PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.

The article is devoted to the study of the problems of innovative development in the regions of the Russian Federation. The aim of this work was to determine the empirical relationship between the indicators of innovation activity, economic growth and the state of the institutional environment in the regions. For this purpose, the research methodology was formed and the analysis of the subjects of the Russian Federation was carried out with the establishment of current trends in innovative, institutional and economic development. The methodological basis of the study was the grouping method, the decision tree method, as well as economic and mathematical modeling for constructing production functions. In the course of the analysis, it was found that economic growth directly depends on the innovation and institutional factors. High values of these factors allow you to get GRP per capita at the level of 510 thousand rubles and above, with low values, this indicator is 180-200 thousand rubles. The rate of economic growth is also directly proportional to these factors. It is also revealed that, first; the quality of public institutions and business institutions determines the effectiveness of development and the growth of innovation indicators at the regional level. The most significant attribute for the classification of subjects by the level of innovative development is the innovation activity index. It defines the current classification by 36.7 %, the indices of socio-economic conditions and the quality of innovation policy by 26 %. Macroeconomic modeling of economic growth in the regions depending on the level of innovative development is carried out, and the prospects for using the innovative factor as a driver of economic growth are evaluated. It is established that for a significant number of regions of the Russian Federation, the innovative way of development is not relevant in the medium term. Only for 15 territorial subjects of the Russian Federation, economic growth is real, accompanied by the development of innovative activities. Based on the results of the simulation, proposals are formulated for the directions of economic development of the regions. The article is intended for specialists and experts in the field of theory and practice of innovative development

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

Topicality. One of the problems of the state innovation policy in Ukraine is the abolition or suspension of financial privileges for the subjects of innovation activity due to the lack of transparency of the mechanisms of their distribution. However, complete rejection of state financial support o innovation, that is one of the most widespread instruments of innovation policy in the world, does not correspond with the interests of innovative development of the state. As a solution of this problem at the regional level could be the mechanism of financial support for innovative projects on a competitive basis. Aim and tasks. The purpose of the article is to develop organizational and economic mechanisms of innovative development at the regional level and to discover the source of formation of their financial support. Research results. The article proposes a mechanism for competitive selection of innovative projects to receive funding from local budgets, which, unlike the existing ones, is as transparent as possible, ensures competitiveness among applicants and takes into account the priorities of innovative development of a particular region through the following procedure: the committee for selection of innovative projects is formed on the principles of participatory involvement of representatives of all stakeholders - authorities, business, science, education, community, determines the terms of competition and announces the competition; the competition is open to anyone who has ideas on the announced theme; the selection procedure occurs with maximum transparency and the announcement of the criteria, the selected projects receive funding from the local budget at the expense of the development budget; audit. It is envisaged that economic support for the competitive selection of innovative projects is carried out on the basis of partnerships and financial support from local budgets. The following mechanisms have been proposed: public-private partnership financing through equity participation; granting tax exemptions for other taxes paid to regional budgets; investment-oriented tax benefits, which provide for the exemption from income tax on the financial results of enterprises that are not withdrawn from business and reinvested in innovative projects. Conclusion. Implementation of the proposed mechanisms will ensure transparency of the project selection process, competitiveness among applicants, financial support from different sources and taking into account the priorities of innovative development of a particular region.

Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. To ensure the further development of innovation in Ukraine, it is necessary to comprehensively use methods to stimulate innovation, in particular the improvement of tax legislation; improving the legal framework for venture funds; improving the mechanism of protection of intellectual property rights; ensuring effective cooperation between the scientific and business sectors in the field of innovation.

The object of research is the processes of formation and implementation of mechanisms for innovative development of the energy sector of the national economy in the context of the fourth industrial revolution. It was determined that at the global level, mechanisms for innovative development of industry and energy are formed in the New Industrial Strategy of the European Union (EU), the Paris Climate Agreement, and the fourth energy package of the EU. The challenges of Industry 4.0 necessitate the formation and adaptation of these mechanisms in individual countries to ensure the innovative development of the energy sector in different countries. In the course of the study, the scientific and applied foundations of ensuring the development of the energy sector at the state level have been analyzed. They also used a system-functional approach, methods of structural and functional analysis and functional synthesis, critical analysis of regulatory framework, goals and objectives in the energy sector of the national economy. As a result, a comprehensive mechanism for the implementation of the national innovation policy in the energy sector of the national economy at various levels of the social hierarchy has been proposed. In particular, 5 functional components of the innovative development of the energy sector of the national economy have been identified: 1) productivity of innovation; 2) effectiveness of innovation policy; 3) effectiveness of energy innovation; 4) investment support for innovative development of the energy sector; 5) development of human capital in terms of decarbonization of the economy. On the basis of these components, the main mechanisms have been formed, which make up a comprehensive mechanism for implementing the state policy of innovative development of the energy sector of the national economy, and each of these mechanisms has its own set of implementation tools: economic; motivational; organizational-technological and political-legal. This forms the basis for the implementation of its interfunctionality and ensures its functioning, based on the principle of multilevel (elements relate to the supranational, interstate, national, regional, local and sectoral levels) and is intended to enhance the socio-economic effects of Industry 4.0.
