The sharing economy, regulations, and the role of local government

Purpose The purpose of this paper is to explore regulatory issues of short-term rentals (STR) and evaluate what constitutes effective regulation of STR by analyzing the STR ordinance in the City of Charleston, South Carolina, as well as reviewing the regulation process the City took. Design/methodology/approach In this case study, the study employed a documentary research method (Ahmed, 2010) using multiple sources, including government documents, historical statistics and local publications. Prior to analyzing documents, face-to-face interviews with a couple of key government officials were conducted to understand the overall context of the regulation processes as well as to obtain primary information and data pertaining to Charleston’s STR regulation processes. Findings The study identified three noteworthy points. First, the legalization process was transparent and democratic; opportunities for stakeholder participation in crafting the Charleston’s ordinance included the establishment of the STR Task Force and public listening sessions. Second, the Charleston’s STR regulation is designed to protect non-participating residents and the historic characters of its neighborhoods; several measures (e.g. strict eligibility, operational restrictions, licensing and permitting, enforcement) protect non-participants and the neighborhood overall, while the City allows STR to be legal. Third, there is a unique enforcement mechanism and tourism-related governance structure; dedicated staff in the Department of Livability and Tourism enforce the STR laws in Charleston. Originality/value Empirical analysis of the STR regulations has never been established. The study provides useful and timely insights for local governments, destination management organizations, tourism scholars, and stakeholders in tourism cities to advance the discussions and debates around STR regulations.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

The sharing economy has become prominent in the policy, business and academic discourse as a way to achieve greater levels of resource efficiency in sustainability transitions. An example is carsharing, which is regarded as a potential lever for change in sustainable mobility transitions. In this article we, apply the “ecologies of business models” perspective to investigate how carsharing initiatives have coevolved in Sweden. We focus on the city context as a useful unit of analysis to investigate carsharing in four Swedish cities: Gothenburg, Malmö, Stockholm and Umeå. Through qualitative case research, we investigate the following: How did carsharing business models coevolve in the studied cities? It was found that early notions of carsharing date back to the 1970s, but the concept has changed significantly over time, particularly with the emergence of (Internet) technology-based platforms. The findings suggest that carsharing is complementary to existing private car usage in cities, rather than a replacement. Based on this, we suggest pathways for local policymakers to consider when implementing sustainable carsharing solutions. The contributions are threefold: providing an empirical study on the theoretical ecologies of business models concept; understanding how carsharing coevolved in Swedish cities and in relation to wider sustainability and mobility trends; and giving novel insight into the role of local governments.

PurposeThe purpose of this paper is twofold: first, to analyze the phenomenon of urban tourism hypertrophy (UTH) in the context of the process of tourism-related social conflicts formation; and second, to discuss the extent to which destination management organizations (DMOs) are prepared to take responsibilities and actions undertaken in this process.Design/methodology/approachThe paper adopts conflict management (CM) theory as a framework for discussing UTH within the city context. The paper then analyzes the empirical example of social conflict in Kraków (Poland) to assess the predispositions of key institutions engaged in destination governance to lead CM process triggered by UTH. The Circle of Conflict approach proposed by C. Moore (The Mediation Process: Practical Strategies for Resolving Conflict, Jossey Bass, San Francisco, CA, 2014) is utilized as the main application method.FindingsThe study shows that DMO is the most appropriate entity to deal with UTH as a conflict manager; however, it has insufficient resources to fulfill all requirements relating to that role. Therefore, the range of responsibilities and roles of the contemporary DMOs should be completed with CM as the permanent task during UTH crisis.Research limitations/implicationsThe example study was based on interviews carried out with a limited number of informants. Also, the contextual nature of the research as well as specific destination governance structure in Kraków blurred the picture of DMOs predispositions to leading the CM process.Practical implicationsThe study supports urban DMO managers by suggesting a tool of diagnosis and intervention in UTH-induced conflicts. Thus, it makes fulfilling the mediator role a destination governance task.Social implicationsCM brings agreement among parties as to the understanding of the nature of conflict, which forms the basis for quick and mutually agreed actions, according to sustainable development principles.Originality/valueThe paper proposes an alternative approach to mitigate UTH-related problems in cities by adopting the CM framework which emphasizes the universal nature of conflict causes and proposes adequate tools for undertaking actions by DMOs.

Purpose The purpose of this paper is to explore a citizen-centered tool for public accountability, the popular report (PR). Elaborating on previous studies and on content analysis of a sample of municipalities in the USA, this paper aims to identify the qualitative characteristics and content elements that PR should have to serve as a legitimation tool. Design/methodology/approach The study adopts a mixed methodology. After the analysis of previous studies on PR and best practices in US municipalities, a list of content elements and qualitative characteristics of PR is compared with results emerging from the content analysis of PR published by of a sample of municipalities in the USA. Findings The analysis reveals that the PR should embed information about the government’s sources of revenues and taxes, expenditures, cost of government services, liveability and governance of the city. Research limitations/implications The paper offers new knowledge on reporting centered on citizens, framing the analysis in the legitimacy theory. Even though the research relates only to the US context, the results may assist standard setters in preparing guidelines for local governments to communicate financial data to citizens and stimulate further research in other contexts. Practical implications The results may encourage local governments to prepare a PR suitable to discharge accountability and gain legitimation. Originality/value This study is the first to discuss the PR within a theoretical framework, in this case, legitimacy theory. Moreover, a further novelty lays in the analysis carried out on the PRs published by US municipalities in order to derive qualitative characteristics and content elements with which the PR should comply.

✓ The AANS was founded in 1931 as an educational and scientific organization whose principal purpose was to foster optimum neurosurgical care. Because socioeconomic and political pressures on medicine generally and neurosurgery specifically have escalated in recent years, the American Association of Neurological Surgeons (AANS) has been required to respond effectively to matters beyond its traditional role. However, the AANS has lacked an effective, focused policymaking process to deal with socioeconomic concerns despite existing expertise within the specialty. The AANS now needs to develop a comprehensive socioeconomic effort that is consistent with its more traditional educational and scientific activities. A Task Force on Governance has been appointed to address how the Association's governance structure can reflect all the needs of our specialty in times of economic uncertainty and health care reform.

Purpose The purpose of this paper is to explore Islamic borrowing at the local level in redevelopment authorities in the USA through an ijara and esham framework. Design/methodology/approach A hypothetical example is approached with a real redevelopment authority in the City of Pompano Beach, Florida. Actual data from past borrowing in a tax increment financing district are compared to an Islamic financing approach to test for competitiveness to a conventional approach. Findings It was found that when incorporating a crowdsourced option along with an ijara and esham approach, the returns on investment are higher than for a conventional approach. The risk is higher, but the returns are also higher which possibly increases the incentive to invest in these options. Research limitations This scenario is only hypothetical and based on many assumptions. A real-world application of the approach would have to be attempted to confidently determine its viability. Practical implications The potential competitiveness of this financing approach as well as its higher sustainability makes this a favorable approach for local redevelopment authorities to implement for needed money for infrastructure projects in blighted areas of the city. It is also of interest to Muslim countries that are devolving authority to their local governments. Originality/value This paper considers an alternative approach to tax increment financing which relies on a revenue sharing arrangement called an esham–ijara and esham–sukuk risk-sharing structure in Islamic financing terminology. There is currently very little discussion of esham in Islamic finance and no discussion of the application of Islamic finance to local economic development enterprises.

PurposeContemporary organisational landscapes offer opportunities for hybrids to thrive. Public–private partnerships (PPPs) are one thriving hybrid form incorporating the use of resources and/or structures from both public and private sectors. The study examines the impact of such a hybrid structure on governance and accountability mechanisms in a context of institutional complexity.Design/methodology/approachThis study uses an approach that draws on institutional logics and hybridity to examine governance arrangements in the PPP policy created for the delivery of UK schools. Unusually, it employs a comparative case study of how four local governments implemented the policy. It draws on a framework developed by Polzer et al. (2017) to examine the level of engagement between multiple logics and hybrid structures and applies this to the delivery of governance and accountability for public money.FindingsThe Polzer et al. framework enables a study of how the nature of hybrids can vary in terms of their governance, ownership and control relations. The findings show how the relationships between levels of engagement of multiple logics and hybrid structures can impact on governance and accountability for public money. Layering and blending combinations led to increased adoption of private sector accountability structures, whilst a hybrid with parallel co-existence of community and market logics delivered a long-term governance structure.Research limitations/implicationsThe paper examines the operation of hybrids in a complex education PPP environment in only four local governments and therefore cannot provide representative answers across the population as a whole. However, given the considerable variation found across the four examples, the paper shows there can be significant differentiation in how multiple logics engage at different levels and in varying combinations even in the same hybrid setting. The paper focuses on capital investment implementation and its evaluation, so it is a limitation that the operational stage of PPP projects is not studied.Practical implicationsThe findings have political relevance because the two local government bodies with more robust combinations of multiple logics were more successful in getting funds and delivering schools in their geographical areas.Originality/valueThe study extends Polzer et al.'s (2017) research on hybridity by showing that there can be significant differentiation in how multiple logics engage at different levels and in varying combinations even in what was planned to be the same hybrid setting. It shows how in situations of institutional complexity certain combinations of logics lead to differentiation in governance and accountability, creating fragmented focus on the related public accountability structures. This matters because it becomes harder to hold government to account for public spending.

PurposeThe sharing economy has enjoyed rapid growth in recent years, and entered many traditional industries such as accommodation, transportation and lending. Although researchers in information systems and marketing have attempted to examine the impacts of the sharing economy on traditional businesses, they have not yet studied the rental housing market. Thus, this research aims to investigate the impact of the sharing economy (i.e. home-sharing) on traditional businesses (i.e. rental housing market).Design/methodology/approachThe authors assemble rich data from multiple sources about the entry of a leading Chinese home-sharing platform (i.e. Xiaozhu.com) and local housing rental price index. Then, econometric models (i.e. linear panel-level data models) are employed for empirical investigation. Instrumental variables are used to account for potential endogeneity issues. Various robustness checks are adopted to establish the consistency of the findings.FindingsOverall, the estimation results show that the entry of a home-sharing platform will decrease the local housing rental price. Moreover, this impact would be strengthened in a more developed city. Additionally, this impact would be strengthened with higher prices of new houses or second-hand houses.Originality/valueFirst, this research is one of the first to study the impact of the sharing economy (i.e. home-sharing) on traditional markets (i.e. housing rentals). Second, it contributes to the relevant literature by documenting that the impact of a platform's entry is not uniform but contingent on city and housing market characteristics. Third, practically, the findings also offer important implications for platform operators and policy makers.

PurposeThe purpose of this paper is to address the research question of how human actors and technology interact together in practices in the context of a sharing economy. The theoretical foundation of this paper is based on the existing literature about the sharing economy and studies that have been carried out examining value co-creation and sociomateriality.Design/methodology/approachThis paper adopts a qualitative case study method for the empirical investigation. Using theoretical sampling, Xbed, an internet, unmanned and self-service hotel platform based in Guangzhou, China, was chosen for the empirical investigation. The case was built on multiple sources of data, including archival materials, on-site fieldwork and in-depth interviews. Then, the case was interpreted based on a number of theoretical concepts, with a particular emphasis on the sociomaterial perspective.FindingsThis paper shows how human actors and technology interact with one another in a number of interrelated ways, which collectively result in the value co-creation necessary for creating a sharing economy. The authors have found that various forms of sociomateriality (the intersection between technology, work and organization) play a key role in co-creation and that interactions between these sociomaterial assemblages (assemblage-to-assemblage (A2A)) drive the development of a sharing economy. These sociomaterial assemblages have dynamic and evolving characteristics.Practical implicationsThe authors argue that the key to the success of a sharing economy lies in how to engage participating actors with material entities (e.g. technology applications) to form action-enabling sociomaterial assemblages, as well as in determining how these assemblages can be systematically arranged to collectively form a larger assemblage. We suggest that managers need to conceive how relations between the social and the material realms can be structured by adopting a service logic that aims to help the beneficiary function better. The authors also suggest that managers have to consider what assemblages are necessary and how they are connected, to construct a full access-based service.Originality/valueThis paper conceptualizes the sharing economy as a system of value co-creation practices and empirically examines such practices from a sociomaterial perspective. This paper adopts the concept of sociomaterial assemblages to investigate sharing practices, through which the knowledge of the role of technology in the development of a sharing economy is enhanced. This paper also expands the knowledge of service-dominant logic by using a microfoundation perspective to look at the value co-creation that emerges as a result of the interaction between sociomaterial assemblages. These assemblages also act as constitutive elements of a service ecosystem.

Purpose Although networked hospitality businesses as Airbnb are a recent phenomenon, a rapid growth has made them a serious competitor for the hospitality industry with important consequences for tourism and for tourist destinations. The purpose of this paper is to analyse the nature of the phenomenon, its potential further development in the next five years and the impact this developments will have on tourism, on hotels and on city destinations. Design/methodology/approach A literature study, combined with scenario workshops and a Delphi panel, were used to map current trends and uncertainties. With this input, future scenarios were elaborated using the Global Business Network (“scenario cross”) method. Findings Network platforms as Airbnb are often classified under something called the “Sharing Economy”, a denomination that obscures their true nature. Airbnb is a challenging innovation to which traditional hospitality will have to respond. Its impact has at the same time led to a call for regulatory policies. The definition of these policies and the evolution of tourism are variables that determine future scenarios. Attempts to ban the phenomenon mean a disincentive to innovation and protect oligopolistic markets; more receptive policies may have the desired results if tourism grows moderately but in booming destinations they may lead to a harmful commercialization. Originality/value Until now, Airbnb has been described in conceptual studies about the so-called “Sharing economy”, or more recently in empirical studies about isolated effects of holiday rentals. This paper contextualizes the evolution of networked hospitality and seeks to synthesize the sum of its impacts, thus enabling businesses and local governments to define positions and strategies.
