Purpose The purpose of this paper is to explore the concept of pensionomics as a prospective tool for pension evaluation. This paper suggests a paradigm shift – a multi-disciplinary synthesis of differing perspectives in evaluating pension’s overall performance based on past work on pension evaluation – incorporating non-economic variables with significant impact on economic growth and social development. Design/methodology/approach This paper suggests a new analytical tool called “Pensions Consistency (PC) Index” that identifies the level of consistency and the strengths and weaknesses within any pension system. The new conceptual framework focusses on building inter-sectoral and holistic policies able to respond to the new multi-dimensional dynamic environment. Findings The consideration of pensionomics concept as an evaluation tool for pension schemes provides insights that are helpful in explaining performance differentials. Taking definition, classification and evaluation as a guiding principle, the new conceptual framework can be a useful point of reference for the overall evaluation of pension schemes, revealing deficiencies that traditional evaluation methods cannot detect. The multi-disciplinary approach focusses on building inter-sectoral and holistic policies that are able to respond to the multi-dimensional uncertainties of the new dynamic environment. Research limitations/implications The heterogeneity and complexity in event dynamics are systemic in the sense that the impact is far from linear. The idiosyncratic nature of unexpected and unpredictable events is rather a result of multi-dimensionality based, among others, on magnitude, frequency, timing, intensity and impact. It is plausible to argue that crisis episodes can destabilize critical systems of economic activity, producing economic spillovers that can directly or indirectly affect the sustainability of pension schemes. If the calculation of direct economic impact is readily traceable, the estimation of indirect economic impact can be an onerous task. Practical implications Pensionomics places the concept of retirement in a multi-disciplinary context. Pensionomics overcomes theoretical and empirical limitations encountered by the path-dependency perspective, developing a new research agenda to study pension schemes under historical, cultural, social, political, economic, political and environmental prism. Integrating diversified data, techniques, perspectives and concepts, pensionomics’ objective is to connect natural and man-made events with social protection mechanisms for the development of a dynamic social protection framework where individual, community and society needs are met effectively and efficiently by implementing tailored policies, closely related to their specific context. Social implications The concept of retirement has evolved constantly, transforming societies and shaping both income and non-income dimensions of well-being. Pension entitlement turned gradually from a political discourse to a human right discourse. Pension schemes have extended the scope of insurance coverage beyond labour markets and the lifecycle, supporting the broader needs of entire population. Furthermore, pension schemes are widely acknowledged as drivers of economic growth: they enhance labour productivity; foster smooth consumption; and create a stable economic environment for investment and innovation. Current expectations require pension schemes to adopt proactive and reactive policies to examine options for mitigation or for modification of potential consequences in anticipation of exceptional events. Originality/value This paper suggests a paradigm shift, a multi-disciplinary approach called pensionomics, and this “multi-disciplinary” focus builds a new analytical framework to evaluate pension’s overall performance based on past work on pension evaluation, incorporating non-economic variables with significant impact on economic growth and social development. PC-Index introduces a comprehensive evaluation tool to study the coverage, performance, efficiency, effectiveness, current trends and future possibilities of pension schemes.

Purpose Ghana has implemented different kinds of pro-poor program and policies since its independence to reduce poverty. The Livelihood Empowerment Against Poverty (LEAP) is one of such program. LEAP is a social cash transfer program and its implementation has been under the auspices of the Ministry of Gender, Children and Social Protection since 2008. It provides direct cash and health insurance coverage for extremely poor households across the country to alleviate short-term poverty and encourage long-term human capital development. This paper examines the LEAP program in terms of how it has achieved its aim and the opportunities for improvement.Design/methodology/approach Primary data were obtained from interviews of 110 beneficiaries of the program. The study proposes a conceptual framework that links poverty reduction and social policies to assist researchers analyze pro-poor or social cash transfer program.Findings The findings show that the program is challenged with administrative bureaucracies, irregular inflow of funds, perceived political interferences, inconsistent implementation strategies and low value of the cash transfer (which results in little or no impact on consumption). However, the data also show that LEAP has positive impacts on nonconsumption spending like children's schooling. The program' exit strategy does not impact much on beneficiaries to allow them exit without the tendency of being poor.Practical implications This paper discussed the LEAP program as a social cash transfer to the poor in Ghana. The study constructed a conceptual framework to help researchers and practitioners analyze the implementation of pro-poor interventions. This conceptualization allows for cash transfer program to empower beneficiaries and exits them to allow for other beneficiaries to enroll, ensuring reduction in poverty over time. Generally, the beneficiaries have benefited from the LEAP in the areas of consumption, education and healthcare with few beneficiaries being able to accumulate some few assets. The LEAP program has no exit plan.Originality/value This study adds to literature by offering a conceptual framework to help researchers and policy makers in dealing with social assistance policies to the poor. The study also gave an insight into how pro-poor policy strategies could be crafted.

PurposeThe COVID-19 pandemic is still raging, which calls for an exploration of how to prevent and control pandemics to promote sustainable development. The purpose of this paper is to examine the role of the digital economy in sustainable development, the relationship between the two, the impacts of the outbreak on economic and social development, and changes in China's digital economy.Design/methodology/approachThe study used the time-series data from 2002 to 2019 and an unconstrained VAR model to examine the relationship between the digital economy and sustainable development before the pandemic.FindingsChina's digital economy has promoted the country's sustainable economic and social development; it has advanced rapid economic growth, improved people's living standards, increased efficient utilization of resources, and strengthened environmental protection.Research limitations/implicationsAmid the pandemic, China's digital economy developed effectively; it showed strong resilience because of its unique advantages. The digital economy in China has helped the country to control the pandemic in a short period, reduced the risk of supply chain disruption, promoted China's economic growth, and ensured the orderly operation of society. Therefore, countries worldwide are encouraged to prioritize their digital economies.Originality/valueCompared with the extant literature, this study explores the sustainable supply chain in a broader sense in the context of a pandemic, and how the supply chain is influenced by the digital economy. It not only includes the stability, resilience, and viability of the supply chain in economic development but also involves aspects of people's life, resource utilization, and environmental protection.

PurposeThis presentation intends to illustrate through the example of a few specific cases of urban actions and projects, those instances in which the existence of built heritage leads to the recognition of identity and valuable contribution as a tool to regenerate, promote residence and economic development.Design/methodology/approachIntroducing a conceptual framework for identity and culture it is possible to start the recognition of buildings, spaces, stories that configure own particularity to cities. And those would be the elements that would be configured as tools to involve the actions and transformation of the area. Studying each one of the heritage elements detected it is possible to trace a chorus line that impulse the new activity proposal.FindingsCases presented in this article were really astonishing in terms of impact and provoked many favorable externalities around them. It is possible to confirm that history and stories as good as buildings and determined places can help regeneration with its own promotion and new ideas applied for better results.Originality/valueIn fact, heritage as a concept, cultural tangible and intangible, is a powerful tool to regenerate cities, to promote economical activity and bind communities toward social development.

PurposeThe development of family-based microenterprises has attracted the attention of regulators, microfinance institutions and other stakeholders in either developing or least developed countries. In the finance literature, several studies have examined the determinants of the family-based microenterprises development; however, there are several venues that need to be examined. The study aims to explain the economic profit of microenterprises from resource-based theory and human capital perspectives.Design/methodology/approachBased on critical review and theoretical grounding, this study proposes a conceptual framework, which bridges intangible resources with economic growth of microenterprises.FindingsAfter reviewing previous studies and based on the underpinning theoretical framework, the study finds that human capital is one of the variables that has received a little attention and yet to be examined as a moderating role. Based on the human capital theorist, individual's competencies help enterprises to perform better in business, as enterprises that possess competencies and capabilities are more likely to have higher levels of growth and profitability.Practical implicationsThis finding provides useful implications for the stakeholders and policymakers and contributes in the future literature.Originality/valueBased on critical review and theoretical grounding, this study proposes a conceptual framework, which bridges intangible resources with economic growth of microenterprises.

Purpose The purpose of this paper is to develop a new model for depicting organizational processes: the episodic spiral model (ESM). Design/methodology/approach On the basis of a strong process view as the orienting paradigm, the authors demonstrate the need for the ESM by discussing the shortcomings of two specific spiral types in the organizational literature – the knowledge creation spiral and the efficacy spiral. Findings A review of each spiral type through the lens of nonlinear assumptions reveals the treatment to date of organizational spirals as uni-directional and insufficient for understanding organizations. The authors propose that managers must undertake a paradigm shift in order to gain a greater awareness of both the environment in which they operate, as well as their process actions. To facilitate this shift, the ESM depicts choice points, chosen and rejected trajectories, and upward and downward environmental drafts, as well as a multi-dimensional environment, as a way of re-conceptualizing approaches to space, time, and change in organization studies. Originality/value The authors propose that the model provides a way for scholars to enhance the study of organizations by understanding that organizations exist in a more dynamic environment than previously studied; recognizing that the organization has a wider range of choices available, and acknowledging the long-lasting ramifications of both choices made and choices discarded; and obtaining a more comprehensive look at the way the organization moves through space and time at any given moment. Taken together, the authors hope that these contributions allow organizational scholars a new approach to theorizing, exploring, and writing about the organizations they study.

Purpose – This editorial builds on the distinction between soft and hard economics and discusses dominant explanations for the development challenges of Sub-Sahara African (SSA) countries. It also seeks to offer a backdrop for the papers in the present volume of AJEMS. The paper aims to discuss these issues. Design/methodology/approach – It is based on a review of a selection of literature that highlights the dominant perspectives in neoclassical economics and competing streams of research that provide alternative perspectives. Findings – The review suggests the emergence of a competing paradigm that focuses attention on the human factor in economic growth process – i.e. the development of human capability as a foundation of sustainable inclusive growth. The competing streams of research seem to co-exist today, but there are potentials for paradigmatic criss-crossing in future research. Originality/value – It provides directions for future research into issues of economic growth and poverty alleviation in SSA.

The most important innovation for Western Balkan countries is combining social, labor and economic development policies, together with sustainable development focus on increasing and sustaining the welfare and wellbeing of the people in this countries. The purposes of this study is to investigate current social economy in the Western Balkans countries (Albania, Kosovo, North Macedonia, Serbia, Montenegro and Bosnia and Herzegovina). To give an answer to the research question whether the socio-economic situation in Western Balkan countries is improving, we have firstly revise the literature to find out what different authors have found in recent researches concerning this area and the methods, models used in collecting, processing and analyzing data. The processing of the data of the above-mentioned has been done by the STATA software program, specifically using Linear Regression, Fixed Effect, Random Effect, Hausman Taylor Regression and Correlation & Covariance. Based on the empirical results of this study, we conclude that the R Square designation coefficient indicating a higher relationship between dependent variable (Social Development) and independent variables (economic growth, education, climate change, environment, health, poverty, social protection and labor). Economic growth, education, climate change, social protection and labor, environment, health and poverty force explain and have an impact on increase/decrease the social development of the Western Balkan countries during for the period 2009-2019. This research paper highlights an empirical analysis based on real data, statistical reports of the World Bank of the Western Balkan Countries. Given that these results are evident, economic situation in Western Balkan countries have to improve with establishing social economy exactly in key area for the rapid grow of this countries.

PurposeThe purpose of the research is to determine the current contradictions and perspectives of convergence of social development and economic growth for the purpose of formation of the scientific and methodological basis of targeted and efficient state regulation of these processes, which would allow for their harmonization and systemic acceleration.Design/methodology/approachThe authors use correlation analysis for calculating the correlation of the rate of economic growth (according to the forecast of the IMF) and the indicators of qualify of life, calculated by Numbeo, and the index of economy digitization, calculated by the IMD. The research is performed based on the 2020 data. On the basis of the established dependencies, the authors use the method of hierarchy analytics of T.L. Saaty for determining the contribution of social development into economic growth.FindingsThe authors substantiate the existence of close interconnection between social development and economic growth and determine substantial differences in this interconnection in developed countries (correlation – 52%), where only purchasing power of population and society's digitization contribute into acceleration of economic growth, and in developing countries (correlation – 48%), where quality of life, environment protection, living standards and society's development level contribute to acceleration of economic growth.Originality/valueIt is proved that in the course of the increase of the level of social development, it contradicts economic growth – due to which the possibilities of state regulation of the interconnection of these processes are limited. The authors develop a conceptual model of convergence of these processes through the prism of phases of the economic cycle. The compiled model reflects the authors' recommendations at each phase of the economic cycle, due to which state regulation of socioeconomic development will become targeted and efficient.

The subject of the study is the theoretical and practical issues of the development of the budget planning system in Ukraine. The purpose of the study is to reveal the theoretical and methodological principles of planning budget expenditures as a tool for influencing the social development of the country. Research methods. The paper uses a set of scientific methods and approaches, including systematic, structural, comparative, factor methods, which allowed to realize the conceptual unity of the research. Results of work. The economic essence of budget expenditures is disclosed. Peculiarities of formation of budget expenditures in conditions of economy transformation are analyzed. It has been determined that the use of budget expenditures as a tool for regulation of socio-economic development of the country has certain features during the period of transformational changes in the economy, its structural adjustment, which consists in ensuring the macroeconomic equilibrium, creating a favorable financial and economic environment for the development of market relations, support of strategic sectors of the economy, including those aimed at domestic consumption. The main objective of strengthening the qualitative level of budget expenditure planning is to ensure long-term macroeconomic and social stability in the state. At the present time, it is important to deepen the theoretical and methodological principles of forming budget expenditures as a component of the regulatory mechanism of financial policy of the country, which will enable to strengthen the relationship of financial regulation with the dynamics of socio-economic development. The field of application of the results of work. Budget. Budgetary regulation of social development. Budget expenditures. Conclusions. Financial resources of the budget influence economic growth, structural transformations in the branches of economy, equalization of regional disproportions, development of human capital and increase of a high level of social protection of the population. During the years of Ukraine's emergence as an independent state, the underlying foundations and corresponding mechanisms for functioning of a sufficiently effective system of forming budget expenditures as one of the conditions for conducting a consistent fiscal policy aimed at economic growth have been formed. The budget process, depending on the changes in internal and external economic factors, the development of financial and economic relations, the increase of the quality requirements, the provision of state services of public services inherent permanent adaptation mechanisms that affect the need to improve the management of budget resources, which will provide the opportunity to ensure the effectiveness of economic transformations, sustainability budgetary system, increase the quality of budget planning and forecasting, and the efficiency of using budget funds. It is advisable to further strengthen systemicity and consistency in the implementation of state policy in the area of budget expenditures planning, to determine the optimal structure and content of budget programs, their correspondence to indicators of development of economic sectors in the short and medium term and directions of social and economic development of the country.

Purpose The purpose of this paper is to develop a conceptual framework that illustrates how resource-based countries, such as those in the Gulf Cooperation Council, can move their economies towards a more sustainable diversified model, through creating and fostering institutions that are conducive for opportunity entrepreneurship. Design/methodology/approach Several key variables pertaining to formal and informal institutions which impact opportunity entrepreneurship are presented in a conceptual framework based on a comprehensive, non-systematic literature review. Findings Findings from the comprehensive literature review suggest that institutions play a moderating role between opportunity entrepreneurship and economic development. Institutions can stimulate entrepreneur’s behaviour leading to economic growth and subsequently development. Proposals worth pursuing in empirical studies in the future are presented based on the review of the literature. Practical implications This framework offers a model for oil-based countries in resolving structural problems in fostering entrepreneurship when responding to economic challenges. Originality/value The proposed framework in this study takes into consideration a comprehensive set of formal and informal institutional factors, rarely discussed in the existing literature, that link opportunity entrepreneurship and economic growth and development. Insights offered by this study have implications for government policy changes in developing effective institutions.
