclosure. Findings The results reveal that there is a negative and significant association between the web-based disclosure and the company’s cost of debt. These results support the hypothesis of the economic utility of the information disclosed on the website for creditors in this region. Practical implications The results of the study have important implications for managers in the MENA region. It is necessary for managers to improve the company’s transparency through web-based disclosure. The companies must benefit from the different technologies offered by the Internet in order to offer to the creditors unlimited access to up to date information. In fact, web-based disclosure may mitigate the information asymmetry, the uncertainty of creditors and, consequently, reduces the cost of debt. 10; 10;Moreover, the results of the study provide empirical evidence for the advantages of voluntary web-based disclosure. The results highlight the importance to companies and regulators of understanding the benefits of using the website as a means of information disclosure. The regulators in MENA countries can rely on these results to establish suitable policies to improve the quality of web-based disclosure. The regulators need also to put in rules in relation to the online disclosure. In fact, an understanding of web-based disclosure is important for regulators and companies. Given the positive effect of online disclosure (the reduction of the cost of debt), knowledge about the economic consequences of web-based disclosure would enable companies in the MENA region to optimize their online disclosure policies. Originality/value This study, added to the existing literature by examining the consequences of online disclosure practices in MENA countries. Most previous studies conducted in this region were limited to analyzing the determinants of the company’s web-based disclosure. This paper would extend the literature on the online disclosure practices by investigating the association between these practices and the cost of debt in a developing economics: the MENA region. Previous studies were limited to testing this association only in developed countries.

Purpose The purpose of this paper is to provide insights and commentary into issues encountered in providing computing services to library users in an era of shrinking budgets, reductions in staffing and increased costs. Design/methodology/approach Uses examples and illustrations from the technology literature and both anecdotal and analytic information from the author’s library to highlight some of the implications and resulting costs of password fatigue. Findings Web users are increasingly finding themselves in situations where they are overwhelmed by the stress induced by the need to remember many usernames and password combinations of varying complexities to complete their tasks at home, work and school. Originality/value This paper describes the shortcomings and counter-productive nature of the exceedingly complex and increasingly insecure world of usernames and password-protected web-based services. The cost of help desk-mediated password resets is enormous. Libraries are not immune to a large volume of calls generated by access issues.

PurposeFor years, traditional techniques have been used for diabetes treatment. There are two major types of insulin: insulin analogs and regular insulin. Insulin analogs are similar to regular insulin and lead to changes in pharmacokinetic and pharmacodynamic properties. The purpose of the present research was to determine the cost-effectiveness of insulin analogs versus regular insulin for diabetes control in Yazd Diabetes Center in 2017.Design/methodology/approachIn this descriptive–analytical research, the cost-effectiveness index was used to compare insulin analogs and regular insulin (pen/vial) for treatment of diabetes. Data were analyzed in the TreeAge Software and a decision tree was constructed. A 10% discount rate was used for ICER sensitivity analysis. Cost-effectiveness was examined from a provider's perspective.FindingsQALY was calculated to be 0.2 for diabetic patients using insulin analogs and 0.05 for those using regular insulin. The average cost was $3.228 for analog users and $1.826 for regular insulin users. An ICER of $0.093506/QALY was obtained. The present findings suggest that insulin analogs are more cost-effective than regular insulin.Originality/valueThis study was conducted using a cost-effectiveness analysis to evaluate insulin analogs versus regular insulin in controlling diabetes. The results of study are helpful to the government to allocate more resources to apply the cost-effective method of the treatment and to protect patients with diabetes from the high cost of treatment.

Purpose – The purpose of this article is to explore and conceptualize the Semantic Web as a term that has been widely mentioned in the literature of library and information science. More specifically, its aim is to shed light on the evolution of the Web and to highlight a previously proposed means of attempting to improve automated manipulation of Web-based data in the context of a rapidly expanding base of both users and digital content. Design/methodology/approach – The conceptual analysis presented in this paper adopts a three-dimensional model for the discussion of Semantic Web. The first dimension focuses on Semantic Web’s basic nature, purpose and history, as well as the current state and limitations of modern search systems and related software agents. The second dimension focuses on critical knowledge structures such as taxonomies, thesauri and ontologies which are understood as fundamental elements in the creation of a Semantic Web architecture. In the third dimension, an alternative conceptual model is proposed, one, which unlike more commonly prevalent Semantic Web models, offers a greater emphasis on describing the proposed structure from an interpretive viewpoint, rather than a technical one. This paper adopts an interpretive, historical and conceptual approach to the notion of the Semantic Web by reviewing the literature and by analyzing the developments associated with the Web over the past three decades. It proposes a simplified conceptual model for easy understanding. Findings – The paper provides a conceptual model of the Semantic Web that encompasses four key strata, namely, the body of human users, the body of software applications facilitating creation and consumption of documents, the body of documents themselves and a proposed layer that would improve automated manipulation of Web-based data by the software applications. Research limitations/implications – This paper will facilitate a better conceptual understanding of the Semantic Web, and thereby contribute, in a small way, to the larger body of discourse surrounding it. The conceptual model will provide a reference point for education and research purposes. Originality/value – This paper provides an original analysis of both conceptual and technical aspects of Semantic Web. The proposed conceptual model provides a new perspective on this subject.

Information system maintenance is an important aspect of information system development, especially in systems that provide dynamic content, such as Web-based systems and Knowledge Management Systems (KMS). Design for Maintenance (DFM) is an approach that argues that maintenance effort should be considered during the design of information systems in addition to the usual system design considerations. This research examines how the design of links among knowledge documents in a KMS affects both their maintenance and use. We argue that providing links among knowledge documents increases the cost of maintenance because when a document changes, the documents that link to and from that document are more likely to need changes. At the same, linking knowledge documents makes it easier to locate useful knowledge and thus increases use. We examine this tension between use and maintenance using 10 years of data from a well-established KMS. Our results indicate that as the number of links among documents increases, both maintenance effort and use for these documents increase. Our analyses suggest two DFM principles for dynamic content in practice. First, knowledge coupling (i.e., linking) to documents internal to the KMS rather than sources external to the KMS better balances maintenance effort and use. Second, designing small, knowledge cohesive documents (e.g., 250-350 words) leads to the best balance between maintenance effort and use.

Purpose The purpose of this study is the evaluation of the cost and benefits of earthquake protection of buildings to verify whether the legislative push, through tax incentives, will produce results and lead to a redevelopment of private real estate assets. Design/methodology/approach Through contingent valuation, this research aims to measure the propensity of homeowners to invest in the seismic security of their properties. The sample of homeowners was selected in a southern Italy city, which was characterized by a medium-high seismic hazard. The willingness to pay, once made independent from the family income, was compared with the actual cost of a seismic retrofitting technique to assess its cost-effectiveness. Findings The analysis developed on an example case shows that the economic sustainability of the intervention is only verified when considering the current tax incentives for this type of intervention. Practical implications Choosing to introduce a system to compulsory insurance against seismic risk could certainly be a strong incentive for the implementation of retrofitting interventions on private real estate assets. In this direction, investigations like this can be fundamental to establish the fair risk premium. Originality/value The need for effective seismic risk mitigation policies is also based on the growing awareness of the, often fatal, effects of seismic events, emphasized by the recent medium and high intensity events that hit Italy. The issue of the security of residential buildings is therefore a very topical issue in view of their high seismic vulnerability and the vast number of buildings requiring major seismic retrofitting. Therefore, the propensity of owners to intervene in improving the seismic performance of their properties can be crucial in seismic risk mitigation.

Purpose The purpose of this paper is to examine the impact of labor market freedom on state-level cost of living differentials in the USA using cross-sectional data for 2016 after allowing for the impacts of economic and quality of life factors. Design/methodology/approach The study uses two-stage least squares estimation controlling for factors contributing to cost of living differences across states. Findings The results reveal that an increase in labor market freedom reduces the overall cost of living. Research limitations/implications The study can be extended using panel data and alternative measures of labor market freedom. Practical implications In general, the finding that less intrusive government and greater labor freedom are associated with a reduced cost of living should not be surprising. This is because less government intrusion and greater labor freedom both inherently allow markets to be more efficient in the rationalization of and interplay with forces of supply and demand. Social implications The findings of this and future related studies could prove very useful to policy makers and entrepreneurs, as well as small business owners and public corporations of all sizes – particularly those considering either location in, relocation to, or expansion into other markets within the USA. Furthermore, the potential benefits of the National Right-to-Work Law currently under consideration in Congress could add cost of living reductions to the debate. Originality/value The authors extend the literature on cost of living differentials by investigating whether higher amounts of state-level labor market freedom act to reduce the states’ cost of living using the most recent annual data available (2016). That labor freedom has a systemic efficiency impact on the state-level cost of living is a significant finding. In our opinion, it is likely that labor market freedom is increasing the efficiency of labor market transactions in the production and distribution of goods and services, and acts to reduce the cost of living in states. In addition, unlike previous related studies, the authors investigate the impact of not only overall labor market freedom on the state-level cost of living, but also how the three sub-indices of labor market freedom, as identified and measured by Stansel et al. (2014, 2015), impact the cost of living state by state.
