Success criteria-based impacts of risk factors on education building projects in southwestern Nigeria

Purpose Despite the huge capital outlay in tertiary education building projects (TEBP), these projects undoubtedly failed in meeting the set objectives of cost, time and quality, among others. Therefore, rather than the impacts of risks on the overall project performance, which is common in the construction management literature, the purpose of this study is to assess the impacts of risk factors on the criteria for measuring the success of public TEBP. Design/methodology/approach The paper adopted a quantitative research method where the data collection was via a questionnaire survey. The researcher administered 452 questionnaires to the client representatives, consultants and contractors involved in building projects across five public tertiary education institutions in Ondo State, Nigeria. Of 452 questionnaires, 279 were retrieved and suitable for the analysis, translating to a 61.73% response rate. The reliability analysis of the research instrument showed 0.965 and 0.807, via Cronbach’s alpha test, indicating high reliability of the instrument used for data collection. Findings The study found different risk factors affecting the criteria for measuring the success of TEBP. For instance, the environmental risk factor significantly impacted completion to cost, while financial and political risk factors significantly impacted completion to time. In addition, while environmental, legal and management risks significantly impacted end-user satisfaction, safety performance was significantly impacted by logistic, legal, design, construction, political and management risks. Besides, the logistic, legal, design, construction, financial, political and management risk factors impacted profit. However, despite profit being one of the criteria for measuring the success of building projects, it recorded the highest risk impacts amounting to 41% variance. Research limitations/implications The findings are limited to the public tertiary education building projects procured via competitive tendering; therefore, the results might differ when considering other procurement methods. Practical implications The practical implication is that rather than focusing on all risk factors, the project stakeholders could give adequate attention to the significant risk factors impacting each of the parameters for measuring the success of education building projects. Originality/value The study revealed specific risk factors impacting the criteria for measuring the success of TEBP, which extend beyond the use of the overall project performance approach.

Purpose The non-performance of construction projects in meeting the set objectives has continued to draw researchers worldwide. Despite this, little attention is accorded to public tertiary education building projects in Nigeria. Therefore, on this background, this study aims to assess the perceptions of stakeholders on the level of occurrence of risk factors in the public tertiary education building projects (TEBP) to enhance the performance of these projects. Design/methodology/approach The study adopted a quantitative method of data collection via a questionnaire survey. In total, 452 questionnaires were administered to the respondents comprising client representatives, consultants (quantity surveyors, architects, services and structural engineers and builders) and the contractor. The respondents were involved in the conception and execution of TEBP across five public tertiary education institutions in Ondo State, Nigeria. Of 452 questionnaires, 279 were retrieved and found suitable for analysis, indicating a 61.73% response rate. The reliability analysis for the research instrument was 0.965 via the Cronbach α test, indicating the high reliability of the instrument used for the data collection. Moreover, the clusters of risk factors also had reliability values that ranged between 0.719 and 0.875. Findings The study found inflation, delayed payments in contracts, high competition bids, delay in work progress and occurrence of variations are the most frequently occurring risk factors in public TEBP. By contrast, difficulty to access the site, environmental factors and pollution were found to be low-weighted risks with the least likelihood of occurrence. The results of this study indicated the existence of significant differences in some of the risk factors in terms of the level of risk occurrence in TEBP. The risk factors were eventually clustered into eight major groups for TEBP. The post hoc comparisons using the least significant difference test also indicated differences between the contractors and consultants in the ranking of risks occurrence in TEBP, but no significant differences between clients/contractors and clients/consultants. Research limitations/implications The findings in this study are limited to the public TEBP procured via competitive tendering; therefore, the results might not be applicable when other procurement methods are being considered. Besides, the study classified the project participants based on organizations and not on the different ownership status of the projects, such as federal or state government-owned TEBP. However, the literature shows that likelihood of risk occurrence could vary due to the degree of project ownership. Practical implications The information provided with respect to the most frequently occurring risk factors would enhance the performance of public TEBP. Originality/value This study contributes to the existing body of knowledge on the subject within a previously unexplored context where insights were provided on the most frequently occurring risk factors on the public TEBP.

PurposeThe Project Management Body of Knowledge recommends the use of issue logs as a best practice to minimize the potential project cost and schedule growth. Although the broader topic of project control has been widely studied in the construction literature, the specific application of issue logs has remained relatively understudied. This study aims to analyze the extent and consistency with which construction teams utilize issue logs and the corresponding project performance outcomes.Design/methodology/approachA dataset of 5,635 individual issues was gathered from the final issue logs of 881 small building projects delivered via the design–bid–build method. Differences between groups were determined using the Kruskal–Wallis H test with post hoc testing via the Mann–Whitney U test with pairwise comparison.FindingsThe results showed that, on average, project teams who used issue logs to a greater extent achieved a 3.1 to 4.3% reduction in cost growth and a 5.3 to 12.3% reduction in schedule growth. This result shows that issue logs can be used to improve construction project performance in the areas of cost and schedule.Originality/valueThis result provides a contribution to practitioners, wherein project teams should be encouraged to establish their issue management practices early in the project schedule to encourage greater issue log usage for the remainder of the project.

Purpose The purpose of this paper is to investigate the effects of implementing value stream mapping (VSM), just in time (JIT), continuous flow and total productive maintenance (TPM) methods throughout production and erection processes of pre-fabricated steel frames (PSFs) of building projects. Design/methodology/approach As phased lean management, after implementing the VSM technique, the JIT technique is implemented as first lean phase and the TPM and the continuous flow techniques are implemented as second lean phase. To evaluate the expected improvement of project performance due to reduce wastes by implementing lean techniques, discrete event simulation (DES) is utilized. In this research, an eight-story residential building project in Tehran, Iran, is studied. Findings Simultaneous use of lean techniques to integrate production and erection processes of PSFs leads to the improvement of the performance of production and erection stages, significantly. The results indicate 43 and 17 percent reduction in PSFs production and erection processes time and cost, respectively. Research limitations/implications In the present study, only the effects of implementing lean techniques on the production and erection of PSFs have been evaluated. However, it is also possible to apply these lean approaches and the key strategies to the other modular or pre-fabricated construction methods. Originality/value The main contribution to knowledge is improving the construction project performance by integrating the production and erection processes, using phased lean management through implementing lean techniques. The results of the current study provide valuable insight into the possibility of integrating and improving construction processes of pre-fabricated construction.

Purpose The purpose of this paper is to investigate a set of risk-related factors influencing the earned value management (EVM) concept as an assessment technique in evaluating the progress of modern sustainable infrastructure construction projects. Design/methodology/approach A qualitative research approach has been adopted for identifying risk-related factors influencing EVM concept from a literature review and through interviewing industry personnel, followed by an inductive process to form sets of key factors and their measuring items. Findings EVM is a common method for assessing project performance. A weakness of this approach is that EVM assessment in its current form does not measure the impact of a number of project performance factors that result from the complexity of modern infrastructure construction projects, and thus does not accurately assess their impact in this performance. This paper discusses and explains a range of potential risk factors to evaluating project performance such as sustainability, stakeholder requirements, communication, procurement strategy, weather, experience of staff, site condition, design issues, financial risk, subcontractor, government requirements and material. In addition, their measuring items were identified. Practical implications This research assists projects managers to improve the evaluation process of infrastructure construction performance by incorporating a range of factors likely to impact on that performance and which are not included in current EVM calculations. Originality/value This research addresses the need to include in the EVM calculation a range of risk factors affecting the performance of infrastructure projects in Australia and therefore makes this calculation a more reliable tool for assessing project performance.

Purpose The financial and economic risks associated with high-rise building projects are many. They make project stakeholders to undergo financial difficulties. However, very few past studies have discussed the management of these risks. Thus, the purpose of this paper is to provide a guideline for the effective management of these financial and economic risks associated with high-rise apartment building projects in Sri Lanka. Design/methodology/approach The study adopted the mixed research approach. A literature review and semi-structured interviews were used to identify the financial/economic risk factors of high-rise apartment building projects and their risk response measures. The data obtained were used for a questionnaire survey, and the findings were analysed using the mean score method. They were validated using pattern matching. The risk response measures that were identified were ranked according to their effectiveness. Findings The findings revealed that “financial problems arising from errors in estimating” is the most significant financial and economic risk factor faced by the property developers involved in high-rise apartment building projects, while “poor contract management” is the most significant financial and economic risk factor faced by the contractors of these projects. Originality/value The study recommends a guideline to manage, using effective risk response measures, the financial and economic risk factors that are significant in high-rise apartment building projects.

Purpose The purpose of this paper is to present outcomes from a post-occupancy evaluation (POE) of a sustainable university building development. Design/methodology/approach A POE was conducted for a sustainable university building in Melbourne, Australia. The method included interviews with key stakeholders involved in the design, construction and occupation of the building. The interviews were complemented by conducting a Builder User Satisfaction survey and analysis of two year’s worth of building performance data. Findings While technically the building saw a significant improvement in performance in comparison to existing buildings at the university, it ultimately did not meet its design performance goals as determined by the design rating. The interviews revealed limited formal documenting of lessons learnt and the challenges associated with using a sustainable and innovative building to drive cultural change. A major success was the realisation by the university of the benefits that the systematic POE provided. Lessons are now being applied to other new and refurbished buildings on campus, with POE now an integrated part of these processes. Originality/value While there are some studies of sustainable university operations and buildings, many focus on one or two parts of the process and fail to include evaluation of the full sustainability approach to check if stated goals have been met. This paper begins to address this gap. Learnings from the research are applicable to the wider building development industry and demonstrate the important role universities can play in shaping the sustainability of urban environments.

Purpose The built-transfer and operate (BOT) toll model has been a common approach for highway construction in India. Due to large amount of investment, many stakeholders and long concession period, Indian BOT toll roads become susceptible to different risks. Risk assessment is one of the essential and difficult steps of risk management that enables professionals to quantify and analyze the risks that may hamper the BOT toll project performance in terms of cost, quality, safety and time. The purpose of this study is to identify and assess the risk factors by the fuzzy probabilistic model. Design/methodology/approach The comprehensive literature review has been carried out for identification of Indian BOT toll roads projects' risk factors. A structured questionnaire was prepared which was then filled by contractors, government officers, academicians, project managers and consultants. For risk assessment, a systematic quantitative-based fuzzy probabilistic model is proposed with the help of lab-view, as a risk assessment technique to simulate the impreciseness of human judgment and to improve the assessment accuracy. Findings The risk assessment is one of the difficult tasks because BOT toll roads have complex structure. In this study, total 71 risks have been identified and categorized under 14 risk factors on a basis of case studies of Indian toll roads and literature review. All risks have been assessed by the fuzzy probabilistic model by lab-view. The land acquisition is the most crucial risk of BOT toll roads project which is subsequently followed by construction time and cost over-run. Also, Indian BOT toll roads are facing the traffic shortfalls critically, which became a reason toward declination trend for investment in BOT toll projects by the private players. Other risks like political risks, contractual and social risk badly are affecting the project performance. Early risk identification and assessment can be beneficial for the project, which is required to prepare the risk response strategy before the project commencement. Originality/value This study throws light on comprehensive risk assessment and framework modeling of the risk assessment for the BOT toll roads project in India. This comprehensive risk assessor model can be used for BOT toll roads in Indian scenario for prioritization of the critical risk. It is important for the public and private sectors to establish an effective risk assessor model for public–private partnership (PPP) projects to achieve win-win condition for both.

PurposeRefurbishment projects are mainly due to building physical improvements and extensive repair work. However, it is more difficult to manage refurbishment compared to new building projects, due to risk factors. Therefore, this paper aims to identify the risk variables in the refurbishment design process and how they influence the design performance variables.Design/methodology/approachThe study has been designed using predominantly the triangulation technique, which consists of quantitative and qualitative approaches to ensure appropriate validation of the data and enabled cross-verification of multiple sources. The research subject was 82 refurbishment projects with the contract value of more than RM 500,000.00. This provided a better view of the risk aspects that affect the design performance of refurbishment projects. Meanwhile, the method of procurement used for the selected refurbishment projects were either traditional or design-and-build. These procurement methods were found to be the most commonly used in refurbishment projects in Malaysia.FindingsThis study concludes that the design phase of refurbishment projects is adversely impacted by the risk; whereby variables consisting of services, structural aspects, design fees and clients' attributes affect the design process. Moreover, a prediction model is formulated to estimate the provisional sum of the refurbishment projects. There were two prediction models that have been generated using Statistical Package for Social Science (SPSS). One independent variable of model 1 is not a significant predictor. Thus, another model was produced by using the stepwise method.Originality/valueDespite the fact that the topic of refurbishment has been thoroughly explored by academics and professionals in the past, there is a clear gap which requires clarification in the field of design process and its link to performance of a project. Hence, this paper adds new value to the body of knowledge and widens awareness among the subject audience. There were two prediction models that have been generated using SPSS. Both prediction models were presented in the research.

PurposeThe purpose of the study is to examine the stakeholder identification (SI) methods used in building projects procured by private corporate organisations in Southwestern Nigeria to draw a correlation between methods used for SI and project performance in the study area, thereby enhancing project performance.Design/methodology/approachThe study used a census survey to purposively select 30 projects managers (who indicated from a first-stage questionnaire) that they have participated in structured stakeholder management (SM) from a list of 106 project managers and client representatives who have been involved in SM of building projects procured by private corporate organisations between 2008 and 2017 in the study area. A second-stage questionnaire was designed to elicit information from the respondents. The quantitative data that were collected were analysed using mean score (MS) analysis and Analysis of variance (ANOVA).FindingsThe study found that brainstorming in group meetings (MS = 4.33), interviews with the expert (MS = 3.20) and identification by other stakeholders (MS = 3.00) are the most frequently used SI methods in the study area. It was also found that the use of a questionnaire (MS = 0.87), Delphi method (MS = 0.80) and public hearing (MS = 0.57) was rare for SI in the study area. A further result showed that there was no significant difference in the opinion of project managers on 85% of methods used for SI in the study area irrespective of the procurement method employed.Practical implicationsThe study examined the methods project managers used for SI on building projects procured by private corporate organisations to advocate for more robust and all-inclusive SI methods.Originality/valueThe study empirically examined methods used for SI and correlated them to project performance.

PurposeAdvocates of structured stakeholder management (SM) processes have emphasized the use of the appropriate strategies as the most important process in SM. Yet, research effort in this regard in developing countries has been inadequate. The purpose of the study was to examine the SM strategies used on building projects procured by private corporate organisations in south-western Nigeria to enhance project performance.Design/methodology/approachThe study used a census survey to select 30 projects managers who indicated (from 106 who responded to a first stage questionnaire) that they have participated in structured SM in the study area between 2008 and 2017. A second-stage questionnaire was designed to elicit information from the respondents. Data analysis was done with the use of frequency, percentile and mean score (MS) and analysis of variance (ANOVA).FindingsStakeholders with high power and high interest were managed with the use of “collaborate/partner” strategy (MS = 3.86), stakeholders with high power and low interest were “kept satisfied” (MS = 4.09), stakeholders with low power and high interest were managed by using “keep them informed regularly” strategy (MS = 4.10) and stakeholders with low power and low interest were managed using “monitor and respond when necessary” strategy (M = 3.94). Further results show that static stakeholders with high power were managed by using the “monitor constantly” strategy (MS = 4.11), stakeholders with high power, high legitimacy and high urgency were managed by adopting the “keep satisfied” strategy (MS = 4.26), to manage non-supportive stakeholders, project managers adopted the “keep satisfied” strategy (MS = 4.18) and supportive stakeholders were managed by using “involved” strategy (MS = 4.02). More results showed that there is no significant difference in the opinion of project managers on SM strategies employed irrespective of procurement method.Practical implicationsThe study provided a guide to project managers on the appropriate SM strategies to use for future projects.Originality/valueThe study was an attempt to appraise the SM strategies in relation to the procurement methods and their relationship with project performance.
