Climate change adaptation and disaster risk reduction (DRR) through coastal afforestation in South-Central Coast of Bangladesh

Purpose The purpose of this paper is to focus on the local-level initiatives through coastal afforestation, the natural and socio-economic context of the study area (Hatiya Upazila of Noakhali District, Bangladesh) and the adaptation and DRR strategies generated through coastal afforestation in coastal Bangladesh. Design/methodology/approach Field observations, focus group discussions (FGDs), semi-structured interviews, and transects were accomplished in both the dry and wet season. Spatial database generated and land use mapping integrated social and technical investigation. Five FDG sessions with participants from different livelihood options (fishermen, farmers and social representatives) were organised and, on average, 15~18 participants participated in each participatory session. Findings Mangrove plantation can be used to access new land and create alternative livelihoods, which are important for local community adaptation and to reduce disaster risks. Mangrove plantations provide chances for new land management options to be developed for use in Bangladesh. Research limitations/implications This study was conducted only at the south-central coastal district of Bangladesh. Data collection to summarise all the socio-economic issues is limited. Practical implications This paper can be used for the integration of geospatial and social research techniques to understand the community approach to fight against climate change-induced impacts. Originality/value The research is solely conducted by the authors. The conducted approach is a blend of social and technical knowledge and techniques in generating community resilience at the south-central coast of Bangladesh.

Purpose The purpose of this paper is to reflect on what can be learned about disaster risk reduction (DRR) from the L’Aquila trial of scientists. The court case was initiated because of a controversial meeting on 31 March 2009 of the Major Risks Committee (MRC), held under the auspices of the Italian Department of Civil Protection. The purpose of the meeting was to consider (prior to the fatal earthquake of 6 April 2009) disaster risk in the L’Aquila area, which was being affected by an earthquake swarm since October 2008. Design/methodology/approach The authors undertook a document analysis of trial materials, and a review of academic and media commentary about the trial. Findings The legal process revealed that disaster governance was inadequate and not informed by the DRR paradigm or international guidelines. Risk assessment was carried out only in a techno-scientific manner, with little acknowledgement of the social issues influencing risks at the local community level. There was no inclusion of local knowledge or engagement of local people in transformative DRR strategies. Originality/value Most previous commentary is inadequate in terms of not considering the institutional, scientific and social responsibilities for DRR as exposed by the trial. This paper is unique in that it considers the contents of the MRC meeting as well as all trial documents. It provides a comprehensive reflection on the implications of this case for DRR and the resilience of peoples and places at risk. It highlights that a switch from civil protection to community empowerment is needed to achieve sustainable outcomes at the local level.

Purpose – In order to achieve reductions in greenhouse gas (GHG) emissions, it is essential that all industry sectors have the appropriate knowledge and tools to contribute. This includes agriculture, which is considered to contribute about a third of emissions globally. This paper reports on one such tool: IMPACCT: Integrated Management oPtions for Agricultural Climate Change miTigation. The paper aims to discuss these issues. Design/methodology/approach – IMPACCT focuses on GHGs, carbon sequestration and associated mitigation options. However, it also attempts to include information on economic and other environmental impacts in order to provide a more holistic perspective. The model identifies mitigation options, likely economic impacts and any synergies and trade-offs with other environmental objectives. The model has been applied on 22 case study farms in seven Member States. Findings – The tool presents some useful concepts for developing carbon calculators in the future. It has highlighted that calculators need to evolve from simply calculating emissions to identifying cost-effective and integrated emissions reduction options. Practical implications – IMPACCT has potential to become an effective means of provided targeted guidance, as part of a broader knowledge transfer programme based on an integrated suite of guidance, tools and advice delivered via different media. Originality/value – IMPACCT is a new model that demonstrates how to take a more integrated approach to mitigating GHGs on farms across Europe. It is a holistic carbon calculator that presents mitigation options in the context other environmental and economic objectives in the search for more sustainable methods of food production.

The research focuses on using Sentinel-2 that can be integrated with the Digital Shoreline Analysis System (DSAS) as an effective tool for the determination of changes in the riverbanks and using linear regression to predict shoreline changes. The research applied the assessment of shoreline changes in the period of 2015- 2020 and forecast to 2025 in Laigiang river of the South Central Coast region of Vietnam. Based on the DSAS tool, parameters such as Shoreline Change Envelope (SCE), Net Shoreline Movement (NSM), End Point Rate (EPR) and Linear Regression Rate (LRR) were determined. The analysis results show that the accretion process in the Laigiang river in the period of 2015-2020 with the accretion area ranges from 81.47 ha. Meanwhile, the area of shoreline erosion only fluctuates around 54.42 ha. The rhythm of evolution is a determinant element for this transitional system.

<p>This research aims to support studies related to the adaptation capacity of the Amazon region to climate change. The Belo Monte Hydroelectric Power Plant (HPP) is in the Xingu River basin, in eastern Amazonia. Deforestation coupled with changes in water bodies that occurred in the drainage area of Belo Monte HPP over the past few decades can significantly influence the hydroclimatic features and, consequently, ecosystems and energy generation in the region. In this context, we analyze the climatology and trends of climate extremes in this area. The climate information comes from daily data in grid points of 0.25° x 0.25° for the period 1980-2013, available in http://careyking.com/data-downloads/. A set of 17 climate extremes indices based on daily data of maximum temperature (TX), minimum temperature (TN), and precipitation (PRCP) was calculated through the RClimDex software, recommended by the Expert Team on Climate Change Detection and Indices (ETCCDI). The Mann-Kendall and the Sen’s Curvature tests are used to assess the statistical significance and the magnitude of the trends, respectively. The drainage area of the Belo Monte HPP is dominated by two climatic types: an equatorial climate in the north-central portion of the basin, with high temperatures and little variation throughout the year (22°C to 32°C), in addition to more frequent precipitation; and a tropical climate in the south-central sector, which experiences slightly more pronounced temperature variations throughout the year (20°C to 33°C) and presents a more defined wet and dry periods. The south-central portion of the basin exhibits the highest temperature extremes, with the highest TX and the lowest TN of the year occurring in this area, both due to the predominant days of clear skies in the austral winter, as to the advance of intense masses of polar air at this period. The diurnal temperature range is lower in the north-central sector when compared to that in the south-central region since the first has greater cloud cover and a higher frequency of precipitation. The largest annual rainfall volumes are concentrated at the north and west sides (more than 1,800 mm) and the precipitation extremes are heterogeneous across the basin. The maximum number of consecutive dry days increases from the north (10 to 20 days) to the south (90 to 100 days). The annual frequency of warm days and nights is increasing significantly in a large part of the basin with a magnitude ranging predominantly from +7 to +19 days/decade. The annual rainfall shows a predominant elevation sign of up to +200 mm/decade only in the northern part of the basin, while the remainder shows a reduction of up to -100 mm/decade. The duration of drought periods increases in the south-central sector of the basin, reaching up to +13 days/decade in some areas. The results of this study will be used in the future as an important input, together with exposure, sensibility, and local adaptation capacity, to design adaptation strategies that are more consistent with local reality and to the needs of local communities.</p>

Purpose With climate change and environmental degradation being major issues in the world today, it is imperative for governments within a regional setting to collaborate on initiatives, harmonize their policies and develop strategies to counter threats. In South Asia, several attempts have been made to create a common framework for action in implementing synchronized policies. However, both political and technical deterrents have thwarted moves to accommodate priorities and interests of collaborating states. The purpose of this paper is to assess these issues and existing policies/strategies in selected South Asian countries and evaluate integrated plans of action based on collaborative partnerships. Design/methodology/approach Using a broad exploratory and interpretive approach, this paper evaluates how harmonization of environmental principles and synergies among countries can help reduce the effect of climate change and environmental hazards. Based on a review of ideas and concepts as well as both primary and secondary sources, including official records, legislation, inter-state and regional agreements, evaluation reports, impact studies (social, economic and ecological), and commentaries, it highlights several initiatives and processes geared to creating environmental protection standards and practices for the South Asian region. Findings Climate change has resulted in devastating impacts on people. It contributed to the proliferation of climate refugees and high incidence of poverty in South Asia. The region faces both political and technical obstacles in developing a sustainable approach to combat climate change. This is exacerbated by non-availability of information as well as reluctance to acknowledge the problem by key actors. The best strategy will be to integrate policies and regulations in the various countries of the region to develop strategic plans. The approach of prevention and protection should replace the existing emphasis on relief and rehabilitation. Originality/value The paper provides a critical overview of the climatic and environmental problems encountered in the South Asian region and provides pointers to resolving shared problems through the use of policy instruments for regulating the problems within the gamut of regional environmental governance. It attempts to identify solutions to offset regulatory and institutional barriers in achieving preferred results by emphasizing the need for redesigning regulatory structures and policy approaches for ecological well-being.

Climate change is having a significant effect on many allergenic plants resulting in increased pollen production and shifts in plant phenology. Although these effects have been well-studied in some areas of the world, few studies have focused on long-term changes in allergenic pollen in the South Central United States. This study examined airborne pollen, temperature, and precipitation in Tulsa, Oklahoma over 25 to 34 years. Pollen was monitored with a Hirst-type spore trap on the roof of a building at the University of Tulsa and meteorology data were obtained from the National Weather Service. Changes in total pollen intensity were examined along with detailed analyses of the eight most abundant pollen types in the Tulsa atmosphere. In addition to pollen intensity, changes in pollen season start date, end date, peak date and season duration were also analyzed. Results show a trend to increasing temperatures with a significant increase in annual maximum temperature. There was a non-significant trend toward increasing total pollen and a significant increase in tree pollen over time. Several individual taxa showed significant increases in pollen intensity over the study period including spring Cupressaceae and Quercus pollen, while Ambrosia pollen showed a significant decrease. Data from the current study also indicated that the pollen season started earlier for spring pollinating trees and Poaceae. Significant correlations with preseason temperature may explain the earlier pollen season start dates along with a trend toward increasing March temperatures. More research is needed to understand the global impact of climate change on allergenic species, especially from other regions that have not been studied.

Flood hazards affect the local economy and the livelihood of residents along the South-Central Coast of Vietnam. Understanding the factors influencing floods’ occurrence potentially contributes to establish mitigation responses to the hazards. This paper deals with an empirical study on applying a combination of the fuzzy analytic hierarchy process (AHP), the fuzzy technique for order of preference by similarity to ideal solution (TOPSIS), and a geographic information system (GIS) to assess flood hazards along the South-Central Coast of Vietnam. Data are collected from focus group discussions (FGDs) with five communal authorities; a questionnaire completed by eight hamlet heads in the Phuoc Thang commune (Binh Dinh province); and documents, reports, and thematic maps provided from official sources. A total of 12 maps of flood factors are prepared. The results show that terrain elevation, creek-bottom terrains, high tide-induced flooding area, and distance to water body are the main factors affecting flood hazards. The An Loi hamlet faces the highest risk for floods, followed by Lac Dien, Luong Binh, and Pho Dong. The map of flood hazards indicates the western part is assessed as low hazard, whereas the eastern part is a very high hazard area. The study findings show that the hybrid approach using GIS-based fuzzy AHP–TOPSIS allows connecting decision makers with the influencing factors of flooding. To mitigate floods, both the Vietnam national government and the Binh Dinh provincial government should integrate natural hazard mitigation into socio-economic development policies.

Purpose The purpose of this paper is to study and assess the content, functioning and impact of institutional reforms aiming to enhance collective and holistic political leadership at the level of local government. Design/methodology/approach The authors conduct a comparative case study of two Danish frontrunner municipalities drawing on relevant documents and qualitative interviews with both elected politicians and public administrators. Findings The authors found that institutional design is effective in promoting collective and holistic political leadership at the local level, even if no formal design options are available and the municipalities have to invent their own designs. Support both from both councilors and administrators is paramount for successful implementation of local political leadership reforms. Research limitations/implications Due to the purposive selection of a limited number of cases, the findings cannot be generalized to the population from which the cases are drawn. However, other municipalities may learn from and become inspired by the positive impact of the new institutional designs on collective and holistic political leadership. Practical implications Whereas some institutional political leadership reforms aim to enhance the power of the mayor and other reforms aim to create a cabinet or a committee system, the reforms the authors are studying aim to create a space for local councilors to work together across party and sector lines in creating collective and holistic policy solutions. The study shows that it is crucial that local councilors are involved in cross-boundary agenda setting before developing policies in standing committees and endorsing them in the council assembly. Social implications There is a large amount of more or less wicked problems that require the formulation and implementation of innovative policy solutions, which, in turn, call for a clear and determined political leadership. However, local politicians typically suffer from decoupling and tunnel vision. The results show that these problems can be solved through new institutional designs that promote a more collective and holistic political leadership that can take the local community forward. Originality/value Few studies have hitherto addressed the need for institutional reforms enabling collective and holistic political leadership through both theoretical and empirical analyses, but that is exactly what the authors try to accomplish.
