Purpose The purpose of this paper is to present a new approach for analyzing place making structure and processes and discuss strategies for inclusive place making in urban areas. Design/methodology/approach The theoretical approach is based on social systems theory and organization design theory, representing a constructionist and socio-structural approach to inclusive place making. The methodology is based on a comparative analysis of three cases of inclusive place making. Findings The main findings are that place making systems today lack the necessary complexity in their politics and planning to secure inclusive place making and fail to organize for face-to-face interactions in place making processes. Research limitations/implications In a social systems approach, the author observes how place stakeholders and systems observe place making realities and problems and constructs place images. This introduces some degree of uncertainty into the analyses but constitutes an effective basis for studying inclusive strategy development. Practical implications The findings indicate that observing how place stakeholders construct their opinions about the problems and possibilities for inclusive place making and face-to-face interactions probably constitutes the best basis for practical support for inclusive place making. Social implications The paper directs attention to the fact that current urban development strategies and policies toward inclusion of groups with limited resources today lack the necessary knowledge bases and means to deal effectively with the complexity related to current inclusion problems. Originality/value The paper demonstrates that an approach, which supplements the basic governance systems with face-to-face interactions, can deal effectively with today’s problems of inclusivity.

PurposeIn a context of critical transition such as the COVID-19 pandemic, moral semantics take a prominent role as a form of self-description of society. However, they are not usually observed, but rather assumed as self-evident and necessarily “good.” The purpose of the article is to summarize the theory of morality from the social systems' perspective and illustrate with concrete examples the polemogenous nature of moral communication.Design/methodology/approachThis article presents an analysis of the role of morality in the context of the COVID-19 pandemic, from the perspective of Niklas Luhmann’s social systems theory. Applying the method of second-order observation, it describes three cases of moral semantics disseminated via mass media and social media, and it examines their connection with the structural situation of subsystems of society during the pandemic crisis (particularly healthcare, politics and science).FindingsSecond-order observation of moral communication demonstrates to be fruitful to describe the conditions and consequences in which moralization of communication occurs, particularly in a situation of critical transition around the healthcare crisis. The three examples examined, namely, the hero semantics directed to healthcare workers, the semantics of indiscipline and the controversies around pseudo-sciences and conspiracy theories, show how they are based on social attribution of esteem and disesteem, how they try to answer to troublesome situations and contradictions that seem difficult to cope, and how they are close related to the emergence of conflicts, even when they seem positive oriented and well intentioned.Originality/valueThis paper is an attempt to test the usefulness of Luhmann's theory of society to understand the ongoing COVID-19 crisis and particularly the role of moral communication in concrete examples.

PurposeThis paper aims to introduce an enterprise‐wide Web 2.0 learning support platform – SNAP, developed at Victoria University in Melbourne, Australia.Design/methodology/approachPointing to the evolution of the social web, the paper discusses the potential for the development of e‐learning platforms that employ constructivist, connectivist, and participatory pedagogies and actively engage the student population. Social networking behaviours and peer‐learning strategies, along with knowledge management through guided folksonomies, provide the back‐bone of a social systems approach to learning support.FindingsThe development of a cloud‐based read‐write enterprise platform can extend the responsiveness of the learning institution to its students and to future e‐learning innovations.Originality/valueThe full potential of e‐learning platforms for the development of learning communities of practice can now be increasingly realised. The SNAP Platform is a step in this direction.

Purpose The purpose of this paper is to describe an analytical approach – functional analysis – that can be used to evaluate the current design of an organization and identify alternative designs that may increase the ability to realize strategic and operational goals. Design/methodology/approach The approach described in this paper is based on key concepts in systems theory and axiomatic design theory (Suh, 1990, 2001). A brief case example is used to illustrate the practical application of the approach. Findings It is shown that functional analysis can be used to map the design of an organization and identify key design challenges (e.g. related to overlapping or conflicting functions). Research limitations/implications The case study that is described is considered to be a pilot application of the approach as it is based on a limited number of interviews. Practical implications This paper should be relevant for applied researchers, management consultants, project managers and others who are analyzing the current structure of an organization and/or are involved in re-designing an organization. Social implications Application of the functional approach may improve design processes and thereby enhance the effectiveness of social systems, including public and private sector organizations. Originality/value This paper describes how key concepts in systems theory and axiomatic design theory can provide the basis for a new framework for analyzing organization designs.

Purpose Studies have proved that wood sawmill workers are exposed to high occupational risks if not well managed. In developing countries, many wood sawmills are found in urban and semi-urban areas. Studies exploring how residents near these wood sawmills perceive and react to these risks is scarce in Nigeria. The application of the fourth industrial revolution (4IR) technology is possibly one of the ways to manage the likely hazards. This study aims to investigate the possible hazards associated with timber sawmills in residential areas and the role of 4IR technologies in proffering feasible solutions to mitigate them in Nigeria’s cities. Design/methodology/approach Data were sourced from three cities and nine sawmills across Nigeria. Face-to-face interviews were conducted with authoritative participants (residents, environmentalists, government agencies, sawmill owners, 4IR technology experts and medical experts) who have been championing the regulation and safety of timber sawmill locations within the cities (Lagos, Benin City and Owerri) via a phenomenology type of qualitative research and supplemented by secondary sources. Findings Findings show that timber sawmills are located across the three cities in Nigeria and may have contributed to the health and environmental challenges of the people living in the neighbourhood. The identified hazards were grouped into three sub-themes (physical, health and environmental hazards). Findings identify robots, modularisation, cyber-physical systems, the internet of things and services and human-computer interaction as the digitalised technology that can be used in sawmills to mitigate hazards for the benefit of mankind. Research limitations/implications The paper is limited to hazards that residents in timber sawmills locations may face in Nigeria’s cities and data collected via face-to-face 23 interviews. The paper’s referral to past publications in the findings and discussion section compensated for the small sample size. Practical implications As part of this paper’s implications, the emerged recommendations will strengthen collaboration with relevant stakeholders regarding control measures via the use of 4IR technologies in timber sawmills. This will stir up policymakers to develop possible policies that will promote and create the platform for the implementation of 4IR technologies in city sawmills. Originality/value Apart from probably being the first paper to explore the hazards of residents in timber sawmill locations and proffer solutions via the usage of the 4IR technology, this paper’s contribution emphasis the need for in-depth future studies regarding the risk perceptions of Nigeria’s residents living in timber sawmill area.

Cyberphysical system design automation utilizing knowledge based engineering techniques with globally networked knowledge bases can tremendously improve the design process for emerging systems. Our goal is to develop a comprehensive architectural framework to improve the design process for cyberphysical systems (CPS) and implement a case study with Axiomatic Design Solutions Inc. to develop next generation toolsets utilizing knowledge-based engineering (KBE) systems adapted to multiple domains in the field of CPS design automation. The Cyberphysical System Design Automation Framework (CPSDAF) will be based on advances in CPS design theory based on current research and knowledge collected from global sources automatically via Semantic Web Services. A case study utilizing STEM students is discussed.

Purpose – The purpose of this paper is to suggest the usage of the project finance (PF) scheme as a suitable mechanism to fund energy efficiency projects at the urban scale and present its advantages and adoption barriers. Design/methodology/approach – A case study is developed to renew the traffic lighting system of an Italian town via replacement of the old lamps with new light-emitting diode (LED) technology. Several partners are involved in the case project to construct a viable PF arrangement. Findings – The case study presents the viability of the proposed PF scheme that provides for acceptable financial returns and bankability. However, it also shows that the need for short concession periods may call for a public contribution to the initial funding to make the project more attractive to private investors. Practical implications – This case study is a useful guideline for governments and promoters to using the PF arrangement to fund energy efficiency investments in urban settings. It helps designing an appropriate PF scheme and understanding the advantages of PF to reduce risk and, consequently, increase the debt leverage and profitability of energy efficiency projects. Originality/value – This paper contributes to bridging the gap about the lack of works addressing the implementation of the PF mechanism in the energy efficiency sector in urban areas. The importance of this paper is also associated with the shortage of traditional public finance faced by many cities that forces to seek for alternate forms of financing.

Purpose Dave Snowden has been an important voice in knowledge management over the years. As the founder and chief scientific officer of Cognitive Edge, a company focused on the development of the theory and practice of social complexity, he offers informative views on the relationship between big data/analytics and KM. Design/methodology/approach A face-to-face interview was held with Dave Snowden in May 2015 in Auckland, New Zealand. Findings According to Snowden, analytics in the form of algorithms are imperfect and can only to a small extent capture the reasoning and analytical capabilities of people. For this reason, while big data/analytics can be useful, they are limited and must be used in conjunction with human knowledge and reasoning. Practical implications Snowden offers his views on big data/analytics and how they can be used effectively in real world situations in combination with human reasoning and input, for example in fields from resource management to individual health care. Originality/value Snowden is an innovative thinker. He combines knowledge and experience from many fields and offers original views and understanding of big data/analytics, knowledge and management.

Purpose With exclusive data from a commercial microfinance institution (MFI) in Madagascar, the purpose of this paper is to investigate if loan officer rotation (change of loan officer) has an effect on credit access (loan approval) in rural and in urban areas. The authors further analyze how the frequency of loan officer rotation affects credit access in rural and in urban areas. Design/methodology/approach The authors apply propensity score matching to compare credit access between loan applicants who experienced loan officer rotation and loan applicants who experienced no loan officer rotation in rural and in urban areas. Findings Results show that loan officer rotation has a positive and statistically significant effect on credit access. The authors observe further that loan officer rotation has a different effect on credit access in rural and in urban areas. Whilst rural loan applicants who experienced loan officer rotation are more likely to have credit access, urban loan applicants show no statistically significant effect of loan officer rotation on credit access. For the frequency effect on credit access, the authors observe that one loan officer rotation has a positive and statistically significant effect on credit access whereas results are mixed for two loan officer rotations. Research limitations/implications Even though the authors can show that loan officer rotation can improve credit access to loan applicants, especially in rural areas, the conditions in Madagascar are unique. Therefore, results need to be verified in other countries and institutional contexts. Practical implications From the perspective of MFI, the authors recommend that the management of MFI needs to provide better tools to loan officers to improve on the evaluation of agricultural loan products or standardize the assessment of agricultural loan products to improve on lending decisions. Further, if applicable, the authors recommend that MFI should consider using credit worthiness assessment procedures which rely less on loan officer’s judgment for loan evaluation, such as automated systems. From the perspective of loan applicants, the authors recommend that loan applicants should request for a change of loan officer if they experience successive loan applications rejection. Originality/value To the authors’ knowledge, this paper is the first to provide empirical evidence on the effect and frequency of loan officer rotation on credit access in Sub-Sahara Africa, and Madagascar, in particular.
