The subject of the research is the modern innovative development in the conditions of application of the system of the state innovation policy instruments. The purpose is to systematize scientific views and analyze the criteria, components and directions of the state innovation policy, approaches to coordinating and regulatory role of the state in innovation policy and, on this basis, to make recommendations on the application of the components of an effective innovation policy of the country. The methodological basis for the article was the works of well-known foreign and Ukrainian economists on the subject of research, the results of the authors’ own research, analysis of the main international indicators of effective innovation development of the countries of the world. To achieve the goal, the following methods were used: dialectical, historical, logical, systemic, statistical and graphical. As a result of the research, the essence of innovation policy of the state and innovation and investment risks, factors hindering the innovative development of Ukrainian enterprises and functions of state innovation policy were determined. In order to develop and implement an efficient state innovation policy, a number of indicators that are components of the successful innovation policy of the country were analyzed, in particular, the ratio of the country’s expenditure on research and development as a percentage of GDP, the number of patents issued to the country’s citizens for innovations (within the country and abroad), and the same indicator but per million in the population of the country as well as the ratio of the share of high-tech and medium-tech products of the countries listed in the international innovative rating and the average interest rate of the country’s central bank. The concept of the state support for the development and implementation of innovations in the real sector of the economy is offered in this paper.

Some researchers call the modern stage of development of the world economy “the era of innovations". Studies show that economic and social progress is ensured through an innovative process - the process of producing new knowledge and practices. Thanks to new technologies, deep structural changes are taking place in the economic sectors, new industries are being formed, new jobs are being created. Globalization and the integration of the world economy have further exacerbated competition in the market for high-tech products. In these circumstances, innovative instruments remain the only possible source of increasing the competitiveness of national economies. The innovative way of development of the Russian economy is recognized as the main direction promoting restoration of volumes of production, the international competitiveness, a standard of living of the population, increase of efficiency of national economy, improvement of an ecological condition of a natural environment. Therefore, it is no coincidence that at this stage of development of Russia’s economic system, its main vector is to increase the effectiveness of the implementation of innovation policy. The special attention paid at present to the issues related to the implementation of innovation policy is caused by the active activity of the state, which aims to transfer the Russian economy to the innovative way of development by 2020. It is an undeniable fact that the innovative way of development of the country is the only way to overcome the global socio-economic crises that pose a threat to the sustainable development of the state, both in the present and in the future. This article is devoted to the problems of innovative development of our country.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

This paper investigates major points of the successful functioning and modernization of the national economy is the transfer of the economy to an innovative development path, the creation of a high-tech and competitive economy. In the transition to the modern model of economic growth, the level of activity of enterprises is of great importance, where high activity is ensured by the leading role of the state in stimulating and determining national priorities and the active influence of the state on the process of innovative development through mechanisms of state tax stimulation of economic development. In conclusion, it makes an emphasis on both theoretical and methodological basis as a whole.

The state innovation policy of modern Russia has been analyzed in the article. The problems of the existing model of formation and implementation of the state innovation policy have been considered. This direction of policy has been studied from the standpoint of institutional, technological and time components, which allows us to characterize the modern model of the state innovation policy of Russia as a model implemented “top-down”, as the center of decision-making was shifted towards the state in the face of government agencies and decision-makers with minimal consideration of the views of other stakeholders. The subject of this study is the interaction of political institutions in the formation and implementation of the state innovation policy of Russia. The role of small and medium-sized enterprises of scientific, technical and innovative orientation in the studied processes as the most “sensitive” market needs has been emphasized, the focus has been shifted to increase the responsibility of the first persons of the regions for regional innovative development, as well as to the nominal nature of the state priority of innovative development of Russia. As a methodological basis, a system-dynamic approach is used, which allows you to reveal systematically the shortcomings of the current system, expressed in the limited interaction of political institutions, their communication and the quality of partnerships. This is largely due to the symbolic (nominal) political demand for such development and the weak setting, optimal for the development of innovation, socio-political environment. The conclusion has been made, that it is possible to correct the current state of affairs when changing: the legal support of the innovation sphere, the subject composition of the participants in the development and implementation of state policy in the field of innovation and the conditions for the development and growth of innovation.

This article interrogates the notion of state capitalism, exploring the contributions and limits of the concept as a means of theorizing the more visible role of the state across the world capitalist economy. We critically synthesize the key arguments, outlining commonly cited properties and practices of state capitalism, in three bodies of literature: strategic management, comparative capitalism and global political economy. We find that the term not only lacks a unified definition, but actually refers to an extremely wide array of policy instruments, strategic objectives, institutional forms and networks, that involve the state to different degrees. For this proliferation of competing usages to be productive and not lead to analytical impasses, we argue that there is a need for a heightened level of reflexive scrutiny of state capitalism as a category of analysis. In that spirit, we identify three issues that the literature must further grapple with for the term to be analytically meaningful, that is, capable of rendering (state)capitalist diversity amenable to analysis and critique: (1) the ‘missing link’ of a theory of the capitalist state, (2) the time horizons of state capitalism, or the question of ‘periodization’, (3) territorial considerations or the question of ‘locating’ state capitalism.

The performance of agriculture in Russia remains unsatisfactory, which requires the state to take active measures to support and develop it. In recent years, government policy has been focused on the formation of a high-tech agro-industrial complex, the introduction of digital means and ensuring food security. At the same time, the measures which are taken by the state do not form a single integrated system and do not ensure the achievement of the desired effect. The publication analyzes the current state of legislation in the field of agro-industrial complex support. Particular attention is paid to the Federal Scientific and Technical Program for the Development of Agriculture for 2017 - 2025. Based on the results of the research, conclusions about the need to adopt a comprehensive federal law and strengthen the role of the State Council of the Russian Federation in the development of a national agrarian policy are drawn, measures to improve legislation in the field of supporting the innovative development of agriculture are substantiated, and additional measures of state support for the agro-industrial complex in the Russian Federation are proposed.

The field of social innovation is developing rapidly all over the world, with new institutions, methods and activities. The article deals with some aspects of the innovative model. The necessity of formation and development of the knowledge economy. Studied the shortcomings of the existing model of innovation, in particular, the impact on it of the world of globalization, the lack of equal international relations, the low efficiency of public administration and regulation of the national economy. In particular, the article highlights the impact of macroeconomic factors on the implementation of innovation policy, state strategic objectives and their financial support in comparison with foreign countries. The dynamics of science financing were analyzed in dependence of their sources. Grounded priorities of innovation policy of the state: the development of high-tech production; ensuring an adequate level of financing of domestic science; increasing the share of innovation-active industrial enterprises, development of new techniques and technologies; development of venture businesses. Exacerbated by the current economic crisis, Europe is confronted with many complex and interrelated socio-economic challenges affecting individuals, firms, sectors and regions. While traditional innovations are of utmost importance for regional development, its impact as regards regional socio-economic challenges seems to be not sufficient. Regional resilience and competitiveness additionally require new ways of thinking, new alliances, new processes and new forms of dialogue. Social innovation as new solutions leading to improved capabilities, new forms of collaboration and a better use of societal resources can help regions to sustainably cope with social challenges. Against this backdrop this paper examines the necessity for new modes of policy production arising from the revitalization of social innovation as means of tackling the socio-economic challenges that regions are facing. It argues that a positive role for the state in stimulating, resourcing and sustaining social innovation means moving beyond traditional ways of designing and delivering public policies and programs.

The development of any economic system involves the transformation of the basic characteristics of its participants. In this case, the development itself can be both traditional and innovative. Currently, it is important to consider the innovative type of development at the enterprise level, which means a purposeful process of finding ideas, preparing innovations and their implementation, to increase their efficiency, and for society - to increase needs, the state - to increase the competitiveness of national products in the international market. It is obvious that the development of innovative activity of the enterprise is one of the decisive factors of its successful development. The purpose of this study is a comprehensive study of the theoretical origins of management of innovative entrepreneurship, the formation of a systematic view of the features of innovation management of the enterprise in modern business conditions. A comprehensive study of the theoretical origins of management of innovative entrepreneurship development was carried out, in particular, the emergence of views on the essence of such concepts as “innovation”, “innovative enterprise”, “innovative entrepreneurship”, “development of innovative entrepreneurship” were analyzed in the article. The authors suggest their own interpretation of such categories taking into account the analysis of domestic and foreign approaches and theoretical provisions for this problems in the modern understanding. Also, a systematic presentation of the features of management of the innovative activity of an enterprise in modern economic conditions was formed. The authors believe that for successful management of innovative development of the enterprise there should be a "smart" management system of innovative development of the enterprise. The purpose of the IDE management is to increase the competitiveness of the enterprise - the stable market position for continuous development in a constantly changing external and internal environment. Features of managing the development of innovative entrepreneurship at the present stage are the following: the ability and readiness of the economic entity to positive change, progress; the sequence of management actions that realize the innovation potential; quantitative changes in the relevant "growth points"; qualitative changes based on cooperation and rivalry between market participants for better conditions of production, purchase and sale of goods. It should be noted that management of innovation entrepreneurship development should have the support of the state in the context of Ukraine's innovation policy. The prospects for further research are related to the improvement of the innovation entrepreneurship management system as a key element for increasing the competitiveness of modern enterprises in a constantly changing external and internal environment.

The economic crisis that convolved the world economy a few years ago is the result of a series of government policies in the economic field. Starting from the Subprime Mortgage in America, the crisis eventually spreads across all sectors of the economy. As analysts say that the explosion of the current economic crisis is caused by the trend of low interest rates that are applied by the Fed. The trend of low interest rates will give rise to expectation of market to future economic situation. It is characterized by the overflow of capital expansion in all sectors, especially in property sector. Today, along with the growing mobility of capital from one country to another as part of unavoidable economic liberalization, mobility of capital, on the one hand, has spawned some of the imbalances in the life of a State. The powerlessness can not be separated from economic ideology and system on state role in the economy. Capitalism with its laissez faire brings the concept of state minimal role in the economy. In the empirical facts, it is broken by the crisis situation in 1930 and today's financial crisis. Socialism tends to carry the central role of the State in the economy through the centralistic planning system. The fall of the Soviet Union in the 1980s brought the world to a choice whether reconstructing capitalism or socialism as Fukuyama and Gidden said. On the other hand, as the new system, the economic system of Islam brings the concept of the role of the State in the economy on the basis of universal values of Islam, such as justice in the economy which is reflected in the mechanism of the prohibition of riba (usury), just income distribution and redistribution of income through zakat and social security. This article is an exposure of the State's role in the economy which is studied through the perspective of today’s economic system. The systems are capitalism, socialism, and Islam. The article not only explores conceptual framework, but also also contains an empirical framework mapping and how the conceptual framework is operated. At the end, from the two mapping (conceptual and empirical), author draws a reflection of how the State should play a role in the economic field. Keywords: Capitalism, Socialism, Islam, Economic Role of State
