Purpose The purpose of this paper is to highlight the case study of the Ministry for Primary Industries’ (MPI) Border Compliance Social Marketing programme. This programme aims to change the behaviour of international visitors to New Zealand. This is to protect New Zealand’s important horticultural and agricultural industries and environment from harmful pests and diseases. The programme encourages travellers to leave potential biosecurity risk items at home, or at least declare them to border staff or dispose of in special amnesty bins at New Zealand’s airports on arrival. It also influences local communities to advocate to friends and family overseas on MPI’s behalf. Design/methodology/approach Aimed at visitors with the highest identified risk, the programme uses a range of interventions in the pre-travel, in-journey and upon-arrival stages of travel. It is underpinned by social marketing theory and models, qualitative and ethnographic research and an understanding of the passenger journey. Findings The programme has delivered a significant reduction in the number of passengers being caught with prohibited items and has influenced behaviours in packing bags before travel and declaring items for inspection on arrival in New Zealand. Originality/value The programme contributes to the New Zealand biosecurity system, which protects the country’s key horticultural and agricultural industries. For example, the horticultural industry contributes $5.6bn annually to the New Zealand economy. It also protects native flora and fauna, which is a large attraction to overseas visitors, and contributes to the $12.9bn tourism industry.

Purpose The purpose of this paper was to explore how small immigrant communities in host countries collect, disseminate and present information about their home country and their community, and the role of formal societies and clubs in it. Design/methodology/approach This paper presents the results of a case study of the Croatian community in New Zealand. To illustrate how cultural and technological changes affected information dissemination and communication within the community, the case study presents both historical and current situations. Methods used in this case study included a content analysis of historical newspapers published in New Zealand by the Croatian community, content analysis of current webpages and social networking sites, and interviews with participants who have management roles in Croatian societies and communities in New Zealand. Data were collected from December 2018 to February 2019. Findings Formally established clubs and societies, but also informal groups of immigrants and their descendants can play a significant role in providing their members with information about the culture, social life and events of the home country. They also play a significant role in preserving part of the history and heritage which is relevant, not only for a specific community but also for the history and culture of a home country. Originality/value The methodology used in the research is based on data from community archives and can be used for studying other small immigrant communities in New Zealand or abroad. The case study presented in the paper illustrates how the information environment of small immigrant communities develops and changes over the years under the influence of diverse political, social and technological changes.

Purpose – Despite the importance of theory as a driving framework, many social marketers either fail to explicitly use theory as the basis of designing social marketing interventions or default to familiar theories which may not accurately reflect the nature of the behavioural issue. The purpose of this paper is therefore to propose and demonstrate the social marketing theory (SMT)-based approach for designing social marketing interventions, campaigns or tools. Design/methodology/approach – This conceptual paper proposes a four-step process and illustrates this process by applying the SMT-based approach to the digital component of a social marketing intervention for preventing domestic violence. Findings – For effective social marketing interventions, the underpinning theory must reflect consumer insights and key behavioural drivers and be used explicitly in the design process. Practical implications – Social marketing practitioners do not always understand how to use theory in the design of interventions, campaigns or tools, and scholars do not always understand how to translate theories into practice. This paper outlines a process and illustrates how theory can be selected and applied. Originality/value – This paper proposes a process for theory selection and use in a social marketing context.

Purpose Tourism 2025 – Growing Value Together/Whakatipu Uara Ngatahi is a framework to unite New Zealand's large and diverse tourism industry and ignite strong, aspirational economic growth. Its goal is to see the tourism industry contribute $41 billion a year to the New Zealand economy by 2025, up from $24 billion now. It provides vital context for some collective actions by big or small industry clusters and for thousands of actions individual businesses will take each year. The paper aims to discuss these issues. Design/methodology/approach A wide range of tourism industry stakeholders were consulted over an 18‐month period to ensure the project was being developed on a solid, evidence‐based foundation. There was strong stakeholder support for a framework which the private sector takes ownership of and responsibility for, but which also recognises that public sector support is vital. The project team developed a “straw‐man” growth framework model which resulted in carrying out detailed investigations and consultation to test and, where necessary, adjust that model into its final form. Findings There were four major forces shaping the global tourism market. There was one positive force for New Zealand countered by three tough challenges. The strawman growth framework comprised five separate yet inter‐connected “cycle of growth” themes. These themes are relatively consistent with global national tourism plans that were studied. Used intelligently and in harmony, with the industry fully understanding the inter‐relationships and inter‐dependencies within the “cycle of growth”, the key themes enable the tourism industry to successfully come to grips with the challenges and opportunities ahead. Originality/value Tourism 2025 is aimed at aligning the industry on a pathway towards aspirational growth.

<p>Old St Paul’s is an iconic New Zealand heritage site managed by Heritage New Zealand.¹ It is a site that tells both national and local stories and draws a wide range of international and domestic visitors. Key recommendations made by the New Zealand Ministry of Tourism in their 2010 and 2015 strategies were that the country is no longer automatically perceived as ‘authentic’² by international visitors, and that heritage in New Zealand should be striving to deliver engaging, educational and rich cultural and social experiences.  Using Old St. Paul’s as a case study, this research asks if New Zealand heritage sites are providing exhibitions, interpretation and stories that successfully communicate the site management’s presentation goals to visitors. This relationship is evaluated through the exhibitions and interpretation used by site management, and compared with visitor understanding and their experience of these.  This research uses interviews and visitor surveys to gauge the management/visitor relationship at Old St. Paul’s. An in-depth interview with the site’s manager is analysed and presented comparatively against the results gained from conducting visitor surveys. This research provides an investigation into contemporary heritage practice in New Zealand and offers a pilot study for future development in the heritage sector. Furthermore, it is suggested that heritage sites could adopt similar summative practices to those used in the museum sector in order to monitor visitor satisfaction and the perception of quality.</p>

Purpose The purpose of this paper is to investigate the experiences of international tourists with healthy signature food at a tourist destination, and explore the perceptions of food providers regarding the preparation of healthy signature foods. Healthy signature food at tourist destinations has become a crucial factor that can determine whether tourists revisit a tourist destination. The relevant literature review and Urry’s tourist gaze theory indicate that there is a lack of previous research on healthy signature foods among international tourists and food providers. The current study addresses this gap by providing a holistic understanding of healthy signature foods and how they have led to a culture of healthy eating in the tourism industry. Design/methodology/approach A case study was conducted in Malacca, a World UNESCO Heritage Site, to identify the experiences of international tourists with local signature foods. A purposive sampling method was selected to gather information from international tourists and food providers. The data were collected through semi-structured interviews to gain a detailed perspective of healthy signature foods. Findings The results revealed four thematic analysis outcomes, namely, memorable food experiences, food hygiene consciousness, cultural values and tourist happiness, which directly impact tourists’ satisfaction and intention to revisit. Additionally, aspects such as type of trip, trip frequency and the purpose of the trip influenced tourists’ experiences with healthy signature food. Furthermore, it was found that the selected food providers prepared their meals according to the standard procedures. Originality/value The current study extends Urry’s tourist gaze theory by exploring tourists’ perceptions of healthy signature food as well as exploring the way the food is prepared. Healthy signature food has much potential as a means of attracting and sustaining international tourists at tourist destinations. Furthermore, it strengthens the supply chain relationship between international tourists (customers) and food providers (suppliers) in the food tourism industry.

Purpose The paper aims to explore the development of the halal industry in Thailand. It endeavours to investigate the main factors behind the country’s success as one of the largest exporters of halal-certified foods and products in the Southeast Asian region, in spite of the fact that Thailand is a non-Muslim-majority country. Only 4.3 per cent of the 69-million population of Thailand is Muslims. Design/methodology/approach In articulating the issue objectively, qualitative research method was adopted. This paper used structured literature study by analysing various subjects of halal pertaining to Thailand’s halal sector. At the same time, several in-depth interviews with the corresponding halal authorities in Thailand, as well as site visits, were also conducted. We also undertook observations in several sites in Thailand to analyse the issue further. Findings Findings from the research show that the strong presence of Thailand in the global halal industry is because of its bustling tourism industry that helps to bolster the country’s halal branding, its uniformity of halal definition and standards and effective support to the local SMEs. Practical implications This research implies that the standardisation of halal in a country is imperative in the Muslim-majority or Muslim-minority countries. This study gives a benchmark for the non-Muslim-majority countries which endeavour to embark on the halal industry. Muslim-minority counties that envision to succeed in the global halal market could emulate Thailand’s approach in branding itself as a recognised non-Muslim-majority country in producing certified halal foods and products. Originality/value The paper provides guidelines and standards for Muslim-minority countries that envision success in the global halal market.

The case study presented here represents the application of social marketing theory and practice to increase the levels of full age-appropriate childhood immunization as part of the Immunise Australia Program. In 1995, an Australian Bureau of Statistics survey found that only 33% of Australian children up to 6 years of age were fully immunized according to the schedule being recommended at the time, and 52% were assessed as being fully immunized according to the previous schedule (ABS, 1996). In response to this situation, the Australian Government formulated the Immunise Australia Program. This program comprised a number of initiatives, including: ▪ improvements to immunization practice and service delivery; ▪ establishment of a National Centre for Immunisation Research and Surveillance; ▪ negotiation with State and Territory Governments to introduce requirements for immunization prior to commencing school; ▪ financial incentives for doctors and parents/guardians; ▪ a national childhood immunization education campaign; and ▪ a specific Measles Control Campaign. While recognizing the key role played by structural and policy reform within the formulation and implementation of a social marketing strategy, this article focuses primarily on the community education components of this program.

Purpose The purpose of this paper is to explore the relationship between global cities and international tourism with particular reference to the recent experiences of Tokyo which has recently seen a marked increase in arrivals. It addresses questions of the standing of Tokyo as a global city and tourist destination, how the two functions are connected and why changes are occurring. Design/methodology/approach The methodology employed is that of an empirical case study based on the analysis of published materials drawn from a diversity of sources. Findings The defining characteristics of global cities are generally conducive to their function as international tourist destinations. They possess a wealth of tourism resources and amenities which facilitate inbound tourist flows. Tokyo is a prominent example of a global city, but has tended to attract fewer visitors than others in that category. The recent significant growth in arrivals is attributed to changes in the tourism industry and wider environment, yet some challenges remain before it can catch up with its counterparts. Originality/value Fresh insights are afforded into the implications of global city status for tourism and the development of Tokyo as a destination which tends to have been neglected in the literature.

Title – Resort-based or resource-based tourism? A case study of Jamaica. Subject area – This case study can be used in the following subject areas: tourism management; tourism policy; tourism planning and development; destination marketing and management; hospitality and tourism management; special event planning and management; and attraction management. Study level/applicability – This case study is useful to both undergraduate and graduate students specializing in hospitality and tourism management. Case overview – This case study explored the nature of two forms of tourism development; resort-based and resource-based, and aimed to determine which is the more viable and sustainable option for the future of tourism in Jamaica, an island destination in the Caribbean which depends highly on the tourism industry. The literature established that both forms of tourism are challenged by several and varying factors and so their synergistic integration appears to be the most functional option for sustainable tourism development in Jamaica along with the involvement of the relevant stakeholders. Expected learning outcomes – The students should be able to: Distinguish between resort-based tourism and resource-based tourism by identifying the elements and attributes that make them different. ▪Explain the usefulness and drawbacks of both types of tourism model. ▪Discuss the nature of culture and heritage tourism and eco-tourism. ▪Analyze Jamaica's tourism model from the nineteenth to the twenty-firstst century by assessing the changes and developments. ▪Discuss the role of government in facilitating the development of a “wholisitic tourism model” that will facilitate the synergy of resort-based tourism and resource-based tourism. ▪Assess the role of the private sector in encouraging and facilitating resource-based tourism. The case synopsis likewise presented a concise summary of the literature reviewed regarding the concepts of resort-based tourism and resource-based tourism; and the case of Jamaica's tourism.The learning outcomes are intended to guide the teaching- learning process and stimulate students' understanding of the concepts of resort-based tourism and resource-based tourism and their specific implications in terms of tourism development in Jamaica. This knowledge can also be generalized to other destinations with similar historical background and tourism resources. The applied questions will guide the discussions and provide additional resources for assessment purposes. They will also help the students to critically assess the dynamics of tourism development.The case synopsis is consistent with the learning outcomes, corresponding applied questions and course recommendations. The tourism industry plays a very crucial role in the country’s economy, as it not only contributes towards the national income but also brings beneficial spillover directly or indirectly on the other industries. Tourism is the most important source of income for many emerging countries. India, a newly emerging economy, also depends, to a great extent, on tourist income. However, this sector continues to not make optimal contribution in India. In today’s competitive arena, the state tourism corporations must use all possible means to maximise growth and profitability through pegging up the rate of tourist arrivals. There is a general agreement in the tourism industry at the theoretical level about the imperative of a public – private partnership (PPP) in serving this objective. PPP aims to synergise the efforts of the two components in the general development of society and increase in competitiveness. The public–private partnership in tourism industry is at an emerging stage and could be developed in various ways. This case study highlights the key learning from Delhi Tourism’s experience on how PPP can be implemented in the tourism sector. This case study discusses an opportunity for Delhi Tourism which can alter the landscape of the tourism industry of India and also the rejuvenation of Delhi Tourism, a public sector corporation, through PPP. Expected learning outcomes The case will give a clear understanding of the dynamics and environmental factors governing a mixed economy like India. The reasons for the PPP can be analysed through the case.
