FGM in Egypt between socio-cultural barriers and lack of political will

Purpose This study aims to detect the main factors impeding the anti-female genital mutilation (FGM) efforts in Egypt post the January 25 revolution, with a special focus on the era of president El-Sisi. The purpose of this paper is to explain the reasons behind the continuation of violence against women in Egypt, namely, FGM, in light of the patriarchal structures and the state willingness to address that challenge. Design/methodology/approach The study utilizes a qualitative methodology. The study embarks on in-depth semi-structured interviews with 23 participants who experienced FGM and nine key informants from medical, religious, political and civil society backgrounds, including a professor of pathology, a gynecologist, a diplomatic researcher in Al-Azhar, three members of parliament, a representative of the Ministry of Population, the reporter of the National Council for Women and a representative of Nazra non-governmental organization for feminist studies in Egypt. Findings The findings reveal that FGM remains prevalent not only due to the persisting socio-cultural context that continues to embrace and reproduces gender inequalities, but also because of the insufficient political will to combat FGM and enforce the required laws. Social implications FGM is considered one form of gender inequality perpetuated by social, cultural and economic structures. It is recognized internationally as a crime and a violation against women’s rights as per the Universal Declaration of Human Rights, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of the Child, etc. Although the Egyptian Government passed laws banning the practice of FGM, it continues to form a challenging problem to social workers, women activists, human rights groups and public health officials. Originality/value Little work has been done to investigate FGM post the January 25 revolution in Egypt and identify the main factors impeding the anti-FGM efforts in Egypt. This work fills this gap and concludes with some lessons learnt to fight FGM and improve the anti-FGM efforts.

Purpose Since liberalization in the 1990s, India has witnessed a growth in the number of educated middle-class women in professions. However, there are few women in leadership positions and decision-making bodies. While the earlier notion of the ideal woman as homemaker has been replaced by one which idealizes women of substance, a woman’s role in the family continues to be pivotal and is even viewed as central in defining Indian culture. The purpose of this paper is to analyze how and to what extent gender inequalities are reproduced in the organizations employing educated professionals. Design/methodology/approach Based on the perspective that gender is socially constructed, this paper analyzes gender inequality in Indian organizations through semi-structured interviews of men and women scientists in two private pharmaceutical laboratories. Findings The findings show reproduction of a gendered normative order through two types of norms and practices: one, norms and practices that favor men and second, socio-cultural norms that devalue women in public spaces which help to maintain masculinity in the workplace. Although these practices might be found elsewhere in the world, the manner in which they are enacted reflects national cultural norms. Originality/value The paper highlights how various norms and practices enacted in the specific Indian socio-cultural context construct and maintain masculinity at workplace depriving opportunities to professional women which affect their rise to leadership positions.

Purpose – Continuous improvement (CI) is regarded as a powerful approach to achieve business excellence. However, the implementation is not simple as it involves managing a considerable amount of tangible and intangible factors throughout the whole organization. The purpose of this paper is to fill the gap by presenting first-hand information about how companies really implement and organize their CI processes. Design/methodology/approach – The study was based on semi-structured interviews in ten high performing companies in the Basque Country, a region in northern Spain well known for its business quality. The objective was to analyze the state of their CI processes, putting special focus on how the organizational structure integrates with the CI processes and what are the characteristics of the corresponding measurement system. Findings – The study shows a lack of company-wide focus on CI, little written evidence of previous improvement activities, unclear improvement process owner, and poor use of adequate measurement systems to monitor CI. Practical implications – Managers should understand that is not enough to guarantee their own commitment and provide the structure, since in order to become learning organization, a different holistic approach towards the CI process must be adopted. Originality/value – While most previous work on this field have focused primarily on how to implement different techniques in order to achieve better productive performance, this study presents empirical research from a more holistic approach, assessing the characteristics affecting CI by considering strategy, structure, and the measurement system.

PurposeThere has been ample research on the antecedents and consequences of workplace sexual harassment (WSH), a volatile issue in contemporary labor markets. There is, however, a lingering gap in the scholarly literature regarding the organizational practices involved in contending with WSH incidents following their occurrence. By exploring the practices and challenges of sexual harassment commissioners, a mandatory role performed by Israeli human resource practitioners, this study aims to unpack the embedded power dynamics, which construct how WSH is both deciphered and handled within organizations.Design/methodology/approachIn-depth semi-structured interviews were conducted with 45 sexual harassment commissioners (SHCs) in various business organizations in Israel to explore practitioners' conceptions of the challenges underlying their role. A grounded theory approach was utilized.FindingsThe findings demonstrate that, while SHCs seemingly are empowered by their exclusive authority to inquire into an intricate organizational matter, counter practices have emerged to undermine their authority and influence. This negatively affects their ability to reduce the prevalence of WSH. SHCs' attempts to approach WSH utilizing a power discourse are eroded by systematic barriers that channel them toward adoption of the default legal discourse. The latter frames WSH in terms of individual misconduct rather than as a phenomenon stemming from and expressive of organizational and societal gender inequalities.Research limitations/implicationsThis study does not represent the voices of WSH complainants or of top executives. The data focused on SHCs' descriptions of their role challenges.Practical implicationsImplications are suggested regarding the academic education and training of SHCs.Originality/valueThis study sheds light on covert and unspoken barriers to gender equality in the labor market.

Purpose The purpose of this paper is to provide a commentary on the paper titled “The Zone of Parental Control, The ‘Gilded Cage’ and The Deprivation of a Child’s Liberty: Getting Around Article 5”. Design/methodology/approach This paper uses the original article as a jumping off point to assess what aids advocacy organisations and human rights instruments can give to children with learning disabilities who enter legal procedures. Findings Existing human rights laws such as the UN Convention on the Rights of the Child and the UN Convention on the Rights of Persons with Disabilities provide innovative principles to reviewing existing policies, but little practical guidance is given to real implementation. Disability advocacy is ambiguous towards the question of representation of children with learning disabilities. Originality/value Literature on self-advocacy and especially on the self-advocacy and self-representation of children with learning disabilities is very limited. Access to justice for children with learning disabilities is similarly under-researched and is rarely addressed in disability advocacy.

Abstract The Human Rights to Water and Sanitation (HRWS), adopted as UN Resolutions since 2010, contemplates key elements that seek to ensure equal and non-discriminatory access to water and sanitation, including the elimination of gender inequalities. Working in populations with socio-environmental vulnerabilities, this study aims to assess gender division of labor in households of two rural communities in the North and Northeast Brazilian macroregions and identify why greater impacts occur on the lives of women when compared to men, resulting in human rights concerns. A qualitative analysis was carried out through semi-structured interviews and direct observation. The study showed that in the two rural Brazilian communities there is a clear labor division for water and sanitation access from a gender perspective. Men undertake more specialized work, sometimes requiring greater physical effort. As for women, they are assigned functions related to the domestic environment, including activities concerning water and sanitation. When facilities are inadequate, there is a disproportionate impact on women's health and quality of life, showing that the non-compliance with the human rights to water and sanitation often results in more harmful consequences for them.

Purpose – The purpose of this paper is to examine a seventh grade mathematics lesson in Iran and Japan through a comparative analysis for illuminating what actually goes on in the classroom in different cultural contexts. Emphasis is here placed on Iranian oral and Japanese literal teaching traditions. Design/methodology/approach – Qualitative research methods were employed for data collection, including cross-cultural lesson analysis meetings in Iran and Japan and semi-structured interviews with the participants of the meetings. In doing this, the study plans to make apparent the structure of meaning hidden in lesson practice – a so-called cultural script of teaching – by comparing this practice in cultural context, through the eyes of educators from different socio-cultural perspectives. Findings – The findings are intended to clarify the mathematical communication approach used in Iran and Japan. Mathematical communication proceeds through speaking rather than writing in Iran, discussing before summarizing and taking notes (speaking/listening), while in Japan, it proceeds through writing before telling and speaking (writing/reading). Research limitations/implications – This study delivers a transnational learning opportunity for educators to learn how to provide evidence-based analysis of a lesson for professional learning to raise the quality of teaching. However, as this is a case study, it opens up the possibility for comparative lesson analysis of more sample lessons, and how active learning and dialogic teaching can be designed in different educational contexts. In addition, it may be interesting for educators to see how this comparative lesson analysis helps practitioners to revise their teaching. These are very important research questions which the researcher hopes to cover in his next manuscript. Practical implications – Comparative lesson analysis has the potential to expand more “research in practice” for designing mathematics lessons from the perspective of the students – so-called “customized teaching.” In addition, how the silent process of each individual student in the lesson has impacted on their learning and understanding – so-called “personalized learning” – is one of the issues arising from the case studies. Social implications – The value of comparative lesson analysis as a lens is in its ability to reveal to educators their own unconscious teaching script. It provides an opportunity for evidence-based critiques of our own teaching traditions that we accept culturally, share tacitly and may not even be aware of in the construction process. Originality/value – This study combines careful measurement with “insider” and “outsider” perspectives to provide a deeper understanding of the real world of the classroom and the cultural context of teaching.

Purpose The purpose of this paper is to review the development of the German advertising industry starting from 1950 to 2018 with a special focus on the American influence. Design/methodology/approach The paper uses the oral history methodology. The content is based on 27 semi-structured interviews with current and former experts from the German and American advertising industry. An analysis of secondary sources supports the line of argumentation. Findings The paper confirms the outstanding role of the American influence on the German advertising industry, owing to new standards of professionalism, to novel versions of terminology and to the introduction of the theory of marketing. However, incompatible management styles, increasing global competition and financial pressure diminished the impact. Likewise, the American interference did not suppress the development of specific German industry characteristics such as a strong entrepreneurial culture or sustainable leadership. Originality/value This paper provides an overview of the history of German advertising with a focus on advertising agencies in the period from 1950 to today (2018). Further, this paper assesses the special impact of the American influence on the German advertising industry. Further, subjects of investigation are particularities of the German advertising industry, such as special attributes of agency leaders and their relationship with clients, distinct versions of ownership structures, agency service offerings and, finally, the role of creativity.

Purpose Agriculture must transform as climate change progresses. The international community has promoted climate-smart agriculture (CSA) as a set of solutions. Previous analyses of opportunities for scaling up CSA have not looked closely at building political and social support for policies, practices and programs. The purpose of this paper is to fill that gap in the case study country of Senegal. Design/methodology/approach The study applies the conceptual definitions, operationalizations and assessment targets from the political will and public will (PPW) approach to social change. Semi-structured interviews and documents constitute the sources of data and information. Findings The analysis identifies opportunities to generate political will for supplying an enabling environment for the widespread adoption of CSA. On the public will side, the analysis identifies opportunities to generate and channel demand for CSA. Research limitations/implications Researchers investigated some definitional components more completely than others due to resource and access constraints. Further, the context specificity of the components limits generalizability of certain findings. Social implications Social structures may need to change for successful adoption of certain CSA innovations, but improved agricultural outcomes are likely to result. Originality/value This examination of crucial elements for scaling up CSA efforts constitutes the most extensive application of the PPW approach to date, thus providing an example of this generalizable method.

Purpose – The purpose of this paper is to explore multiple stakeholders’ perceptions of leadership in Vietnamese state-owned enterprises (SOEs). Design/methodology/approach – The paper presents findings from semi-structured interviews that were conducted in Vietnam, with seven different stakeholders who had varying understandings of Vietnamese business leadership within the Vietnamese business context. All interviews were transcribed, then translated into English, and thematic analysis of the interview data undertaken. Findings – The paper suggests that there was a significant variation in Vietnamese leadership perceptions when compared to Western leadership practices, especially when considering the perceptions of those stakeholders with regard to business leadership in the Vietnamese collectivist cultural context. The themes presented include: SOE decision making and responsibility; SOE promotions and appointments; and SOE performance. Research limitations/implications – In the absence of studies of leadership in Vietnamese SOEs, and leadership studies in the Vietnamese culture in general, this research was deliberately exploratory and qualitative. Future mixed methods or quantitative studies are recommended to offer more generalizable conclusions. Practical implications – Implications are discussed that point to leadership changes in Vietnamese organizations, and at the individual level, to assist the Vietnamese government, SOEs, and future leaders. Recommendations are also made that are intended to assist foreign business investors and multinational companies operating in Vietnam, now and in the future, to improve their leadership capacity within this context. Social implications – Vietnam is a country in social and economic transition. Understanding the leadership practices and perceptions, especially how that might differ from leadership in Western nations, is critical for the success of organizations in Vietnam and, in turn, for the economic and social prosperity of the Vietnamese people. Originality/value – The paper contributes perceptions of business leadership in Vietnamese SOEs that have not previously been explored and should be, especially given this critical time of economic and social transition for the Vietnamese nation and economy.


Significance Because of their backgrounds, US President Donald Trump’s choice of two highly divisive figures, Mike Pompeo and Gina Haspel, to become secretary of state and CIA director respectively has spurred discussions on the use of controversial “enhanced interrogation techniques” and secret prisons like Guantanamo Bay for questioning detainees overseas. Such considerations evoke memories of Operation Condor, the South America-wide covert operation set up in the 1970s using a borderless network of clandestine detention centres and rendition flights. Impacts Lack of political will continue to hamper efforts to confront past human rights violations in Latin America. Victims’ relatives and civil society activists will remain the main driving force behind justice demands. The UN and inter-American human rights systems support accountability efforts, but progress will depend on local political dynamics. A mixed picture on accountability is likely to endure, with some countries continuing to progress and others lagging behind.
